This library-based paper discussed how the invaluable psychology of education influences the effective management of educational institutions with respect to the achievement of the goals stated in the nation’s policy document on education. The rationale for this is that the lack of knowledge of educational psychology by school managers is a principal reason for the incessant crises experienced in educational institutions. This does not augur well for the education system of the country. Sadly, this problem has not caught the attention of major stakeholders in the education sector. The paper highlighted vital areas of management as well as the challenges bedevilling education management in the country. It also examined the importance of utilizing educational psychology as a veritable tool for overcoming these problems. The belief is that this will enhance better service delivery for the attainment of the goals and objectives for which educational institutions are established.

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

Education is considered to have a very important role in promoting the civilization of a nation. Good quality education can encourage the creation of a quality society, creative and productive until finally able to achieve welfare. Through this national education system, the government should be able to ensure equal distribution of educational opportunities, as well as the relevance and efficiency of education management to face challenges in line with the changing demands of local, national and global life. The budget allocation system for education in Indonesia is heavily influenced by government policies. Education financing depends on the management of educational institutions, but budget allocations used must conform to national financing standards. Education in Indonesia, implemented in accordance with educational policies that regulate the national education system, as well as the allocation of 20% education funding obtained from the state budget and APBD.

The modern system of preschool education is unique in its multidimensional nature of services since in a preschool educational institution a child is provided with upbringing, training, supervision, and care. The child's future academic performance largely depends on his preschool education. The article examines key indicators featuring the development of preschool education in the Krasnodar Region. The purpose of this study is to summarize the results of improvements in education, to determine the main guidelines for further activities. Today in the Russian Federation there are no mechanisms for a comprehensive quantitative assessment of the activities of preschool educational institutions; the assessment is implemented mainly using the method of expert estimates. Therefore, specialists of the education management bodies and heads of the educational institutions can compare the preschool educational institutions only based on these scattered data. The authors propose the following directions of state support for the development of the regional education system: 1) to determine the list of services on the market; provide a description and define their sourcing; 2) to develop an annually updated system of accounting for unmet needs of the population in preschool educational services; 3) to create a system for the development of entrepreneurship in the field of preschool education, given the support from public authorities.

The policy of regional autonomy has also implicated the education sector with the concept of decentralization of education, which aims to provide widespread authority to regulate and manage madrasah (local authorities) in the framework of improving the quality of education for all levels of society. Madrasah as one of the educational institutions that take shelter in the Department of Religion inevitably come into contact with the issue of educational autonomy. But the problem is whether the Department of Religion remains in the position of the autonomous rights holder for the entire education system in the madrasah or only limited to religious subjects only. A consistent, cautious but definite and nondisadvantageous attitude to the Department of Religion needs to be addressed in a special discussion.

This paper presents the long-term research of the phenomenon of pedagogical upbringing as a didactic problem, as well as the ways and means of using the upbringing potential of the educational process in the formation of the basic structures of the modern student's personality - his worldview, culture, and experience. The authors define upbringing as the process of formation of basic structures of personality, and pedagogical upbringing – as the formally organized and curated pedagogical process aimed at formation of the basic structures of personality. This process is carried out through education and other activities appropriate to the modern education system. The defining characteristics of the pedagogical upbringing are its systematic nature and purposefulness.Based on the methodology of humanistic education, the authors propose the original solutions to the personality-forming tasks in the system of civic development of students through the work on cultural, ideological component of educational material at the lesson. The authors show their significant practical pedagogical results in collaboration with foreign and Russian scientists in the educational system in Tula region. They are: the strengthening of children and adult communities in the classroom and outside, development of the democratic bases of the educational process, overcoming the negative consequences of authoritarian upbringing, improvement of professional pedagogical culture of educators. Theoretical studies and experiments allowed influencing the development of innovative processes in educational institutions, improving the system of education management in the Tula region, and expanding the interdepartment cooperation in education. The paper describes the course of scientific research, its stages and results in detail. The used techniques are correlated with the goals and objectives of the study. Scientific novelty of this research is that it identifies the learning opportunities as a factor of the formation of the school upbringing system. It defines the principles and ways of integrating the subsystems of the school in a unified educational system, offers a theoretical didactic model of civil education of school students, and the formation of the culture of schools based on the principles of democratization and humanization of all processes. The practical significance consists in the fact that the research results can be applied to activities of different types of schools and to become the basis for their development and improvement. They also may aid the strengthening of the teaching community through enhancing the professional culture of teachers and leaders of the education system.

