С помощью исторических и архивных материалов, высказываний и исследований учёных анализируется состояние образованности местного населения того периода. В статье делается анализ исторических аспектов становления образованности, отражаются его цели, задачи, функции, компоненты, принципы, значение для повышения грамотности населения края. The article examines the current aspects of the state of education of the multinational local population of the Turkestan Territory, late XIX - early XX centuries. With the help of historical and archival materials, statements and research of scientists, the state of education of the local population of that period is analyzed. The article analyzes the historical aspects of the formation of education, reflects its goals, objectives, functions, components, principles, significance for increasing the literacy of the population of the region.

In March 1938 the National Socialists seized power in Austria. One of their first measures against the Jewish population was to confiscate their vehicles. In Vienna alone, a fifth of all cars were stolen from their legal owners, the greatest auto theft in Austrian history. Many benefited from the confiscations: the local population, the Nazi Party, the state and the army. Car confiscation was the first step to the ban on mobility for Jews in the German Reich. Some vehicles that survived World War II were given back to the families of the original owners. The research uses a new online database on Nazi vehicle seizures.

Local government as a political, legal and social institution finds itself in a very difficult period of development in Russia. The long-established tendency of its subordination to the state has intensified today in connection with the newly adopted constitutional amendments. At the same time, it seems obvious that further “embedding” of local government into the state management vertical, in the absence of any positive effect in terms of solving socio-economic and infrastructural problems, will inevitably lead to other hard to reverse, negative results both for local government institutions and the system of public authority as a whole. The normal functioning of local government requires, however, not only the presence of its sufficient institutional and functional autonomy from the state, but also an adequate territorial and social base for its implementation. To ensure the formation of viable territorial collectives, especially in urban areas, it seems appropriate to promote the development of self-government based on local groups at the intra-municipal level. Such local groups can independently manage issues of local importance on a small scale (landscaping, social volunteering, and neighborly mutual assistance), and provide, within the boundaries of a local territory, due civil control over the maintenance by municipal authorities of more complex and large-scale local issues (repair and development of infrastructure, removal of solid household waste and more). At the same time, the development of local communities can by no means be a self-sufficient and substitutional mechanism, whose introduction would end the need for democracy in the full scope of municipal structures overall. In this regard, the experience of local communities’ development in Germany, a state with legal traditions similar to Russian ones, with a centuries-old history of the development of territorial communities and a difficult path to building democracy and forming civil society, seems to be very interesting. Here, the progressive development of local forms of democracy and the participation of residents in local issue management are combined with stable mechanisms of municipal government, and the interaction of municipalities with the state does not torpedo the existing citizen forms of self-government. At the same time, the experience of Germany shows that the decentralization of public issue management which involves the local population can only be effective in a situation where, in addition to maintaining a full-fledged self-government mechanism at the general municipal level, relevant local communities are endowed with real competence and resources to influence local issue decision-making. The role of formalized local communities in urban areas, as the German experience shows, can not only facilitate the decentralization of solving public problems, but can also help in timely elimination of triggers for mobilizing citywide supercollectives with negative agendas. This experience seems useful and applicable in the Russian context.

The analysis of the results of radiological studies of food and feed conducted by the specialists of the state laboratories of the State Consumer Service for 2013–2019 is performed. The analyzed results show that in the territories assigned to the radiation contamination zones, samples with a radionuclide content exceeding the maximum admissible levels of 137Cs and 90Sr are constantly detected. Even 33 years after the Chernobyl accident, the specific activity of 137Cs in mushrooms and berries remains high. Specialists of the state laboratories of the State Consumer Service during this period carried out radiological examinations of food and feed for the contents of 137Cs and 90Sr. Exceedance of the maximum permissible levels (DR) of 137Cs was detected in 3.253 samples, of which 1.277 were fresh mushrooms and yagi and 729 were dried and dried mushrooms and berries. It is established that forest mushrooms and berries (fresh and dried) are the critical dose-forming foods, accounting for the largest proportion of about 62 % of the total positive samples. A much better situation was observed in detecting an excess of DR 90Sr. During the study period, contamination of 90Sr food and feed is of a single nature. The dynamics of detecting excesses of DR 137Cs in forest mushrooms and berries (fresh and dried) for 2013–2019 have significant fluctuations related to environmental conditions and the multidirectional migration of man-made radionuclides in forest ecosystems. The use, even in small quantities, of forest origin products with a maximum specific activity of 137Cs can play a significant role in the internal exposure of long-lived radionuclide to the local population. Therefore, the largest proportion of forest food products (62 %) is in the balance of radionuclide-contaminated products during the last seven years. (2013–2019) and other products and feeds are the basis for further radiological control by their state laboratories of the State Consumer Service.

