A substantial amount of scholarly work focuses on conceptualizing, theorizing and studying the policy capacity of governments. Yet, guidance for practitioners on developing policy capacity training programs is lacking. In this article, I reflect on my experience as a public servant in the provincial government of Prince Edward Island where I designed and implemented the Policy Capacity Development and Mentorship Program for civil servants, recent graduates and students. In this article, I offer a descriptive overview of the framework and logic of the program and discuss how I integrated policy capacity theory. This article may serve other practitioners who seek to implement similar programs in their respective organizations and provides a base for future interventions. The article also offers thoughts on practitioner-led collaboration with academics and recommendations for those who would like to establish similar programs in their organizations.

The body of public administration literature is missing contributions from practitioners in the field. Emic or insider-led studies of public administration can act as powerful mechanisms to generate new knowledge. This article studies the relationship between place, perceptions and policy work by drawing on the author’s own public administration experience and interviews with civil servants. The results show that societal factors such as political culture and reduced anonymity associated with small place create challenges when developing public policy. However, expedited public engagement and problem identification were perceived by civil servants to be enhanced by a small context. This means that small place can be both limiting and beneficial for high levels of policy capacity. Overall, this article finds that geospatial factors such as smallness impact perceptions of policy work and capacity. Furthermore, this article finds that insider-led studies of public administration can indeed make important and unique contributions to the body of literature and are therefore deserving of more serious methodological consideration.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.

The purpose of the paper is to study and substantiate models of formation and development of competencies of civil servants and public servant of local government in the process of professional training theoretically. An analysis of the research on the issues of professional competence of civil servants and officials of public administration bodies has shown that researchers focus on the conceptual construct and typology of professional competence. The models of formation and development of competence in the process of professional training have not been sufficiently thoroughly investigated, which led to the choice of the area of this research. The most effective models of formation and development of professional competence of civil servants and public servant of local self-government are substantiated on the basis of analysis and synthesis of modern scientific concepts of professional training. The main components of professional competence have been identified. Emphasis is placed on formation and development of conceptual, communication and professional skills, as competence is implemented only in the skills being critical for the practical activity. Models of professional training have been offered. This is recommended for use in educational institutions. The findings can form the basis of further theoretical and applied research related to the study of models of formation and development of competences of civil servants and public servant of local government in the process of professional training.

Embarking on a qualitative Ph.D. research project in public administration is often daunting for novice researchers. For those students who consider adopting an emic or insider approach for their research, the ethical, methodological, and analytical challenges that lay ahead may seem insurmountable at times. In this article, I reflect on my experience as a Ph.D. student completing qualitative research with my colleagues to study policy capacity in a provincial government in Canada. I review how I constructed an ethical framework by integrating policy from Research Ethics Boards and government. Throughout the article, I deal primarily with ethical considerations and the personal and professional tensions associated with insider research. In addition to providing an overview of the literature on insider and emic research, I present ethical protocols that student-practitioners in other settings should consider when completing academic research with their colleagues in government institutions. Overall, the risks one must mitigate and minimize when completing insider research in government institutions are not substantially different from insider research in private institutions. While insider approaches in the study of public administration are not without their unique challenges, they do offer great potential in broadening and deepening emic knowledge of public administration practice.

Abai's legacy and moral postulates have not lost their relevance today, although time and society have changed. The idea of the great poet: "Be a man" - becomes in the Universe a formula of humanity and tranquility, tolerance and prudence. In the poet's legacy, you can find many examples that demonstrate the discipline and ethics inherent in a civil servant. The article reflects the views and thoughts of modern employees: examples of the competencies put forward in the writings of the thinker that a civil servant should have are given: integrity, responsibility, stress resistance, strategic thinking, cooperation and interaction. The main outcomes and results of the research were announced in the branch at training workshops dedicated to the development of the language competences of civil servants. Abai's wisdom is an example for each of our compatriots.

The issue of gender injustice is a form of social injustice in Indonesia which has always been an interesting theme and will remain an important theme in every thought and conception of society in the future. This study aims to describe the recruitment process for ASNs in structural positions in the Provincial Government of East Nusa Tenggara and also the factors that influence the lack of female ASN occupying structural positions. The research method used is qualitative by collecting primary data through in-depth interviews and observation techniques, while secondary data is collected through archives and documentation. The results showed that the recruitment process for State Civil Servants to occupy structural positions was in accordance with the rules in the State Civil Apparatus Law No. 5 of 2014, although not fully implemented as a whole. Apart from the fact that regulations that have not been fully implemented have been identified as well as other factors that influence as well as a lack of interest or willingness from women themselves, space and opportunities are provided but awareness of women to take part is still very minimal.

