Recent policy has an orientation into national policy for find the pattern of regional development acceleration by minimalizing chance of budget leakiness that assumed to be unefficient, then lower governmental form learns to find a synergy to the upper governmental. While the upper government still on autonomy implementation until today rectified over and over again about authority in autonomy or institution aspect and controlling resources from regency to village. National Act Number 23 in 2014 about Regional Government only reaches the border of regional government affairs that also become a reference for regency to teach lower government, which is village. Besides, village and its governmental implementation has been guaranteed judicially through National Act Number 6 in 2014 about Village. Both national acts have consequences to guarantee realization of good governance of regencies/cities and/or villages so they can perform their autonomy to control and arrange each area of it. The data analyzed as qualitative phenomemologically.Based on research results and discussion, we conclude that (1) Delegation policy implementation model of Regent’s authority to head district at Nias Regency not fully has meaning that the head district acts the regional affairs. This assumed that the delegation of authority to head district from Nias’ regent has not reached the truly authority that actually need to be handed over to head district for decide the fastest people’s sake. (2) Some factors impede the delegation of regent authority to head district at Nias Regency which are: district’s apparatus were classified less than good even form quantity and quality, the budget also classified as could not fulfilled people’s demand about maximum services, and there were no sincerity from technical agency to hand over the job authority to head district, which is, in this case, impressed as a long and compicated process then affects the lateness of law production that became head district’s standard to maximalize service to the people as a realization of authority devolution regent to head district at Nias Regency; (3) Created model in this research was an answer to implementation of authority delegation from regent to head district by looking people substances, regional headman and insitution aside.

Fiscal decentralization is one the major component of the decentralization implementation of regional autonomy. As the new beginning in regional development and the people in managing the resources or all of the potential to the prosperity and the progress of region. Financial aspect is one of the basic criteria to find out the real capability regional government in managing their autonomy system (household system) the capability of regional government in managing their financial can be seen in APBD which describes the capability of local government in financing the activities of development task and equity in each region. The purpose of this research is to determine the financial capability of Tidore in regional autonomy especially in 2013-2017 judging by ratio of independency, decentralization fiscal degree, growth ratio. This research used observation, interview and documentation to collect the data. The data was analyzed using qualitative and quantitative data with described analysis. The result showed that the independence ratio of Tidore has been able to improve its financial capability. The degree of decentralization is still highly dependent on the central government, although it has been increasing year by year. Growth rate fluctuated this indicates the local government of Tidore is not too concerned with regional development and community welfare.Keywords: regional autonomy, ratio of independency, The degree of decentralization ratio, Growth ratio.

ABSTRACTDPRD is a regional people's representative institution and is domiciled as an element of regional government administration that has legislative, budgetary and supervisory functions. The existing budget function together with the regional head compiles and establishes the APBD annually.The DPRD Secretariat is an element of service to the DPRD which has the task of carrying out secretarial administration, financial administration, supporting the implementation of the DPRD's duties and functions, and providing and organizing the expertise needed by the DPRD in accordance with regional financial capabilities. Nowadays, the policy of national higher education has an influence on  higher education in the Indonesian Navy in patterns and structures, types of education, educational outcomes or graduates of each educational strata. The human resources of the Navy were built by an using expert system with the field of each assignment being scholar soldier, with the development domain is Cognitive, Affective and Psychomotor Domains Granding. The equalization of graduates between academic and vocational education influences on the quantity and quality of standardized military lecturers as educators in the Navy education system which is harmonized with the prevailing national policy. Based on the existing gap due to the implementation of lecturer policy, the efforts that have been done, the purposes of this study are : 1) Describe and analyze the implementation of teacher and lecturer policy on Higher Education Vocation of the Indonesian Navy service vocation; 2) Finds the implementation model of policy of teacher and lecturer in higher education of vocation of the Indonesian Navy. In this research, the paper used Merilee S. Grindle model approach. It model uses to describe the implementation of policy of teachers and lecturers in higher education vocational service of the Indonesian Navy. The result of the policy implementation on vocation system of teacher and lecturer in higher education system of the Indonesian Navy has not given any significant result change, because there are still many obstacles in the process. The model of policy implementation of teacher and lecturer in higher education vocation of the Indonesian Navy officially started by synchronizing policy between the Higher Education Institution and the Indonesian Navy  then it is passed down to specific socialization program to support of lecturer policy objectives.

