<p class="apa">The effort to improve human resource quality is not easy to be implemented. This effort becomes more complicated to do when implemented to the group of poor community, especially in this case marginal community of small island. This research analyzes the characteristic of poor household in small island as well as the strategy of poverty eradication through the improvement of human resource quality. This is a qualitative research supported by quantitative approach. Data was collected through in-depth interview, focus group discussion, and survey. Research result indicates that the groups of traditional farmers and fishermen spread out of Karimunjawa islands who are categorized extremely poor and having limited human resource. In one side, Karimunjawa apparently has a potential to be a tourist spot. Karimunjawa inhabitants are interested to take part in economical tourism activity. This study recommends a strategy to eradicate poverty and improve human resource quality through Pro-Poor Tourism (PPT) Approach which is based on vocational tourism training.</p>

Thekelan Village, Kopeng District has a special potency of ecotourism. Thekelan Village is located at an altitude of + 2000 masl with magnificent scenery and surrounded by protected forest areas. The social characteristics of the community are homogeneous, distinctive, and strong highland culture. Thekelan Village has annually received visits from universities and schools for both comparative study and live-in programs. However, the sustainability of the tourism needed to be evaluated since the community has not participated much in the tourism activity (just lodging and communication). Indicators were established to evaluate the sustainability of existing tourism in Thekelan Village. Moreover, a survey, in-depth interview, and focus group discussion have been conducted to the community to assess the readiness to develop sustainable ecotourism. The results showed that the existing tourism has failed to be sustainable. Nevertheless, the community are ready to implement a new program to improve the management of community participation in the rural tourism setting. Therefore, a sustainable ecotourism can be developed and bring more economic benefits to the local people.

This research was conducted in the village of West Bulontio Sumalata District of North Gorontalo District. The purpose of this study was to determine the quality of service in the supply of water by taps in the village Bulontio Sumalata Western District of North Gorontalo District. A study that describes the water supply from the taps that are still not able to meet the needs of citizens, service by officials still have not been up in response to the desire of citizens, poor human resource quality is not adequate. The research result that the quality of public services addressing water supply in the village of West Bulontio Sumalata District of Gorontalo district can be quite good though not optimal and should be improved in both technical and non-technical. Penelitian ini dilaksanakan di Desa Bulontio Barat Kecamatan Sumalata Kabupaten Gorontalo Utara. Tujuan dari penelitian ini adalah untuk mengetahui kualitas pelayanan dalam penyediaan air bersih oleh BLU-SPAM di Desa Bulontio Barat Kecamatan Sumalata Kabupaten Gorontalo Utara. Suatu penelitian yang menggambarkan Pasokan air dari BLU-SPAM yang masih belum mampu memenuhi kebutuhan warga, Pelayanan oleh aparat yang sudah maksimal dalam merespon keinginan warga, Kualitas sumber daya aparat yang belum memadai. Hasil penelitian menujukan bahwa kualitas pelayanan publik penyediaan air bersih di Desa Bulontio Barat Kecamatan Sumalata Kabupaten Gorontalo dapat dikatakan cukup baik meskipun belum optimal dan harus lebih ditingkatkan lagi baik secara teknis maupun non teknis.

