Within any legal system, implicitly also in the national one, the Constitution stands out as important, a fundamental law that represents the supreme system of political-legalnorms. Article 118 para. 2 of the The Constitution of Romania states that "The structure of the national defense system, the preparation of the population, economy and territory for defense, as well as the status of military personnel, are established by organic law" and, in light of the above regulation, the headquarters of the matter regarding the national defense system is represented by Law no. 45/1994 of the national defense of Romania, with the subsequent modifications and completions, this being established, at art. 6, the fact that the national defense system includes: leadership, forces, resources and territorial infrastructure. On the other hand, collaboration with partners or allies within NATO or strategic partnerships is an essential component of national and regional security.Thus, the participation of the armed forces in missions and operations outside the territory of the Romanian state, the entry, stationing, conduct of operations or transit of Romanian territory by foreign armed forces, or Romania's participation in the Missile Defense System, are legally substantiated issues. on a complex set of normative acts which, through their interpenetration, through the existing relations between them, manage to create a true pillar of the national and collective defense.Keywords: national defense system; Supreme Council of National Defense; defense planning.

Today, the United States stands alone as the world's sole superpower. Traditionally, this status and the nation's strategic location has served as an effective national defense. However, with the rise of new threats from rogue states, terrorists, and new powers, the United States must determine whether current national defense policy is sufficient in the world's changing political climate. This article examines the possibility of deploying a National Missile Defense system (NMD). The author suggests three policy alternatives and explores the concerns surrounding the issue. The alternatives include maintaining the status quo, implementing a limited program, or full deploying a full NMD system. The author discusses the difficulty in implementing NMD, but suggests that the changing climate calls for action.

Provisions and requirements of the Internal service regulations of the Armed Forces of the Russian Federation regarding the rights and obligations of military personnel for life and health protection are analyzed. Provisions in regulations of 1993 and 2007 years are compared. The compliance of articles of the Regulations to the Constitution of the Russian Federation, Federal laws from May 27th, 1998 No. 76 «Concerning the status of military personnel», from November 21st, 2011No. 323 «On fundamental healthcare principles in the Russian Federation» and from March 30th, 1999 No. 52 «Concerning the Sanitary and Epidemiological Welfare of the Population» are described. Insufficient legal confirmation of the duties of a serviceman in protection of his own health is noted. One of the problems of education and training of the military personnel of various classes is the lack of such subject as a military hygiene in the curriculum. In prerevolutionary military educational establishments, the hygiene was studied and at the course end there was examination. One of the important elements of the health protection of the servicemen is a sanatorium-resort therapy which can be treated as a part of preventive medical examination. Data on decline of sanatorium service of the military personnel in connection with the legislation changes are presented. Considering physical and mental health of servicemen as a guaranty of high-degree alert and military efficiency it is proposed to start studying the Instruction on life and health protection of the serviceman in the period of a basic military training (soldier, sailor, cadet). Proposals on hygiene studying in fostering and educational institutions of the Ministry of Defense.

The paper presents comparative research on the representation of subjects within the study programs of three higher military educational institutions (Military Academy, University of Defense in Belgrade, University of Defense in Brno, Czech Republic, Royal Military School in Belgium), in order to strengthen their leadership competencies. The conducted comparative research was intended to contribute to predicting the future development of education of professional members of the armed forces, as part of the defense system in the field of leadership, especially because the comparison includes educational systems of countries with different social, economic, historical and social milieu. The aim of the paper in a broader sense was to try and decipher the dimensions of leadership of professional members of the defense system; in a narrower sense the aim was to determine the possibilities of developing leadership competencies through the system of military education provided through the study programs of the Military Universities in Serbia, Belgium and the Czech Republic. The main subject of this research is the leadership competencies of professional military personnel. We have defined the concept of leadership as one of the functions of management, which primarily refers to the influence of leaders on other employees, in order to achieve organizational and group goals. The notion of the necessary leadership competencies is defined as a function of knowledge, skills and attitudes necessary to perform complex functions and roles of officers, which can be classified as systemic and interpersonal competencies. The problem of leadership in the defense system is complex due to the very nature and characteristics of the system itself. Precisely because of the significance of the topic, as well as the fact that this issue remains current and new, it is scientifically and professionally justified to dedicate attention to researching the problem of developing leadership competencies in the military educational system. Furthermore, given the fact that change has become a way of life inherent to every modern organization, the military ones included, new leadership competencies, necessary to perform complex functions and roles of defense system officers are required of the employees and therefore it is necessary to implement the concept of lifelong, permanent and continued education in order to meet the demands of the job set before professional military personnel.

