En el marco de las facultades otorgadas por la primera declaratoria de Estado de Emer- gencia Social, Económica y Ecológica en todo el territorio nacional (Decreto 417 de 2020), el gobierno de Iván Duque expidió, entre otros, el Decreto 486 de 2020, con la finalidad de proteger la logística relacionada con el abastecimiento alimentario durante la coyuntura de salud pública asociada a la pandemia de COVID-19. El Decreto 486 de 2020 es un instrumento normativo que operacionaliza la noción institucional de seguridad alimentaria y  crea  un  incentivo  económico para la producción de alimentos, en el contexto de la emergencia humanitaria y sanitaria. En el presente artículo se problematizan estas medidas para determinar si atienden al desarrollo del derecho humano a la alimentación y a la nutrición adecuadas, o si, por el contrario, se limitan a una versión restringida de la garantía de este, afectando con ello la posibilidad de justicia e igual- dad material en tiempos de pandemia. Human Right to Food and Equality in the Approach to Food Producers, in the Decrees Issued during Ivan Duque’s government under the State of Economic, Social and Ecological Emergency Abstract: Within the framework of the powers granted by the first declaration of Social, Economic and Ecological Emergency made by the government of Iván Duque, Decree 486 of 2020 was is- sued with the purpose of protecting the logistics related to food supply during the public health situation associated with COVID-19. This decree is a regulatory instrument that operationalizes the institutional notion of food security, as well as the necessary incentives for food production in contexts of humanitarian and/or health emergency. AbstractObjectiveTo promote the new field of ‘public nutrition’ as a means to address, in a more efficient, sustainable and ethical manner, the world-wide epidemic of malnutrition – undernutrition and specific nutrient deficiencies, and also obesity and other nutrition-related chronic diseases.StrategyGrounded in the health promotion model, public nutrition applies the population health strategy to the resolution of nutrition problems. It encompasses ‘public health nutrition’, ‘community nutrition’ and ‘international nutrition’ and extends beyond them. It fits within the conceptual framework of ‘the new nutrition science’ and is an expression of this reformulated science in practice. Its fundamental goal is to fulfil the human right to adequate food and nutrition. It is in the interest of the public, it involves the participation of the public and it calls for partnerships with other relevant sectors beyond health. Public nutrition takes a broader view of nutritional health, addressing the three interrelated determinant categories of food systems and food security; food and health practices; and health systems. It assesses and analyses how these influence the immediate determinants that are dietary intake and health status so as to direct action towards effective progress. To further enhance the relevance and effectiveness of action, public nutrition advocates improved linkages between policies and programmes, research and training. A renewed breed of professionals for dietetics and nutrition, trained along those lines, is suggested.ConclusionThere is a critical need to develop new knowledge, approaches and skills to meet the pressing nutrition challenges of our times.

Right to food is a basic human right. In India, with increase in population the demand for food is on the rise. Providing adequate food to the teeming millions has been a challenge for the government. This paper explores the origin of right to food while placing the emphasis on the realisation of the right in its true sense. It argues that the state has failed to secure adequate food to its citizenry because of its misplaced priorities and lack of political will. It calls for strengthening of public distribution system and buffer stock to guarantee adequate food security to people.

AbstractThe paper seeks to understand India’s evolving rights framework in the backdrop of cow vigilantism. To that end it discusses the human right to food and nutrition, international discussion on minority rights issues in India and the relevant legal and constitutional discussion in India. It finds that India’s rights framework has evolved since proclamation of India as a Republic in 1950 based on the supremacy of its written constitution containing fundamental rights and directive principles of state policy interpreted finally by its Supreme Court. The government took a wise step by not challenging a judicial rebalancing of the rights framework in response to certain executive measures and the Supreme Court interpreted the right to life to include not only the right to the choice of food but also the right to privacy and thereby underscored the obligation of the State to compensate the victims of cow vigilante violence. However, a constitutional polity and secular state would do all well if it did any further necessary to better guard against any recurrence of the breach of civil peace, much less violence, on purely secular issues, including by strengthening and increasing dialogue with all representative communities in all its decision-making on such matters.

