The aim of this paper is to determine the most efficient strategic alternative in the case of a notary office, by taking into account the expected values associated to different levels of supplementary services requests by its customers. The determination of expected monetary values associated to the strategic alternatives by means of WinQSB software confirms the hypotheses concerning the feasibility analysis results and the manager’s ability to make the right decision from the financial point of view. Thus, the manager of the notary office will be able to make efficient decisions regarding the business development plan by using appropriate software tools, which deliver real time results in different simulation scenarios. Once the optimal decision is found, the notary office can seek to improve its business development strategy by taking into account more options and levels of supplementary services requests from the part of its customers.

The use of candlenut (Aleurites Mollucana., L. Wild) as a non-timber forest product is expected to be a excellent product in the KPHL of Selayar in line with the designation of the area as a Protected Forest Management Unit (KPHL). Candlenut is a non-timber forest product (NTFP) which has great economic potential, but in the management of the candlenut business in the KPHL Selayar has not been able to be optimally developed as the scale of the use of candlenut remain low and the business model conducted appears to be traditional. The study aimed to analyze and identify internal and external factors in formulating the right strategic priorities in the development of the candlenut business at KPHL Selayar. The method employed was a combination of SWOT and AHP by describing internal and external factors, then tabulating it so that it would formulate a priority of strategic choices. The results showed that among the four SWOT groups namely Strengths (S), Weaknesses (W), Opportunities (O) and Threats (T) which became the priority of the SWOT group which had a great influence on the development of the candlenut business, the Strength (S) group with a value of 10.55. Based on the formulated results of the candlenut business development strategy, it was concluded that the priority strategy to be implemented was the S-O 3 strategy, namely increasing the candlenut business collaboration to expand the marketing network with a priority value of 0.107.

The paper presents a response to the article by P.A. Orekhovsky and V.I. Razumov, which was devoted to the various problems of Russian higher education and science. As far as we agree with the main message of this article, we are trying to look at the exposed problems from the point of view of management theory. We think that our view seems relevant and methodologically justified, since most of the exposed problems require serious management decisions. It is shown that sometimes absurd reforms and reorganizations pursue very specific goals, which, at the same time, are not reported to the affected entities. In this context, the metaphor of the carnival fits perfectly, and P. A. Orekhovsky and V.I. Razumov use it well. We show the importance of organizational culture within university management. Culture is not an object of manipulation. It is created by people and sometimes controls the leader even more than vice-versa. This is especially important because most of the elements of effective management (task setting, evaluation, monitoring, feedback, etc.) in each organization are to a certain extent determined by culture. It is proposed to return to a system of appointing university rectors, as this will increase the rector’s responsibility for decisions made, as well as eliminate elections, which are often formalities. The pyramidal structure of decision making means a critical dependence of the effectiveness of the organization on the qualities and abilities of the central unit, which, as a rule, consists of one senior official. If that official makes ineffective decisions, then even a perfect hierarchy will idle or even begin to self-destruct. The main flaw of such a structure is that all the information necessary for making decisions is concentrated at the bottom of the hierarchical pyramid (among the subordinates), and all the responsibility and the right to make decisions are at the top (among the senior officials). Our own position presupposes the justification of the transition from the current vertical hierarchical management model within the Russian higher education institutions to a subsidiarity model, according to which decision-making should be carried out at the lowest or least centralized level of government.

We compute exact values respectively bounds of dissimilarity/distinguishability measures–in the sense of the Kullback-Leibler information distance (relative entropy) and some transforms of more general power divergences and Renyi divergences–between two competing discrete-time Galton-Watson branching processes with immigration GWI for which the offspring as well as the immigration (importation) is arbitrarily Poisson-distributed; especially, we allow for arbitrary type of extinction-concerning criticality and thus for non-stationarity. We apply this to optimal decision making in the context of the spread of potentially pandemic infectious diseases (such as e.g., the current COVID-19 pandemic), e.g., covering different levels of dangerousness and different kinds of intervention/mitigation strategies. Asymptotic distinguishability behaviour and diffusion limits are investigated, too.