Every day, somewhere in the world, decisions are made about how public lands that might contain undiscovered resources should be used or whether to invest in exploration for minerals. Less frequently, decisions are made concerning mineral resource adequacy, national policy, and regional development. Naturally, the people making the decisions would like to know the exact consequences of the decisions before the decisions are made. Unfortunately, it is not possible to inform these decision-makers, with any certainty, about amounts, discoverability, or economics of undiscovered mineral resources. The kind of assessment recommended in this book is founded in decision analysis in order to provide a normative framework for making decisions concerning mineral resources under conditions of uncertainty. Our goal is to make explicit the factors that can affect a mineral-related decision so that the decision-maker can clearly see the possible consequences of the decision. This means that we start with the question of what kinds of issues decision-makers are trying to resolve and what types and forms of information would aid in resolving these issues. This book has a different purpose than academic reports common to many assessments, and it is not designed to help select sites for exploration. The audience for products of assessments discussed here comprises governmental and industrial policy-makers, managers of exploration, planners of regional development, and similar decision-makers. Some of the tools and models presented here are useful for selection of exploration sites, but that is a side benefit. The focus of this book is on the practical integration of the fundamental kinds of information needed by the decision-maker. The integrated approach to assessment presented in this book focuses on three assessment parts and the models that support them. The first part uses models of tonnages and grades to estimate possible tonnages and grades of undiscovered deposits. The second part develops mineral resource maps that explore whether an area’s geology permits the existence of one or more types of mineral deposits. The product of this part of the assessment is identification of so-called permissive tracts of land.

Abstrak Penyelenggaraan pemerintahan diperlukan sebuah jalannya manajemen pemerintahan yang maksimal guna dicapainya penyelenggaraan pemerintahan yang baik (good governance) untuk mewujudkan kesejahteraan masyarakat dan merupakan tuntutan konstitusi pada Pembukaan Undang-Undang Dasar 1945 Alenia keempat. Pasal 31 Undang-Undang Dasar 1945 mengamatkan bahwa Pendidikan merupakan hak setiap warganegara dan pemerintah dan pemerintah daerah menjamin terselenggaranya sistem pendidikan nasional sesuai Undang-Undang Nomor 20 Tahun 2003. Penelitian ini bertujuan untuk menguji dan menganalis pengaruh implementasi kebijakan pengawasan, kompetensi aparatur, dan budaya organisasi terhadap kinerja pengawasan bidang pendidikan dasar. Metode yang digunakan dalam penelitian ini adalah kuantitatif dengan kuesioner terbuka dan tertutup. Hasil penelitian ini menunjukkan bahwa ada hubungan yang positif dan signifikan antara implementasi kebijakan pengawasan, kompetensi aparatur dan budaya birokrasi terhadap kinerja pengawasan bidang pendidikan dasar baik secara parsial maupun secara simultan. Kata Kunci: Pengawasan, Kompetensi Aparatur, Budaya Organiasi, Kinerja Pengawasan. Abstract The administration of government requires a way of maximizing government management in order to achieve good governance in order to realize the welfare of the people and constitute demands of the constitution at the Preamble of the fourth Alenia 1945 Constitution. Article 31 of the 1945 Constitution states that Education is the right of every citizen and the government and regional government guarantees the implementation of the national education system in accordance with Law Number 20 of 2003. This research aims to examine and analyze the effect of the implementation of supervisory policies, apparatus competencies, and culture organization of supervision performance in the field of basic education. The method used in this research is quantitative with open and closed questionnaires. The results of this study indicate that the causality relationship partially or simultaneously between the Implementation of Supervision Policy, Apparatus Competency and Bureaucratic Culture to the Supervision Performance of the Basic Education Sector is entirely positive and significant. E-Government is an effort to develop electronic-based governance to improve the quality of public services effectively and efficiently, in accordance with Presidential Instruction No. 3 of 2003 concerning e-Government Development Policies and Strategies. Technological developments affect the management of tax administration both for government and taxpayer needs from manual to online systems, thereby saving time, work processes, and paper. By applying online taxes so that good governance is created. The formulation of the problem, namely: 1) How is the implementation of e-Government in the process of reporting Regional Tax Returns to the Badung Regency Government? 2) What are the supporting factors and obstacles to the implementation of e-Government in the process of reporting Regional Tax Returns to the Badung Regency Government? The theory used is the theory of public policy implementation model of Merilee S. Grindle and the theory of public policy implementation model of George C. Edwards III. The research approach used a qualitative descriptive. Data collection techniques using observation, interviews, and documentation. The technique of determining informants using purposive sampling. The data analysis technique is descriptive qualitative data analysis, including: data reduction, data display, and drawing conclusions and verification. The results of the research findings concluded that: 1) The implementation of e-Government in the process of reporting Local Tax Returns to the Badung Regency Government has been implemented by implementing an online local tax system through e-SPTPD. 2) The supporting factors for the implementation of e-Government in the process of reporting the Regional Tax Returns to the Badung Regency Government include: the commitment of the Badung Regency Government in public services through e-Government, resources (resources), socialization, internet networks, and taxpayer awareness . While the factors inhibiting the implementation of e-Government in the process of reporting Regional Tax Returns to the Badung Regency Government include: knowledge and awareness of taxpayers and the Covid-19 pandemic.