The 1948 Universal Declaration of Human Rights, approved by The General Assembly of the United Nations, recognized the right to food as a Basic Human Right. Consequently, at the national level, programs, norms, and laws were decreed to promote the population's health and nutrition. The 1999 Venezuelan Constitution explicitly included, for the first time, the term “Food Security” in Article 305. Subsequently, the government approved various laws and guidelines to regulate the right to food of the population. However, despite such laws, the well-being of the population has not improved. According to the 2020 State of Food Security and Nutrition in the World (2020), between 2017 and 2019, the undernourishment prevalence amounted to 31.4%. Also, reports from Caritas showed 14.4% of Global Acute Malnutrition in children under 5 years of age, and 20% of children were at risk of acute malnutrition for the period April–June 2020. Other factors have influenced the actual Venezuelan food insecurity condition. The current severe economic and social crisis has led to a Complex Humanitarian Emergency. This work aimed to consider if decreeing many laws related to food and nutrition is not enough to reduce this scourge, or if there is any guarantee that the Food and Nutrition Security (FNS) of the people would improve.

Zimbabwe has faced persistent droughts from around year 1990 to date posing a structural food security challenge to the populace. Recently, the government of Zimbabwe introduced a blue print to spearhead and map sustainable balance in tapping value from the available natural and man-made resources in the country. This is known as the Zimbabwe Agenda for Sustainable Socio-economic Transformation Programme (Zim Asset). Amongst its prospects, agriculture and nutrition has been reckoned as a sustainable cluster for economic development. This study was undertaken one and half years after the implementation of Zim Asset as an evaluation mechanism on the successes and challenges faced in transforming the Zimbabwean economy with specific reference to the Food and Nutrition Cluster. The study employed both post positivism and interpretivism philosophies applying quantitative and qualitative approaches in gathering research data. The research instruments included documentary evidence, face to face in-depth interviews and focus groups. The in-depth interviews explored issues to do with resources allocation in line with the Zim Asset agriculture sustenance objectives. Focus was therefore, on the four Ministries supporting the Food and Nutrition Cluster. Eighty percent of the respondents reported that the economic blue print has not made any significant strides in improving the country’s agricultural performance and food security since the inception of Zim Asset in October 2013. It was noted that the country continued to import maize from Zambia and other countries in the region. The major reason for its lack of success was due to the unavailability of resources to support the programme and the fact that land was allocated to unproductive and cell phone farmers. There was consensus that land audit and recapitalisation of the agriculture sector were critical in achieving the desired outcomes. The study recommends that the programme be adequately funded, so that the country can become self-sufficient.

Abstract The COVID-19 and partial lockdown has brought significant effects on the entire economy, especially on food security and job losses. This study was carried out in Asokwa Municipal with the objective of examining the impact of COVID-19 disease and its related lockdown on food and nutrition security and job losses. The study site form part of the cities in Ghana to experience the partial lockdown, hence it qualifies for the selection. Both primary and secondary data were used. By means of purposive sampling technique, fifty respondents were selected as sample size. The study employed a qualitative approach with a descriptive and narrative posture to the presentation, discussion and analysis of data. Open-ended questionnaire and a checklist were used for data collection through semi-structured interviews. The results revealed that, food and nutrition insecurity, job loss and income reductions are still very common, affecting participants livelihood. Disproportionally affected are households whose income comes from farming, transporters, informal labour, as well as marketers.It was concluded that food insecurity is not outside the impact of COVID-19 and its associated partial lockdown. Food and nutrition security are the global concern at present circumstances. The supply chain has been hit hardest by COVID-19, which causes food insecurity of most vulnerable segment of population which put them at risk. And also, most of the migrant, informal, seasonal farm workers were losing their jobs which may affect their demand for food. Therefore, the government should step-up the measures to control the pandemic without disturbing the food supply chain. The development and use of online marketing strategies where people can make orders of various produce and booked for purchases and or deliveries during a stated time range should be promoted.