AbstractBackground: Disagreement currently exists regarding the definition of aortic dextroposition. It is suggested that the term be used interchangeably with aortic overriding, along with suggestions that the aortic valve overrides in the normal heart. The dextroposed aorta, however, does not always override the crest of the muscular ventricular septum. It is incorrect to argue that the normal aortic valve overrides. It is the cavity of the right aortic valvar sinus, rather than the valvar orifice, that sits above the muscular septum when the septum itself is intact. Therefore, to circumvent these difficulties, those using the term “dextroposition” find it necessary to distinguish “true” as opposed to “false” categories. The problems arise because “dextroposition” is remarkably ill-suited as an alternative term for aortic valvar overriding.Methods and Results:In this review, combining developmental, morphologic, and clinical data, we show how aortic overriding is best considered on the basis of biventricular connection of the aortic root in the setting of deficient ventricular septation. When analysed in this manner, it becomes an easy matter to distinguish between one-to-one and double outlet ventriculo-arterial connections. Appreciation of these features emphasises the different spatial alignments of interventricular communications as opposed to the plane of deficient ventricular septation. The concept of overriding is applicable not only to biventricular connection of the aortic root, but also the pulmonary and common arterial roots.Conclusions:The diagnostic techniques now available to the paediatric cardiologist illustrate the features of arterial valvar overriding with exquisite accuracy, informing the discussions now required for optimal decision making.

The energy system of Ukraine, as well as the world power industry now in a phase of change related to the deterioration of the environment, a large number of new technologies and a change in global geopolitics. Thus, there is a need for quick decision-making when introducing new products, technologies and methods. The article proposes a modern approach to solving key strategic issues at the enterprise. A comparative analysis of existing classical methods of making management decisions is made and a number of advantages of the author's method are revealed. In this article, with the help of the proposed method, the feasibility of introducing a discrete heating system in the village is determined. In order to achieve this goal, the structure of the heat sources used in the settlement is determined, an analysis of the users of heating and comparison of the prices for heat energy is obtained using natural gas, pellets and a discrete heating system. The next step is to compare all sources of heat energy by the three main weighting criteria that most accurately reflect their quality. The preliminary expression of each criterion in a numerical dimensionless expression allows us to obtain a decision to make an optimal decision by graph-analytical method. This allows us to determine the main factors influencing the object of research and the decision making decision to three equally weighted coefficients: energy, ecology, economics. The obtained indicators are the faces of a triangular diagram, which forms the general plane within which all investigated objects or processes are located. The next step is to determine the field of satisfactory results, which has a flexible system of construction, which accurately shows the limits, taking into account the conditions of a specific task and goals. The triangular diagram has a visually accessible structure, so it is easy to understand to untrained people. As can be seen from the rating, the use of mobile heat supply with mobile battery is the most advantageous. Sources of heat supply on wood used as fuel, the most attractive from an economic point of view, however, lose to other sources of heat from the ecological and energy point of view.

The decision making process is the essence of the administrative process and its means of achieving the goals of the service organizations or productivity because the decision contributes mainly to enable them to carry out their administrative activities efficiently and effectively. The assignment process is one of the most important problems affecting the organizations performance because to determine the administrative composition of the organization. The correct decision making to the assignment problem and the right person in the right place will increase the efficiency and effectiveness of the organization. The previous methods to solve these problems depend on a single criterion such as cost, profit, time and so on. In this paper, three models were formulated for the of multi-criteria assignment problem. The first model multiple objective for present assignment problem when the assignment matrix is square, while the second and third models are a non-square assignment problem. The second model is the number of rows is greater than the number of columns while the third model where the number of columns larger than the rows. The second model is applied to the assignment problem of unit managers in the college of Administration and Economics based on two criteria: deferring the employee's desire to leader of task and the other criterion of assignment cost and using goal programming method. The data were collected by questionnaire.

AbstractThis article concerns the legal regulation of medical research on children in Finland. The topic is covered by the Medical Research Act of 1999 and by the Recommendations issued by the Working group on medical research on children in 2003. The Decisions of the Parliamentary Ombudsman also play an important role in this area in Finland. The article focuses on two specific issues: involvement of guardians in decision-making for the child, and the expansion of the right to self-determination of minors. Two case examples on these topics are also discussed. Overall, the author comes to the conclusion that the Finnish legislation, policy-makers, investigators and the industry have succeeded well in taking into account international legislation in this area, although there is also room for improvement.

