Academics and practitioners of Islamic financial institutions, are not enough just to know the fiqh of muamalah and its application, but more important is to understand the fiqh proposal of each product in financing in Islamic financial institutions, for example in submitting financing capital for a business. For Islamic Financial Institutions, with the provision of this financing capital, they can play capital funds into the real sector and can help those who need business capital. Baitul Maal Wat Tamwil for example, in its operation the institute is projected to manage funds developed for micro-enterprises and manage virtue funds or social funds (Zakat, Infaq and Sedekah). This paper aims to explain the urgency of the fiqh proposal in the development of sharia financial institutions in determining the amount of infaq for financing at BMT Nurul Husna Batanghari in East Lampung, and outlines the solution to improving financial institutions (BMT Nurul Husna Batanghari) to be truly in accordance with Islamic law. . This study uses descriptive qualitative research methods, with data collection techniques using interviews, observation and documentation. As a result, in the development of Islamic financial institutions in determining the amount of infaq for financing at BMT Nurul Husna Batanghari, East Lampung, until now it has not been in accordance with Islamic law. The BMT stipulates the infaq amount of 10% of the amount of financing to customers. This is contrary to the provision of issuing infaq in Islamic law which is not determined and is voluntary. The implementation of the infaq to win mutual agreement between the customer and the BMT and not violate the provisions of Islamic law, can be done by the BMT when making contracts to customers in financing transactions, preferably voluntary, does not specify the amount of infaq that must be issued by the customer, and BMT must provide explanation of the distribution of infaq funds to customers when financing contract transactions

Efectiveness of Sub-District Expansion in Improving Development. This study aims to determine the effectiveness of sub-district expansion in increasing development in Central Insana District, North Central Timor Regency, East Nusa Tenggara Province. Expansion of Subdistricts in Central Insana Subdistrict has been regulated in the Regional Regulation of North Central Timor Number 8 of 2007 with the aim of equitable development, optimizing the implementation of governance and shortening the range  of control of empowerment and community development services and accommodating aspirations that develop in the community. After 12 years running, the District Expansion policy has not shown a positive impact on the community, especially the development aspect. This study uses descriptive qualitative research methods. Data collection techniques used were interviews, documentation and observation. The results showed that the policy of sub-district expansion in increasing development in Central Insana District was not yet effective, because of the weak role of the sub-district in providing services to the community. Budget limitations, inadequate transportation facilities and infrastructure and damaged road conditions, and a lack of active community participation in supporting the implementation of development in Central Insana Subdistrict, are classic reasons. ABSTRACT Parental perception will affect the fulfillment of children’s participation rights. Fullfilment of children’s participation rights will be fulfilled optimally if parents pay anttention to opinions while providing opportunities for children to make and make decisions about the child’s goals and self-interest. The subjects studied consisted of 5 subjects consisting of father and mother who had children aged 9- 12 years. This study uses qualitative research methods, with data retrieval tools in teh form of interviews, observation and documentation. From the research found data were the subjects do not fulfill the right of participation of children up to the maximum ladder where children’s participation rights range from the first ladder to the third ladder. The first ladder to the third ladder is actually a non- participating ladder. This means that children is manipulated, dominated by parents, there is direct communation and the severity of the parent. The children felt disappointed, sad, and angry with the parents but they still tried to hear and obey the parent’s decision. Children from third and fourth subjects experienced excessive fear to speak to their parent (father). Suggestions for parents to be more caring and fulfill the rights of children’s participation so as not to affect the growth and development of children. Teaching novice qualitative researchers how to move beyond first-cycle themes is a challenging endeavor. In this essay, we articulate four harmful habits that tend to impede our success: moving too quickly, privileging product over process, providing cursory coverage of analytic technique and artistry, and overlooking the role of synthesis in qualitative research. As a step toward replacing harmful habits with more healthy ones, we offer a number of practical suggestions for reimagining the qualitative research methods curriculum.