This report aims to compile information about relevant measures employed in the implementation of IHL in Germany, without being exhaustive. It therefore addresses the status of IHL in the German legal system, the status and control of the German armed forces as well as measures concerning, inter alia, the protection of civilians and civilian property, and the dissemination and enforcement of IHL. The report will appeal to anyone with an interest in IHL, including government officials, parliamentarians, the staff of non-governmental organisations, academics, journalists and the general public both in and outside Germany.

AbstractDuring the second half of the twentieth century the international community, facing the terrorist phenomenon, reacted with the adoption of a series of treaties concerning specific types of terrorist acts, and the obligations of states with regard to them. Alternatively terrorism-oriented legislation, which initially covered only acts affecting civilians, has gradually expanded to cover some acts of terrorism against military personnel and installations. This contribution attempts to assess the repercussions of this evolution on the status and the protection of armed forces engaged in the so-called “war on terrorism” by examining the existing dynamic between these regulations and international humanitarian law.

The currently emerging debate on the desirability of the U.S. undertaking to deploy an anti-ballistic missile defense system (A.B.M.) threatens to become the next national defense issue to have an impact on national elections. In the past we have all become familiar with real or alleged “bomber gaps,” “missile gaps,” and “conventional gaps.” The basis for all these “gaps” was a deep fear that potential enemies would subject ns to nuclear blackmail, or that our own failure to develop other kinds of military forces would require us to respond to any emergency with an all-out nuclear attack.In an earlier essay, I pointed out how our obsession with nuclear war had encouraged us to discount the significance of conventional war. I want now to turn to an examination of how specific groups in the U.S. have changed their positions in recent years on the subject of defensive weapons. In doing so I have borrowed the term used in 1960 by Henry Kissinger to describe the shifting arguments of the Air Force and Navy.

Utilization of the railway transport for the needs of national defense it is a very broad issue, which requires constant analysis and studying the dynamics of changing needs the defense system in the field of railway transport. The carrying potential of the railway services providers for the army and also the organizational, legal and technical solutions in this area, should be adapted to contemporary conditions. The aim of this article is an identification of restrictions affecting the use of rail transport by the Polish Armed Forces to carry out tasks within the operating movements in conditions of peace.

Corona Virus Disease (COVID-19) pandemic is an actual threat currently experienced throughout the world, including Indonesia. COVID-19 pandemic response must be seriously carried out due to its threats against the national defense system. At the forefront of COVID-19 pandemic response is human resources that play important role as national defense system components which capability need to be managed and developed in a continuous manner. Against the background, this research aims to analyze defense sector human resource capacity management and development in COVID-19 pandemic response in Indonesia. This research employed descriptive qualitative method using primary and secondary data. The results showed that the capability-based approach emphasizes "what we need to do" in dealing with the increasingly complex threats, and defense sector human resources capacity development and management are carried out through selection and knowledge development processes to influence attitudes and encourage behavior changes. The results further showed that as a defense sector component, The Indonesian Armed Forces (TNI) personnel possesses the required readiness and capabilities to carry out their tasks with 3,426 medical and non-medical qualification personnel who have been directly involved at the forefront role of COVID-19 pandemic response.

This essay considers the role that Copts played in the Arab Spring revolution in Egypt and the way in which the political changes of the time affected Coptic interest representation in the Egyptian state. Copts, the indigenous Christians of Egypt, were eager participants in the protests that brought down former president Hosni Mubarak. However, their enthusiasm for a new era was dampened by the inability of lay Coptic movements to challenge the status quo in a way favorable to Coptic interests. Dissent against the management of security under the Supreme Council of the Armed Forces (scaf) led Copts toward cautious optimism when Muhammad Morsi was elected president in 2012. However, the transition to democracy in Egypt as laid out by the Islamist government ultimately squandered the goodwill of Egyptian Christians and contributed to their disillusionment with the democratic idea. The result has been the further polarization of Egyptian society in ways which have deepened cleavages between Christians and the Islamist movement and rendered more ambiguous the role of the church and lay movements in representing Coptic interests.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.
