Poland became a member of the European Union upon the Accession Treaty of 1 May 2004. As a result, the objective was to include domestic agricultural producers in the direct payment scheme and other rural development and agricultural support instruments functioning in successive financial frameworks executed as part of the Common Agricultural Policy (CAP) of the European Union. The aim of the present study has been to evaluate the importance of direct payments on crop production from EU funds in the opinion of farmers of the Barcin commune (the Kujawsko-Pomorskie Province). The level of satisfaction with the crop production payments received, what the funds from the payments are used for and the expectations of the farmers in terms of the payments were investigated. The study involved the use of the survey method, a survey questionnaire carried out in 2014, which included 100 farmers. Results have shown that direct payments were appreciated by farmers who allocated the funds to meet current needs and investment purposes. The payments have enhanced the respondents’ produce quality and provided additional technical equipment on the farm. An increase in agricultural income due to European Union funds has encouraged farmers to remain in the farming profession in the future.

The article describes and sets the definition of different farm models under the categories of being family, small, and large-scale commercial farms. The distinction was based on the structure of the workforce and the relationship between agricultural income and the minimum wage. Family farms were dominated by the farming family providing the labour and their income per capita exceeded the net minimum wage in the country. The larger commercial farms feature a predominance of hired labour. Based on surveys, it was found that in 2016 in the EU-28 there were 10,467,000 farms (EU-13—57.3%, EU-15—42.7%). They carried out agricultural activities on an area of 173,338,000 ha (EU-13—28.5%, EU-15—71.5%). Countries of the EU-28 generated a standard output (SO) amounting to EUR 364,118,827,100 (EU-13—17.2% and EU-15—82.8%). After the delimitation, it was shown that small farming (70.8%) was the predominant form of management in the European Union (EU-13—88.2% and EU-15—79.8%) compared to family farming (18.4%) (EU-13—10.5% and EU-15—29%). In most EU countries the largest share of land resources pertains to small farms (35.6%) and family farms (38.6%) (UAA—utilised agricultural area of farms).

Our study addresses the issue of telework adoption by countries in the European Union and draws up a few feasible scenarios aimed at improving telework’s degree of adaptability in Romania. We employed the dataset from the 2020 Eurofound survey on Living, Working and COVID-19 (Round 2) in order to extract ten relevant determinants of teleworking on the basis of 24,123 valid answers provided by respondents aged 18 and over: the availability of work equipment; the degree of satisfaction with the experience of working from home; the risks related to potential contamination with SARS-CoV-2 virus; the employees’ openness to adhering to working-from-home patterns; the possibility of maintaining work–life balance objectives while teleworking; the level of satisfaction on the amount and the quality of work submitted, etc. Our methodology entailed the employment of SAS Enterprise Guide software to perform a cluster analysis resulting in a preliminary classification of the EU countries with respect to the degree that they have been able to adapt to telework. Further on, in order to refine this taxonomy, a multilayer perceptron neural network with ten input variables in the initial layer, six neurons in the intermediate layer, and three neurons in the final layer was successfully trained. The results of our research demonstrate the existence of significant disparities in terms of telework adaptability, such as: low to moderate levels of adaptability (detected in countries such as Greece, Croatia, Portugal, Spain, Lithuania, Latvia, Poland, Italy); fair levels of adaptability (encountered in France, Slovakia, the Czech Republic, Hungary, Slovenia, or Romania); and high levels of adaptability (exhibited by intensely digitalized economies such Denmark, Sweden, Finland, Germany, Ireland, the Netherlands, Belgium, etc.).

