Most dam construction projects inevitably lead to the creation of involuntary resettlers due to inundation of their lands and houses by reservoirs. How resettlers should be dealt with or “compensated” has long been discussed. The report published by the World Dam Commission was one of the major milestones on this issue. However, attention should also be given to the fact that non-resettlers who are obliged to stay in the project area after completion of a dam also suffer from dam construction. Even though their assets are not submerged, if their land is “detached” from the downstream area by a reservoir, they tend to become worse off socially and even financially. Improvement of infrastructure, in particular having roads to the downstream area, is essential to minimize the impacts on those who are “detached.” Compensating for the lost assets of the resettlers alone may not be sufficient to prevent the people in the project area of a dam construction from becoming worse off.

Dunia dihebohkan dengan adanya COVID-19, berbagai negara telah menetapkan berbagai peraturan untuk menekan dan mengurangi penyebaran virus tersebut. Tidak terkecuali Indonesia, bahkan Aceh, dalam hal ini Walikota Banda Aceh telah menetapkan aturan untuk membatasi gerak masyarakat dengan pemberlakuan jam malam. Penelitian ini bertujuan untuk mengetahui penerapan kebijakan pemberlakuan jam malam dalam penanganan COVID-19 di Kota Banda Aceh. Adapun metode penelitian yang digunakan yaitu deskriptif kualitatif. Sumber data yang digunakan yaitu berasal dari informan penelitian, situs web resmi, dan jurnal ilmiah. Hasil penelitian menjelaskan bahwa kebijakan penerapan jam malam dalam penanggulangan wabah COVID-19 di Kota Banda Aceh sudah berjalan efektif. Keterlibatan pihak Aparatur Gampong sangat membantu program pemerintah dalam menanggulangi COVID-19, dikarenakan pihak Aparatur Gampong lebih memahami situasi dan kondisi masyarakat di lingkungannya. Selain itu, keterlibatan TNI/ Polri dan Satpol PP dan juga WH sangat membantu demi terciptanya ketertiban serta keamanan selama penerapan kebijakan pemberlakuan jam malam berlangsung. Pembatasan jam malam ini bertujuan untuk menekan angka positif COVID-19 di Kota Banda Aceh. The world is shocked by the presence of COVID-19, various countries have set various regulations to suppress and reduce the spread of the virus. Indonesia is no exception, even Aceh, in this case, the Mayor of Banda Aceh has set rules to limit the movement of people by imposing a curfew. This study aims to determine the implementation of a curfew policy in handling COVID-19 in Banda Aceh City. The research method used is descriptive qualitative. The data sources used are research informants, official websites, and scientific journals. The results of the study explain that the policy of implementing a curfew in dealing with the COVID-19 outbreak in Banda Aceh City has been effective. The involvement of the Gampong Apparatus is very helpful for government programs in tackling COVID-19 because the Gampong Apparatus understands the situation and conditions of the people in their environment better. In addition, the involvement of the TNI/Polri and the Satpol PP as well as the WH are very helpful for the creation of order and security during the implementation of the curfew policy. The curfew restrictions are aimed at suppressing the positive number of COVID-19 in Banda Aceh City.

В статье исследуются функции эмоционально-экспрессивных глаголов (простых, составных и сложных форм глагола) в языке произведений А.А. Гучмазты. Эти глаголы образуют доминантный языковой компонент художественных текстов писателя. Эмоционально-экспрессивные свойства глаголов в осетинском языке связаны с их денотативным значением и коннотативными особенностями их морфологических форм, а также с приобретенными глаголами в художественном тексте семантико-стилистическими свойствами. Они выступают универсальным способом характеристики эмоционального и психического состояния действующих лиц, формируют авторскую субъективность. Языковые образы, в создании которых участвуют эмоционально-экспрессивные глаголы, дают представление о национальном видении картины мира и формируют языковую картину мира народа. В произведениях Гучмазты созданы образы сельских жителей, живущих по утвердившимся морально-нравственным нормам. Для создания экспрессивного контекста Гучмазты использует невербальные средства, в состав которых включаются экспрессивные глаголы в метафорическом значении, осложняемые олицетворением, сравнением, гиперболой. Писатель хорошо знает психологию своих читателей, понимает, как каждый из них может воспринять чужую боль, эмоцию, понять поступок и какими словами это можно донести до читателя.  The article explores the functions of emotionally expressive verbs (simple, compound and complex forms of the verb) in the language of the works of A.A. Guchmazty. These verbs form the dominant language component of the writer’s artistic texts. The emotional-expressive properties of the verbs in the Ossetian language are associated with their denotative meaning and the connotative features of their morphological forms, as well as with semantic-stylistic properties acquired by the verbs in the artistic context. They are a universal way to characterize the emotional and mental state of the actors, form the author’s subjectivity. Linguistic images, in the creation of which emotionally expressive verbs participate, provide an insight into the national vision of the world’s picture and form the language picture of the world of the people. In the works of Guchmazty images of villagers living according to established moral standards are created. To create expressive context, Guchmazty uses verbal means, which include expressive verbs in the metaphorical meaning, complicated by personification, comparison, and hyperbole. The writer knows the psychology of his readers well, understands how each of them can perceive someone else’s pain, emotion, understand the act and what words can convey his message to the reader.