Grand Sirao Hotel is a hotel that stands in the middle of Medan City, located on Jl. Semarang. Grand Sirao Hotel is an attractive hotel in the sector of cooperation in certain fields, but in this hotel it often happens in cooperation with outside companies. One of the problems that often occurs at the Grand Sirao Hotel is the constrained stock of goods needed for guests staying at the hotel, items that are often constrained which are usually in the form of sandals and toiletries that are in short supply. This problem often arises because of the many other factors between companies related to hotel owners themselves, debates that often arise from hotel owner claims include quality of goods that are sometimes incompatible with reservations and need to be taken into account, inventory can be exhausted, prices always go up because of skyrocketing market prices and other problems. This collaboration problem arises due to lack of success in determining partnerships with related companies that are not appropriate and in company selection is also still manual and there are appropriate systems and criteria. Therefore a decision support system is needed in the selection of partners upon the proposed approval. One solution to this problem that is right is to make a decision system in the decision of the company's business partners so that the determination of cooperation in accordance with the right requirements. By using a Decision Support System (SPK) is expected to help the company in making decisions made by the right company partners in increasing the efficiency of the decision. PSI (Index Selection Preference Method) is a method for solving multi-decision making (MCDM) decisions. In the proposed method it is not necessary to submit among the attributes. There are no attributes required in computing that are involved in decision making. It is hoped that by using the PSI (Index Selection Preference) Method, it is necessary to establish a decision support system which can assist in the selection of corporate cooperation partners at the Grand Sirao Hotel.Keywords: Determination of Cooperation Partners, Decision Support System, PSI (Index Selection Preference)

The superficial tablecloth of furrow of Midelt belongs to the bowl of High Moulouya which stretches out from the west eastward between the High Atlas in the South and the Medium Atlas west and in the Northeast. The methodology used includes the synthesis of geological data, piezometry, hydrodynamics, hydroclimatology and water quality. This study provides the following results: The flow mode of the water table is general SW to NE on the left bank of the Moulouya river and on the right bank, the flow is from the NW to the SE. The piezometric ratings vary from 1460 to 1780 m. The hydraulic gradient is the order of 2% on average. The transmissivity is usually about 10-3 m2/s. the punctual flows can reach 50 l / s (case of the drilling N ° IRE 879/38 realized in the alluviums of the Outat). The flow provided by the sources from conglomerates and lake limestones of the Plio-Villafranchien is 50 l / s. The unit of the Mio- Plio-Quaternary aquifer is fed from the infiltrations of rains, by the wadis which cross the banks of the conglomerates and by the landing of the tablecloths of Lias, Dogger and Cretaceous this feeding is however weak in because of the discontinuity of the formations and the poor permeability of the different levels. From a qualitative point of view the groundwater analysis of the aquifer shows that their overall quality is average to good.

Tourism is an economic activity with great contribution for the development of many countries. To develop rural areas, tourism is especially important and need to be improved in these areas. The Government of Brčko District of Bosnia and Herzegovina has decided to have tourism improvement as one of main objectives in their development strategy focusing on better conditions for development of tourism. Investments in tourism should be applied to the entire area of the Brčko District. Since Brčko District mainly consists of rural areas, it is necessary to invest in rural tourism. The first step of this study was to determine the tourist potential of rural areas. The determination of rural tourist potential in Brčko District was carried out with the assistance of the Brčko District Government. For this purpose, the method of expert decision-making was used, and three experts were selected who evaluated six rural settlements. To obtain results based on expert evaluation, two multi-criteria methods were used: the Full Consistency Method (FUCOM) for determining the importance of criteria and the fuzzy Measurement Alternatives and Ranking according to the COmpromise Solution (MARCOS) method to rank rural settlements in terms of their tourism potential. The results showed that the settlement of Bijela has the best rural tourist potential, while the settlement of Grbavica has the least potential. The results obtained by applying this model showed how rural tourism in Brčko District can be improved. The research model for testing the tourism potential has shown good results and can be applied in other branches of tourism with some adaptation to certain branches of tourism.
