Education represent major capital to increase excellent human resource of a nation. Teacher is the most determining factor to reach the education excellence. Islam has emphasized the importance of human resource excellence, and the importance of education excellence to reach victorius live. Therefore, Islam place teacher as determinant key factor of education success, as practiced by Rasulullah as teacher with the feature that recently marked as modern teacher’s features.

Human resource is key factor of organization development for public and business organization. Organization development orientation does not concern directly with human being. However, it’s implication is refer to human resource. Therefore, its existence is needed to be given a serious attention. One of methods is  Total Quality approach. This paper discusses some problems of developing a good quality of working culture.

In the knowledge-economy era, the quality of human resources has become a key factor in determining a nation's future. Many people agree that improving not only the skill level of individuals but also management practices and the entire human resources system is the prerequisite for the long-term competitiveness and prosperity of a country. Recently, the Government of Vietnam has issued the number of policies to develop human resources in S&T. Although, Vietnam's human resource in science and technology has increased markedly, both in quality and quantity, making a significant contribution to the development and prosperity of the country, but these policies have not brought the expected results.

This article will focus on the mentoring process, which is interconnected with such HR functions as adaptation, motivation and training. And recently, many employers from a variety of alternatives have made a choice in its favor. Aim. The work examines the main functions of mentoring, its practical benefits and areas of application, and the main attention will be focused on the issue associated with the formation of pairs of mentors and students in order to achieve the greatest effect from their interaction. Materials and methods. In the process of achieving the research goal at the initial stage, it was planned to solve the problem of assigning a student to a mentor by forming the most “effective” pairs of mentors and students. These tasks were solved using the Hungarian method. But all the solutions obtained testified to the optimality of any solution to this problem. From this, it was concluded that there was no significance in combining mentors and students, based on a comprehensive assessment of their competencies, skills, etc. As a consequence of the result obtained and analysis of various literary sources, it was concluded that the most effective criterion for composing pairs “mentor – teaching” is compatibility (psychological and socio-psychological), the presence of which will favorably affect the effectiveness of the interaction between the mentor and the student. Consequently, the human resource management department needs, in addition to assessing the competencies, skills and other parameters of the effectiveness of mentors and students, to assess their psychotypes and/or apply various methods to determine the compatibility of the participants in the mentoring process. Results. The main result of the work is a mechanism for securing a student for a mentor and a refutation of the fact that the “effectiveness” of mentors and students, i.e. a point assessment of their competencies, skills and qualities can be a determining factor in the formation of pairs of mentors and students. Conclusion. So, when forming pairs of mentors and students, i.e. distribution of students by mentors, it is proposed to focus on their psychological and socio-psychological compatibility.

Background: Human resource for health is an essential part of the health system and the key factor to ensure the effectiveness and quality of medical services. Health care needs of people have increased recently leading to the increasing demands of health human resource both in quantity and quality. The prediction of health human needs is very important thus we conducted this study to estimate the health human resource needs in some provinces of the Central and Highlands region. Subjects and Methods: This is a cross-sectional descriptive study on health workers working at Provincial Health Services of Quang Tri, Thua Thien Hue, Khanh Hoa and Dak Lak based on the health workforce data. Estimation of health human resource needs is calculated based on quotas assigned by government, the rate of annual population growth, and the number of health workers retired. Results: The estimated number of doctors to be recruited in 2015-2020 are 148 doctors in Quang Tri, 1028 in Dak Lak, 614 in Khanh Hoa, and 516 in Thua Thien Hue. Estimated number of pharmacist (bachelor degree) to be recruited in 2015-2020: 99 in Quang Tri, 404 in Dak Lak, 235 in Khanh Hoa, and 178 in Thua Thien Hue. In every analysis of the economic development of Croatia, education is pointed out as a key factor. With the share of highly educated in the workforce of less than 15 percent, Croatia is seriously lagging behind developed countries. Human resource management (HRM) is a philosophy, a way of thinking for each employee. It is especially important in service, work–intensive fields, such as tourism. Croatia should, as a country which declared itself tourism country, as soon as possible apply the good experiences, adopt ways of application and the practice and results of the HRM philosophy. It is impossible to manage the development of tourism without a strategically placed system of management of human resources. Since tourism, as a service field, rests for the biggest part on people, their work, serviceability, knowledge, abilities, education, motivation, intelligence, in short on the human potential, that potential should be treated as capital, not as an expense or a burden.

In contemporary public sector organizations there is a consensus that staff quality is the key factor resulting in a success of the whole organization. It is a way to produce and sustain competitive advantage that is necessary in nowadays public sector to develop fast. In the article there is an analysis of similarities between Polish Army functioning in the area of human resource management and other public sector organizations. The analysis has shown that there are many mechanisms which are common for all public organizations and thus it is possible to use the knowledge and experience of each organization to be successful. It is suggested that benchmarking platforms should be built and more interdisciplinary research should take place in the future. It will result in further and faster development of each organization involved.

Human cytomegalovirus (HCMV), the human beta-herpesvirus, can cause severe syndromes among both immunocompromised adult patients and newborns. Type I interferon (IFN-I) exerts an important effect to resist infections caused by viruses such as HCMV, while IFN evasion may serve as a key determining factor for viral dissemination and disease occurrence within hosts. In this study, UL23, a tegument protein of HCMV, was confirmed to be a key factor for negatively regulating the type I IFN immune response. A detailed analysis indicated that the viral UL23 protein increases the IFN-I antiviral resistance during HCMV infections. Furthermore, UL23 was shown to significantly reduce the levels of IFN-stimulated genes (ISGs) and promoter activity of IFN-I-stimulated response element. Mechanically, UL23 was discovered to impair the signal transducer and activator of transcription 1 (STAT1) phosphorylation, although it was not found to affect phosphorylation and expression of STAT2, Janus activated kinase 1, or tyrosine kinase 2, which are associated with IFN-I signal transduction pathway. Additionally, a significantly reduced nuclear expression of STAT1 but not of IFN regulatory factor 9 or STAT2 was observed. Findings of this study indicate that HCMV UL23 is a viral antagonist that acts against the cellular innate immunity and reveal a possible novel effect of UL23 on IFN-I signaling.
