The purpose of this study was to analyze the administrative function of the Regional Financial and Asset Management Agency of the Central Sulawesi Governor's Office, the number of informants in this study was 5 (five) people who were leaders and staff. The method used in this research is qualitative. The data collected in this study are primary data and secondary data. Primary data were obtained through interviews with informants related to the research. Interviews were conducted using interview guidelines and interviews conducted in this study to obtain qualitative information that can strengthen qualitative analysis. The results showed that the administrative function of the Regional Financial and Asset Management Agency of the Central Sulawesi Governor's Office was running well, but there were still obstacles where the employees who were placed were not in accordance with their expertise or knowledge, and needed improvements in organization and planned supervision.

The problems in this study to identify factors influence the implementation of SIMSETGIS (WebGIS-Based Asset Management Information System) at  Regional Financial and Asset Management Agency, Kendari City. This study aimed to determine and describe the factors that influenced the implementation of SIMSETGIS (WebGIS-Based Asset Management Information System) at Regional Financial and Asset Management Agency, Kendari City (BPKAD). To find out those objectives, qualitative research method was used to extract information from informants who were open and free. This research was conducted at the Regional Financial and Asset Management Agency, Kendari City with the types of data in the form of primary data and secondary data. The research instruments of this study were documentation, interviews, and observation. The results of this study indicated that in the factors that influenced the implementation of SIMSETGIS (WebGis-Based Asset Management Information System) in the Regional Financial and Asset Management Agency in Kendari City, there were still factors that were lacking in providing information, especially matters relating to information assets that were still lacking. And the amount of human resources that were still lacking so that it could hinder the speed in providing information.Keywords : BPKAD, Factor, Implementation, SIMSETGIS

Penelitian ini bertujuan untuk mengkaji daya saing komoditi kakao di Sulawesi Tengah dan melihat peran pemerintah dalam meningkatkan daya saing komoditi kakao. Data primer berasal dari observasi, wawancara dan kuesioner, sementara data sekunder berasal dari instansi terkait. Metode analisis menggunakan Policy Analysis Matrix (PAM) dan analisis sensitivitas. Penelitian ini menemukan bahwa nilai PCR Kabupaten Parigi Moutong 0,589 dan Kabupaten Sigi 0,396. Sedangkan nilai DRC Kabupaten Parigi Moutong 0,387 dan Kabupaten Sigi 0,319. Hal tersebut mengindikasikan bahwa usahatani komoditi kakao di Sulawesi Tengah memiliki daya saing, namun tidak menguntungkan secara ekonomi karena Sulawesi Tengah menghasilkan biji kakao yang tidak difermentasi akibatnya petani menerima harga rendah. Berdasarkan hasil analisis, pemerintah belum memberikan proteksi terhadap harga biji kakao dalam negeri melalui harga referensi biji kakao sehingga harga biji kakao didaerah penelitian masih tergolong rendah jika dibandingkan dengan harga di pasar internasional. Sementara terhadap input, pemerintah telah memberikan kebijakan subsidi kepada petani, namun implementasinya masih perlu perbaikan terutama terkait penyaluran dan pengelolaan bantuan agar merata. Kajian ini merekomendasikan masih diperlukan kebijakan pemerintah baik terhadap input maupun output untuk meningkatkan produktivitas, menurunkan biaya produksi dan menaikkan harga jual biji kakao, sehingga dapat meningkatkan daya saing biji kakao. The purpose of this study is to assess the competitiveness of cocoa in Central Sulawesi and to investigate the role of government in improving the competitiveness of cocoa. The primary data were generated through observation, interviews and some questionnaires. The secondary data were obtained from the agency or the institution related to the research. This study uses the Policy Analysis Matrix (PAM) and sensitivity analysis. The study found that the PCR value for Parigi Moutong district was 0.589 and Sigi district was 0.396. While, the DRC value for Parigi Moutong district was 0.387 and Sigi district was 0.319. This indicates that cocoa beans farming in Central Sulawesi has competitiveness, but not economically beneficial because Central Sulawesi produces unfermented cocoa beans consequently farmers receive low prices. Based on the results of the government's impact on output analysis, the government did not provide protection for domestic cocoa seed prices through the reference price of cocoa beans, consequently the price of domestic cocoa beans, particularly in the research area, was relatively low compared to the price of cocoa beans at the international market. Seen from the government policy on inputs, the government have provided subsidies to farmers but they need to improve the distribution and management of aid to be evenly distributed. It is necessary to set up good government policy on inputs and outputs in order to increase cocoa seed productivity, decrease production cost and increase the price which simultaneously can improve its competitiveness in the research location.