The article is devoted to the actual issues of the civil service reform in the direction of motivating the civil service, where a personal interest of a public servant is the key to the success of execution of the government tasks that are necessary to perform state functions at the appropriate professional level. An analysis of the existing features of the motivation of the civil service, which are determined in accordance with current regulations in Ukraine, was performed. The possibilities of improving the modern civil service as part of effective public administration by forming effective proposals, which are based on the analysis of the experience of European countries, were identified. The analysis of the legislative and regulatory framework in the field of civil service revealed problematic issues regarding the unequal of the financial remuneration of employees. The current state of ensuring the remuneration of civil servants was assessed. The formation of the salary of employees with mandatory and incentive payments in relation to the minimum wage in the country as of December 2020 was analyzed. Intangible motivations, such as positive honors (awards) for achievements in the professional activity of civil servants, offering remote work, and encouraging employees with corporate culture, which can be used by the head of the civil service office to create a favorable positive atmosphere. Contrary, in certain situations in a public body, negative incentives, e.g. punishment for improper performance of duties or inaction, were investigated. The peculiarities of the motivation of the civil service in Ukraine were identified taking into account experience of France in building a career matrix for the promotion of civil servants in public administration. Shortcomings in the practical components of the application of motivation in working with staff are partially revealed. The directions of reforming and methodical approaches of the civil service in terms of motivation were suggested. The ways of solving and improving the mechanisms of realization of the state policy in the sphere of civil service, namely the improvement of the system of motivation of civil servants were offered. The practical components of motivation were revealed, new mechanisms for improving the implementation of civil service reform were proposed.

The purpose of this research is to explain the practice of the values contained in Pancasila, which consists of the value of One Godhead, Just and Civilized Humanity, Indonesian Unity, Democracy led by Wisdom in Representative Consultations and the value of Social Justice for all Indonesian people. among the millennial generation of Civil Servants in the Provincial Government of the Special Capital Region of Jakarta, in the face of the Covid-19 pandemic. Civil Servants who are the population in this study are alumni of basic training for Civil Servant Candidates (CPNS latsar) in 2019. This study uses quantitative descriptive analysis with a single variable, namely the implementation of Pancasila values. Data collected using google form. The results showed that the practice of the practical value of Pancasila among the millennial generation of civil servants of the DKI Jakarta Provincial Government was very good, this is reflected in the average presentation results of the implementation of Pancasila values of 96%. Based on the results of the research that has been done, it is hoped that it can become a source of data regarding the level of practicing Pancasila values in state life among the millennial generation of Civil Servants of DKI Jakarta Province.

The purpose of this study was to reveal psychological well-being of structural civil servants who have retired and become the backbone of their families. This study used a qualitative research approach with a phenomenological method. The subjects involved in this study were two retired male of structural civil public servant who were aged no more than 59 years old and who have different latest job rank and position. The results of this study indicated that both subjects have a good condition of psychological well-being, with each dynamic that not differ too much from each other. There are several factors that play a role in their psychological well-being condition, including adequate financial source, the existence of productive or social activities carried out after the retirement and the religiousity factors.Abstrak. Penelitian ini bertujuan untuk mencari tahu gambaran psychological well-being pria pensiunan Pegawai Negeri Sipil struktural yang menjadi tulang punggung keluarga. Penelitian ini menggunakan pendekatan penelitian kualitatif dengan tipe penelitian fenomenologis. Partisipan yang terlibat dalam penelitian ini adalah dua orang pria pensiunan Pegawai Negeri Sipil struktural yang berusia tidak lebih dari 59 tahun yang memiliki pangkat dan jabatan terakhir yang berbeda. Teknik analisis data dilakukan dengan beberapa cara, antara lain organisasi data, koding dan analisis, serta analisis intra kasus dan analisis lintas kasus. Hasil penelitian ini menunjukkan bahwa kedua partisipan memiliki kondisi psychological well-being yang baik, dengan dinamika yang tidak berbeda jauh satu sama lain. Terdapat beberapa faktor yang berperan dalam kondisi psychological well-being kedua partisipan tersebut, antara lain sumber finansial yang memadai, adanya kegiatan produktif atau sosial yang dilakukan setelah pensiun dan faktor religiusitas.
