Procurement function is a facilitator and enabler of every value chain. This paper is a result of a study on the contribution of procurement function on the public services delivery systems and on the national socio-economic development. Specific foci were on: assessing the contribution of procurement function on the public services delivery systems; and assessing the contribution of procurement function on the attainment of the objectives of the national socio-economic development. The study used a survey of value-laden opinions. Localities surveyed were deliberately selected and sampled. The study covered one metropolis and business city (Dar es Salaam), three regional administrative cities (Arusha, Mbeya and Mwanza), one central government municipal (Dodoma), and one local municipal council (Morogoro). A deliberate sample of 150 case respondents was envisaged. However, the study covered 129 case respondents. Data management and analysis were qualitative in which thematic analysis, documentary reviews and content analysis were applied upon the specific study objectives.  This paper provides value-laden opinions generated out of the case respondents’ perceptions on the specific themes and issues related thereto. The results of assessment show a significant contribution of the procurement function on the Tanzania public services delivery systems and on the national socio-economic development agenda. The assessments show a positive marginal contribution of the procurement functional performance on the national economic development agenda by more than 70%.

This topic is relevant, since public services are one of the main indicators of the country's socio-economic development. At the same time, the level of quality of public services directly reflects the standard of living of the population.

Исходя из ситуации со здоровьем населения в регионе, выставляются соответствующие ориентиры. В разрезе региональной специфики закладываются и реализуются целевые программы, которые одновременно зависят от здоровья населения и направлены, собственно, на улучшение качества его здоровья. Согласно тематике настоящей статьи, ведущий фактор социально-экономического роста - здоровье населения, именно он будет оценен как катализатор искомого регионального развития. Socio-economic development is a systematic procedure for improving the standard of living, qualitative and quantitative characteristics of the goods consumed by the public. Based on the health situation of the population in the region, appropriate guidelines are set. In the context of regional specifics, targeted programs are being laid and implemented, which at the same time depend on the health of the population and are aimed, in fact, at improving the quality of its health. According to the subject of this article, the leading factor of socio-economic growth is the health of the population, it will be evaluated as a catalyst for the desired regional development.

Abstract Despite the absence of the long-term tradition of inter-municipal cooperation in Lithuania, the country represents a compelling case of cooperative solutions which are mostly focused on public services delivery design imposed by the central government. The article provides theoretical and empirical insights on the inter-municipal cooperative capacities and their scope in the case of Lithuania, with reference to the size of the municipality. The results reveal that the large size municipalities are more likely to benefit from collaborative arrangements in comparison to small size municipalities which have less institutional ability for collaboration. In this respect, the external influences imposed by the central authorities’ agenda on implementing economy of scale principles and strong municipal service delivery regulations is extremely important for understanding the municipal efforts for collaboration.

The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

Dynamic development of society, they want the public bureaucracy to be able  to provide the public services more professional, effective, simple, transparent, open, timely, responsive and adaptive. With excellent public service, to build a human quality in the sense  of  increasing  the  capacity  of  individuals  and  communities  to determine actively its own future. Actualization of democratic precepts in the public services delivery in Indonesia starting point on the importance of community participation ranging from formulating criteria for the services, how the delivery   of the services, arranging each engagement, public complaints mechanism set up   by the monitoring and evaluation of the implementation of the public services in order to co-together build a commitment to create quality of the public services. It’s all been contained in the Law 25 of 2009 on Public Services, certainly it has been based on the precepts of the democracy of Pancasila. Rembug of the public services as an actualization of the public services based on the democracy of Pancasila.