Tulisan ini bertujuan untuk mempelajari kelembagaan lokal yang ada di Waduk Wadas Lintang dan peluang serta upaya pengembangannya menjadi kelembagaan pengelola waduk. Penelitian dilakukan di empat desa di Kecamatan Wadas Lintang, Waduk Wadas Lintang, Kabupaten Wonosobo, Propinsi Jawa Tengah pada bulan Agustus - Oktober tahun 2006. Pemilihan ini didasari pertimbangan mengenai konsentrasi nelayan, sifat kelembagaan nelayan yang sudah ada dan aksesibilitas lokasi. Metodologi yang digunakan dalam penelitian ini bersifat kualitatif dan studi kasus intrinsik, yaitu penetapan tujuan penelitian dilakukan berdasarkan ketertarikan suatu fenomena kelembagaan nelayan di perairan waduk. Data primer yang dikumpulkan terkait dengan kelembagaan lokal dan persepsi masyarakat terhadap status pemanfaatan sumberdaya perikanan. Pemilihan informan dilakukan secara sengaja dan pengumpulan data menggunakan teknik wawancara mendalam, diskusi kelompok dan pengamatan. Analisis data menggunakan pendekatan model interaksi dengan alat analisis data berupa pendekatan kelembagaan dan prinsip-prinsip co-management. Hasil penelitian menunjukkan kelembagaan yang ada adalah kelembagaan formal dan kelembagaan informal dan memiliki pengaruh signifikan terhadap faktor penerimaan anggota terhadap keberadaan dan fungsi kelembagaan lokal serta tingkat partisipasi anggota yang lebih tinggi pada kelembagaan formal. Pilihan strategi fasilitasi dapat diterapkan oleh pemerintah dalam upaya pengembangan kelembagaan kelompok nelayan dengan melalui tahapan pembentukan dan penyusunan kelembagaan; penguatan; dan pengembangan kelompok nelayan menggunakan pendekatan partisipasi dan “learning process” dalam semua proses pengambilan keputusan. Tittle: Strategy for Local Fisheries Local Institution Development as Reservoir Management Authority at the Wadas Lintang Reservoir of Wonosobo DistrictThe objectives of this research were to study local institution at the Wadas Lintang reservoir and its opportunity to be promoted as a reservoir management authority. The research was conducted in August to October 2006 using qualitative and intrinsic case study at four villages of Wadas Lintang Sub District, Wonosobo District, Central Java Province considering fishers concentration sites, current local fishers institution and also sites' accessibility. Primary data were mostly related to current local fishers institution and resource utilization perception which were collected using in depth interview, group discussion and observation from informants which were selected using purposive technique. Data were analyzed descriptively using interaction model technique with institutional theory and co-management principles. Results indicated that there were formal and informal local institution which is significantly influenced to the members' acceptance of institution existence and roles and also the level of member's participation which is higher at formal institution. Facilitating strategy could be chosen by local government as fishers local institution development strategy following the stage of initiating, developing and empowering local institution with participation and learning process approach on each stages.

This research discusses about capital human needs in Central Java Province. The data used involving population number, poor people nutritious index, regional minimum wage, manpower age, income and education with the time range 1995-2001. To analyze capital human needs it. Used Amartye K. Sen formulation model, and to see human resource quality it was used structural similarity approach. The research shows that central Java Province still has serious weakness in capital human needs. This case is shows with capital need and human capital need who has worked whereas; human resource quality is badly influenced by education they have got.

<p class="Abstract">The paper aims at analyzing teachers’ poor professionalism of writing a scientific paper at Muhammadiyah Senior High School in Central Java. It studies on the phenomena of teachers’ weaknesses, comprehension, efforts and constraints on writing a scientific paper. The study belongs to qualitative research by applying a descriptive approach in examining the problem. The data are got with an in-depth interview, observation, and document analysis. The data sources are teachers, headmaster, a chief of High and Preliminary Education Assembly, and educational experts. Data validation is conducted by methods and sources triangulation. The data analysis applies the interactive model.The research result shows that most teachers have a limited comprehension of scientific paper concepts, skill on conducting classroom action research and writing a scientific paper. Also, they also have some constraints such as lack of writing motivation, school infrastructure, and internet connection access. In eliminating those problems, firstly Muhammadiyah senior high school (SMA/MA/SMK) teachers of Sukoharjo district have done some activities to develop their professional competence especially in the field of writing a scientific paper. In supporting their efforts, it needs a concrete step of stakeholder to simplify of all regarding with learning administrative activities, facilities adequacy motivation, the initiative of Assembly of Elementary and Middle Education, and others sponsorship, as well as the guidance of university. </p>

