TRANSFORMATION FEATURES OF VALUE-NORMATIVE COMPONENT OF THE MODERN SOCIETY

The difficult process of combining old and new realities creates a precondition for the formation of a dichotomous worldview and dual social positions. The article analizes the model of traditional sociocultural values and society interaction. Sociocultural values provide interaction with the society by the means of feedback as a result of which the central cultural circle has value of collecting, saving, reproducting, handing over and programming functions. Modern society becomes more and more piuralistic and alternative and creates such moral-psycological atmosphere, when a person does not only feel cultural inferiority, but also becomes more adaptable to new attitudes and lifestyles. Of course, all this serves as a precondition for the society to function and reproduce, because the dynamism of life, the strengthening of intergration tendencies, the spread of telecommunications make life more comfortable, uniform and accessible. However, in modern society there are large masses of peple who do not interact with traditional culture. Modern civilization has created new educational system, which even teaches masses the besics of using new technology is not able to deak with educational issues and convey the meaning and content of the culture and morality of great historical problems- though being accesable and mass.

The process of globalization, which many times is considered as new world order is affecting all spheres of modern society but also the media. In this paper specifically we will see the impact of globalization because we see changing the media access to global problems in general being listed on these processes. We will see that the greatest difficulties will have small media as such because the process is moving in the direction of creating mega media which thanks to new technology are reaching to deliver news and information at the time of their occurrence through choked the small media. So it is fair to conclude that the rapid economic development and especially the technology have made the world seem "too small" to the human eyes, because for real-time we will communicate with the world with the only one Internet connection, and also all the information are take for the development of events in the four corners of the world and direct from the places when the events happen. Even Albanian space has not left out of this process because the media in the Republic of Albania and the Republic of Kosovo are adapted to the new conditions under the influence of the globalization process. This fact is proven powerful through creating new television packages, written the websites and newspapers in their possession.

The justification of plans and programs is a necessary condition of the relationship between systems of education, both obligatory and voluntary, and the publics they serve. Those who are responsible for the conduct of the educational enterprise in general and the schooling of the young in particular must provide those who support the system, financially and otherwise, with acceptable and defensible reasons for the efforts and activities of the schools. The idea of justification in education rests on the assumption that the process of schooling, whatever its form and content, is subject to rational control and that the authority for the conduct of schools is derived from the principles inherent in the justification offered. A proferred justification is most effective and likely of acceptance when the positions it generates on educational issues fit the general fabric of ideals and aspirations of the society to which it is addressed. If, as we believe, justification is a necessary part of the rhetoric which surrounds legislatively determined and state maintained school systems—i.e., systems whose right to existence is not subject to question or doubt in any modern society and where attendance is required by law—then it follows that it is of even greater significance for voluntary school systems which lack the coercive power of their governmental counterparts—i.e., Jewish education.

The paper looks at the major technological, sociocultural and linguistic factors that are changing the nature of interpersonal communication in the Information Age, and some manifestations of these changes. Rapid progress of technology, above all, the advent of the Internet, brought about dramatic changes in the modes and parameters of human communication over the recent decades. New types of written communication arose and have firmly established themselves on the global scale – in social networks, chats, blogs, forums and various Internet communities. Having created unprecedented possibilities for connecting with people irrespective of their location, age or social status, innovative technology is at the same time challenging standards of communication ethics and speech culture. Sociocultural transformations in the modern society, democratization of social relations contribute to weakening of speech norms and deterioration of overall speech culture, especially among young people. The increasing role of English as a language of global communication and its reputation of the dominant language of new technology and virtual reality are inevitably influencing speech habits of the Internet users across the globe. The combined work of all these factors results in visible deterioration of speech culture, standardization and simplification of speech, elimination of cultural specificity, tendency to replace expressive language means with emoji, downgrading of style, defying norms of spelling, word use and grammar. Obvious irreversibility of technological progress and the growing share of life people spend online call on specialists from various related fields to continue comprehensive analysis of transformations of speech culture in the modern world with the aim to assess societal risks and work out timely and adequate countermeasures.

In Indonesia, each province has its own traditional culture. Traditional arts are used to express the beauty of the human soul. In traditional artwork implicit message of the society of knowledge, ideas, beliefs and values norms. In addition to the function of rituals, traditional performing arts is also being used to honor and commemorate the influential figures in the local community, heroism, patriotism and nationalism. One example of a traditional art that has the functionality is Menak Koncer. Menak Koncer is a community-owned art Sumowono, Kabupaten Semarang, Jawa Tengah raised to preserve the culture and values in society. Through a qualitative descriptive approach with observation techniques and literature, it was found that at the next stage of development, especially in the modern society, arts performances Menak Koncer shift function just as mere entertainment. Menak Koncer existence as art and traditional culture in Indonesia progressively eroded by the expansion of global art and culture. Therefore, efforts must be made to preserve the arts and culture in the midst of changing times and foreign cultural influences have been increasing in Indonesia.

The last two decades have seen technological innovations that have revolutionized the collection and transfer of information, permitting access to and dissemination of massive amounts of data with unprecedented speed and efficiency. These innovations have been incorporated into virtually every aspect of modern society, from personal communications, to commercial and business processes, to governmental function and military operations. The concept of network-centric warfare (NCW) grew out of these new capabilities and has been a prominent topic in strategic and operational discussions in the US military since the late 1990s.In recent years, the concepts behind NCW have been increasingly applied to emergency response, particularly as responders prepare for an increasingly complex threat spectrum in a post-9/11 world. As emergency responders adopt the technological innovations and organizational concepts that enable network-centric operations, attention should be paid to the lessons learned by the US armed forces in the application of the network-centric approach to war-fighting. Emergency operations centers (EOCs), incident command centers (ICCs), and field personnel will require extensive training and experimentation to sort out the impact of this new technology. They must develop protocols and procedures to leverage maximum advantage, while avoiding the undesirable and damaging effects of that technology improperly applied. Because most emergency response organizations lack the vast training resources of the US military, they must be innovative and adaptable in taking advantage of every opportunity to train their personnel in the assimilation of this new technology.

As a methodological basis of research was made by professional graphic and cultural approaches to represent the dependence of professional training of a teacher from the modern society needs in the education of children and youth, given the various and contradictory influences of modern culture.

The “betrothal gift” system was born in the traditional culture of China for 5,000 years. After thousands of years of baptism, it still plays a huge role in China’s wedding custom. With the development of modern society and economy, the amount of our betrothal benefit turned out to be higher, the more complicated and diverse the types of gifts are.The level of civilization in modern society has greatly improved, people are more advocating freedom, and the probability of divorce between men and women is getting higher and higher, so there are also many issues related to bride price disputes. Although my country has issued the “Interpretation of the Marriage Law (2)”, which gives judges a legal basis for handling such cases, the judicial interpretation is too general and superficial, and cannot fully adapt to today’s complex and changeable trial work. I will discuss my opinions and opinions from some of the current rules for the return of the lottery.
