Research carried out to identify, analyze, and orientation of the mapping strategy to support the development of tourism destinations empowering local communities and area-based tourism as its leading sector. The approach used is qualitative and quantitative mix techniques. The results showed that developments rating in Sinjai can be seen from 1) traveller, 2) traveller destination, 3) traveller activities, 4) of accommodation used, 5) traveller trips, 6) average expenditure, 7) characteristics of the traveller market. From the description of the results of the study has increased every year. This is because adequate infrastructure increasingly supported sights. The mapping showed an increase and expansion of the traveller area each year. Increased traveller destinations and the availability of adequate infrastructure provide the opportunity for local communities to take part in the tourism industry that contributes to the empowerment of local communities. The government's efforts in promoting the expansion of development opportunities in various sectors of the tourism sector strongly support the improvement of the economy and social life at the local community level.

The concept of Corporate Social Responsibility (CSR) has been widely spread to developing countries. Most scholars argue that the CSR will give economic benefit to the local communities surrounding the company. Indonesia and Australia have adopted the concept of CSR into some legislation and regulations. When the laws of CSR were implemented in the field of tourism, some companies thought that they do not have any legal obligation to implement it. In practice, local communities have used CSR to demand the tourism industries to provide any social, cultural and economic facilities. This article is aimed at providing an analysis regarding the legal framework of Indonesian and Australian laws and regulations concerning CSR, particularly in Tourism Sector. In addition, it is intended to analyze how the implementation of CSR in tourism may strengthen the local communities. It is a normative legal research that primarily scrutinizes written official law and regulations as well as relevant court decisions regarding the issue of CSR, company, and tourism. It can be concluded that both Indonesia and Australia have regulated the concept of CSR very well as stipulated in official law and regulations. Regarding the implementation, by revolving within the scope of sustainable development concept as well as a gradual increase of tourism industries participation in CSR, the well-being of the local community will surely be improved.

Indonesia is an archipelagic state with considerable potential as tourism destinations, yet that potential has not been fully maximized. This paper aims to examine the opportunity and potential of Gusung Island as tourism resources and propose possible strategies to manage the tourism resources of Gusung Island, Selayar Islands Regency. The research was conducted in July and August 2019 on Gusung Island, Selayar Islands Regency, South Sulawesi Province by applying qualitative research methods. Methods of data collection are through in-depth interviews with the fishing community and their families, direct observation or observation in Gusung Island, and focused discussions held in Benteng City, Selayar Islands Regency. The research reveals that marine tourism and local community activities have a considerable potential to support Gusung Island as a tourism destination. Strategies for community empowerment include educating and facilitating community for hospitality skills, creating tourism packages by involving the tourism industry and the local community, strengthening the working group’s role in managing the tourism resources of Gusung Island. Sustainable tourism may be booming if the local community organizations play a pivotal role in facilitating the local community to preserve the environment.

This study discusses the existence of United Nusa Dua in its efforts to seize the tourism market in Bualu Village, Benoa District, amid accelerating the tourism sector. The rapid of tourism in this area make the crisis for the peoples especially for their identity. Now, these things being a problems when the tourism aspect doesn’t give the contribution for local peoples and for the latest, it raises the movement of United Nusa Dua. The issues appear in this study are (1) Why United Nusa Dua doing the struggle to seize the tourism market? (2) How is the struggling process of Nusa Dua Bersatu in seizing the tourism market? (3) What is the meaning of United Nusa Dua struggle for local communities in Bualu Village?. This study is using a qualitative research, in which the subject of this study discusses the occurrence of hegemony by the authorities (both local authorities and entrepreneurs capital), in its efforts toward reducing the local tradition into modern ideology that already bring with them. The results showed the initial formation of Civil Society Organizations United Nusa Dua as a form of local resistance in an effort to maintain its presence in the midst of the development of the tourism industry in their region. As for the function of the United Nusa Dua is doing resistance to things that are not yet considered for the local community, and unite the indigenous villagers as a form of community resistance in the struggle to seize the tourism. Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.

When local communities are allowed to participate fully in tourism trade activities either through supplying goods and services or direct employment in the tourism sector-inclusiveness of tourism, trade can be realized in a practical sense. Research indicates that, in most tourist destinations in Africa, the tourism trade continues to be characterized by environmental and social-cultural degradation and inadequate local community participation associated with revenue leakages and weak economic linkages. The mechanism on how tourism trade contributes inclusively on local communities' benefits such as inclusive growth and poverty alleviation remains unclear. Despite destination economies engaging in services liberalization, little evidence exists on how such trade policies have been beneficial at enhancing inclusive benefits of the tourism trade. Therefore, this chapter aims to clarify how trade policies can be employed to promote the inclusiveness of the tourism trade.