Abstract Poso in Sulawesi, primarily the Lake Poso and Poso River, is known as eel (Anguilla spp.) fishing areas. Therefore, research of eel fishing is required as base information for evaluating and determining policies for its activities. The eel fishing research in the Poso area was conducted through primary data observations, secondary data traces, and interviews from April to June 2021. The fishing activities take place in the Lake Poso and Poso River shore and the rivers of the lake inlets. The fishing gear that contributed greatly to the catch was fence traps and spears. The local community’s fence trap called waya is a unique gear only found in this area, and it is installed in Poso River around the lake outlets. The gears block the rivers to catch downstream migration eels. The spear is fishing gear (including for eels) operated at night in shallow waters, especially in the outlets of Lake Poso. The eel production recorded from the Poso areas for the last four years has been 6.7–15.5 tons per year, and the highest production was in Pamona Puselemba.

This study aims to analyze the significance of the influence of GDP and Population partially on the Original Income of Mimika Regency, and to analyze the significance of the influence of GDP and Population simultaneously on the Original Income of Mimika Regency. The data used in this study are secondary data obtained from BPS Mimika Regency and Mimika District Financial and Asset Management Agency. To analyze the data used multiple linear regression analysis. The results showed that: (a) GDP had a negative and insignificant effect on the Original Revenue of Mimika Regency; (b) The number of residents has a positive and significant effect on the Original Income of Mimika Regency; (c) GDP and Population simultaneously have a significant impact on the Original Revenue of Mimika Regency.

This research is conducted precisely in the jurisdiction of Polres Luwu by using primary data obtained from direct interviews or observation and secondary data obtained from the results of literature review, in the form of books, report materials, articles and other documents. Data were analyzed using qualitative analysis technique then processed systematically.The factors causing the occurrence of a criminal offense in the jurisdiction of Luwu Police from 2015 to 2017 are the ignorance of the perpetrators of the origin of the goods obtained, limited employment, and low education. The purpose of this paper is to find out and analyze whether or not it is permissible to transfer HT objects and about the type of agreement used to transfer some HT objects. The writing method used in this research is empirical legal research method with qualitative analysis, with a sociological juridical approach. The data sources used consisted of primary data through interviews with several Notaries / PPAT and secondary data including laws and regulations, books and journals. The results showed, first, that the transfer of HT objects is allowed even though it was not previously agreed in the APHT. Second, the types of agreements used consist of the agreement to carry out the sale and purchase of some HT objects in the form of PPJB and subsequently AJB, agreements related to the purchase and sale of HT objects, agreements related to the process of breaking and separating HT objects, making SKMHT and APHT . Tujuan penulisan ini untuk mengetahui dan menganalisis apakah diperbolehkan atau tidaknya pengalihan objek HT dan mengenai jenis perjanjian yang dipakai untuk mengalihkan sebagian objek HT. Metode penulisan yang digunakan pada penelitian ini adalah metode penelitian hukum empiris dengan analisis kualitatif, dengan pendekatan yuridis sosiologis. Adapun sumber data yang digunakan terdiri dari data primer melalui wawancara ke beberapa Notaris/PPAT dan data sekunder meliputi peraturan perundang-undangan, buku-buku dan jurnal-jurnal. Hasil penelitian menunjukkan, pertama, bahwa pengalihan obyek HT diperbolehkan meskipun sebelumnya tidak diperjanjikan dalam APHT. Kedua, Jenis-jenis perjanjian yang dipergunakan terdiri dari perjanjian kesepakatan untuk melakukan jual beli atas objek sebagian objek HT berupa PPJB dan selanjutnya AJB, perjanjian terkait pembayaran hasil jual beli objek HT, perjanjian terkait proses pemecahan dan pemisahan objek HT, perjanjian pembuatan SKMHT dan APHT

Risk Based Inspection (RBI) has been implemented mainly in oil and gas industry to manage the risk of aging facilities. The RBI plan has also been introduced for new facilities and become part of the design requirements, making it the right time for PT. XYZ to improve their RBI implementation to support the Facility Risk Integrity Management System. This is a semi-quantitative study on primary data collected through focus group discussion using the RBI evaluation parameters based on API 580, API 581, and field observation and secondary data from previous RBI reports, maintenance program, and inspection program. Finally, an evaluation was conducted to assess whether the RBI management strategy has been integrated to the safety and asset management; inspection, testing, and monitoring; and operation strategies. This gap analysis aims to evaluate the effectiveness of the ongoing RBI implementation at PT. XYZ in general while specifically identify the part of RBI and related Asset Integrity Management already implemented and those that still need further improvement. Results show an overall score of 328 of 470, showing a good implementation of RBI. The largest gaps identified are RBI on specific equipment (score=3.0), documented RBI management policy and strategy (score=3.8), risk target and risk acceptable level (score=4.0), and specific damage mechanism components (score=5.3).

