The aims of this paper are as follows: 1. To put Hearts & Minds on the map as a key approach to organisational change. 2. To explain the underlying mechanism of Hearts & Minds. 3. To show that Hearts & Minds can be equally successfully deployed for organisational change in the commercial sector. 4. To explain how Hearts & Minds achieves a higher level of permanence compared with other approaches. The paper traces the military origins of Hearts & Minds from the Malayan Emergency and the Borneo Campaign through to the final version in Operation Storm. The method centres around working within the values of the target audience, focusing on the needs of that audience and mimicking the military model. The results from the commercial adaptation are equally reliable as in the military model and permanence of the transformation is equally present. The key reasons why Hearts & Minds is effective and reliable is as follows: • In an inverted way, fixes problems that are important to the target audience, neither the Administrators nor C-suite • Addresses Needs & Wants of the target audience • Allows the target audience to participate • The target audience are given the skills by a Training Team who chaperone them throughout the task • The Training Team always work within the values of the target audience • Achieves a high level of permanence • Dignity is maintained at all times

Subject The political role of the armed forces. Significance The armed forces have recently assumed an unusually high political profile. The current government has appointed generals to high-level positions and ordered a large-scale intervention led by the army in Rio de Janeiro state security institutions. These measures, many of them unprecedented, are an attempt by President Michel Temer to boost his popularity as a ‘tough-on-crime’ leader. The armed forces are one of the few public institutions enjoying high levels of trust among Brazilians. Impacts Despite recent protest calls for a military coup, support for such a move is restricted to a radical minority. Resistance against further reliance on the military for domestic law enforcement will rise, including among senior officers. Bolsonaro will focus his message on crime, promising to bring more military members into his cabinet, including the Education Ministry.

For the foreseeable future, and despite a forecast reduction in the amount of activity, military flying will continue to embrace the diverse requirements of low, medium, and high-level route navigation, as well as the less structured, but more demanding, tactical navigation, principally carried out at low-level. As East-West relations have improved, defence budgets have come under increasing pressure and, whereas military projects have been in the vanguard of navigation system development in the past, the stagnation of military flying rates has been overshadowed by a dramatic expansion in the commercial sector. Consequently, the balance has shifted and many developments in all spheres of navigation are now led by civil requirements. Nevertheless, there continues to be close cooperation within NATO, with nations attempting to keep in step with each other and with international developments.

Abstract The issue of recruiting a quality human resource appears to be, more or less, a universal one, and it is not just an issue for the United States of America but also for Europe, as the modern armies are confronting with difficulties in recruiting and retaining military personnel. The reasons are generated by the changes of the values in civil society, as well as by the fact that the interest and motivation of joining the army are declining, especially among young people. The competition between the private labor market and the military organization is increasing due to the high level of education of the younger generation and the unemployment rate. Increasing the confidence of the population towards the army and emphasizing the its role of employer determine the connection with the young people, especially for stimulating the desire and attracting them to the military profession.

Military anesthesia provides many unique and challenging situations, particularly in the current age of unconventional warfare. The role of the anesthesia provider has been redefined throughout American warfare, and it will continue to evolve alongside the U.S. military and its global involvement. Providers must learn to adapt to their environments and improvise care according to the conveniences available while maintaining standards that ensure the best possible care to military personnel. As emerging data and technologies become available, the practice of combat anesthesia will almost certainly change in order to continue providing a high level of care to the military community.

Introduction. Modern Russian Cossacks, having undergone the process of revival and institutionalization, are now incorporated into the system of state and other services of the Russian Federation. Given the pre-revolutionary status of the Cossacks as a military class of the Russian Empire, Ministry of Defense of the Russian Federation, beginning from the 1990s, has a particular interest in attracting the descendants of the Cossacks and members of Cossack societies to military service. Methods. Through the institutional analysis, the study assesses the role of the Cossacks in military service and security in the South of Russia. Analysis. In order to incorporate the Cossacks into the system of military service in the Russian Federation, a number of normative legal acts have been adopted that allow the Cossacks to serve in Cossack units with traditional Cossack names, to use Cossack insignia on military uniforms. As part of the implementation of the Strategy of the state policy of the Russian Federation in relation to the Russian Cossacks until 2020, regional plans for its implementation, Cossack societies are actively involved in the preparation of pre-conscription youth, interact with military commissariats. Recently, pilot projects have been launched to create specialized Cossack territorial defense companies. At a high level, the participation of the Cossacks in ensuring public order during important international events has been evaluated: the XXII Winter Olympic Games in Sochi, the World Cup 2018. Results. The need to expand the participation of the Cossacks in the military service of the Russian Federation by increasing the number of territorial defense companies, opening Cossack cadet corps, forming the role of the Cossacks as a guarantor of stabilization of interethnic relations of the South of Russia.


This paper examines the development of British naval aviation in the period 1908 to 1914 in the light of modern theories of military innovation. The case is of particular interest because it took place in peacetime in a force which had enjoyed global supremacy for a century, strong contra-indications of the inclination and the capacity for organisational change. The case study examines the development of British naval aviation along two dimensions of innovation: strategy and technology. The analytical tools are the four schools of ‘Military Innovation Theory’ as identified by Grissom. The evidence is derived from the relatively limited body of secondary material and the archives of the Admiralty, the Air Ministry and the Cabinet. The evidence from these sources seems to indicate that what Grissom refers to as the ‘civil military’ theory is the most persuasive. This theory was originated by Posen in 1984 and relies heavily on neo-realist approaches to international relations. It holds that while the default position of the military is conservative, the international environment generates challenges which prompt political leaders to insist the military respond. The decisions of the Liberal Government, and especially of Churchill from 1911, seem to reflect this position. The other theory which offers some purchase is the ‘cultural’ theory which Grissom associates with Theo Farrell. In this theory the behaviour of the military is determined by values and traditions. In the case of the Royal Navy, the officer corps was technically oriented as a result of education and experience and this facilitated the development of naval aviation. The paper demonstrates that by itself, naval technical competence would not have brought the naval air service to the relatively high level it had attained by August 1914. That required the intervention of the civil authorities responding in the fashion prescribed by the civil military theory. Culture was facilitative but the neo-realist processes were determinative.

This article uses the concepts of ‘transnational social fields’ and ‘habitus’ to explore the multifaceted role families play in shaping the aspirations of onward migrating youth. The article draws on biographical life history interviews conducted with the children of Iranian migrants who were raised in Sweden but moved to London, UK as adults. The findings of the study suggest that from a young age, all the participants were pressured by their parents to perform well academically, and to achieve high level careers. These goals were easier to achieve in London than in Sweden for several reasons. Interestingly, however, participants’ understandings of what constituted success and their motivations for onward migration were nuanced and varied considerably by gender. The study contributes to an understanding of the role of multi-sited transnational social fields in shaping the aspirations of migrant youths, as well as the strategies taken up by these migrants to achieve their goals.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

The present study was undertaken to explore the decision making patterns of college girls in relation to clothing and their satisfaction level with these decision making patterns. Thirty under graduate college girls from Panipat city were approached to record their responses regarding decision making in relation to clothing and satisfaction level through a well structured questionnaire. It was found that most of the girls (56.66%) themselves made the decisions about the type of garment (Indian, western or both) they wear and majority of girls (70%) were highly satisfied with this decision making. Parents performed the role of buyers for their college going daughters' garments in most of the cases (63.33%) and the 73.33% girls had high level of satisfaction with this. In most of the cases (60%) the decision about the garment design was made by the girls themselves and they were highly satisfied with it. Keywords: clothing, college, girls, decision making.
