Since 2015 the local government of Medan City has determined that poverty alleviation and community empowerment efforts become one of the regional priority programs. This program is contained in Medan City Regulation No. 5 of 2015. This study aims to determine the role of the City Government in poverty reduction through the Skills Improvement program in Medan and the factors that influence it. To achieve these objectives, qualitative research methods are used to decipher data descriptively. Data collection techniques are done by observation, interviews, and documents and archives using qualitative descriptive analysis techniques. The results showed: First, the role of the government in empowering the poor through the Skills Improvement program can be broadly categorized into two roles, namely the growth of the business climate and the strengthening of business potential or power. The growth of the business climate includes funding, facilities & infrastructure, business information, business licensing and trade promotions. While Strengthening Potential or Power covers production and processing, marketing, and human resources. Second, the factors that influence the empowerment of the poor through the Skills Improvement program in Medan include inhibiting and supporting factors. The inhibiting factor is the lack of innovation in marketing and the limited budget which is only a few percent, while the supporting factors are human resources and abundant natural resources.

This article aims to describe the role of the stakeholders involved in forming collaborative governance in community empowerment programs. The problem is focused on poverty alleviation. To approach this problem, the theoretical references from Ansell and Gash 2007 regarding the implementation of collaborative governance are used. Data is collected through literature study based on previous research and direct observation and analyzed qualitatively. This study concludes that research where collaborative governance among stakeholders, where the government is a facilitator, community activeness as well as institutional strengthening within it, as well as private sector assistance in community empowerment will produce a real contribution in national poverty reduction. The poor are no longer the object of mitigation, but rather the subject which in the whole process involves the community. With the empowerment program, the community has a job and eliminates the poor culture of the poor who only depend on direct assistance from the government.

This research is to find out the perceptions of micro, small and medium enterprises to modern stores, MSME partnerships with modern stores, constraints, and the role of the government in overcoming the problems of modern shops and MSMEs in Padangsidimpuan City. This research is a descriptive qualitative study by conducting in-depth interviews. The results showed the perception of MSMEs towards modern stores had a negative and positive impact. The negative impact, the income of MSMEs has decreased. The positive impact, the presence of modern stores motivates MSMEs to evaluate themselves from modern stores. The partnership established by MSMEs with modern stores is the use of business locations provided by modern stores. The constraints of MSMEs are business capital, human resources, business legality, business permits and products, while the constraints of modern stores are business permits, human resources and partnerships with MSMEs. The role of the City Government of Padangsidimpuan is for modern stores, namely to give an appeal not to add to modern store outlets and to call for partnerships in terms of marketing local MSME products. For MSMEs, facilitate MSMEs with banking institutions in terms of providing venture capital, training and guidance to MSMEs, and making packaging houses.

This article was prepared on the background where the poor in North Sumatera are powerless and have no ability to place their position and role in government and development, whileefforts to empower the poor have not been optimally carried out by the North Sumatera Provincial government. This article was prepared to discuss ways to make the poor in North Sumatera powerless, and outline strategies and models to empower the poor in North Sumatera. The poor are powerless and the risk poses a factor of poverty, physical weakness, isolation, improvement, and powerlessness, the poor are not managed and tend to be left by the government, and are not liked by the community. The strategy for empowering the poor in North Sumatera can be carried out through the Need for Strengthening program, Strengthening Human Resources, Strengthening Institutions, Strengthening Access to Communication and Information, Strengthening Networks - Partnerships, and Strengthening Participation. While the effective model of Poor Community Empowerment in North Sumatera is an Advantage and Change Model (ACM)

