Автормен инновациялық экономиканың негізгі көрсеткіштерін есептеуге арналған арнайы формулалар ұсынылды. Берілген формулалар арқылы есептеу алгоритмін сақтай отырып, белгілі әдістеме бойынша есептеу жұмыстары жүргізілді. Есептеулердің қорытындысы бойынша соңғы жылдардағы Батыс Қазақстан аймағының (оның ішінде Ақтөбе, Атырау, Батыс Қазақстан және Маңғыстау облыстары бойынша) инновациялық қызметінің дамуы бағаланып, негізгі мәселелері анықталды. Инновациялық қызметті аймақтық деңгейде бағалаудың әдісі, қосымша критерийлері және анықталған мәселелерді жетілдіру жолдары ұсынылды. The article considers the features and methods of analysis and evaluation of the development of the innovation economy and innovation activity of the regions of Kazakhstan. The definitions of the concepts of innovative potential of the region and innovative receptivity are given. The importance of the development of the innovation economy and innovation activity in the development of the state economy as a whole is determined. The works of economists and research scientists dealing with the problems of regional innovation economy development are studied. Groups of methods of analysis and evaluation of innovation activity, reflected in various foreign and Kazakh literature sources, are classified. The indicators of the development of the innovation economy of the West Kazakhstan region, including the innovation potential and innovation susceptibility, are systematized and analyzed. The formulas developed by the author for calculating the main indicators of the innovation economy are proposed. Based on the results of the calculations, the main problems of the development of innovative activity in the West Kazakhstan region in recent years were evaluated and identified. An improved method for assessing innovation activity at the regional level, additional criteria and ways to improve the identified problems are proposed. In addition, the main factors influencing the development of the innovation economy at the regional level are identified. At the end of the article, conclusions were drawn on the main problems of the topic under study.

The article considers the terms “innovation potential”, “regional innovation potential”, and the state of innovation potential. The purpose of this article is to determine the current state and prospects for the development of the innovative potential of the Akmola region. The research methodology consists in systematization of innovative indicators of the region by comparison and economic and statistical groupings. The analysis of the formation of the innovative potential of the region on the example of the Northern regions of the Republic of Kazakhstan is carried out. In particular, the dynamics of the gross regional product and innovation activity in the Akmola region is presented.

Introduction. The subject of the research is public-private partnership (PPP), which contributes, through funding and incentives, to the spatial development of innovation in the United States. As an economic phenomenon, PPP is seen as an effective mechanism for integrating investors, business (primarily venture capital) and the state aimed at implementing the innovation process at the meso-spatial level – states and regions (subregions) of the United States – within the framework of regional innovation systems (RIS), contributing to territorial differentiation. Theoretical analysis reveals the factors and mechanisms of public-private interaction in the space of the corresponding RIS states and sub-regions of the country, characterized by the institutional and functional role of American forms of PPP in the implementation of innovative projects at the regional level. A hypothesis is formulated about the heterogeneity and unevenness of the united innovation space in the United States, one of the foundations of which is the differential nature of state financing of innovation activities at the regional level. Empirical analysis. A correlation is shown between indicative indicators reflecting the level of innovative potential and characterizing the innovative activity of the RIS of the states and subregions of the United States as a whole, on the one hand, and the degree of development of the innovative potential of PPP within the RIS of the corresponding territory, on the other hand. The carried out typological grouping of RIS states based on the lognormal distribution reflects the statistical commonality of the analyzed indicators. Results. Based on the available values of the indices characterizing the innovation activity of the RIS of specific states and subregions of the United States, as well as the calculation of integral indicators that make it possible to assess the interaction of PPP subjects, which are at the same time the institutional and functional elements of the corresponding RIS, a hypothetical statement about the unevenness of the US innovative development has been confirmed. In this case, the territorial differentiation of innovation in the United States and its impact on the spatial aspect of the development of an innovative economy, and, consequently, on economic growth, is determined by the intensity of the use of innovative potential by forms of PPP, which involves proactive financing and stimulation of innovative business projects at the expense of budgetary funds in the RIS of specific groups of states and sub-regions of the United States.

Shaping innovation economy in Russia stipulates passing-over from traditional partial models to system-integrated models of development accompanied by building institutional vector of succession of federal and regional institutions. A special role in processes of interaction between state, business and science is entrusted to institutions of development, which are to foster knowledge generation and successful practices of innovatization. The article studies specific features of scientific and innovation activity support funds, which help realize measures aimed at stimulating and raising efficiency of the scientific and innovation sector on the regional level. State support of institutions of development and science was analyzed and experience of such funds in the Krasnoyarsk area, Tatarstan, Perm area, Smolensk region was investigated as they demonstrate positive dynamics and adequacy in principle lines of functioning. Problems and drawbacks of these funds' work were systematized by 4 large groups: institutional and legal, finance and economic, organizational and managerial and social ones. On the basis of this analysis measures aimed at improving the organizational efficiency of funds and upgrading the regional innovation environment were identified. A conclusion was drawn about the necessity to intensify state and non-state support of fundamental and applied research, to stimulate setting-up of collaborative partnerships in order to raise scientific, technological and innovation competences in regions in view of solving strategic tasks of development.