ABSTRACT Introduction: food is a human right and a basic need for their subsistence and development. enough food is produced worldwide to supply all inhabitants and satisfy their caloric and nutritional needs. But the mere fact of producing them does not ensure access to safe and nutritious food for all. Therefore, the correct measurement of nutritional food insecurity is essential for a better understanding of this phenomenon, allowing better communication between society, decision-makers and the political agenda. Objectives: analyze the strengths and limitations of the methodologies used to measure nutritional food security in the Argentine Republic between 1984 and 2017. Materials and methods: a systematic review of articles published in five electronic databases was carried out: Scopus, SciELO, PubMed, BVS and Redalyc. The categories analyzed were the nutritional food security measurement methodologies (when people enjoy food security in addition to a healthy environment, as well as adequate health, education and care), with their type of technique, level, duration and dimension evaluated, limitations and strengths. The search terms used were food insecurity, food security, hunger, food sovereignty, food policy, food availability, nutritional programs, nutritional policies and food assistance. Results: after the search, 22 articles were selected for analysis. Conclusions: all the methodologies analyzed take partial aspects. A methodology has not yet been developed that reflects the multisectoral (food, agricultural, governmental, economic, social, etc.) and multidimensional (access, availability, use and stability) nature of the concept of nutritional food security. Having an adequate measurement of nutritional food security is essential to assess the state of nutritional food insecurity in the Argentine Republic, the government policies that are developed under this concept and verify its impact on the health and nutrition of the Argentine population. Abstract Access to enough food to eliminate hunger is a fundamental right of society. Lack of food is an obstacle to social, political, economic, and cultural development of society. Investment in agriculture, support of education, and health development in the community can lead to food security. Water is fundamental to agriculture and hence to food and nutritional security. Water is also vital for plants and livestock. Agriculture has the largest share of water consumption, accounting for about 70% of all freshwater earmarked for human use, and good quality water is needed for production of a wide variety of non-food products, such as cotton, rubber, and industrial oils. In 1948, the Universal Declaration of Human Rights affirmed everyone's right to adequate food. However, accessing adequate food in rural areas in many developing countries depends on access to natural resources, including water. On 28 July 2010, the UN General Assembly declared access to clean drinking water and sanitation as a human right. Significant changes in policy and management across the entire agricultural production chain are necessary to ensure the best use of available water resources to meet the growing need for food and other agricultural products. The Food and Agriculture Organization (FAO) works with countries around the world to improve food security. It has been assisting member states in cooperation with public and private financial institutions since 1964, and has implemented numerous programs to invest in agriculture and rural development. In recent years, emergency aid to meet the urgent needs of people in Economic Cooperation Organization (ECO) member states has been provided through these programs in times of crises, such as earthquakes, floods, droughts, and avian influenza.

La alimentación adecuada constituye un derecho humano. Así lo han reconocido oficialmente la gran mayoría de los Tratados Internacionales sobre derechos humanos. Pero existe una gran diferencia entre que un Estado reconozca oficialmente la alimentación como un derecho fundamental en su constitución, o lo haga como un principio rector, puesto que ello dotará al derecho a la alimentación adecuada de una mayor protección, o lo convertirá en un principio de actuación de los poderes públicos. Se puede exigir a los gobiernos garantizar el ejercicio efectivo del derecho a la alimentación de conformidad con las disposiciones constitucionales para otros derechos humanos. Pero, la capacidad de la invocación indirecta de otros derechos humanos para lograr la protección efectiva del derecho a la alimentación en el plano nacional dependerá, en definitiva, de la interpretación jurídica que se haga de la Constitución.Adequate food is a human right. Thus the vast majority of treaties have officially recognized it human rights. But there is a big difference between that a State officially recognizes food as a fundamental right in the Constitution, or do it as a guiding principle, since this will provide the right to adequate food of greater protection, or the It will become a principle of action of the public authorities. You may require Governments to ensuring the effective exercise of the right to food in accordance with the constitutional provisions for other human rights. But the indirect invocation of other human rights capacity to achieve effective protection of the right to food at the national level will depend, ultimately, of the legal interpretation that is made of the Constitution.

The right to information is a human right as derogable right. Fulfilment of the right to information often leads to information disputes with Information and Documentation Management Officer (IDMO) as administrative officials who are given the task of managing information and documentation. Information dispute resolution becomes important to be resolved immediately because it is related to fulfilling a sense of justice and fulfilling the right to information for the community. The Establishment of the Government Administration Act (GA Act) causes the dualism of information dispute resolution. Article 53 of the GA Act will be the basis for resolving information disputes in the administrative court domain, while the Public Information Officer/PIO Act is the basis for resolving information disputes within the Information Commission domain. This dualism needs to be resolved to ensure legal certainty for the government and society as Justicia Belen. The development of dispute resolution reconstruction of information is conducted by strengthening information dispute resolution in non-litigation. Ideal information dispute resolution should be resolved first through administrative remedies (objections and administrative appeals) and through the Information Commission. The court becomes the ultimum remedium in resolving a dispute. Therefore, strengthening the Information Commission in terms of development, finance and authority is one way to strengthen the resolution of information disputes outside the court.
