Between the Acts of Union and, respectively, of Independence of 1918 and 1926 Romania and Lithuania shared no strategic interests or common regional politics. Although the Bucharest diplomacy insistently asked Warsaw to debate over its Baltic policy, at the end the Romanian-Polish anti-Soviet alliance became one of the most important pieces of so-called “cordon sanitaire” geopolitics, which included Baltic and Black Seas regions countries, but no Lithuania. Both states became locked in cold relations with no contacts and no recognition (until August 1924), which was due to regional politics, but contrary to common interests. The diplomatic relations, officially opened in August 1924, lacked any practical political consequences. The Kaunas coup d’état of December 1926 had little political and media impacts in Bucharest and, in the rarely definitions of Antanas Smetona new nationalist regime, most of Romanians condemned it (contrary with their attitude towards the coup d’état of Warsaw in May 1926). It was only in the last half of the ‘30s that between Bucharest and Kaunas new avenues in bilateral relations had opened, the impact of the fortunate decision of foreign minister Nicolae Titulescu in 1934 to create a Romanian Legation to cover Lithuania.

Abstract The signing of the 2018 Maritime Boundary treaty was described by Australia’s then Foreign Minister Julie Bishop as opening ‘a new chapter’ in diplomatic relations with Timor-Leste. This contribution examines the importance of the treaty to bilateral relations. It provides a brief history of the Timor Sea disputes, explains Timor-Leste’s policy aims, and analyses Australia's foreign policy shift on the boundary delimitation issue. While there are positive signs in resolving the boundary dispute, uncertainty over the development of the Greater Sunrise gas field may impact bilateral relations in the future.

This article is an attempt to trace the impact of the US factor on the Russian African relations during the last years of B. Obama’s administration rule and at the initial stage of D. Trump presidency (2015–2018). The comparative assessment of Moscow and Washington African policy is made. The author demonstrates distinctions and continuity in the activities of the two US administrations in Africa. D. Trump has not included Africa in the list of his foreign policy priorities. Washington however has no intention to withdraw from the Black continent. There, as everywhere, “the American leadership” remains the invariable aim. In the 21th century, the Russia Federation policy in Africa has become much more active. Guided by the concept of multipolar world and in view of its current potential, economic in particular, Moscow has no intention to compete with the USA and other foreign actors for the overwhelming influence in Africa. Its tasks are pragmatic and realistic. In Africa, as globally, the US policy towards Russia is hostile. However the author is of the opinion that Washington does not consider Russia as a serious threaten for its positions and plans in Africa. The new National security strategy of the United States of America approved in December 2018 is full of antirussian outbursts, but in a section, dealing with the US priorities in Africa, Russia is not mentioned. The main American enemies there are international terrorists and China. Hence, no tough confrontation between the two parties – so far. Therefore rivalry there is confined to competition. The article is focused on visits in March 2018 of the Russian foreign minister S. Lavrov to Angola, Namibia, Mozambique, Zimbabwe and Ethiopia and of then US Secretary of State R.Tillerson to Djibouti, Ethiopia, Kenya, Chad and Nigeria. The situation around some most sensitive US-Russia points of intersection in Africa – such as Egypt, Libya and South Africa Republic – is analyzed. The development of Cairo’s bilateral relations with Washington and Moscow is reviewed. It is noted that cooperation between Russia and Egypt is of mutual benefit and that the two countries need each other. But of this cooperation has its limits as the USA remains the main foreign partner of Egypt. The conclusion is that Russia has taken a course for a gradual restoration of its positions in Libya after the overthrow of M. Kaddafi. Moscow’s contribution to the settlement of the political crisis in the country is explored. Constructive contacts have been established with all major participants of this process. Special attention is paid to the National Libyan Army Commander, Field-Marshal H. Haftar. The United States preferences the head of the Government of national accord F. Sarraj. The attempts to interfere into Russia – South Africa using the resignation of president J. Zuma who firmly stood for friendship with Moscow have failed. The new president S. Ramaphosa has confirmed the policy of strong bilateral cooperation.

The article assesses the process of development of relations between Kazakhstan and Uzbekistan, describes the impact on bilateral relations of current events in international relations. Kazakh-Uzbek relations have a historical character, emphasize the common position between the two countries, the importance of common interests. The author, assessing the prospects for cooperation between the two countries, first of all focused on the influence of external factors. He gave data on the events taking place in modern international relations, analyzed the relations between Kazakhstan and Uzbekistan in the new conditions.