The so-called "big enlargement" of the European Union in 2004 triggered many changes in the functioning of individual agricultural markets. They concerned agricultural producers, processors and distributors from new but also old members of the EU. The aim of the study is to analyze changes in volume and structure in pig production in EU with particular focus on changes in the position of countries which joined the EU after 2004. The analysis covered the years 2005-2016. Statistical materials from Eurostat database were used. The basic statistical methods of data analysis were used in the study. In the analyzed years, with the general trend of pork production growth in the EU, there have been significant changes in its size in individual countries. There has been a significant increase in production in so-called old EU countries. The main beneficiaries of the in the pork market in the EU area were livestock producers and processors from Germany and Spain. In the countries which joined the EU after 2004, there has generally been a downward trend in volume of production, with the largest declines in most countries observed in 2009.

Hungary is a country of favourable conditions with agropotential, for this reason the regulations regarding agriculture is constantly the bone of legislative contention. Thepurpose of this study is to present the actual agropotential contradictions concerning the agricultural producers, specifically focusing on certain problems without any detailed representation of the valid rules of law. The agrofinancial anomalies referring to agricultural producers can be found mostly in the system of the personal income tax (allowance, tax immunity), the value added tax (special agricultural legal position) as well as the social insurance.The severity of the problem is supported by the agricultural producers’ behavioral types of paying taxes, globalisation process of these days and our place in the European Union. The resolution of the contradictions in agriculture does not lie by any means in the proper way of making the rules of the law of taxation, but in a comprehensive economic policy, which is to be waited for.

The Common Agricultural Policy (the CAP) is the most important common policy of the European Union, for which reason it traditionally monopolizes a large part of the European Union budget. Without doubt, the aids that farms receive from this policy are the pillar on which it sustains the battered agricultural sectors. Among CAP aid, direct payments are particularly important, in 2008 accounting for about 37% of the total EU budget. The main objective of this paper is to analyse the effects that the distribution of the CAP direct payments have on the agrarian economy. Specifically, we have analysed the equality level in distribution of CAP direct aid in the countries of the European Union using a concentration index. In this way, we have examined the fairness of distribution of CAP direct aid in the agricultural sector.

At present, the state of the economy of the agricultural sector in many countries of the world, including in the countries of the European Union (EU), inherent in developed industry, has led to the transition to a new environmentally oriented agricultural policy. An important role is assigned to state support of agricultural producers, through subsidies, preferential credit policy, and in some countries, the complete abolition of taxation of entrepreneurial activity in rural areas, which confirms the relevance and national economic significance of the article. In domestic agroeconomic science and practice, there is no scientific concept of state participation in the process of bringing the agricultural sector out of the crisis. Research objectives – consider the development policy of the agricultural sector of the EU countries; study the level of state support for agricultural producers. The purpose of the work is to consider the degree of development of the agricultural policy of the EU countries in the context of ensuring food security. The methods and methodology of the research were general scientific, particular methods of cognition, including the historical and logical, the method of observation and comparison. Shows the main approaches to state regulation of the development of the agro-industrial sector at the level of the European Union as a whole and in the context of member countries; characteristic features and principles that determine the success and integrity of a unified agricultural policy; factors contributing to the productivity of agricultural land; agro-ecological requirements restricting the import of genetically modified products; the main tasks in the development of a new policy of the agrarian sector of the economy; priority directions of regulation of measures to support agricultural producers, integrated development of rural areas, increasing the competitiveness of the EU agricultural sector. The practical significance of the work lies in the fact that this study will allow the state bodies of Belarus to better understand how it is necessary to form an agricultural policy in the context of ensuring food security.

Following Poland’s accession to the European Union, farmers were given new opportunities to make use of various form of support from EU funds. The goal of this work is to show the utilization of EU funds by an agricultural farm and optimization of its production. The task was made possible by means of two multicriteria linear-dynamic optimization models. The first model accounted for real production structure and EU subsidies. The subsidies were not included in the second model. The empirical material constituted real data on an agricultural farm located in the commune of Nowogard (West Pomeranian Voivodship). The results of the solutions indicated over a threefold increase of agricultural income, agricultural production and the amount of organic substance supplemented to the soil of an agricultural farm accounting for EU grants.

