In Rwandan School, Head Teachers are confronted with a variety of issues as they provide leadership and management to their schools. This study utilized a mixed methods approach to explore the role of M& E on assessing VVOB Rwanda Projects paradigm in improving the school Management and Leadership in order to deal with those issues. Quantitative methods were coupled with qualitative methods to obtain more complete picture of conventional monitoring and evaluation practices and as validity check to balance deficiencies that were found. Self-Administered Questionnaire was made by two categories of questionnaires such as the one concerning monitoring and evaluation in VVOB Rwanda Programme with challenges encountered. Administered questions to the VVOB staff taken as sample. While the other category was about the extent to which VVOB projects has helped in improving the school management and leadership. The questions of this category are based on eight (8) dimensions of successful leadership (questions that assess HTs) and Training methods that can be used when holding meetings by Sector Education Officers (Questions that assess SEOs). Research findings have shown that VVOB's monitoring and evaluation techniques are conducive to the project success. The study shown that the most challenges found in M&E are inadequate financial resources, fear of evaluation of project implementers thinking that it is the way of judging them and sometimes causing them to have punishment like cutting the project funds. Finally VVOB Rwanda projects have significantly improved the school leadership and management as it was shown by the difference about performance of school leadership dimensions of trained Head teachers and Sector Education officers comparing with those who were not trained. Strategies for improving schools leadership have been stalled as they have been mentioned by Head teacher.

Purpose – The purpose of this paper is to present the results of a piece of research concerning the time management of Cypriot primary school principals. Time management refers to the interrelation of five independent variables: the various tasks principals perform, their frequency, the degree of accomplishment of those tasks, the use of time management techniques and time management style (from monochronic to polychronic). Design/methodology/approach – Quantitative methods were used (questionnaire) together with qualitative methods (observation, interviews, collection of artifacts), in order to obtain richer, deeper data and view multiple angles of the same phenomenon. Findings – The results of cluster analysis indicated three different time management profiles/types of principals: The Centralized Monochrons, the Procrastinative Managers and the Decentralized Polychrons. One basic conclusion is that the principals who adopt the practices of the Decentralized Polychrons manage better their time. Practical implications – The three time management profiles of principals are described, analysed, and discussed in order to reach conclusions about the selection, training, and placement of school principals. Through the description of the everyday practice of Cypriot principals useful information concerning school leadership and management are also provided. Finally, the conclusions of this research may prove useful for principals, because they are provided with the opportunity to rethink and evaluate their own time management and effectiveness of their daily practices. Originality/value – The creation and description of the three time management profiles is the main contribution of this piece of research, since there are not any time management types-profiles registered in the bibliography, which were produced with the use of scientific instruments and procedures.

The data were processed using SPSS version 21. The results showed that there was a significant influence between the performance of the school committee and the improvement of the learning quality of Islamic religious education by 37.8% and the remaining 62.2% was influenced by other factors outside the research. This data shows that the higher the influence of the school committee's performance, the higher the increase in the quality of learning. In other words, the school committee is an institution that is located in each educational unit, and is an independent body that does not have a hierarchical relationship with government institutions that are in the middle between parents, students, teachers, and the local community. Furthermore, there is the influence of the principal's leadership on improving the quality of Islamic religious education learning by 66.4% and the difference of 33.6% is influenced by other factors outside the research. This data shows that the higher the influence of the principal's leadership, the higher the increase in the quality of learning.

The study aimed to explore head teachers’ perceptions regarding their role in educational and administrative decision making in schools at secondary level. The role of head teacher in school administration is very important thus the researchers tend to study head teachers’ perceptions regarding their role in such matters. In Pakistan public schools are administered through a strong hierarchal administrative system but the head teachers are responsible for day to day matters so it is important to study their perceived role in administration. Quantitative research method was used and survey research technique was applied to collect the data. Self-reported questionnaire was used as a tool of data collection. Multi stage sampling technique was used and sample was selected conveniently. Mean score for each statement was calculated and t test was applied to find out the difference in perception on the basis of different demographical variables. No significant difference was found in the head teachers’ perceptions regarding their role.

The body of research on the career prospects of Black and minority ethnic (BME) teachers cites racism as one of the reasons for BME underrepresentation in positions of school leadership in England. Understanding the nature of such discriminatory practices is needed in order to find solutions. It has also been reported that pioneer BME leaders are perceived as role models. Such a claim is mainly based on their appointment rather than their action or inaction in facilitating the career progression of other members of BME staff. To address these gaps, this study draws on electronic survey data of eight respondents out of ten, two of whom provided rich written and interview narratives. The data were analysed under the group-based identity formation framework to suggest that the underrepresentation of BME staff due to racism can be explained by head teachers’ prototypicality of group/team values and their failure to deviate from these. That a BME senior leader acted in the same way highlights the following: the dominance of the role of head as a group prototype; the need to challenge deep-seated discrimination; and the view that increased representation needs to be matched with modified school-wide attitude.

Many of the concepts of management and leadership are mixed، and are thought to be meaningful. In fact، there is a big difference between the two concepts on more than one hand. The most important point of difference between management and leadership is what each focuses on. In the organization، excluding the human element، and vice versa in leadership، focusing heavily on the human element and interested in it and developing its skills، abilities and training to stimulate it to perform the work and achieve the goals. There is also a clear difference between the two parties. The leader is interested in influencing individuals based on his abilities and personal skills. The workforce feels that they are the focus of attention. He deals wisely and rationally with the involvement of the workers in the administrative process and avoids the use of delegated authority and official powers so as not to determine the form of the relationship Between him and his subordinates. The leader also keeps pace with changes in any current situation، always seeks continuous change، takes his subordinates' hand to the organization's progress and prosperity، encourages others to change and motivates them in their own way، and does not feel that there is a difference in job title. As for the manager، unlike the commander in all of the above، the manager resorted to forcing the subordinates to perform the functions and achieve the objectives of the organization based on a set of procedures and laws set by the senior management in the organization، and the relationship between him and his subordinates is very formal، lacking emotion and feelings given To neglect the human element of the Organization. The manager is not interested in making changes، but rather aims to achieve what the organization has devised without progress or noticeable growth in the performance of the organization and thus remain in its normal form. In addition، the manager is characterized by short-term planning، so he does not care about change but focuses all his thinking on time The current status of the organization and leave the future situation، and it is noted that the manager between him and his subordinates wide gap due to interest in the names of functional.

The data thus collected were interpreted through coding, categorizing and comparing the key themes. The research finds that the leadership role of the head teachers in the past was responsible for lagging behind the target of the educational achievement as recommended by the curriculum. This study concludes that the school leadership must be cross-threaded in instructional process, pedagogy, information, and communication technology (ICT).

In November 2015, the National Policy Board for Educational Administration — a coalition of nine professional associations — adopted the Professional Standards for Educational Leaders (PSEL), a set of guidelines for the training, certification, hiring, evaluation, and supervision of school principals and superintendents. While it draws heavily from the earlier standards published by the Interstate School Leaders Licensure Consortium in 2008, PSEL is distinguished by a positive, asset-based approach to school management and leadership.