Se ha considerado información anual del 2007 al 2014, referida a gobiernos subnacionales; para el primer objetivo se ha realizado la caracterización de gobiernos locales y gobierno regional; para el segundo objetivo, se analiza las implicancias que tiene la inversión pública sobre el desarrollo socioeconómico, mediante un modelo econométrico. Se ha caracterizado a la gestión de los gobiernos locales y el gobierno regional, encontrando problemas en la ejecución de inversiones, como la falta de calidad en proyectos de inversión, hechos de corrupción, limitadas capacidades de autoridades y funcionarios, y problemas de transparencia y procesos participativos; se ha evidenciado que las inversiones públicas tienen efectos muy limitados o marginales sobre el desarrollo socioeconómico en nuestro departamento, esto se infiere de los resultados del modelo econométrico aplicado. Conforme a la evidencia empírica, los gobiernos subnacionales no han generado mejoras significativas en las condiciones de vida de la población y condiciones favorables para el sector privado.</p><p> </p><p> </p><p> </p><p><strong> </strong></p><p align="center"><strong>ABSTRACT.</strong></p><p><strong> </strong></p><p>We  try to explain and analyze the implications that had the public investment of local governments and the regional government in the Department of Puno about the socio-economic development; in recent years, was questioned mainly because they have not shown significant improvements in the socio-economic development despite the increase of resources. It has been considered annual information from 2007 to 2014, referring about sub-national governments; for the first objective it has been taken characterization of local government and regional government; for the second objective, it has been analized the implications that has the public investment on the socio-economic development, using an econometric model. It has been characterized the management local governments and regional government, finding problems in the execution of investments, such as the lack of quality in investment projects, acts of corruption, limited capacities of authorities and civil servants, and problems of transparency and participatory processes;  this shows that public investments have very limited or marginal effects on the socio-economic development in our department, this is the conclussion  from the results of the applied econometric model. According to the empiric evidence, sub-national governments have not generated significant improvements in population’s  living conditions and favourable conditions for the private sector.</p><p> </p><p> </p><p>Key words: public management, private investment, standard of living.<strong></strong></p><p> </p><p> </p><p> </p><p> </p>

The objective of this chapter is 1) to understand multi-channel architecture, integration, and management; 2) to develop a framework for citizen relationship and grievance management system for a single view; 3) as a case study, to propose framework applied to find what types of channels are providing to the citizens get access to the public services at National, State, and Local level in India; 4) as a case study, to find out challenges and issues with implementation of multi-channel services delivery. The key findings of the case study are: 1) There is no declining in providing traditional channels after introducing modern channels. 2) The departments are offering mixed channels. 3) Usage of mobile-based applications, social media, and wi-fi are in pilot basis or at initial stage. 4) Multi-channel integration and management is not yet initiated. 5) Electricity and network coverage are main issues in implementation of modern channels. However, such initiatives have some issues and challenges to the developing countries like India.

Zakat (alms) is one of the Islamic social finance tools, besides waqaf (endowment) that can contribute to the socio-economic development of the Muslims, and society at large (ummah). In Malaysia, the local media have reported complaints from some dissatisfied members of the public on the distribution of zakat to zakat beneficiaries (asnaf). These emerge despite the introduction of numerous innovations by zakat institutions under the administrations of Majlis Agama Islam Negeri (MAIN) or State Islamic Religious Councils (SIRC), in the form of assistance schemes, for the distribution of asnaf in Malaysia. This chapter discusses the concept of innovations in zakat distribution according to three foundations: fatwa muzakarah (Islamic ruling discussion) resolutions, ijtihad (independent interpretation and reasoning by scholars) in handling issues related to zakat distribution, and temporal dynamism of the Shariah. Numerous challenges concerning zakat issues have also highlighted the significant roles of zakat institutions, especially in the eradication of poverty.

The most important reason to decentralise the public services delivery is to make the citizens' needs better known by the local governments, so it follows to act more efficiently to their satisfaction. Nonetheless it has been found an opportunistic use of these agencies to avoid legal limits on indebtedness imposed on sub-national administrations, generating fiscal illusion. Accordingly, the aim of this study is to analyse the effect of the functional decentralisation processes on public revenues and financing. The results show that the use of decentralisation process, especially companies are created by left-wing political parties in order to raise more income from commercialization of public services. It was also found that these practices are strongly linked to the municipality's fiscal pressure.