Many dams have been constructed around the world. Consequently, a great number of people have been displaced from their homelands by dam construction. These developments have tended to overlook gender differences. Thus, the resettlement process may exacerbate existing gender disparities in the communities affected by the project. Gender issues have seldom been studied in involuntary resettlements due to dam construction projects in Japan. This study was conducted about the Tokuyama dam, which has the largest storage capacity in Japan. Previous studies implicitly assume that all of the displaced people were originally from the submerged old Tokuyama village. However, our study revealed that some resettlers were in fact from outside of the old Tokuyama village. These were women called “dam brides” because they married men who were originally from Tokuyama, in the period immediately prior to the dam construction and subsequent resettlement. The men mostly met these “dam brides” in cities where they worked as seasonal workers in the winter. Knowing that the men would secure hefty compensation by leaving their homes in the old Tokuyama village, the “dam brides” decided to get married. They lived in the old Tokuyama village for only a few years before relocating to areas which were more “urban” than Tokuyama. These “dam brides,” originally from cities, behaved differently after relocation than those from Tokuyama. They were keener to establish amicable relations with the people in the host community and were thus pivotal in accelerating the merging of the resettlers into their host community.

В данной статье рассматривается соматический код культуры, являющийся одним из ключевых и универсальных кодов в лингвокультуре эвенов, отражающий восприятие мира эвенского этноса. Материалом исследования послужили изданные двуязычные словари, фольклорные и художественные произведения эвенов, также в статье использованы полевые материалы автора, собранные в ходе экспедиционных поездок в места компактного проживания эвенов. Выявлена специфика вербализации кодового содержания сомонимов в эвенских паремиях и фразеологических выражениях. Определены семантические особенности метафор с компонентами — соматизмами в эвенской языковой картине мира. Анатомическая лексика, участвующая в создании переносных значений, ассоциаций и обладающая символьными функциями, отображает архетипические воззрения и ментальность народа. Соматизмы нашли отражение в пространственной лексике, ландшафтной лексике, в обрядовой культуре, в идиомах, в метафорах, в пословицах и поговорках эвенов. В эвенской лингвокультуре сакральность некоторых частей тела отразилось в төнӈэкич `запретах-оберегах`. Семантизация и понятийная наполненность соматического кода культуры является универсальной и имеет параллели в картине мира других народов. This article examines the somatic code of culture, which is one of the important and universal codes in the linguoculture of the Evens, reflecting the perception of the world of the Even ethnos. The bilingual dictionaries, folklore and artworks of Even, and the author's field materials collected during expedition trips to the small residency of the Evens were used for data of the article. The specificity of the verbalization of somonyms in the Even paremias and phraseological expressions was revealed. The semantic features of metaphors with elements of somatisms in the ven language are determined. Anatomical vocabulary, participating in the creation of figurative meanings, associations and possessing symbolic functions, reflects the archetypal visions and thinking of the people. Somatisms are reflected in spatial vocabulary, landscape vocabulary, ritual culture, idioms, metaphors, proverbs and sayings of the evens. In the even linguistic culture the sacredness of some parts of body was reflected in prohibitions-amulets. Semantization and meaning of the somatic code of culture is universal and has parallels in the vision of the world of other folks.