Regional autonomy is the surrender of authority from the center to the regions to regulate and manage the interests of the local community according to their own initiatives based on the aspirations of the people, as stated in Law No. 32 of 2004 concerning Regional Government. With the existence of regional autonomy, the regional government is expected to be better to explore the potential of local revenue sources in financing all regional development activities through increasing Original Local Government Revenue (OLGR). One component of OLGL that has a contribution in Pekalongan Regency is Regional Tax. Regional tax, one of which is advertisement tax, is one component of the OLGL that contributes to regional development. Clustering algorithm, one of which is k-means clustering can be applied to advertisement tax data so that it can be known that ad grouping is based on distance from the market, distance to traffic light and vehicle volume. From each of these groupings can also be seen each of the characteristics so that it is known which groups have the largest amount of tax and the number of tax donations. From this research, a web-based system has been successfully developed that is able to process the spatial analysis of the distribution of billboards with the clustering method in Pekalongan Regency. From the results of clustering analysis, it can be seen that the Subdistrict passed by the coastline has a correlation with the high amount of advertisement tax in Pekalongan Regency, this can be seen in the results of clustering using the k-means algorithm, where advertisements are in clusters that have average quantities the highest taxes are all in the sub-district that is crossed by north coast way. The closeness to the market and traffic light has a correlation with the high amount of billboard bill advertising tax in Pekalongan Regency, wherein the clusters that have the highest volume of vehicles the average size of the billboard tax is high.

This study aims to analyze the problem of how the delegation of authority and the model of delegation of authority that can be developed for the BPK in the implementation of auditing tasks for the management and responsibility of state finances using Koontz and Weihrich's theory regarding the seven principles for transferring authority. The research method used is a qualitative research design with a descriptive approach. The results showed that the transfer mechanism was not fully in line with Law Number 30 of 2014 concerning Government Administration. The obstacle in the implementation of the delegation of authority policy is that the policy design is not in line with the applicable regulations, and it requires commitment from policy makers and policy implementers to adjust policies and policy implementation with the development of laws and regulations and general principles of good governance. The model of delegation of authority suggested by this study in the implementation of auditing tasks for the management and responsibility of state finances is a comprehensive audit task mandate, so that the BPK executor, and examiners and experts outside the BPK perform audit duties for and on behalf of the BPK based on statutory regulations and general principles of good governance.

Development planning reform retains a significantly prominent position as it determines the success of development particularly in developing countries. However, implementing development planning reform is no easy feat as various obstacles ensue. This study was conducted in the Yogyakarta Province, Indonesia to identify these specific obstacles through a content analysis of regional development planning documents, provided along with the support of relevant literature study. The results of the study show that the obstacles encountered were quite complex, namely the low capacity of regional government, failure in implementing principles of good governance and bureaucratic reform, and the intensity of political elites’ dominance in the region who utilize development planning as a means of achieving their interests. Affirmative policies to enhance regional capacity, to rearrange regulations and limit political party dominance, and to reconfigure the regional head’s position as a political functionary and personnel administrator are thus recommended to address these issues.