From the analysis, it is found that there were still many challenges experienced by local communities in exploiting job opportunities, such as the incompatibility between labor qualifications required by the tourism industry and the capacity of local communities. The lack of capacity of human resources resulted from the low quality of education, the lack of knowledge and skills in the tourism industry, especially the hospitality, and the attitude and behavior or work ethic of the local community itself. The success or failure of cooperative relationship between the company and its human resources is inseparable from the role of desa adat. The role of desa adat here is to provide job-related information required by the company to assist the prospective workforce to obtain a job. The tourism sector is expected to build motivation and increase work productivity for the community in order to encourage the growth of the economic sector.

Tourism has involved the local communities as a key stakeholders in many tourism destination in Indonesia that are growing due to the phenomenon of digital tourism. In Tebing Breksi Yogyakarta, the growth of tourism sector as a result of the digital tourism phenomenon has made the local people relying on tourism as the main sector to ful l economic needs after the mining ban from the local government. This research conduct the SUSTDI (Stakeholder Understanding of Sustainable Tourism Development Index) method as a tool to asses level of understanding of local communities about sustainable tourism concepts. According to Timur & Getz (2009: 223) about the theory of key stakeholder role, three groups of local community has identi ed such as: host community group, local authority group and tourism industry group. The proportional sampling and strati ed random sampling conducted to determined the amount of representative respondent. The result showed that the local communities as the key stakeholder in Tebing Breksi have a high overall level of understanding about the sustainable tourism concept at the scale 4,19 out of 5,00. Despite of that, the level of understanding on the three of the group respondent on question number 23 implies that the “economic development funds should to be used to promote tourism” as “Medium”. Moreover, tourism planner can use this results to develop a precise education and training program to improve their knowledge about sustainable tourism development.

There is a correlation of tourist and environment. Currently, tourism is developing rapidly in all the countries of the world and it has taken the form of industry. The need for conservation of environment along with the development of tourism industry has worried the environmentalists of the world. Biodiversity and ecosystem are affected by uncontrolled tourism. Therefore, to control these side effects, tourists should be made aware about responsible tourism and eco-tourism. Responsible tourism prevents physical, social and cultural degradation. In responsive tourism, the tourism sector is developed in collaboration with the local community. Responsible tourists are the most caring and aware tourists from all sides. The performance of eco-tourism should also be increased for environmental protection. Tours in which a place is visited to see the natural scenery, fauna and flora and have fun related to any cultural aspect is called Eco Tourism. पर्यटक और पर्यावरण का सहसम्बन्ध है। वर्तमान समय में विश्व के समस्त देशों में पर्यटन का विकास तीव्रगति से हो रहा है और इसने उद्योग का रूप ले लिया है। पर्यटन उद्योग के विकास के साथ-साथ पर्यावरण के संरक्षण की आवश्यकता ने विश्व के पर्यावरणविदों को चिंतित कर रखा है। अनियंत्रित पर्यटन से जैव विविधता तथा पारिस्थितिकी तंत्र प्रभावित होता है। अतः इन दुष्परिणामों को नियंत्रित करने के लिए पर्यटकों को उत्तरदायी पर्यटन एवं इको टूरिज्म (पर्यावरणीय पर्यटन) हेतु जागरूक करना चाहिए। उत्तरदायी पर्यटन भौतिक, सामाजिक एवं सांस्कृतिक पतन को रोकता है। उत्तरदायी पर्यटन में स्थानीय समुदाय के सहयोग से पर्यटन क्षेत्र का विकास किया जाता है। उत्तरदायी पर्यटक सभी पक्षों का सर्वाधिक ध्यान रखने वाले और जागरूक पर्यटक होते हैं। पर्यावरण संरक्षण हेतु इको टूरिज्म का प्रद्यतन भी बढ़ाया जाना चाहिए। ऐसा पर्यटन जिनमें प्राकृतिक दृश्यों, जीव-जन्तुओं तथा वनस्पतियों को देखने और किसी सांस्कृतिक पहलू से जुड़े आनन्द लेने हेतु किसी स्थान की यात्रा की जाती है उसे इको टूरिज्म कहा जाता है।

The study is aimed at discussing the investment multiplier effect expands tourism destinations. The main problem is how can multiplier investments in the tourism sector minimize unemployment in Junjungan Village, Ubud, Bali. The results of the analysis and discussion show that the existence of investments influences many of the social and economic life of the community, because there are so many benefits or benefits obtained by both the Gianyar government and the local community as an integral part of the tourism business on the island, both in the form of tax and assistance provided to local communities to improve the quality of life and also training in the human resources. The more investment in this village, it is expected to be able to open as wide employment opportunities as possible. Therefore, unemployment is minimized and public income is expected to continue increasing.

Tourism development often does not pay attention to the preservation of natural resources and local culture which are also affected by tourism development and considers that the tourism industry is an industry whose existence is interrelated. This research is descriptive research in the form of written or oral words from people and observable behavior and to be able to better identify the variables to be examined in relation to them and aims to present a structured, factual, and accurate description of the facts -fact and the relationship between the variables to be studied. From the results of the study there are positive and negative impacts that arise. Both environmental, socio-cultural, and economic impacts on local communities who are the main actors who feel the impact of tourism development. The community has felt the positive impact provided by the tourism sector. Although there are still negative impacts that are also felt.
