the subject of this work is the study of the mechanism of the effect of "neurotech" technologies on the formation of the sixth technological order in engineering; the object of the article is dedicated to the sixth technological order in engineering, the aim is to increase the efficiency of the processes of development of the sixth technological order in mechanical engineering based on the development of the theoretical foundations of neurotechnology in mechanical engineering. For achieving this goal, the following tasks are solved: the study of the concept, content, structural elements of the sixth technological order in post-industrial engineering; the description of the essence and content of neurotechnologies in post-industrial engineering; the development of methods of logical analysis and synthesis of neurotechnologies in post-industrial engineering; the formation of a criteria base for evaluating the effectiveness of the processes of the development of neurotechnological engineering within the sixth technological order. The research methods in the article are synthesis and analysis, logical and historical analysis, heuristic synthesis, system and comparative analysis, search and normative forecasting, expert assessments, the scientific novelty of the article is connected with the study of the appearance of the sixth technological order in mechanical engineering, the mechanism of influence of neurotechnologies on the development of the sixth technological order in post-industrial engineering.

The article is devoted to the problem of assessing the individual educational results of students in the process of additional education. This assessment in the concept of the authors is considered as the most important condition for the independent progress of the student along the individual educational trajectory. In this case, the student is the subject of its design. A model for assessing the individual educational results of students in the format of an educational event is proposed. The basic principle is formulated, which consists in fixing activity manifestations in a given situation, which testify to the student's ability to independently solve a creative task. These manifestations include: adequate understanding of the meaning of the problem being solved, competent determination of means and methods for solving it, competent access to various resources, and implementation of productive communications, ability to present and defend the solutions obtained. It is shown that the main components of such an educational event should be: joint solution of original creative tasks by students, expert-analytical support of this activity and free creative communication of different participants. A methodological scheme for the preparation and conduct of such an educational event is described. Its structural elements are: a preliminary analysis of data monitoring the development of students' creative activities; development and testing of a package of creative tasks; preparing a team of experts and equipping it with the necessary tools; development of the Festival program using a variety of creative communication formats of the participants; organization of information and analytical support of the Festival. Recommendations on the preparation of local working spaces for various types of activities of the Festival participants are given.

The purpose of the article is to put forward English monologue production assessment criteria to verify the efficiency of the devised methodology of teaching English for future mechanical engineers. In the course of the research, theoretical, empirical, and statistical methods have been used. Various approaches to identifying the assessment criteria have been thoroughly analyzed. Seven criteria to assess the monologue production skills, five primary and two secondary ones, have been suggested. The allocation of the points by every criterion according to the devised scales have been elucidated. The proposed assessment criteria were used in the methodological experiment that was held at Igor Sikorsky Kyiv National Technical University. The experiment in question aimed to verify the efficiency of the devised methodology of teaching English monologue production to students majoring in mechanical engineering. Three experimental groups, 34 students in total, studying in their final year of Bachelor studies within the Subject Areas of Applied Mechanics and Industrial Engineering, participated in the methodological experiment. The conducted experiment confirmed the efficiency of the methodology proposed.

A historical analysis of forensic techniques and forensic science emergence as scientific branches is outlined, their interconnection, differences are considered, the subject, object and structure are clarified. It is shown that criminalistics and forensic science are both separate and kindred scientific branches that have common historical roots. The author proves that the development and gradual separation of forensic science from criminalistics did not change the scientific, methodological, didactic foundations and structure of a forensic technique as a component of criminalistics. The structure of forensic technique and forensic science is suggested. The author presents the forensic technique modern structure in the form of the following sections: physical traces of crimes: types, classification, mechanism of formation; technical and forensic means and methods: classification, functional purpose; organizational and legal foundations of forensic support of offences investigation; means and methods of searching, recording, seizing, packaging and transporting traces of offenses; means and methods of preliminary investigation of offenses’ traces; information and reference support of offenses disclosure and investigation. Forensic science is represented in two parts: “General theory of forensic examination”, which includes theoretical provisions, doctrines inherent in all forensic fields, and “Methodological fundamentals  of certain types of forensic examinations”, which are the theoretical basis of certain forensic branches and are used for the development of methods for solving typical forensic tasks. The close connection and mutual influence of two scientific branches and types of activity are noted. The connection is manifested in the unity of theoretical foundations, methodological approaches to the study of objects and, partially, in the use of technical means. The development of new forensic methods affects the advancement and improvement of technical and forensic means of collecting physical traces of a crime. On the contrary, the emergence of  new types of crime traces necessitates the creation of appropriate typical forensic research methods.

The subject of the study is the methodological principles of the study of the budget financing system in the conditions of economic transformation. The purpose of the article is to form a methodological toolkit of the budget financing system, which includes principles, forms, approaches to the analysis of this concept. The following methods are used in the article: analysis and synthesis, generalization – in the study of literature sources on the research topic; abstractions, inductions, deductions, ascent from the abstract to the concrete – in the disclosure of the methodological bases of budget financing systems taking into account the laws of dialectics, application of systemic and functional approaches. In the course of research the forms of budgetary financing and their features are defined, the structural-logical scheme of methodological maintenance of system of budgetary financing is constructed. The article reveals the methodological essence of the formation of budget expenditures as the basis of the budget financing system, which consists in applying tools to the formation of budget expenditures on the principles of scientificity, validity, transparency, economy, traceability. It is determined that the problems significantly affect and adjust the state of the budget system, so when forming budget expenditures it is necessary to take into account these problems and implement measures to maximize their leveling with further adjustment of expenditures. The relationship between the philosophical categories of the spheres of life and the sphere of the essence of budget expenditures in the process of formulating the theoretical foundations of budget financing is clearly traced. The study allowed to form a new methodological tradition in modern financial theory, which consists in the formation of not only practical but also philosophical approaches, abandonment of the search for a single concept of budget financing and unambiguous methods of its construction, the use of advanced methods of economic research etc.

