Gratification often called as the root of corruption. Gift-giving is usually considered a common tradition that has been entrenched in community life in Indonesia. However, it should be confirmed that even the slightest gift to civil servants or state administrators can be considered as an act of bribery if the gift is related to their position and contrary to their obligations or duties. Numerous gratification practices that lead to bribery have still been found indicating the lack of understanding and intention of civil servants in addressing gratification based on the regulation applied. The study is performed using qualitative descriptive methods with a description of the topic related. Data collected by observing study group discussion at Diklat Prajabatan for a non-permanent teacher in DKI Jakarta year 2018. The identification of gratification can be self-performed by recognizing the motive of the gift-giving act using PROVE IT (Purposes, Rule, Openness, Value, Ethics, Identity, and Timing). Besides, the improved understanding of the rights and obligations as a public servant as well as the change of mindset would initially provide the capability for every civil servant and state administrators in addressing gratification wisely and applicably. The integrity of civil servants is an indicator of a clean and corruption-free government that leads to good and accountable governance.

The objectives of research include; first, to describe what local Islamic working ethos are as the basis for the resilience of songkok, whip and slap handicraft businesses in Serah Panceng Gresik Village. Second, to describe the resilience of the songkok, whip and slap handicraft business in the village of Serah Panceng Gresik. This study is a qualitative-descriptive study with the aim of understanding the phenomena experienced by the subject of research including behavior, perception, motivation, and action holistically by utilizing various scientific methods. Data collection methods include; Observation, In-depth Interview or Focus Group Discussion, Documentation. Data analysis techniques include: processing and preparing data for analysis, reading the entire data, analyzing in more detail by coding data, considering detailed instructions that can help the coding process, giving descriptions that will be presented in the report, interpreting and interpreting data. The results showed that in Serah Village local Islamic working ethos were preserved by the community, such as alms giving, reading dziba', reading tahlil, attending haul akbar, and reading sholawat together every Friday. Although in the tradition it does not involve songkok, whip, and slap directly, there is a good impact to support the resilience of songkok, but not whip, and slap production. Religious rituals by praying together asking Allah to facilitate and carry out business in production songkok, whip, and slap are an expression of gratitude for what God gave to the people of Serah Village. All economic activity done by Serah community is meant to get God’s willing. Keywords: Islamic Working Ethos, Handicraft Businesses

Sarah Scott's eighteenth-century novel Millenium Hall canvasses the role of gift-giving in the dynamics heteronormative-domestic, economic, and spiritual relationships. The pharmakon of the gift plays a central role in Scott's understanding of philanthropy, and the construction of her female-inhabited, female-run utopia. This article's principle occupation is to show that all instances of gift-giving in Millenium Hall create power-imbalances between the superior giver and the inferior receiver; however, Sarah Scott's female utopia constructs the most preferable type of subservience.

A substantial amount of scholarly work focuses on conceptualizing, theorizing and studying the policy capacity of governments. Yet, guidance for practitioners on developing policy capacity training programs is lacking. In this article, I reflect on my experience as a public servant in the provincial government of Prince Edward Island where I designed and implemented the Policy Capacity Development and Mentorship Program for civil servants, recent graduates and students. In this article, I offer a descriptive overview of the framework and logic of the program and discuss how I integrated policy capacity theory. This article may serve other practitioners who seek to implement similar programs in their respective organizations and provides a base for future interventions. The article also offers thoughts on practitioner-led collaboration with academics and recommendations for those who would like to establish similar programs in their organizations.