ABSTRACT  The purpose of this study was to find out the influence of competence, independence, audit time budget,,task complexity on the audit quality and to find out the auditor integrity as a moderating influence of competence on the audit quality, the auditor integrity as a moderating influence of independence on the audit quality, the auditor integrity as the moderating influence of the task complexity on the audit quality. This study used associative research. The data were primary data and secondary data. The popolation of this research was auditors who work in KAP and BPK RI in Palembang, there were 124 respondents. The techniques used for collecting the data were interviews, questionnaires and documentation. The techniques used for analyzing the data ware quantitative and  qualitative analysis. The results showed that the competence gave a significantl effect on audit quality, independenceand audit time budget  gave a significant effect on audit quality, the task complexity has no effect on audit quality. Integrity of the auditor is not able to moderate the influence of competence to audit quality, independence and  audit time budget gave significant effect on audit quality that moderated the auditor integrity, and the task complexity gave significant effect on audit quality that moderated the auditor integrity.Keywords                   : Factors affecting audit qualityCorrespondence to      : [email protected] ABSTRAK  Tujuan penelitian ini yaitu untuk mengetahui pengaruh kompetensi, independensi, kompleksitas tugas dan anggaran waktu audit  terhadap kualitas audit serta untuk mengetahui integritas auditor sebagai pemoderasi terhadap kualitas audit. Populasi dalam penelitian ini adalah auditor yang tersebar dan bekerja di KAP dan BPK RI Palembang sebanyak 124 responden. Teknik pengumpulan data yaitu dengan menggunakan wawancara, kuesioner dan dokumentasi . Metode analisis data yang digunakan dalam penelitian ini adalah analisis kuantitatif dan analisis kualitatif. Hasil penelitian menunjukan bahwa kompetensi independensi  serta anggaran waktu audit secara signifikan memengaruhi kualitas audit, sedangkan kompleksitas tugas tidak memengaruhi kualtitas audit. Intergritas auditor tidak mampu memoderasi pengaruh kompetensi terhadap kualitas audit, independensi dan anggran waktu audit  secara signifikan memengaruhi kualitas audit yang dimoderasi integritas auditor, dan kompleksitas tugas secara signifikan memengaruhi kualitas audit yang dimoderasi integritas auditor.Kata kunci                  : Kualitas AuditKorespodensi            : [email protected]

Seaweed is one of the leading commodities in the marine sector which has a high selling value. However, this potential is currently not optimally utilized in Karawang Regency. Karawang Regency has a large enough potential for aquaculture ponds, has a pond area of 18,273.30 hectares, and only 1% is cultivated for seaweed. This research aims to formulate a seaweed cultivation business development strategy that has not developed optimally. The respondents in this research were all 60 seaweed cultivators in Karawang Regency. The data used were primary and secondary data. Primary data were obtained through an interview with seaweed cultivators and using the questionnaire. Secondary data were obtained from institutions/agencies related to research, such as the Karawang Regency Fisheries Service The data analysis method used in this research is qualitative analysis. Qualitative analysis was used to determine a seaweed cultivation development strategy using a SWOT analysis. The results showed that the relative position of seaweed cultivation development based on the SWOT analysis is in the first quadrant which means the strategy used is a progressive or aggressive. The progressive strategy of developing seaweed cultivation can be carried out with strategies such as increasing production to meet the demand for seaweed, expanding the area for seaweed cultivation, empowering local communities about seaweed cultivation and diversifying processed seaweed products.

This study aims to describe the local wisdom of the Kaili da’a Tribe in managing agricultural land in Dombu Village, Marawola District, Sigi Regency, Central Sulawesi. This research is descriptive qualitative, the research subjects in this study are the people of the Kaili da’a Tribe in Dombu village with the key informant of the Kaili da’a tribal chief, the types and sources of data are primary data and secondary data with data collection methods through observation and interviews. Qualitative descriptive data analysis technique. The results of this study indicate that the cultivation of agricultural land is carried out traditionally in accordance with the local wisdom of the Kaili da’a Tribe, while the management of agricultural land of the Kaili da’a Tribe includes: 1) Preparation includes customary council meetings and traditional ceremonies, 2) Land Opening, 3) Plowing of Land, 4) Land Harvesting, 5) Basic Fertilization.