The object of the research is procedural responsibility relations and the subject of the research is sub-institutions and different kinds of functional relations inside and outside them. The researchers analyse sub-institutios of criminal procedure, administrative procedure and civil procedure responsibility and describes different kinds of their relations. They focus on the development of the institutions of procedural responsibility and their isolation from material branches of law. The authors describe different kinds of interaction between structural elements of procedural responsibility and disclose genetic, coordination and subordinate relations. The methodology of the research is based on historical law, formal law and dialectical analysis methods. The authors have also applied such methods as deduction and induction, analysis and synthesis. The novelty of the research is caused by the fact that the authors explain the grounds for creation of the institution of procedural responsibility and describe particular manifestations of subordinate and coordination relations. They prove the existence of close and distant genetic relations as well as direct and derivative relations that may be of both internal and external nature. The authors discover that genetic relations that demonstrate the proximity and origin of the institution of procedural responsibility are conditioned by specialization of law branches as well as sub-institutions of procedural responsibility. They prove that coordination links ensure horizontal coordination and may affect, firstly, the order of bringing to different kinds of legal responsibility and secondly, application of other kinds of legal responsibility besides procedural responsibility; thirdly, the use of terms, definitions, measures typical for different kinds of legal responsibility, and fourthly, regulation of homogenous social relations.

The subject of the article is the methodology for evaluating the effectiveness of technical service systems of machines and equipment, the object of the article is the system of technical service of machines, the purpose of the article is to develop a methodology for evaluating the effectiveness of technical service systems of machines; to achieve this goal, the tasks are solved: the concept of the methodology for evaluating the effectiveness of the system of technical service of machines and equipment is clarified; the methodology of the system approach is formed when evaluating the effectiveness of complexes of technical service of machines and equipment; the methodology of modeling the system of machine technical service services is being developed; a set of indicators for evaluating the effectiveness of machine technical service systems is being formed; in the article, the research methods are typical representations of machines, expert assessments, analysis and synthesis, a system approach, comparative and logical analysis, and heuristic modeling; the scientific novelty of the article is determined by the development of methodological provisions for evaluating the effectiveness of technical service of machines, the synthesis of a set of standard representations (models) of technical service systems of machines, the formation of criteria for evaluating the effectiveness of a technical service system.

The disparity between the contribution of the mechanical engineering industry to the formation and development of the national economy and its potential determines the need to study the specifics of the activity and develop a set of measures aimed at a breakthrough, the basis of which should be the modernization of the complex and, aimed at sustainable development, the improvement of management. Mechanical engineering enterprises in the Irkutsk region form one of the key sectors of the economy. The degree of their development directly affects the stable functioning of such industries as logging, woodworking, energy, petrochemicals, metallurgy, as well as the quality of life of the region's population. The article presents a research and assessment of the state, features, and trends in the development of enterprises of the national mechanical engineering complex located in Irkutsk region. The problems and factors hindering the development of regional mechanical engineering production are identified. The article presents the justified directions of its development prospects obtained using the monographic method, the method of expert assessments, analysis and synthesis. Possible ways to improve the efficiency of industrial enterprises are proposed. These studies can serve as a basis for developing a rational industrial policy in relation to the mechanical engineering industry of the Irkutsk region and improving the efficiency of the mechanical engineering complex. A purposeful policy for the development of the machine-building industry will make it possible to create conditions for solving issues of strategic innovative development.

The article studies linguo-stylistic peculiarities of English advertising texts in the field of mechanical engineering. Advertising text is one of the relevant topics for linguistic research, as advertising is a dynamic phenomenon. Its development predetermines the systematization of linguo-stylistic peculiarities within English advertising texts. The aim of the article is to analyse the use of expressive linguo-stylistic devices in English-language advertising texts in the field of mechanical engineering considering their structural composition. The subject of research is English-language advertising texts in the field of mechanical engineering. The article theoretically substantiates the terminological apparatus of the research: different approaches of scientists to the interpretation of the concepts "advertising", "advertising text" and "advertising discourse" were considered. The structural features of the advertising text and their functions are also analysed. The article provides several classifications of leading scholars, on the basis of which further analysis was conducted. The study was based on the official English-language sites of such leading companies in the industry as BMW, Jaguar, Toyota, Honda, Mazda, Mercedes-Benz, Ford, Lexus, Saturn, Audi, Subaru, Suzuki, Hyundai and others. The article focuses on the examples of expressive linguo-stylistic devices in each of the structural elements of the English advertising text in the field of mechanical engineering, taking into account the frequency of their use. The peculiarities of their functioning in media texts were also analyzed, considering pragmatics and communication strategies aimed at the recipient of the advertising message.