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

The article analyzes the relationship between the concepts of “gift” and “gift-giving” as categories of modern legislation of Ukraine. It is noted that although the etymological meaning of the words “gift” and “giftgiving” is equal, the legislator uses these concepts as different categories; in various normative acts either gives them different definitions or operates with these two categories as synonyms. Comparing the signs of a gift and a gift-giving, it is determined that a gift can be provided both free of charge and for a fee, but at a price lower than the minimum market price. In the context of gift and gift-giving features, the ratios of “minimum market price” and “symbolic amount” are investigated. It is justified that the minimum market price is less than the market price, but it takes into account the economic costs of production and sale of goods and the minimum profit, while the symbolic price is formed by the prevailing in the society and concerns the free transfer of things. The ratio of “gift” and “gift-giving” categories in the civil and anticorruption legislation is formulated and its features are defined: 1) the concept of “gift-giving” (Civil Code of Ukraine) is narrower than the concept of “gift” (Law of Ukraine “On Prevention of Corruption”); 2) the main feature of giving is that the gift is free of charge, and the “gift” may be given at a price lower than the minimum market price, while the “symbolic fee” is a category that differs from the category of “price lower than the minimum market price”; 3) the decision to accept “gift-giving” depends on the person who is being presented, but the special subject can accept “gift” only if he or she is permitted by the anti-corruption legislation and is obliged to refuse it and implement a set of appropriate measures in case he or she is prohibited or restricted; 4) the categories “gift-giving” and “gift” are not identical, but when a special subject receives “gifts” from close people, they are “gift-giving”. <p class="Keywords">Sub Communal RISHA is a pilot project from the central government in collaboration with the Surakarta City Government as a solution for structuring slum settlements in Surakarta. The RISHA method facilitates the construction and installation process due to the use of a modular precast system which is also more flexible and efficient both in terms of construction time and the use of construction materials. The purpose of this research is to identify the space adaptation of Sub Communal RISHA based on the behavior of residents. This research was conducted with a qualitative descriptive method. The research location is in the area of RW 06 Rusunawa Semanggi Surakarta and the time of data collection was carried out in the period May-August 2021. Primary data was taken with several techniques, observation and Forum Group Discussion (FGD) method. The analysis was carried out using data triangulation techniques. The use of this analysis technique aims to combine all data to produce accurate and comprehensive conclusions. The results showed that there are two adaptations carried out by the residents of Sub Communal RISHA, namely adaptation by adjustment and adaptation by reactions.</p>

The purpose of the paper is to study and substantiate models of formation and development of competencies of civil servants and public servant of local government in the process of professional training theoretically. An analysis of the research on the issues of professional competence of civil servants and officials of public administration bodies has shown that researchers focus on the conceptual construct and typology of professional competence. The models of formation and development of competence in the process of professional training have not been sufficiently thoroughly investigated, which led to the choice of the area of this research. The most effective models of formation and development of professional competence of civil servants and public servant of local self-government are substantiated on the basis of analysis and synthesis of modern scientific concepts of professional training. The main components of professional competence have been identified. Emphasis is placed on formation and development of conceptual, communication and professional skills, as competence is implemented only in the skills being critical for the practical activity. Models of professional training have been offered. This is recommended for use in educational institutions. The findings can form the basis of further theoretical and applied research related to the study of models of formation and development of competences of civil servants and public servant of local government in the process of professional training.

Competences of the nurse can be a good ability when supported with a positive perception of nurses about the competence itself. This study describe the nurse competencies in taking care patients with mental disorders and barriers in the implementation of these competencies.This study design used qualitative descriptive phenomenology. Population was nurse who worked at the Mental Hospital. Participants were 17 nurses from two  Mental Hospital in East Java which obtained by purposive sampling. Data was collected by indepth interview and focus group discussion (FGD). Equipment tools used media player, FGD guidelines and field notes. The data were analyzed by thematically analysis based Colaizzi .            The results produce eight themes. The nurse's perception of competence in caring for patients with mental disorders are implementing nursing care, Standard Procedures Operational (SPO) and nursing modality therapy. While nurses encounter obstacles when applying competence in the implementation of nursing documentation, limited facilities, the lack of effectiveness management system, limited human resource and the condition of the patient. The findings of this study can be used by nurses as a material to develop documentation formats more effectively and hospital management are expected to pay more attention to aspects of the guidance and supervision of the implementation of competence.
