This article was prepared on the background where the poor in North Sumatera are powerless and have no ability to place their position and role in government and development, whileefforts to empower the poor have not been optimally carried out by the North Sumatera Provincial government. This article was prepared to discuss ways to make the poor in North Sumatera powerless, and outline strategies and models to empower the poor in North Sumatera. The poor are powerless and the risk poses a factor of poverty, physical weakness, isolation, improvement, and powerlessness, the poor are not managed and tend to be left by the government, and are not liked by the community. The strategy for empowering the poor in North Sumatera can be carried out through the Need for Strengthening program, Strengthening Human Resources, Strengthening Institutions, Strengthening Access to Communication and Information, Strengthening Networks - Partnerships, and Strengthening Participation. While the effective model of Poor Community Empowerment in North Sumatera is an Advantage and Change Model (ACM)

This study on the effect of human resources, means of support and commitment to the performance of work units (SKPD) in the preparation of financial statements in the North Sulawesi provincial government, such research is still relatively small, and the results of the study are still varied and inconsistent. The purpose of this research was conducted to find whether there is empirical evidence Effects of human resources, means of support and commitment to performance on education in the preparation of financial statements in Sulawesi Utara.Populasi this study are all available on education in the government of North Sulawesi province. The unit of analysis is the head of the organizational work units. Data was collected through questionnaires delivered directly by the author. Before testing the hypothesis with multiple regression analysis, prior testing and test data quality classical assumptions. The results showed that the partial human resources, means of support and commitment to influence performance on education.

Since 2015 the local government of Medan City has determined that poverty alleviation and community empowerment efforts become one of the regional priority programs. This program is contained in Medan City Regulation No. 5 of 2015. This study aims to determine the role of the City Government in poverty reduction through the Skills Improvement program in Medan and the factors that influence it. To achieve these objectives, qualitative research methods are used to decipher data descriptively. Data collection techniques are done by observation, interviews, and documents and archives using qualitative descriptive analysis techniques. The results showed: First, the role of the government in empowering the poor through the Skills Improvement program can be broadly categorized into two roles, namely the growth of the business climate and the strengthening of business potential or power. The growth of the business climate includes funding, facilities & infrastructure, business information, business licensing and trade promotions. While Strengthening Potential or Power covers production and processing, marketing, and human resources. Second, the factors that influence the empowerment of the poor through the Skills Improvement program in Medan include inhibiting and supporting factors. The inhibiting factor is the lack of innovation in marketing and the limited budget which is only a few percent, while the supporting factors are human resources and abundant natural resources.

Environmental sanitation is part of public health which includes the principles of efforts to eliminate or master environmental factors that can cause disease through activities aimed at (i) water sanitation, (ii) food sanitation, (iii) sewage systems, (iv) air sanitation, (v) vector control and disease rodents, (vi) home hygiene. When sanitation problems arise in dense residential areas that are not well ordered and are also not handled in a way that is not sanitary, it will pollute the surrounding environment. Changes in community behavior to be more environmentally friendly do not just happen, but through the process of forming behavior that has a background and motivation. The motivation then raises behavior that influences the actions and efforts of the community towards the sustainability of the activity. So that this study will also analyze the role of the community and other involved stakeholders in the mechanism of improving the sanitation of the slum environment. MCK management activities are part of the practice of community behavior in improving sanitation. The government of the North Kembangan village has tried to improve this condition through programs to improve the settlement environment with the concept of community empowerment, this program involves community participation starting from the planning, implementation to the utilization and maintenance stages. It is expected that with this community participation a sense of ownership of development outcomes can be achieved so that the sustainability of the program can be achieved.

Although his views on the subject were changeable and difficult to define, Gilberto Freyre was interested in politics from his youth onwards. He had a brief political career as assistant to the Governor of Pernambuco (1926–1930) and as a deputy in the Constituent Assembly (1946–1950), where he spoke for the North East. He had what he called a “quasi-political” career as a journalist for most of his long life and he was also a cultural manager who founded or supported institutions that spread the ideas he believed in. More importantly, his central interests and ideas had political implications. He was accused of “Bolshevism” for his emphasis on the African element in Brazilian culture. His regionalism embodied a protest against centralization and standardization. His lifelong interest in architecture included a concern with housing for the poor that was hygienic and environmentally friendly, and also with the conservation of colonial buildings to serve as an inspiration for a Brazilian style of modern architecture. As a scholar, Freyre supported what he called the “tropicalization” of the social sciences, freeing them from generalizations based simply on European and North American experience. His view of Brazil in terms of culture instead of race implied that the government should be concerned with the health and education of the poor rather than with “whitening” the country by encouraging immigration from Europe. His idea that mixture was the core of Brazilian identity was taken up by governments from Vargas to Lula, while his idea of “Luso-Tropicalism,” claiming that the Portuguese were more flexible and benevolent colonizers than other nations, was used as a defense against critics of colonialism by the Salazar regime.

