Health plays a special role both for societies and economies. Regardless of the level of development of health systems and respective expenditures, they are struggling with shortage of resources. In case of Poland, this phenomenon also concerns significant deficiencies in other areas, including personnel. In the light of inevitable and necessary changes, this poses a serious risk both to the health security of Poles and successful implementation of modernization plans. Research carried out by employees of the Warsaw School of Economics highlighted the possibility of solving this problem through the use and development of leadership competences. This article is a starting point for a discussion on the role of the leadership in the process of changes in healthcare system.

Following the recent global health crises, such as the 2014 Ebola and 2016 ZIKA outbreaks, the international health community’s ability to deal with such threats has been debated. Amid discussions of how international health security (IHS) and related national health systems should and could be strengthened, the potential of harnessing the role of civil society organizations (CSOs) for more effective responses has been frequently raised. Such participation is often based on the notion that CSOs by their grassroots presence can more effectively help to address health security and health systems challenges in affected populations and communities. Using the World Health Organization’s (WHO) health systems’ building blocks as an evaluative framework, this chapter examines CSOs’ roles and responsibilities during the 2014–2016 West Africa Ebola Outbreak and how they can be further empowered to perform these functions. The chapter draws conclusions about the opportunities and challenges CSOs represent for strengthening IHS and national health systems during public health emergencies in low- and middle-income countries (LMICs).

The article is an attempt to present the semantics of marble in the sacred Polish sculpture of Romanticism. Taking as its starting point the modern theory of art, it first emphasizes the special role of white marble in modern sculptural theory and practice, and then outlines the foundation of this judgment in the art of the classicist era, especially in the theory of J.J. Winckelmann. Together with the spread of classical tastes, the significance of this view for Polish modern sculpture is shown, in which, in accordance with Winckelmann’s taste, white marble was perceived as the noblest raw material, worthy of the images of the gods. In the Romantic era, following G. W. Hegel, marble was regarded as “spiritual” stone, the most suitable for the depiction of the sacred. This was expressed in the theory and practice of sculpture by such artists as Cyprian Norwid and Teofil Lenartowicz, who went to Rome – the capital of sacred art – to sculpt in this material. They were followed by other Polish sculptors who also went to Rome to work in marble. The article shows their struggles, which ended successfully only for T.O. Sosnowski. In his works, however, white marble from “animate” stone went on to become material suitable for making repetitive compositions in the spirit of Italian Purism. Marble evolved from being material suitable for the representation of gods to one used for commercial objects, which was perfectly illustrated by Norwid in his short story „Ad leones!”

This book outlines why health, individually and collectively, is the greatest untapped opportunity for prosperity and happiness in the 21st century and introduces the concept of total health as a tool for valuing health. The most significant flaw in health systems today is a failure to value health but instead to count the costs of ill health, and the authors examine why this should be so from a range of perspectives. The costs of ill health are explored not only as an increasing portion of government spend, but also in relation to wider society, where entrenched inequalities result in the clustering of poor health, low educational attainment, and poor job prospects. The ways in which our health and the drivers of health have evolved are described, and their roles in preventing individuals from living well, learning, and working, are identified. The healthcare system is also examined, and revealed to be an illness service with little resilience, importing illness rather than exporting health, and failing to leverage the digital and technological innovations harnessed by other industries. The authors call for health to be valued, rather than ill health costed, and describe a 21st-century healthcare system that expands the NHS from an illness service to a true, total health service. COVID-19 has shown how vulnerable societies, economies, and daily lives are to ill health. This book demonstrates that, by valuing the pivotal role of health, societies could look to a happier and more prosperous future.

The course of the so-called “American lectures” prepared by Italo Calvino became the last literary work of the writer and is rightfully considered his testament. Calvino himself addresses the text to posterity, collecting in his lectures the valuable properties of literature to be preserved for the next millennium. In the era of continuous flow of information, often consisting of formulaic texts and images that have literally flooded the entire media space, Calvino warns readers about the danger looming over such a distinctive and original kind of human activity as literature. The writer seeks to talk about the special role of literature and to build its unique qualities into the perspective of the development of the rapidly changing world. The categories that gave names to the five lectures are far from generally accepted literary terminology. Moreover, the writer’s reflections go beyond both the history of literature and traditional poetics and aesthetics. Calvino's view of literature is devoid of dogmatism and is extremely original. Analysing different phenomena, the writer draws unexpected parallels between literary works of different countries and eras. Taking Calvino’s frame of reference as the starting point, the reader becomes a full participant in the process, unwittingly continuing to mentally string new names and works on the connecting thread discovered by the writer. The alternative theory and history of literature proposed by the writer has become an unquestionable bestseller not only among specialists, but also among the general public.

