ABSTRACT. The Tropical Cyclone Programmes of WMO was established to assist the many affected countries of the world in mitigating the impacts of tropical cyclones, through the development of their capabilities in monitoring, forecasting and disaster prevention and preparedness. The paper discusses the factors which have together led to significant progress in this regard. These include the organization and structure of the Programme, the systems and technologies in place, and the mechanisms for training and regional cooperation among the countries of the tropical cyclone basins. Specific tropical cyclone research and operational issues of concern are also presented.

Tropical cyclones have always been a concern of meteorologists, and there are many studies regarding the axisymmetric structures, dynamic mechanisms, and forecasting techniques from the past 100 years. This research demonstrates the ongoing progress as well as the many remaining problems. Machine learning, as a means of artificial intelligence, has been certified by many researchers as being able to provide a new way to solve the bottlenecks of tropical cyclone forecasts, whether using a pure data-driven model or improving numerical models by incorporating machine learning. Through summarizing and analyzing the challenges of tropical cyclone forecasts in recent years and successful cases of machine learning methods in these aspects, this review introduces progress based on machine learning in genesis forecasts, track forecasts, intensity forecasts, extreme weather forecasts associated with tropical cyclones (such as strong winds and rainstorms, and their disastrous impacts), and storm surge forecasts, as well as in improving numerical forecast models. All of these can be regarded as both an opportunity and a challenge. The opportunity is that at present, the potential of machine learning has not been completely exploited, and a large amount of multi-source data have also not been fully utilized to improve the accuracy of tropical cyclone forecasting. The challenge is that the predictable period and stability of tropical cyclone prediction can be difficult to guarantee, because tropical cyclones are different from normal weather phenomena and oceanographic processes and they have complex dynamic mechanisms and are easily influenced by many factors.

In the past decades, satellite interpretation was one of the vital methods for the determination of weather patterns all over the world, especially for the identification of severe weather patterns such as tropical cyclones (TC). The method is based on Dvorak Technique8 which provides a means of the identification of the cyclone and its intensity. This is a kind of pattern-matching techniques and is based on some well-known TC templates for reference. Due to the high variation and complexity of cloud activities for the tropical cyclone patterns, meteorological analysts all over the world so far are still relying on subjective human justification for TC identification purposes. In this paper, an Elastic Graph Dynamic Link Model (EGDLM) is proposed to automate the satellite interpretation process and provides an objective analysis for tropical cyclones. The method integrates Dynamic Link Architecture (DLA) for neural dynamics and Active Contour Model (ACM) for contour extraction of TC patterns. Over 120 satellite pictures provided by National Oceanic and Atmospheric Administration (NOAA) were used to evaluate the system, and 145 tropical cyclone cases that appeared in the period between 1990 to 1998 were extracted for the study. An overall correct rate for TC classification was found to be above 95%. For hurricanes with distinct "eye" formation, the model reported a deviation within 3 km from the "actual eye" location, which was obtained from the reconnaissance aircraft measurements of minimum surface pressure.

It involves image pattern recognition based on certain empirical rules along with the analyst interpretation of organized convection.  The computer-based algorithm can minimize these subjective judgement discrepancies between different analysis centers estimating the same storm.  This modified version is called Advanced Objective Dvorak Technique (AODT) and which is applicable for well-developed tropical cyclones. In this paper the performance of the AODT is evaluated on three cases of the year 2004 tropical cyclones. Comparative analysis indicates the technique to be competitive with, the Dvorak-based intensity estimates produced operationally by satellite analysts from tropical analysis centers.

This essay draws attention to the surprising lack of scholarship on the staging of garden scenes in Shakespeare's oeuvre. In particular, it explores how garden scenes promote collaborative acts of audience agency and present new renditions of the familiar early modern contrast between the public and the private. Too often the mention of Shakespeare's gardens calls to mind literal rather than literary interpretations: the work of garden enthusiasts like Henry Ellacombe, Eleanour Sinclair Rohde, and Caroline Spurgeon, who present their copious gatherings of plant and flower references as proof that Shakespeare was a garden lover, or the many “Shakespeare Gardens” around the world, bringing to life such lists of plant references. This essay instead seeks to locate Shakespeare's garden imagery within a literary tradition more complex than these literalizations of Shakespeare's “flowers” would suggest. To stage a garden during the sixteenth and seventeenth centuries signified much more than a personal affinity for the green world; it served as a way of engaging time-honored literary comparisons between poetic forms, methods of audience interaction, and types of media. Through its metaphoric evocation of the commonplace tradition, in which flowers double as textual cuttings to be picked, revised, judged, and displayed, the staged garden offered a way to dramatize the tensions produced by creative practices involving collaborative composition and audience agency.

Organisations in Africa face constant challenges on account of internal operational issues, and the economic and political situation on the continent. Hence, organisations in Africa and indeed all over the world are expected to be continuously efficient and effective in the use of scarce resources in order to survive. Accordingly, studies conducted all over the world, including in Africa, have established that high employee engagement is beneficial to organisations, because engaged employees exhibit discretionary behaviour that achieves superior business results. However, some studies suggest that organisations are also faced with the undesirable situation in which highly engaged employees experience high levels of work-family conflict. This relationship has implications for both productivity and ethical aspects, and past empirical studies have been unable to suggest a way out. This study proposes that, on the basis of the conservation of resources model and job demand and resources model, organisational and personal resources could play a major role in resolving the dilemma. Hierarchical regression analysis confirmed that organisational resources, servant leadership and personal resources were able to provide a solution, so that individuals with high values of these resources experienced less work-family conflict. The study also discussed the practical implications of the results for HRM and sustainability HRM.

ASEAN is one of the regions with the highest rate of disaster vulnerability. Tsunami 2004 has triggered the momentum for Indonesia and ASEAN to deal with disaster-related issues more seriously. Losses and casualties from the catastrophe led to the decision by Indonesian government to put disaster prevention and risk reduction as a priority. Indonesia continues to encourage and supporting ASEAN in order to improve the region’s capability to deal with natural disaster. Through AADMER (ASEAN Agreement on Disaster Management and Emergency Response) that was signed in July 2005, ASEAN held an unequivocal and defined base in any efforts of disaster management, especially in the ASEAN region. Through Qualitative Methodology, this paper will discuss about how the disaster diplomacy of Indonesia contributes to the improvement of ASEAN’s capability in the disaster management, but also examines BNPB as both the backbone and the focal point of Indonesia’s disaster management, which then leads up to how disaster can abolish certain diplomatic hurdles, as well as improving regional cooperation, and strengthen the Indonesia’s position as a key country in regional disaster management.

Based on an analysis of the marginal markings and annotations Nietzsche made to the works of Emerson in his personal library, the book offers a philosophical interpretation of the impact on Nietzsche’s thought of his reading of these works, a reading that began when he was a schoolboy and extended to the final years of his conscious life. The many ideas and sources of inspiration that Nietzsche drew from Emerson can be organized in terms of two main lines of thought. The first line leads in the direction of the development of the individual personality, that is, the achievement of critical thinking, moral autonomy, and original self-expression. The second line of thought is the overcoming of individuality: that is to say, the need to transcend one’s own individual—and thus by definition limited—view of the world by continually confronting and engaging with visions different from one’s own and by putting into question and debating one’s own values and certainties. The image of the strong personality that Nietzsche forms thanks to his reading of Emerson ultimately takes on the appearance of a nomadic subject who is continually passing out of themselves—that is to say, abandoning their own positions and convictions—so as to undergo a constant process of evolution. In other words, the formation of the individual personality takes on the form of a regulative ideal: a goal that can never be said to have been definitively and once and for all attained.
