Development assistance of France for African countries

The paper analyses the official development assistance provided by France to African countries within 2001—2012. The term official development assistance is understood as financial flows directed by the institutions of donor countries to a certain group of countries and multilateral institutions in order to support the progress and prosperity of developing countries. The aim of the study is to verify whether the criteria for granting financial support declared by the donors (in here: France) and determined by the Millennium Development Goals (defined by the UN General Assembly in 2000), are covered by actual financial flows. Data concerning the volume of the development assistance within 2001—2012 were analysed in the following subgroups of countries: the ones which were and were not historical colonies as well as countries with and without natural resources. For each subgroup, a panel model with fixed effects was estimated. It was stated that although mainly the development issues and anti-poverty campaign are postulated by the French foreign policy, the recipients structure of development assistance provided by France is largely dependent on the common colonial past, energy sources potential (oil, gas, uranium), migration level as well as bilateral trade exchange.

Существенную роль выполняют программы финансирования, реализуемые международными и региональными институтами содействия международному развитию. International Development Assistance Institutions are an important resource for the preparation, implementation and financing of projects, as well as for the development of measures to support foreign economic policy (including within the framework of public-private partnerships). The Covid-19 pandemic has highlighted the need to redistribute the flows of official development assistance and financial flows aimed at supporting foreign economic activity in order to minimize the consequences of the pandemic. Funding programs implemented by international and regional institutions for international development assistance play a significant role.

PurposeGlobalization occupies a central research activity and remains an increasingly controversial phenomenon in economics. This phenomenon corresponds to a subject that can be criticized through its impact on national economies. On the other hand, the world economy is evolving in a liberalized environment in which foreign direct investment plays a fundamental role in the economic development of each country. The advent of financial flows – FDI, remittances and official development assistance – can be a key factor in the development of the economy. The subject of this article is to analyses the effect of financial flows on economic growth in developing countries. Empirically, different approaches have been employed. As part of this work, an attempt was made to use a panel data approach. The results indicate ambiguous effects and confirm the results of previous work.Design/methodology/approachThe authors seek to study the effect of foreign direct investment, remittances and official development assistance (ODA) and some control variables i.e. domestic credit, life expectancy, gross fixed capital formation (GFCF), inflation and three institutional factors on economic growth in developing countries by adopting the panel data methodology. Then, the authors will discuss empirical tests to assess the econometric relevance of the model specification before presenting the analysis of the results and their interpretations that lead to economic policy implications. As part of this work, the authors have rolled panel data for developing countries at an annual frequency during the period from 1990 to 2016. In a first stage of empirical analysis, the authors will carry out a technical study of the heterogeneity test of the individual fixed effects of the countries. This kind of analysis makes it possible to identify the problems retained in the specific choice of econometric modeling to be undertaken in the specificities of the panel data.FindingsThe empirical results validate the hypotheses put forward and indicate the evidence of an ambiguous effect of financial flows on economic growth. The empirical findings from this analysis suggest the use of economic-type solutions to resolve some of the shortcomings encountered in terms of unexpected effects. Governments in these countries should improve the business environment by establishing a framework that further encourages domestic and foreign investment.Originality/valueIn this article, the authors adopt the panel data to study the links between financial flows and economic growth. The authors considered four groups of countries by income.

AbstractAfter a ‘golden age’ of extraordinary growth in the level of development assistance for health (DAH) since 1990, funding seems to have reached a plateau. With the launch of the Sustainable Development Goals, debate has intensified regarding what international financing for health should look like in the post-2015 era. In this review paper, we offer a systematic overview of problems and proposals for change. Major critiques of the current DAH system include: that the total volume of financing is inadequate; financial flows are volatile and uncertain; DAH may not result in additional resources for health; too small a proportion of DAH is transferred to recipient countries; inappropriate priority setting; inadequate coordination; weak mechanisms for accountability; and disagreement on the rationale for DAH. Proposals to address these critiques include: financing-oriented proposals to address insufficient levels and high volatility of DAH; governance-oriented proposals to address concerns regarding additionality, proportions reaching countries, priority setting, coordination and accountability; and proposals that reach beyond the existing DAH system. We conclude with a discussion of prospects for change.

Does gender equality in politics in donor countries affect the allocation to recipient countries of official development assistance in support of gender equality in politics? Since the 1995 Beijing Declaration and Platform for Action and the launch of the United Nations Millennium Development Goals in 2000, gender equality has been underscored as an important development goal for donors. We hypothesize that donors with higher levels of gender equality in politics are likely to allocate more aid to recipients with lower levels of gender equality in politics to promote the equality in politics in those countries. We expect this positive relationship to be even more significant after the launch of the Millennium Development Goals. Using a time-series cross-sectional design covering country dyads for the period, 1990–2012, we find evidence supporting our hypotheses.

Confirmed coronavirus cases in Africa in early November 2020 exceeded 1.8 million, with 45% occurring in Southern Africa (SAF). Most SAF countries lack the capacity to adequately protect lives and livelihoods. High indebtedness means underfunded essential services, and most countries had just emerged from a severe food crisis and the effects of Cyclone Idai. Donors must go beyond temporary debt service suspension and provide new aid grants. SAF governments must not use the pandemic to restrict civil society advocacy on behalf of the most vulnerable people.

AbstractThis paper studies the impact of official development assistance (ODA) provided by South Korea for its exports to recipient countries. The empirical analysis is based on data from 1996 to 2014 and covers 121 recipient countries. The paper uses a 3SLS estimation method that accounts for a two-way causal relationship between ODA and exports while the endogeneity and sample selection bias are accounted for. Using the gravity model, we confirm the positive effects of ODA when fixed unobserved effects are controlled. The model is further generalized by disaggregating ODA into its underlying types of aid. Our results show that technical cooperation and loans have positive and significant effects, but grants have a negative impact on South Korea’s exports to recipient countries. In addition, we also examine South Korea’s ODA allocations. Our findings suggest that there is a two-stage decision-making process in the provision of aid. In the first stage, the aid’s humanitarian purpose plays a key role in responding to countries’ needs even when there is lower bilateral trade with these countries. In the second stage, decisions regarding the size of ODA are considered and these present a mixed purpose for giving ODA to higher importer countries.

AbstractThe chapter looks at the current developments in Russia’s official development assistance (ODA). In spite of its international isolation, the Russian government has expanded its ODA allocations since 2015, which total to about $1 billion annually. The chapter describes the sectoral and channel distribution of Russian aid. Moreover, it identifies the key challenges of the Russian government in the framework of its ODA activities, such as monitoring and evaluation (M&E), achievement of the Sustainable Development Goals (SDGs), and its engagement with the business sector. Under consideration of the government’s undertakings in its striving to address these issues, the author reflects in conclusion on the prospects of establishing a national ODA M&E system, and options to contribute towards the achievement of the SDGs by 2030.