This article would like to discuss the neglected role of Islamic Boarding School (IBS) in one of the biggest Muslim country in the world.  As a case study of Kabupaten Hulu Sungai Selatan (HSS), South Kalimantan - Indonesia, both of primary and secondary data were obtained from the local HSS government, IBS stakeholders and the HSS’s community. This study used Focus Group Discussion, in depth interview, and collect secondary data. Using the descriptive qualitative approach, this study is attempted to examine the role of IBS in national education system. This study tries to answer some question e.g. why the education index has been stagnant around 6 years, what are the differences between two types of IBS, how the Policy Affirmation of IBS graduate can improve the system, and what is the implication of the school formalization. Hence, as the research result, this paper proposes the Flowchart Design of IBS Education.

One of the problems faced by Muslim women in Indonesia is the lack of empowerment in the economic field. An-Nisa’ cooperative in Pati district, Central Java is one of the cooperative which consists of women who want to empower women. The effort to empower women’s economy is certainly not easy because of the gender stigma in women and also the effort of male gender domination of women. This research uses qualitative research method with descriptive approach. The study was conducted for 6 months in An-Nisa’ cooperative. The research data were collected through in-depth interview, observation, documentation and Focus Group Discussion (FGD). The results show that the economic empowerment effort undertaken by An-Nisa’ cooperative through the agreement that all members are women. Empowerment is also done through unsecured loands. Constraints faced in the economic empowerment of women is the domination of husbands in the utilization of productive credit

There are several medical drug addict treatment methods used by physicians and other health professionals worldwide. The community-based treatment and care for drug use and dependence have increased in popularity. However, little is known about whether or how Islamic spirituality model could be incorporated into formal treatment in the Muslim community. This study aimed to explore the Islamic integrated model for drug addict treatment and rehabilitation on Kratom use among Muslim adolescents in Krabi Province, Thailand. The focus group discussion and in-depth interview were carried out in chief officer, the staff of treatment service volunteers, program leaders, and families and friends of addicts during October 2017-December 2018. The results revealed that the implementation of integrated Islamic religious learning in the drug therapy session to grow the spiritual religiosity and lower relapse among Muslim youth who were previous kratom addicts. The Islamic faith-based treatment model could be declared the evidence of kratom recovery in community level.

Mud volcanoes in Grobogan are referred as the Grobogan Mud Volcanoes Complex in Central Java where there is evidence of oil seepages. This comprehensive research is to determine the characteristics and hydrocarbon potential of the mud volcanoes in the Central Java region as a new opportunity for hydrocarbon exploration. The Grobogan Mud Volcano Complex consists of eight mud volcanoes that have its characteristics based on the study used the geological surface data and seismic literature as supporting data on eight mud volcanoes. The determination of geological surface characteristics is based on geomorphological analysis, laboratory analysis such as petrography, natural gas geochemistry, water analysis, mud geochemical analysis and biostratigraphy. Surface data and subsurface data are correlated, interpreted, and validated to make mud volcano system model. The purpose of making the mud volcanoes system model is to identify the hydrocarbon potential in Grobogan. This research proved that each of the Grobogan Mud Volcanoes has different morphological forms. Grobogan Mud Volcanoes materials are including muds, rock fragments, gas, and water content with different elemental values. Based on this research result, there are four mud volcano systems models in Central Java, they are Bledug Kuwu, Maesan, Cungkrik, and Crewek type. The source of the mud is from Ngimbang and Tawun Formation (Middle Eocene to Early Miocene) from biostratigraphy data and it been correlated with seismic data. Grobogan Mud Volcanoes have potential hydrocarbons with type III kerogen of organic matter (gas) and immature to early mature level based on TOC vs HI cross plot. The main product are thermogenic gas and some oil in relatively small quantities. Water analysis shows that it has mature sodium chloride water. This analysis also shows the location was formed within formations that are deposited in a marine environment with high salinity. Research of mud volcanos is rarely done in general. However, this comprehensive research shows the mud volcano has promising hydrocarbon potential and is a new perspective on hydrocarbon exploration.
