В статье рассматриваются основные направления государственной политики в области обеспечения БДД, которая реализуется на основе положений нормативных актов, стратегических и программных документов. Представлен анализ «Стратегии безопасности дорожного движения на 2018-2024 годы», как реализации приоритетных направлений государственной политики в области обеспечения БДД. Акцентируется внимание на том, что Федеральная целевая программа «Повышение безопасности дорожного движения в 2013–2020 годах» прекратила свое действие, а новая до сих пор не принята, в результате с начала 2021 г. на федеральном уровне обеспечения БДД в плане реализации программных мероприятий наблюдается некий вакуум, который необходимо ликвидировать путем принятия новой федеральной целевой программы обеспечения БДД, так как это имеет критическую важность для повышения безопасности участников дорожного движения. Сделан вывод, что в современных условиях требуется проведение концептуально единой государственной политики в области обеспечения БДД, основанной на функциональном взаимодействии различных органов власти, при участии граждан и институтов гражданского общества. The article considers the main directions of the state policy in the field of ensuring BDD, which is implemented on the basis of the provisions of normative acts, strategic and program documents. The analysis of the "Road Safety Strategy for 2018-2024" as the implementation of the priority directions of the state policy in the field of road safety is presented. Attention is focused on the fact that the Federal Target Program "Improving road safety in 2013-2020" has ceased to operate, and the new one has not yet been adopted, as a result, since the beginning of 2021. at the federal level of road safety, there is a certain vacuum in the implementation of program measures, which must be eliminated by the adoption of a new federal target program for road safety, as this is of critical importance for improving the safety of road users. It is concluded that in modern conditions it is necessary to carry out a conceptually unified state policy in the field of ensuring road safety, based on the functional interaction of various authorities, with the participation of citizens and civil society institutions.

Legal basis and development of systems of electronic state purchases in Russia with special attention to the federal target program "Electronic Russia (2002-2010)" are considered in the article. The level of development of such systems is examined within the case of their functioning in the Ural-Siberian region. The reclamation complex of the Nonchernozem zone of Russia has been under the influence of a combination of unfavourable factors for a long time. The problems of scientific and staff support today limit the development of the complex and create risks for the successful implementation of the Federal Target Program "Development of Land Reclamation". In order to analyze the situation and find the right solutions, a study was carried out using the method of expert assessments. Twenty-four highly qualified specialists took part in it: 2 Academicians of the Russian Academy of Sciences, 4 Corresponding Members of the Russian Academy of Sciences, 10 Doctors of Sciences and 9 Candidates of Sciences. To preserve and build up the agro-resource potential within the framework of the Federal Target Program "Development of Land Reclamation" in the next decade, it is necessary to develop 300-400 thousand hectares of shrubby fallow, to carry out major repairs of drainage systems on an area of up to 300 thousand hectares and their reconstruction on an area of up to 100 thousand hectares, carry out chemical reclamation on an area of up to 5 million hectares on average per year. The need for qualified personnel to solve these problems will amount to 18–20 thousand professional workers and up to 5 thousand specialists, including 1.0 thousand people in research and development, 1.5 thousand people in exploration and design sphere, 2.5 thousand people in the construction and operational sphere. The fundamental importance belongs to the scientific support of the innovative reclamation complex, the renewal of which should be carried out on the principles of resource and energy conservation, nature likeness, informational support and digitalization of management processes.

Road safety campaigns and programs have been extensively introduced and implemented in Malaysia. However, their effectiveness is still being debated. Children especially will become the unfortunate victims of road accidents if they are unaware of the danger and precaution actions to be safe on the road. In response to that, this paper introduces an application as an alternative that inculcates road safety awareness to further support existing related programs and campaigns. Particularly, an interactive web application incorporating interactive multimedia elements has been designed and evaluated. Results on the usability test indicate a promising success and highlight aspects and issues that can be further focused for improvement and enhancement.

The performers of the federal project «Road Safety» and the national project «Safe and High-Quality Highways» are offered an effective, digital technology necessary to achieve the targets of «social risk» with numbers of killed as a result of road accidents by 2024 per 100 thousand people, on the example of St. Petersburg. This technology uses a tool for diagnostic assessment of road safety at single-level road intersections with a mechanism for visualizing the causes of conflict situations in the wayside crosses of traffic and pedestrian flows that cause accidents.

The article analyzes the city's logistics development strategies and its public transport, especially bus traffic. Statistical analysis of all road transport in the European Union (EU) has been carried out. The most important reasons for the tragic road accidents in Poland have been mixed up. Key elements of active safety and passive safety of buses and road safety were analyzed. Characterized key indicators of road safety in the EU and the probability of bus incidents. The impact on the ecology of the city of road transport was analyzed in terms of the significance of exhaust emissions of various bus designs and emissions of other pollutants.

INTRODUCTION. This article discusses that part of the classical Eurasian concept, which is devoted to ethno-national relations prevailing in Northern Eurasia, the characteristics of the factors and traditions that determined the formation of the Russian superethnos. The content of the categories “Eurasian nationalism” is revealed, which, according to the classics of the doctrine, should become the core idea of the formation of the Russian multi-national nation. Considerable attention in the article is paid to the analysis of the correlation and interconnection of the categories “people” and “nation”, the characteristics of their specific features.MATERIALS AND METHODS. The article is based on a study of the concepts of Eurasianism presented in domestic and foreign science and the provisions of the Federal Target Program approved by the Government of the Russian Federation “Strengthening the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia (2014 – 2020)” are considered.RESEARCH RESULTS. In the article the thesis is substantiated that the modern theoretical substantiation of the tendency for the formation of the “Russian nation” is associated with the desire to strengthen the national substrate of Russia as a single federal state and to avoid the sad experience of the split of the USSR. The author analyzes various approaches to realizing the task of forming a multi-national nation on the basis of the Russian people and shows his own position with respect to the idea of adopting a special Law on the Russian nation.DISCUSSION AND CONCLUSIONS. The article critically evaluates the position that rigidly links the formation of a nation with the creation of its own sovereign national state which in most cases is not applicable to multinational states.
