A variant of the assessment of training and the increment of qualifications is proposed with the aim of further assigning a categoiy for working specialties or a categoiy for specialists and professions of a long training period. The scientific foundations of the increase in the qualifications of domestic and foreign researchers have been worked out for the development of a quantitative calculation of this increase. The practical use of this gain has also been analyzed in learning processes in its various types. This system allows the employee to influence the process of improving their qualifications. It is important that this technique will allow a self-learning organization to create a self-learning system, the personnel of which, among other things, are able to train in third-party organizations, which increases the competitiveness of both the enterprise and employees in the constantly changing modem conditions and the instability of the global economic management system.

With the continuous reform of the market economic system, China’s agricultural enterprises are facing increasingly fierce market competition. The enterprise scale, talents, innovation ability and advanced technology are the core competitiveness of enterprises for occupying a place in the competitive market. To improve the competitiveness, enterprise performance management is indispensable. The traditional performance management system has been unable to meet the development needs of agricultural enterprises. Because of its comprehensive and objective management characteristics, balanced scorecard has been widely used in many fields. Starting from the overview of balanced scorecard, this paper analyzes the problems faced by agricultural enterprises in performance management, and discusses its application in performance management innovation of agricultural enterprises, aiming to improve the performance management level of agricultural enterprises and promote the long-term development of agricultural industry.

Currently, the emergence of economic commerce and the development of a revolution in the field of circulation, the new economic phenomenon are closely linked with the knowledge economy, the information economy, the network economy, the digital economy, which get the attention of international organizations, governments and the business community. In this paper, there is the analysis of the definition of electronic commerce, which should be the most important business model with advanced technology of information. This dissertation points out the essential factors and characteristics of modern economic management on the basis of analysis to the concept and development of economic commerce, and discusses the close contact between economic commerce and economic management. It also analyzes the use of economic commerce and accompanied interests through specific theories and actual cases, in addition to discuss typical defects and improve measures of economic commerce.

With deepening economic globalization and increasingly fierce international competition, the internationalization of higher education has become an important trend in the whole world in the 21st century. In 2018, Chinese government proposed to build Hainan Free Trade Pilot Zone. From this, Hainan university and colleges will undertake the important task of training international talents. Based on the study and analysis of the connotation and present situation of the internationalization of higher education in Hainan, this paper puts forward the countermeasures of the internationalization of Hainan higher education, aiming at providing basis and reference for the internationalization of talents training in Hainan universities and colleges.