The Convention on Biological Diversity (1992) considers conservation, research and conservation as a guarantee of ecosystem sustainability. One of the most pressing problems in the Republic of Kazakhstan is the conservation of biodiversity and the rational use of biological resources. Fungi as heterotrophic organisms play a vital role in the functioning of any ecosystem. Although the fungi depend on plants, leaning towards sufficiently closed connections with certain plant communities, plant communities, in turn, are not able to exist without fungi. The study of macromycetes as components of biogeocenosis, is impossible without studying their species composition. The lack of information about macromycetes in the regions under study prevents not only the diversification and exhaustion of the study of the corresponding ecosystem and the development of a comprehensive approach to the protection of natural resources in the department. Especially limited information about the microflora of the West Kazakhstan region, the introduction of only episodic data requires a review of the history of the study of mycobiotics. This is evidenced by the materials provided in this article.

In recent years, great attention has been paid to the problems of developing innovation activities in the Kyrgyz Republic. They became the most discussed in the country, and modernization and industrialization are the main directions of the current state policy of Kyrgyzstan. The objective need for the implementation of scientific and other innovations in the country, taking into account regional particularities, determines the relevance of the research chosen. The article considers the possibility of implementing an effective regional innovation system based on the so-called “smart” specialization in the Kyrgyz Republic. The economy of the republic is extremely important constantly developing innovation process, and it should not end only on the acquisition of expensive innovative equipment. It is necessary to develop the whole system with the obligatory involvement of the regions. This is the only way to rely on the successful development of innovations. The paper analyzes the main directions of innovation development at the regional level. The problems of promoting the innovation ecosystem in Kyrgyzstan in general, and innovation processes in agriculture, in particular, have been identified.

The study aims to analyze the innovation potential of enterprises, explain the use of the binary regression methodology, and explore different indicators of the enterprises in the regions of Kazakhstan for building an effective management strategy. Methodological substantiation is based on the complex survey data analysis, provided by the World Bank Enterprises Survey (WBES) for Kazakhstan. WBES database has covered a sociological survey of enterprises, which was conducted using a random survey and representativeness among 1,296 enterprises, mainly in the production sector. Besides, the data were collected among companies regarding their experience in environmental perception (including innovation activity), in which they worked. The results have demonstrated that the age of the company, exporter status, type, sector, or activity – all these have a positive influence on the company’s tendency to innovations. However, as part of the study, it has found out that competitors in the marketplace and regions of activity of enterprises predominantly negatively affect the prospects of introducing innovation. It was also in evidence that the same factors (foreign ownership, advanced training, type, size, and sector of an enterprise) are essential determinants of product, technology, R&D, ICT, and innovation. Obtained results can be used by enterprises for building an effective management strategy of own business innovative development, as well as by local authorities to upgrade the competitive performance. Based on the results of our 2017–2021 field research, the coordinates of 17 meeting points of the sunwatcher toadhead agama (Phrynocephalus helioscopus) (Pallas, 1771) in the West Kazakhstan and Atyrau regions of the Republic of Kazakhstan are given, from 49°17.256'N, 48°14.048'E in the North to 46°34.330'N, 55°49.319'E in the South. The northern limit of the modern distribution in the Volga-Ural (Volga-Zhaiyk) interfluve is the saline in the Aral-sor lacustrine-saline depression and the Baigutta sor-liman depression in the left bank of the Ural (Zhaiyk) River. The sunwatcher toadhead agama habitats are confined to open spaces with salt lakes and sors. The dependence of the body’s upper side colour of sunwatcher toadhead agamas on the general background of the substrate is illustrated, namely: the colour is brown or dark grey on dark substrates, and light grey or ashy on light substrates. The history of the description of the species by P. S. Pallas and I. I. Lepekhin is briefly considered. According to the original and literary data the modern north-western border of the habitat, passing through the West Kazakhstan and the adjacent regions of the Russian Federation, has been clarified. It goes from the northern coast of the Caspian Sea, through Makhambet district of the Atyrau region, Krasnoyarsk and Kharabalinsky districts of the Astrakhan region, Kurmangazinsky district of the Atyrau region, Akhtubinsky district of the Astrakhan region, Bokeyordinsky district of the West Kazakhstan region, Pallasovsky district of the Volgograd region, and Kaztalovsky and Akzhayik districts of the West Kazakhstan region.

Topicality. Under the conditions of the decentralization reforms in Ukraine the communities’ cooperation becomes one of the key tools of their socio-economic development. At the same time, this tool was underused in Ukraine in the sphere of innovation activity. The experience of world in general and Europe in particular showed that the cooperation among territorial and economic systems is efficient in the sphere of innovations and is actively applied by the regions both in the national and cross-border cooperation. Aim and tasks. The elaboration of methodological and applied bases of the realization of innovation vector of economic development and cooperation among territorial and economic systems of Ukraine and elaboration of the classification models of such cooperation in innovation sphere. Research results. The article suggests the methodological, classification, institutional bases of cooperation among territorial and economic systems, implementation of which will facilitate the realization of their innovation potential. The application of the territorial and economic systems as an object of the research allows to approach the studied problem not from the standpoint of administrative- territorial division, that involves the study of inter-municipal cooperation, formation of subregions, agglomerations, conurbations, etc., but from the functional standpoint to explore the inter-territorial innovation process in the context of cooperation within the innovation systems, production clusters, etc. While the issue of the regional innovation systems and clusters formation is well-studied, their formation in the interregional aspect remains topical both in the theoretical and applied aspects for the Ukrainian economy. Conclusion. The methodology of the realization of innovation vector of economic development and cooperation among territorial and economic systems of Ukraine, that is suggested in the research, provides the system approach and determines key orientations of the politics of inter-territorial cooperation activation in the innovation sphere.