There is a huge focus on building enabling capabilities in the potential workforce to make them employable all over the world. The challenges surrounding the current education system in India have given way to the production of unemployable youth which is endangering the growth and sustainability of the economy. The education sector in India has been under criticism for not being skill oriented. In this light, the current study presents an overview of the skill development environment existing in educational institutions in the country and identifies the challenges that produce skill gap. The study mainly relies on qualitative methodology and draws support from other economies of the world. Global Skill development models have been considered to address the skill development challenges. It suggests the development of versatile vocational skills and strong competence in today's youth, accompanied with the continuous renewal of competencies.

The article is devoted to the sociological study of the risks of educational failure for studying youth. The authors show the magnitude of such a phenomenon as schoolchildren’s and students’ educational failure, as well as the relevance of its research in the context of new challenges faced by modern Russian society. The authors reveal the widespread, pervasive nature of the risks of educational failure for all spheres of public life. The authors emphasize the contradiction between the need to take them into account when it comes to the strategy for developing Russian education and this problem being ignored by the authorities and education management. The authors’ interpretation of key concepts (educational failure, its risks, human capital of educational communities) is presented. The classification of risks of educational failure for studying youth is given. Four groups of risks are analyzed specifically: for the development of the continuous education system; for the economy and labor market; for social security and well-being; for the education system. The final section of the article is devoted to analyzing the opportunities for minimizing the risks of educational failure. It is proven that it is necessary to develop approaches for overcoming the risks of educational failure at the levels of state educational policy, educational organizations of various types and educational communities. Special attention is paid to the importance of transforming educational policy in relation to unsuccessful educational communities, of changes in the environment of educational institutions, of implementing social technologies for the educational support of unsuccessful pupils and students. The empirical basis for this article consists of the results from studies conducted in Yekaterinburg and Sverdlovsk Province.

Madrasah is an Islamic educational institutions that have a long history, and finally recognized part of the National Education System . Madrasas are already managed by Depag / Kemenag with the religious sector is a problem when faced with the UU regions autonomy which necessitates the education sector be transferred to the government. At the end of the progress the school is not located in the under Depag and Kemenag but on the creativity the schools own.

This article examines the relevance of modernization of today`s education, in particular, the reform of activities in the management of educational organizations. Modernization of management of educational organizations involves the introduction of innovative approaches in the management of educational organizations. It was revealed that one of the priority areas that characterize the activities of modern educational institutions is the transformation of its management cycle. As one of the effective management methods, in contrast to the existing traditional vertical command-administrative system, is considered a horizontal-cyclical organizational structure (HCOS). This transformation has aimed to the implementation of decentralized coordination of the actions of the relevant organizational units (the formed departments) in the process of performing common tasks. The presented work will investigate the implementation of HCOS on the example of the Institute of Natural sciences and geography of the Abai Kazakh National Pedagogical University.

Private schools and owners invest a lot of worthwhile input in the provision of functional educational service delivery thus paving way for further access, equity and fair play to every intending learner as complement to the effort of government, the public school providers in Nigeria. This development actually met the world declaration of the expectation from all nations of the world to provide mass, quality and free education to all citizens. By and large, education service delivery as a social service requires huge sum of money in its operations across all levels of educational institutions – basic, post basic and tertiary. The paper examined effective management of private schools in Nigeria and the necessity for governments’ intervention. In a nutshell, the paper espoused: the world demand on provision of quality education; available sources of funding for private school ownership; challenges of private school ownership and management; justification for the establishment of private schools to support government established institutions; comparism of funding and management pattern of private schools in Nigeria and diaspora; and core constraints of private schools. The paper concludes and recommends that, respective governments, their agencies and parastatals should participate actively in rendering adequate support regarding award of grant-in-aid to owners of private schools; and that cost of registration and set up cost on infrastructural facilities for private schools - low, medium and high scales should be cut down by FME or SMoEs , ZIE, LIE, UBEC, TRCN, and similar institutions thus, affordable to create more access to learners with standards.
