Objective: To carry out a mapping of studies on innovation and public policies, presenting an overview of the scientific discussion on the topic to suggest proposals for future studies.Design / methodology / approach: A bibliometric study, through exploratory factor analysis, with the objective of identifying the path that the phenomenon takes. For this, we use the techniques of citation, co-citation and bibliographic coupling.Originality: Given the economic, social and technological importance of innovation, public policies appear as engines of the development of innovation, thus reinforcing the need to identify unexplored paths through the mapping of studies on the theme to identify unexplored paths.Results: We identified the basis on which the theme studied was developed. Thus, three factors were observed: Economic Development, Innovation Ecosystems and State Participation. In the coupling analysis, we identified four factors, namely: Entrepreneurship, Changes in Public Policies, Networks and Clusters and Knowledge Source. Looking to the future, some study trends were presented, highlighting a new research agenda.Theoretical and methodological contributions: We present some study trends on innovation and public policies, warranting a new research agenda.Management contributions: This research enables managers and decision makers to understand the aspects regarding the theme, so that they can develop strategic innovation actions with the support of public policies.

Personnel in many professions must remain “ready” to perform diverse activities. Managing individual and collective capability is a common concern for leadership and decision makers. Typical existing approaches for monitoring readiness involve keeping detailed records of training, health and equipment maintenance, or – less commonly – data from wearable devices that can be difficult to interpret as well as raising privacy concerns. A widely applicable, simple psychometric measure of perceived readiness would be invaluable in generating rapid evaluations of current capability directly from personnel. To develop this measure, we conducted exploratory factor analysis and confirmatory factor analysis with a sample of 770 Australian military personnel. The 32-item Acute Readiness Monitoring Scale (ARMS) demonstrated good model fit, and comprised nine factors: overall readiness; physical readiness; physical fatigue; cognitive readiness; cognitive fatigue; threat-challenge (i.e., emotional/coping) readiness; skills-and-training readiness; group-team readiness, and equipment readiness. Readiness factors were negatively correlated with recent stress, current negative affect and distress, and positively correlated with resilience, wellbeing, current positive affect and a supervisor’s rating of solider readiness. The development of the ARMS facilitates a range of new research opportunities: enabling quick, simple and easily interpreted assessment of individual and group readiness.

This chapter introduces the problem of “reform capacity” (the ability of political decision-makers to adopt and implement policy changes that benefit society as a whole, by adjusting public policies to changing economic, social, and political circumstances). The chapter also reviews the long-standing discussion in political science about the relationship between political institutions and effective government. Furthermore, the chapter explains why the possibility of compensation matters greatly for the politics of reform; provides a precise definition of the concept of reform capacity; describes the book's general approach to this problem; and discusses the ethics of compensating losers from reform; and presents the book's methodological approach.

Benjamin Armstrong’s article compares state economic development policies in Pittsburgh and Cleveland in the 1980s, the period of major regional economic restructuring. Armstrong argues that what separated Pittsburgh from Cleveland in the ensuring years was the state-mandated inclusion of the city’s universities as major economic development decision makers and the role that advanced technology played in Pittsburgh’s recovery—much more prominent than in Cleveland’s. The authors agree that the 1980s expanded stakeholders in the region’s traditional economic development strategies, but not to the extent that Armstrong argues, and that significant other factors have affected the two regions in recent decades. The authors also find that the divergence in economic trends between the two regions is not a strong as Armstrong suggests.

The XXI century has reached the end of its first 20 years. Along the years, it has posed complex challenges to economists and economic geographers. For example, the results of elections and consultations in different countries have shown a strong sympathy with political positions that question the benefits of free international flows of goods, services, labour and capital. By the same token, some academics argue that despite international economics theory clearly acknowledges that free trade causes winners and losers, the expected higher gains have not been effectively used to compensate the losers. This article explores the main challenges of international economic integration in sub-national territories in Switzerland and Mexico to better understand the importance of delivering relevant and competent public policies based on territorial specificity.