“Overdiagnosis” - when people are labelled with or treated for a disease that would never cause them harm - is increasingly highlighted as a significant issue within contemporary healthcare, yet one which to date, has received little attention outside of the medical context. As a society, our collective enthusiasm to diagnose and treat disease has paradoxically been shown to potentially do more harm than good, impacting individuals whilst simultaneously increasing financial costs to the health system. As health systems across the world continue to face unprecedented pressures, tackling this phenomenon represents an important step in reducing the proliferation of low-value care inherent within the practice of modern medicine, and contributing towards the development of sustainable health systems. This research represents the first interdisciplinary analysis of the factors contributing towards overdiagnosis within modern healthcare systems. The analysis finds that individual disciplines of a medical and non-medical origin elude to important insights in relation to the drivers of overdiagnosis which are not necessarily reflected across multiple disciplines. Drivers identified within literature which lies beyond the medical context likely represent new knowledge in relation to the causes of overdiagnosis, and collectively provide a starting point from which to consider the role of patients and clinicians in influencing overdiagnosis, the nature of the interaction between the drivers of overdiagnosis, and the role of the different models of health in providing a unique perspective of the wider phenomenon. These findings highlight the importance of interdisciplinarity within health research and contribute towards efforts to reduce the rise of low value care within modern healthcare, fostering the development of sustainable health systems.

The role of the prominent Soviet economist, academician A. Anchishkin (1933—1987), whose 80th birth anniversary we celebrate this year, in the development of ideas and formation of economic forecasting in the country at the time when the directive planning acted as a leading tool of economic management is explored in the article. Besides, Anchishkin’s special role is noted in developing a comprehensive program of scientific and technical progress, an information basis for working out long-term forecasts of the country’s development, moreover, his contribution to the creation of long-term forecasting methodology and improvement of the statistical basis for economic analysis and economic planning. The authors show that social and economic forecasting in the period after 1991, which has undertaken a number of functions of economic planning, has largely relied on further development of Anchishkin’s ideas, at the same time responding to new challenges for the Russian economy development during its entry into the world economic system.

The friendship between nations lies in the mutual affinity of the people, and the people’s affinity lies in the communion of hearts. The cultural and humanities cooperation between China and Russia has a long history. In recent years, under the role of the“Belt and Road” initiative, the SCO, and the Sino-Russian Humanities Cooperation Committee, Sino-Russian culture and humanities cooperation has continued to deepen. Entering a new era, taking the opportunity to promote Sino-Russian relations into a “new era China-Russia comprehensive strategic cooperative partnership”, the development of human relations between the two countries has entered a new historical starting point, while also facing a series of problems and challenges. This article is based on the current status of Sino-Russian human relations in the new era, interprets the characteristics of Sino-Russian human relations in the new era, analyzes the problems and challenges of Sino-Russian human relations in the new era, and tries to propose solutions and solutions with a view to further developing Sino-Russian cultural and humanities relations in the new era. It is a useful reference, and provides a reference for future related research, and ultimately helps the Sino-Russian cultural and humanities relations in the new era to be stable and far-reaching.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

The objective of this article is to contribute to the discussion on the validity of new instruments to enhance cohesion in the European Union (EU). First, we question to which extent cohesion policy is submitted to the new economic governance. Second, we discuss this subordination affects the fulfillment of cohesion aims. This question is especially relevant due to the increase of inequalities in the current economic crisis and the great diversity among State Members (including social protection systems and expenses). Thus, our starting point is the new economic governance framework and its impact on the fulfillment of cohesion objectives. Statistical data are considered with this aim. Next, we will assess the role of European Structural and Investment Funds to eventually compensate public expense cuts, as well as its subordination to the macroeconomic government. This aspect will be contrasted through the study of Country Specific Recommendations given by the European Semester. Spanish El objetivo de este artículo es contribuir a la discusión sobre la validez de los nuevos instrumentos para fomentar la cohesión en la Unión Europea. Nos preguntamos en qué modo queda sometida la política de cohesión a la nueva gobernanza económica y cómo afecta a la efectividad para cubrir susfines. Esta cuestión es particularmente relevante ante el incremento de las desigualdades suscitado en la crisis económica actual. Por ello, nuestro punto de partida es el nuevo marco de gobernanza económica y su impacto en el cumplimiento de los objetivos de cohesión, considerando para ello datos estadísticos. A continuación, valoraremos, el papel de los Fondos Estructurales y de Inversión Europeos como posibles compensadores de la reducción del gasto público así como su subordinación al gobierno macroeconómico. Esta cuestión será contrastada también a través del examen de las Recomendaciones Específicas por país dadas por el Semestre Europeo. French Le but de cet article est de contribuer à la discussion sur la validité de nouveaux instruments pour promouvoir la cohésion dans l'UE. Nous avons considéré, d'une part, en quoi la politique de cohésion est soumise à la nouvelle gouvernance économique et, d'autre part, la façon dont elle utilise l'efficacité pour répondre à ses fins.Cette question est particulièrement pertinente étant donnée l'augmentation de l'inégalité soulevée par la crise économique actuelle, dans un contexte de grande diversité d'États membres, notamment en ce qui concerne les systèmes de protection sociale et les dépenses publiques. Par conséquent, notre point de départ s'inscrit dans le nouveau cadre de gouvernance économique et son impact sur la mise en œuvre des objectifs de cohésion, à partir de la prise en compte de données statistiques. Pour ce faire, nous évaluons le rôle des Fonds Structurels Européens, leur capacité de compenser la réduction des dépenses publiques et leur subordination au gouvernement macroéconomique. Ce e question sera également abordée par l'examen des recommandations spécifiques par pays fournies par le Semestre Européen.