Based on archival documents and previously pub-lished materials, an attempt is made to show the role of the pre-revolutionary education system in the socio-cultural development of the Yakut region. Si-beria was a place of exile for a long time and the state was in no hurry to develop education here. But the liberal reforms of 1860–1870 created the prereq-uisites for the development of the education system. The paper shows the formation and development of educational institutions in the region, provides in-formation on the number of schools and the number of students. The role of political exiles in raising the general cultural level of the local population is also revealed. The author comes to the conclusion that in the Yakut region, thanks to the state educational policy on education of foreign suburbs and public initiative, primary and then secondary educational institutions begin to open, which have had a signifi-cant impact on the socio-cultural life of the region.

Drowning is a global problem, and is among the main causes of death in the world, and the elderly are part of this new reality as a special group who also suffer submersion accidents. The aim of this study was to analyze deaths due to drowning in the elderly in the state of Paraíba from 2005 to 2015. This is a retrospective, descriptive study associated with spatial analysis of regions with a higher incidence of drowning in people aged 60 years or older in the state of Paraíba. Data were collected from the IML (Gemol and Numol) records from 2005 to 2015, totaling 80 cases of drowning. Sociodemographic characteristics such as age group, gender, spatiality and local description of the occurrence (rivers, dams, sea, waterfall, cacimbas, dams and domestic environments), care provider, file of the Legal Medical Institute of the Scientific Police, international code of diseases – ICD 10 (code W74), shift of occurrence. As results we located the region of Mari sector of the wild region of Paraíba – Açude Olho D’agua (Latitude 7.11º S and Longitude 35.2º ), was the place with the highest number of drownings, where dams/lakes (55%), male (91%), married (46%), aged between 60 and 69 years (60%), the local population made the first care (41%), 14h was of higher occurrence (11%), and on Sundays (29%). We can conclude that drowning occurs in several aquatic scenarios, and in this study occurred in fresh water, several factors were associated with drowning in the elderly, such as cognition deficits, polypharmaceuticals and physical limitations, such outcomes can help encourage protection policies for this group as well as family members guide in freshwater regions and accentuate care.

OO Parque Estadual da Pedra Selada, localizado no sul fluminense, possui atrativos turísticos muito interessantes, sendo o pico da Pedra Selada e os percursos para a Pedra Boca do Sapo, os mais conhecidos. Os objetivos do trabalho foram caracterizar e mapear as trilhas para localizar os pontos de limitações e os pontos de fragilidade ecoturística para auxiliar a gestão da Unidade de Conservação no planejamento, no manejo e na conservação da área. Para isso, foram mapeados com auxílio do GPS, os atrativos, os pontos de cicatrizes de erosão e na identificação das áreas sem manejo. O geoprocessamento foi utilizado em conjunto com a metodologia do Índice de Atratividade de Pontos Interpretativos; o que permitiu localizar os pontos de fragilidade ecoturística. Esse estudo foi importante porque poderá contribuir com a Unidade de Conservação na implantação do Plano de Manejo e, auxiliar a gestão do Parque Estadual da Pedra Selada na preservação dos atrativos, podendo melhorar a visita dos turistas, a renda da população local e, principalmente, minimizar os impactos negativos na biota. Evaluation of the potential and limitations of the Sealed Stone trail and paths for the Pedra Boca do Sapo (Mouth Frog Stone) in the ‘Pedra Selada’ (Sealed Stone) State Park (RJ, Brazil) ABSTRACT The state Park off Pedra Selada, located on the south of Rio de Janeiro’s state, has very interesting touristic attractions, one of them being the Pedra Selada and the paths to the Boca do Sapo Rock, those are the most famous ones. The focus of this study were characterize and map the trails to locate both the limitation and the vulnerability of those eco touristic spots it was done to assist management of the Conservation Unit on planning, forest management and conservation of the area. In order to do those attractions were mapped with the help off a GPS the spots of erosion scars and on the identification of areas without forest management. The geoprocessing was used in conjunction with the attractiveness Index methodology points Interpretive; what me possible to locate the vulnerable eco touristic. This study was important because it can contributes with the Conservation Unit at the implementation off the Forest management Plan and assist on the managing of the state Park off Pedra Selada preserving attractions making both the tourist visit and the income of the local population better and manly , minimize negative impacts on environment. As main result and conclusions, the study contributed to help management of the State Park off Pedra Selada identifying areas with low, medium and high vulnerability ecotourism; the early diagnosis of the areas that may suffer impacts due to visitation and also contribute to the establishment of the buffer zone of the Conservation Unit in the region of Boca do Sapo Rock. We examine the state of communes and farms, the attitude of the rural population to their organization and activities, as well as the state of collective farms on the eve and during the Tambov rebellion of 1920–1921. The relevance of the topic is determined by the need for a scien-tific understanding of the problem of insurrection in the Civil War and its manifestation in the form of a peasant rebellion led by A.S. Antonov. The purpose of the study is to establish the fate of collective farms during the armed protest of the Tambov peasants. The work was carried out on the basis of a wide range of archival sources, some of which are introduced into scientific circulation for the first time. The analysis of the problem is carried out taking into account the achievements of modern historiography of the issue and the use of scientific tools of advanced methodological approaches. We apply the entire arsenal of methods of historical research based on the principles of historicism, objectivity and consistency. It is established that the armed raids of rebel detachments on agricultural communes, Soviet farms were due to the need of the partisans for food, horses, forage, and the active participation of the local population in them stemmed from their view of the land and property of collective farms as rightfully belonging to them.