The article reflects on cooperation between Iraq and Ukraine and its history. It is mentioned that the history of diplomatic relations between the two states has lasted for more a quarter of a century. At the turn of 1992, the concurrently accredited Embassy of the Republic of Iraq was opened in Ukraine, although cooperation in different spheres, such as economy, culture, and science had been inaugurated earlier. In ten years, the Embassy of Iraq was opened in Kyiv, thus elevating bilateral relations to a new level. It is stressed that the relations between Iraq and Ukraine have become much closer since 2003, as can be seen from cooperation in a range of domains. Trade turnover has increased, particularly in the private sector. More and more Iraqi people choose Ukrainian universities to study. Numerous bilateral visits of officials of the two states have been held, and a wide range of agreements and memoranda of understanding have been signed; respective ministries of the two states are working upon the further consideration of draft agreements. It is noted that Iraq and Ukraine can boast broad and various opportunities for cooperation. Iraq closely cooperates with the Government of Ukraine for its development and diversification, seeking to bring bilateral relations to the new level in conformity with the potential of the two states and pursuant to the norms of diplomatic and international collaboration that the Government of Iraq abides by in respect of all friendly and peace-loving states. Iraq highly appreciates the long-term fruitful relations between the Embassy of Iraq and the Ministry of Foreign Affairs of Ukraine, as confirmed by the development of cooperation in the sphere of diplomacy aimed at the fulfillment of common interests of Iraq and Ukraine. The Embassy of Iraq to Ukraine avails itself of this opportunity to express its gratitude for robust and friendly relations between the two countries, for the history of these relations as well as to express its gratitude to the Directorate-General for Rendering Services to Diplomatic Missions for the publication of this material. What explains the continuing stagnation in the industrial economies of the West? What will be the impact of such stagnation upon domestic politics and upon international relations? Are there domestic and foreign policies which the state can undertake to bring about a return to sustained economic prosperity and a recapitulation of that lost golden age of 1948–1973? These are now the central questions for scholars in the emerging field of international political economy. A recent special issue of International Organization, edited by Peter Katzenstein, has presented some of the most useful and sophisticated approaches to these questions and analyses of the international political economy of the West during the period of the last thirty years.

In recent years, housing costs have outpaced incomes in the United States, resulting in millions of eviction filings each year. Yet no study has examined the link between eviction and voting. Drawing on a novel data set that combines tens of millions of eviction and voting records, this article finds that residential eviction rates negatively impacted voter turnout during the 2016 presidential election. Results from a generalized additive model show eviction’s effect on voter turnout to be strongest in neighborhoods with relatively low rates of displacement. To address endogeneity bias and estimate the causal effect of eviction on voting, the analysis treats commercial evictions as an instrument for residential evictions, finding that increases in neighborhood eviction rates led to substantial declines in voter turnout. This study demonstrates that the impact of eviction reverberates far beyond housing loss, affecting democratic participation.

Wolfgang Merkel’s concept of rooted democracy in the context of contemporary populism and the crisis of democracy: The article presents the concept of “rooted democracy” by Wolf‐ gang Merkel, which was presented in the context of the democratic crisis. The German poli‐ tical scientist indicates what democracy is — specifying the proper functioning of the regula‐ tions of the democratic system (regimes). Speaking of the weakness or strength of democracy, we must have a well‐described set of system principles that determine the degree of strength of democracy or its erosion. The above set of principles of the democratic system is thoroughly discussed in the article. In particular, the functional model of civil society is analysed. The text also explores how the crisis of democracy is understood and Merkel’s view of the impact of global capitalism on democratic institutions, which contributes to the transformation of democracy into an oligarchy. The topics discussed in the article also concern alternative, non‐ ‐liberal forms of democracy and populism. The question is whether Merkel’s concept is useful in explaining populism and its political consequences.

The first diplomatic and consular relations were established between Mexico and the Habsburg Empire in the 1800 s, motivated basically by commerdal reasons and dynastic interests. These got to an abrupt end with the execution of Emperor Maximilian in Querétaro in 1867, and diplomatic relations were resumed only decades later, in 1901, which is, in fact, our starting point. This essay examines the development of diplomatic relations between Mexico and Central-Eastern Europe from the beginning of the 20'' centuiy until nowadays. It is divided into chronological chapters, where we study bilateral relations in the coordinates of the following periods: beginning of the century, the period between the two world wars, the Second World War, Cold War and recent years. The investigation in based on documents of the Ministry of Foreign Affairs of Mexico (SRE-AHD) and of the Hungarian National Archive (MOL).

Based on 140 years of diplomatic relations made permanent and on almost 180 years of trade agreements, the US-Romanian relations evolved depending on the historicalcircumstances. Relations have grown stronger and more complex, to become permanent and eventually instrumentalized. The emergence of new diplomatic cooperation tools meant the professionalization and institutionalization of US-Romanian bilateral relations. This research paper discusses the reciprocal relationship of Pakistan and United States. Pakistan and United States are engaged in transactional relationship for gaining the credibility of through securing their national interest which bought distractive approaches in bilateral relationship. Historically, Pakistan-United States have been supporting each other against the terrorism as had strong diplomatic alignment in countering terrorism, extremism and fundamentalism. The distrust prevailed and occupied which dismantle the international move to dismantle the terror. The uncertainty of relationship causes a cataclysmic events which provides distrust as well as dismantle the international coalition for the peace establishment. This paper includes the diplomatic ties between Pakistan and United States specially post 9/11. The diplomatic successful alignment for the international peace brought effective orientation thereafter the impact factors of diverse misunderstanding which were mismanaged diplomatically as cases of Raymond Davis, Salala Check post, nuclear proliferation, Osama Bin Laden, Drone Attacks, and Memogate. Their diplopic move is essential to be revamped for the social, economic and political factors which sources the regional peace of South and Central Asia.