This publication provides an overview of the current technical and contractual trends that govern the execution of micro-tunneling projects in both Romania and Bulgaria. Technical issues discussed include available equipment and technologies, aspects related to the complexity and challenges of these works, comparisons between the open trench and trenchless methods, environmental impact, and other. Legal issues discussed include contractual schemes, relationship between the parties involved, dispute resolution, and contract types in compliance with both the national as well as the European Union law. Appropriate technical equipment is recommended to avoid risk in implementation and ensure the quality of finished products.

The aim of the study was to identify the problems of using different methods of measuring agricultural income and the resulting assessments. The system used by the European Union to measure farmers’ incomes is imperfect. The concept of measuring farm incomes is criticized. There are mentioned, among others no statistics on farm incomes, including both farm income and non-farm income. The Common Agricultural Policy strives to ensure an adequate standard of living for the rural population, i.e. the level of disposable income on the farm. The question is, what is the right level? This is largely determined by the level of social labor productivity attained in agriculture and the income derived from agriculture to the income generated outside of it by occupational groups attaining similar labor productivity. Only in this state makes sense to refer to the need to ensure income parity in agriculture and out of this sector.

The objective of the research is to analyse the way the European Union is addressing the issue of the coexistence between traditional, organic, and GM crops.In the European Union no form of agriculture, whether conventional, organic, GM, should be excluded. Farmers are free to choose the production type they prefer, without being forced to change patterns already established in the area, and without spending more resources.Today EU rules on genetically modified crops are very rigid; in particular, before starting a GM crops commercial cultivation, it is compulsory to obtain a specific European Commission authorisation (based on a safety risk assessment carried out by the European Food Safety Authority), and GM food and feed (threshold 0,9%) must be labeled (to inform consumers) and traced.Coexistence is the weak point of the European legislation in the field. The European Commission defines the term coexistence as the farmers’ ability to make a practical choice between conventional, organic and GM-crop production, in compliance with the legal obligations for labeling and/or purity standards. In simple terms, coexistence is a way of allowing farmers to choose between the three agricultural systems. Farmers’ choice to grow GM or non-GM crops depends not only on technical aspects related to the productivity gains and agronomic benefits to be gained from adopting this technology, but also on consumers’ preferences. Particularly in Europe, consumers continue to be concerned about the potentially adverse implications of widespread GM crop production for the environment and food safety. According to Directive 2001/18/EC (Article 26 bis), Member States may organise measures to avoid the unadventitious presence of GMOs in other non-GM products. In order to help the Member States to organise national coexistence measures, the European Commission adopted the Recommendation 2003/556/EC on the guidelines for the development of national strategies and best practices to ensure the coexistence of genetically modified crops with conventional and organic farming. The act establishes that the approaches to coexistence need to be developed in a transparent way, based on technical guidelines and in co-operation with all stakeholders concerned. The guidelines are based on experiences with existing segregation practices and, at the same time, they ensure an equitable balance between the interests of farmers of all production types. Further, they state that management measures to ensure coexistence should be efficient and cost-effective, without going beyond what is necessary to comply with EU threshold levels for GMO labeling. Today it is accepted that total isolation of GM material, certainly once agricultural biotechnology is widespread in the EU, is impossible; coexistence focuses on the practices used to decrease the adventitious GM presence. The implementation of coexistence measures is a complex process owing to the diversity in field, farming and natural conditions extending over Europe.On 13 July 2010, the European Commission adopted a new coexistence package that consists of a coexistence Communication, a new Recommendation on co-existence of GM crops with conventional and/or organic crops, and a draft Regulation proposing a change to the GMO legislation. The new approach aims to achieve the right balance between maintaining an EU authorisation system and the freedom for Member States to decide on GMO cultivation in their territory. The new flexible European scenario will give to the Member States the possibility to decide whether to cultivate biotech crops, maintaining at the same time an EU wide science-based authorization system.