COVID-19 is a pandemic disease that has infected many cities in Indonesia, the impact caused by the spread of COVID-19 involves many aspects including economic, social, cultural, tourism and many more. Based on the problems mentioned above, this article is intended to describe the impact of COVID-19 on tourism in the city of Bandung which is one of the tourism city in the province of West Java, this article is also intended to recommend what policy should be made by the government of the Bandung City to restore tourism to the condition before the COVID-19 outbreak. This study uses a model building method with a descriptive analysis approach. The results revealed that tourism is one of the sectors most affected by the COVID-19 outbreak in the city of Bandung, efforts to restore tourism from COVID-19 must be comprehensive and sustainable. Bandung City Government and tourism entrepreneurs are demanded to carry out communication and coordination to develop tourism recovery policy instruments which include internal recovery efforts such as disaster management, organizational capacity building and external recovery efforts such as tourism relaxation policy and tourism promotion. <p><em>National Program for Community Empowerment (</em><em>NPCE</em><em> </em><em>) Tourism Unit is a new program for poverty alleviation in the region Surakarta. Issues that arise in the village Sondakan</em><em>, </em><em>Laweyan and Village Mojosongo was once a thriving  get a lot of government programs to poverty due to the potential tourist</em><em>. I</em><em>nteraction between local communities and the tourists and immigrants affect the level of community participatio</em><em>n.</em><em> This study used a descriptive analysis of quantitative analysis tool is used is a Likert Scale to determine the level of community participation and analysis tools SPSS 17 is used to determine the factors that affect participation. The results showed that the force participation is given at all stages of PNPM Tourism Uni</em><em>t</em><em>, mind and material donations given to the planning and implementation as well as participation in the form of money given in the stage of implementation and utilization. The level of community participation is quite high. The purpose of this study is to describe the condition of street vendors in the city of Semarang Tlogosari; describe and analyze the policy of the City Government, the role of the function of the actors involved, implementation and efforts aimed at addressing the causes of the inefective of the relocation program Tlogosari street vendors in the area of Semarang. The method used is descriptive analysis with qualitative approach. The data used in the research is a secondary data. The population in this study consisted of 21 keyperson consisting of elements of Semarang City Market Agency, Chief Tlogosari Kulon village, Semarang municipal police and street vendors in the area Tlogosari. The results showed that the condition of street vendors located in the area of Semarang has Tlogosari displacement relocation traders to place, but in relocating the government does not hold a follow-up in preparing the infrastructure and facilities. The role of the function of the actors involved in the relocation of street vendors in the program Tlogosari namely the Semarang City Market Agency and the municipal police personnel Semarang. Factors that cause the inefective of the relocation program of street vendors in the city of Semarang Tlogosari them is a culture of street vendors who keep returning despite being moved, PKL reluctantly relocated to Taman Suryokusumo, and street vendors were difficult to set or disciplined. And last effort in addressing the causes of the inefective of the relocation program PKL among other actions determine the place / location for street vendors selling. City government falls directly approached PKL to speak and to deliberate. Tujuan penelitian ini adalah untuk mendiskripsikan kondisi Pedagang Kaki Lima (PKL) di kawasan Tlogosari Kota Semarang; mendiskripsikan dan menganalisis kebijakan Pemerintah Kota, peran fungsi aktor yang terlibat, Implementasi dan upaya yang dilakukan dalam mengatasi kurang efktifnya program relokasi PKL di kawasan Tlogosari Kota Semarang. Metode penelitian yang digunakan adalah analisis deskriptif dengan pendekatan kualitatif. Data yang digunakan dalam penelitian berupa data skunder. Populasi dalam penelitian ini terdiri dari 21 keyperson yang terdiri dari unsur Dinas Pasar Kota Semarang, Kepala Kelurahan Tlogosari Kulon, Satpol PP Kota Semarang dan PKL di kawasan Tlogosari. Hasil penelitian menunjukkan bahwa Kondisi PKL yang berlokasi di kawasan Tlogosari Kota Semarang telah dilakukan pemindahan pedagang ke tempat relokasi, namun dalam melakukan relokasi pemerintah tidak mengadakan tindak lanjut dalam menyiapkan sarana dan prasarana. Peran fungsi aktor yang terlibat dalam program relokasi PKL di kawasan Tlogosari yaitu pihak Dinas Pasar Kota Semarang serta para personil Satpol PP Kota Semarang. Faktor program relokasi yang berjalan kurang baik PKL di kawasan Tlogosari Kota Semarang diantaranya adalah budaya PKL yang selalu kembali meskipun sudah dipindah, PKL enggan di relokasi ke Taman Suryokusumo, dan PKL yang sulit ditata atau ditertibkan. Dan terakhir upaya dalam mengatasi berjalan kurang baiknya program relokasi PKL antara lain melakukan tindakan menentukan tempat/lokasi berjualan bagi PKL. Pemerintah Kota terjun langsung mendekati PKL untuk berbicara dan melakukan musyawarah.