The underlying assumption of this article is that fragments 1–4 and 14 of 4Q158 represent an independent composition, not related to fragments 5–12 of 4Q158, where Exodus 19–22 in its proto-Samaritan version is copied. Identification of a common denominator for fragments 1–4 and 14 (labelled here as 4Q158b) is the main task of this article. This study shows that 4Q158b expresses a particular exegetical understanding of the biblical covenants and that its author's intentions and exegetical processes are best clarified in light of the book of Jubilees. According to Jubilees, two covenants were made by God at the creation of the world: one with humanity and another with the people of Israel. 4Q158b collects biblical passages (Gen. 31–32; Exod. 3–4; Exod. 24) in which it discerns hints of various expressions of commitment to these two covenants between the period of Abraham and the events at Sinai. The author of the text rewrites these passages with the intent of revealing to the reader these covenantal references only hinted at in the Bible.

The sustained economic development of China with integration into the world economy and the implementation of macro-regional initiatives that go beyond the traditional localization of Chinese national interests have revealed the need to expand the capabilities of the People's Liberation Army of China. Along with the creation of a strong army, China is actively building up its expeditionary potential. Such kind of military potential allows to project power into strategically important zones. The proposed article is devoted to identifying indicators of increasing the ability of the Chinese armed forces to operate outside China's borders in the «New era». The hypothesis of the study is that China is currently entering an era of development of forces capable of operating around the world, providing military protection to China's expanding global economic and political interests. In the article, the authors rely on a systematic approach that allows us to identify and analyze the main structural characteristics of the PLA’s expeditionary potential at three levels: strategic, operational and tactical. The article analyzes military doctrines, concepts of the use of the PLA and the command structure. Special attention is also paid to the peculiarities of Chinese foreign operations and the logistical capabilities of the PLA to project its power in geographical spaces far away from the Chinese territory. The authors conclude that the PLA's expeditionary potential is becoming an increasingly popular means to achieve broad political and economic goals on a global scale. The increase in naval and air power projection facilities with an emphasis on the creation of competent ground units in this plane increases the mobility of the PLA to perform specific tasks. The military-civilian integration makes it possible to fill the lack of delivery vehicles and team sites.

Ship graffiti are one of the most common illustrations or vandalismsfound on the walls of medieval and post-medieval monuments in Mediterraneancountries. A multitude of vessels of various types and sizes have been carvedor drawn by the people of the Middle Ages on monuments, such as the Parthenonand the cathedral of Majorca, and humble buildings, such as cisterns and baths. Who made these graffiti? And why? Their occurrence in places of worship(churches, mosques) indicates that they were tokens of suppliance and votives,but equally common is their appearance in secular buildings, often related withwater (baths, fountains, etc.). Moreover, their quality ranges from simplistic‘banana boats’ to highly accurate representations of ship hulls and theirrigging.  This paper will examine certain case studies of medieval Mediterraneangraffiti and propose different scenarios for the nature of their engravers orpainters and the circumstances which led to their creation. Its aim is toexplore the complicated relationship between the creation of ship graffiti andthe contemporary world.

This study deals with Universal Values and Muslim Democracy. This essay draws upon speeches that he gave at the New York Democ- racy Forum in December 2005 and the Assembly of the World Movement for Democracy in Istanbul in April 2006. The emergence of Muslim democracies is something significant and worthy of our attention. Yet with the clear exceptions of Indonesia and Turkey, the Muslim world today is a place where autocracies and dictatorships of various shades and degrees continue their parasitic hold on the people, gnawing away at their newfound freedoms. It concludes that the human desire to be free and to lead a dignified life is universal. So is the abhorrence of despotism and oppression. These are passions that motivate not only Muslims but people from all civilizations.

This article addresses the meaning and significance of the “world revolution of 1968,” as well as the historiography of 1968. I critically interrogate how the production of a narrative about 1968 and the creation of ethnic studies, despite its world-historic significance, has tended to perpetuate a limiting, essentialized and static notion of “the student” as the primary actor and an inherent agent of change. Although students did play an enormous role in the events leading up to, through, and after 1968 in various parts of the world—and I in no way wish to diminish this fact—this article nonetheless argues that the now hegemonic narrative of a student-led revolt has also had a number of negative consequences, two of which will be the focus here. One problem is that the generation-driven models that situate 1968 as a revolt of the young students versus a presumably older generation, embodied by both their parents and the dominant institutions of the time, are in effect a sociosymbolic reproduction of modernity/coloniality’s logic or driving impulse and obsession with newness. Hence an a priori valuation is assigned to the new, embodied in this case by the student, at the expense of the presumably outmoded old. Secondly, this apparent essentializing of “the student” has entrapped ethnic studies scholars, and many of the period’s activists (some of whom had been students themselves), into said logic, thereby risking the foreclosure of a politics beyond (re)enchantment or even obsession with newness yet again.