This chapter emphasizes how the various steps in the process of disengagement from extremism are linked fundamentally to the nature of linkages between insurgency and society, thereby bringing civil society into the study of insurgency in a theoretically coherent way. In places where structural violence is pervasive and spectacular episodes of violence are also recurrent, this chapter shows how, from the perspective of local population, the conceptual lines between war and peace, legit and illicit, state and insurgency, lawful and lawless, crimes and political acts, police action and rebel resistance become blurred. Surrounded by violent specialists belonging to two warring sides, civilians in conflict zones learn to inhabit one foot in insurgency and one foot in the state, creating a sprawling gray zone of state-insurgency overlap. It is in these gray zones where grassroots civic associations nurture the first traces of informal exit networks, more successfully in the South than in the North.

When the state of California realized that there was money to be made through horse racing, it passed a law reinstituting pari-mutuel wagering, enabling San Francisco businessman Charles Strub and producer Hal Roach to found Santa Anita Park in 1934. Overcoming conservative social forces, they built a magnificent new racetrack in Arcadia, in the foothills of the San Gabriel Mountains. Denizens of Hollywood flocked to Santa Anita like ducks to water, as did the rest of the local population. Santa Anita became the go-to location for the plethora of racing films made in the 1930s and 1940s.

Abstract Background The objectives of this study were to develop methods to measure population-based outpatient antibiotic prescribing in Massachusetts and to describe the findings as a first step toward institution of ongoing surveillance. Methods We analyzed outpatient prescription claims from the Massachusetts All-Payers Claims Database from 2011 to 2015. We grouped claims for antibiotics according to the World Health Organization’s Anatomical Therapeutic Chemical Classification System using the National Library of Medicine’s RXNorm database. We grouped prescribers into 17 specialties. Antibiotic use rates were calculated, and simple frequencies were used to describe patterns. Results The overall annual rate of outpatient antibiotic use for individuals aged 0–64 years was 696 prescriptions per 1000 people. During 2015, 68% of people in Massachusetts had no antibiotic prescription, and 17% had only 1 prescription. There was dramatic variability in antibiotic use rates by census tract within the state (rates of penicillin use ranged from 31 to 265 prescriptions per 1000 people, macrolides from 28 to 333, cephalosporins from 8 to 89, quinolones from 13 to 118). Antibiotic use rates were generally lower in urban census tracts. From 2011 to 2015, there was a 17% decline in antibiotic prescribing, with the greatest decline for macrolides (28%). Conclusions There was variability in antibiotic prescribing within Massachusetts by age, sex, and antibiotic class. Variation in antibiotic use across census tracts within the state was similar to the variation in use across US states. Continued measurement and detailed local population rates of antibiotic use in Massachusetts will provide feedback for local prescribers.