Pierre Bourdieu (1986) introduced the concept of capitals as forms of intangible resources that individual use to advance their socio-economic status. Past relevant researches have not focused on all Bourdieu capitals. This study conceptualises the Bourdieu capitals to empirically determine the intangible resources of Malaysian leader landscape architects. The aim of this study is to determine the type of capitals of leader landscape architects in Malaysian landscape architecture firms. All landscape architecture firms (73 nos.) in the database of the Institute of Landscape Architects Malaysia were chosen for the survey. The firms were given the letter of invitation and questionnaires through the post. Thirty-nine firms responded to the invitation which resulted in 90 subordinates landscape architects and assistant landscape architects as respondents. The subordinates were asked to rate their leaders’ (landscape architects) capitals. The data were analysed using descriptive statistics and factor analysis. Factor analysis findings generated 5 factors (capitals). The capitals are social, human, emotional, cultural and design authority. The study findings provide evidence of the validity of scales to measure the intangible resources of the leading landscape architects in Malaysian landscape architecture firms. It also suggests a new research perspective for the Trait Theory of Leadership by replacing the traits with Bourdieu’s forms of capitals.

Economic development and transformation processes have become much more intense in economic reality in the last years than they have ever been before. At this time a lot of questions were raised about the causes of the actual Global Crisis, future crises, the factors affecting the modern economy, about the essence of contemporary capitalism, demographic problems and overgrown bureaucracy. The most spectacular threat to capitalism, (based on private entrepreneurship) according to Schumpeter, stems from the high, growing and progressive taxation. Schumpeter saw clearly that the financing of public goods and services (requiring taxes, maybe even relatively high) is something other than a clerical control of the economic system that violates the natural economic mechanism. Moreover, Schumpeter says explicitly that an entrepreneur does not have to be one person, he even states that the country (state) itself, or its agenda, can act as an entrepreneur. Therefore, it can be concluded that we may have to deal with “Tax State”, which is typical for “fettered capitalism”, and with “entrepreneurial state”, which is typical for “unfettered capitalism”. The main goal of this paper is to present two different approaches to the economic development concept: Schumpeter’s “fettered” and “unfettered” capitalism in the context of “Tax State” and interventionism. The Author analyzes presented concept in contemporary issues from the banking perspective. In the paper, the Author used critical analysis as a research method. This allowed to identify gaps in the current state of knowledge and the scientific discussion focused on J.A. Schumpeter’s theoretical concept. Analysis was performed in 2015.

Effective implementation of regional policy is impossible without assessing the current environment of the region’s functioning, which is formed under the influence of internal factors. Among the many factors that determine the socio-economic development of the region, we have identified: human potential, innovation potential, investment potential, digitalization of the economy, production potential, quality of life and infrastructure development. Each of the selected factors can be characterized by using a system of statistical indicators. In regional forecasts, internal factors act as control parameters, changing them it is possible to find an opportunity to change the course and direction of socio-economic processes in the region. This explains the necessity and relevance of the study. The purpose of this article is to form a set of indicators to assess the factor load on the socio-economic development of the region and determine its vector. The method of factor analysis on an indicative basis was used for achieving this goal. The importance of factorial analysis lies, first of all, in the fact that its results will make it possible to assess the share of influence of each factor on the “level of socio-economic development of the region” and to develop appropriate tools for managing growth factors. Taking into account the formed system of indicators, an analysis of the Central Black Earth macroregion areas economic development was carried out. The greatest factor load on the socio-economic development of the region is exerted by the innovation potential, production potential and human potential of the region. As a result of the study, a matrix of the regions distribution by the level of socio-economic development was built, reflecting the position of the region in dynamics. During the study period, the Voronezh region occupies a leading position, and the Tambov region is an outsider region. In addition, for each region, growth factors and restrictions on the development of the region were identified, which must be taken into account when building regional forecasts.

This article presents the main objectives and outcomes of the Interindi research project: “El indigenismo interamericano: instituciones, redes y proyectos para un continente, 1940-1960”. Its most ambitious research objective is to provide a methodological, theoretical and empirical contribution to scientific discussion on indigenismo. After discussing the state of the art in this field, advances are offered for a new broader perspective based on two fundamental aspects: 1) the importance of consulting primary sources to explain indigenismo, and 2) the need to remove the discussion of the indigenous question and indigenismo from the auto-referential context in which it has developed.Key WordsIndigenismo, professional field, inter-American networks.ResumenEste artículo presenta los objetivos y resultados principales del proyecto de investigación Interindi: “El indigenismo interamericano: instituciones, redes y proyectos para un continente, 1940-1960”.