Natural wealth is an invaluable resource so it must be preserved. Indonesia as an agrarian, archipelago and maritime country located on the equator is one of the countries in the world that has abundant natural resources compared to other countries. To manage these crops, the community and the government support each other in the process of conservation through a positive management process. Institutions related to the process are expected to be able to join hands with the community, so that the community, government and the state can enjoy the results in the long run. One way to help the community, especially in areas far from the center of government, or the community wherever located. Cooperative allianz is one of the solutions that is considered in accordance with the conditions and culture of the community. Because Cooperatives allianz are a form of business that has long existed and been run by Indonesian people since ancient times. As a supporting effort for the development of cooperatives, the government should provide support in the form of training for human resources manager of cooperatives and communities around cooperatives, so that the initial purpose of forming cooperatives can be achieved well and satisfactorily.

PT filling in both the central and regional agencies must be carried out openly for all ASN employees who fulfill job requirements and job competency standards. The implementation of the JPT filling policy was realized by the issuance of the Minister of Administrative Reform and Bureaucratic Reform Regulation No. 13 of 2014 concerning Procedures for Filling in JPTs at Government Agencies. The problem of this thesis is how the arrangement of the implementation of the selection of high-ranking leadership employees in the North Sumatra Provincial Government. How is the implementation of the filling of the position of Primary High Leaders according to Law Number 5 of 2014 in the Government of North Sumatra Province. What are the inhibiting factors in implementing Law Number 5 of 2014 concerning the Implementation of the Charging Selection for the High Primary Leadership in the Government of North Sumatra Province. The research is descriptive and uses a normative juridical approach and juridical empirise. Data obtained through library research (library research) and field research (field research). Based on the results of field research, it was obtained the arrangement of filling in the position of Primary High Officials by Law Number 5 of 2014 on Article 108, Article 113 and Article 115 and Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 13 of 2014 concerning the mechanisms and requirements must be fulfilled by the prospective Primary High Leadership Position. One of the alternatives, the national program for rural community empowerment was regarded the most effective way by the government of Banyumas Regency. The implementation of the program in extending credit had hit the accurate target, but was not successful in terms of opening new employment and increasing the income of woman’s business groups because of relatively small amount of entrepreneurial loan, relatively high interest of 17% per year, and short repayment period of 1 year. Poor traders encounter tight competition, lack of information, lack of skills and low motivation to thrive. As a supporting factor, the implementation of physical development was not effective because the poor as the target group were not involved much in development planning discussion represented by recognized local figures, representatives of several villages and village apparatuses who had authority to take the initiative for designing the program. The decision regarding the physical development was preferably designated for their own interest rather than the business orientation of poor housewives group in rural areas. In addition, low education and low social status of the poor business group cause the tendency to inferiority, which lead to be apathy and passiveness in planning and supervision of the rural community empowerment program

The reclamation policy of the bay of Jakarta has been started since 1995 with the issuance of Presidential Decree no. 52 of 1995 on the North Coast Reclamation of Jakarta. Because in the implementation of many protests from the public, the Government canceled the policy of reclamation by issuing Presidential Regulation No. 54 of 2008 on Spatial Planning of Jakarta, Bogor, Depok, Tangerang, Bekasi, Puncak and Cianjur. However, in its development, the Provincial Government of DKI Jakarta issued Governor Regulation No. 58 of 2018 on the Establishment, Organization and Working Procedures of the North Coast Reclamation Management Coordinating Board of Jakarta. Surprisingly substantially the Governor’s Regulation refers to Presidential Decree No. 52 of 1995 and implies that the reclamation project will continue. By using Mazmanian and Sabatier (1983) policy theory, namely: (1) tractability of the problems; (2) ability of statute to structure implementation; (3) nonstatutory variables affecting implementation, the implementation of reclamation policy has not been successful.

Problems regarding the quality of public services have always been a concern in the study of public policy. The office of investment and licensing services is one of the agencies that is able to increase regional income. The purpose of this study was to determine the quality of public services at the One Stop Integrated Investment and Licensing Service of the North Sumatra Provincial Government. The method used is qualitative with the type of case study. Data obtained through interviews, literature study and documentation. Data analysis used descriptive analysis with data validity techniques using triangulation techniques. The results of the study found that human resources and the availability of infrastructure were the triggers for the decline in the quality of public services at the location of this study.

Community empowerment is very important for the community, especially the government itself because these activities have a positive impact on the surrounding environment. Community empowerment is also one way for people to work together to make the program that has been issued a success. This study provides an overview of the implementation of community empowerment in the ‘Jogo Tonggo’ program initiated by the Central Java Provincial Government to fight the Covid-19 pandemic and looks at the impacts and strategies of the Central Java Provincial Government in reducing the number of people exposed to Covid-19. This study used a qualitative approach with a literature study method in the form of a review of the Jogo Tonggo new normal era program based on references and data in the field. The results showed that this program was also responded positively by the people of Central Java so that even in the new normal, the government did not hesitate to implement the program to reduce the level of people exposed to Covid-19.