Purpose of the study: The aim of this study is to identify zakat programs that have been implemented by zakat institutions in the context of increasing social roles, especially to reduce poverty. This study concludes that a strategic program in the distribution of zakat to help the poor improve their welfare. Methodology: This study adopts a document analysis approach involving a series of systematic steps to review the research documents with the checking of data, interpreting them to get a deep understanding, obtaining the meaning contained, and scientific development in research. Main Findings: The implementation of the productive zakat program carried out by zakat institutions in Indonesia can reduce poverty. Almost all the funds' distribution programs carried out by zakat institutions run smoothly and have been proven to reduce poverty. The recipients of zakat who participated in the productive zakat program also showed an increment in their welfare. Applications: Zakat institutions in Indonesia can adopt productive zakat programs to reduce poverty. Besides, zakat institutions can increase their role in improving the welfare of the poor. On the other hand, the role of empowerment, primarily through the productive zakat program, can be applied in all zakat institutions in Indonesia. Novelty/Originality: The productive zakat program can be used as a model by the government as a means to improve the welfare of the community. Furthermore, the role of the zakat institution as a representative of the implementation of social care will increasingly be felt by the community, especially the needy recipients of zakat.

This research aims to investigate the current practice of Islamic microfinance in Mogadishu, Somalia and to examine the effectiveness of Islamic microfinance institutions in Somalia on poverty reduction. In total, 65 microfinance recipients participated in the survey. This research adopts a quantitative methodology, using a survey and descriptive analysis. Findings show that the current practice of Islamic microfinance in Mogadishu is serving the poor and that these microfinance activities are effective in terms of obtaining loans, enhancement of standards of living and usefulness of the system. Nonetheless, there is a low level of awareness among the locals regarding the availability of Islamic microfinance.

The Village Fund is one of the policies made by the government to alleviate poverty in the village and strengthen village autonomy. The use of Village Funds is used in the field of village development and the field of community empowerment, of the total Village Funds channeled to the Village 75 percent for the development sector while for the community empowerment sector only 25 percent so that the way to overcome poverty is still relatively small. The objectives to be achieved in this study are to find out about poverty reduction policies through the Village Fund and strengthening village autonomy in Prabumulih City. The research was conducted in the villages of Jungai, Sinar Rambang, Rambang Senuling, Karangan, Talang Batu, Kemang Tanduk. The method in this study is a qualitative method using Focus Group Disussion (FGD), interviews with parties related to poverty alleviation issues (officials of the Village Consultative Body, Village Chief, Village Treasurer, Village Secretary, Planning Head, Head of Public division, head of finance division, Head of Government, Head of People's Welfare, Head of construction division, community leaders). The results of this study are that the Prabumulih City Government has implemented policies by gradually channeling Village Funds based on village performance. However, villages in Prabumulih City have not fully focused on poverty alleviation efforts. This can be seen from the APB Village Responsibility Report at the expenditure point in the field of community empowerment which is used for “posyandu” empowerment activities, Up2K, SisKeuDes training activities. Furthermore, the number of poor people in Prabumulih City is still high, namely BPS data of 43,464 people.  Keywords: Poverty Alleviation Policies, Village Funds, Village Autonomy
