Social media use is on the rise throughout the world. Influenced by this trend, governments of all levels and sizes are establishing their social media (like Facebook) presence due to the communication and interaction capabilities that such a presence brings. This study examines and explains the social media presence of Turkish local governments from a usability perspective. Usability studies provide governments with important empirical data about the citizens'/users' view/perception of the efficiency, effectiveness and satisfaction of web-based content. Consequently, there is a need for usability testing of government social media services. The analysis of local government social media sites through scientific usability methods, such as expert review, guidelines and eye-tracking, reveals the strengths and weaknesses of government social media services in terms of usability. The study concludes with specific recommendations for improvement of government social media presence, which are applicable, to a great extent, to governments of all levels and sizes in Turkey and elsewhere.

This interpretive case-based study explores issues of budgetary management in Aceh provincial government. Until 2018, Aceh showed significant problems in its budget cycle with the budget being approved late every year except 2014. Thus, this study aims to investigate the reasons for these delays, along with their impacts on budget execution. Further, as Aceh is a predominantly Muslim society with Islamic values and principles fundamental to its culture and identity, this study also explores whether Islamic teachings are well-embedded in its government budgeting. To investigate these issues, I gathered written materials related to the budgeting process and conducted 19 interviews with local government officials, politicians, Muslim scholars, and a corruption watchdog, analysing these through three linked accountability frameworks: considering accountability through relationship, responsibility, and answerability dimensions, Boltanski and Thévenot’s (1999) Sociology of Worth (SoW) framework, and Islamic accountability. I found the key reasons for the budget delays were miscommunications and heated debates in budget discussions between Aceh’s legislature and executive government resulting from conflicts of interest and priorities. The budget delays negatively affected budget execution, which, since Aceh’s economy depends heavily on government spending, reduced economic activity and so the social welfare of its people. Given the problems in its budgetary management, including budget delays, conflicting interests, and lack of transparency, the implementation of Islamic principles and values in Aceh’s government budgeting remains unsatisfactory. This study offers several contributions to the literature and practice: (i) it generates new ideas for the classification of SoW’s orders of worth when applied to public budgeting and accountability in a devout Muslim society; (ii) it outlines some challenges in implementing Islamic principles and values into government budgeting; and (iii) it notes some potential improvements for Aceh provincial government to achieve better budgetary management and accountability.

Popularity of the social media and the amount of importance given by an individual to social media has significantly increased in last few years. As more and more people become part of the social networks like Twitter, Facebook, information which flows through the social network, can potentially give us good understanding about what is happening around in our locality, state, nation or even in the world. The conceptual motive behind the project is to develop a system which analyses about a topic searched on Twitter. It is designed to assist Information Analysts in understanding and exploring complex events as they unfold in the world. The system tracks changes in emotions over events, signalling possible flashpoints or abatement. For each trending topic, the system also shows a sentiment graph showing how positive and negative sentiments are trending as the topic is getting trended.

Between July 13-24, 2019 the people of Puerto Rico took the streets after a series of corruption scandals shocked the political establishment. The social uprising resulted in the ousting of the Governor of Puerto Rico (Dr. Ricardo Rosselló, Ricky), the resignation of the majority of his staff something unprecedented in the history of Puerto Rico; this period has been called El Verano del 19 (Summer of 19). Social media played a crucial role in both the organization and dissemination of the protests, marches, and other activities that occurred within this period. Puerto Ricans in the island and around the world engaged in this social movement through the digital revolution mainly under the hashtag #RickyRenuncia (Ricky Resign), with a small counter movement under the hashtag #RickySeQueda (Ricky will stay). The purpose of this study is to illustrate the magnitude and grass roots nature of the political movement’s social media presence, as well as their characteristics of the population of both movements and their structures. We found that #RickyRenuncia was used approximately one million times in the period of analysis while #RickySeQueda barely reached 6,000 tweets. Particularly, the pervasiveness of cliques in the #RickySeQueda show concentrations of authority dedicated to its propagation, whilst the #RickyRenuncia propagation was much more distributed and decentralized with little to no interaction between significant nodes of authority. Noteworthy was the role of the Puerto Rican diaspora in the United States of America and around the world, contributing close to 40% of all geo-located tweets. Finally, we found that the Twitter followers of the former governor had indicators of being composed of two distinct populations: 1) those active in social media and 2) those who follow the account but who are not active participants of the social network. We discuss the implications of these findings on the interpretation of emergence, structure and dissemination of social activism and countermovement to these activities in the context of Puerto Rico.

Covid-19 is a disease of the virus that is shaking the world and has been designated by WHO as a pandemic. This case of Covid-19 can be a place of dissemination of disinformation that can be utilized by some parties. The dissemination of information in this day and age has turned to the internet, namely social media, Twitter is one of the social media that is often used by Indonesians and the data can be analyzed. This study uses the social network analysis method, conducted to be able to find nodes that affect the ongoing interaction in the interaction network of information dissemination related to Covid-19 in Indonesia and see if the node is directly proportional to the value of its popularity. As well as to know in identifying the source of Covid-19 information, whether dominated by competent Twitter accounts in their fields. The data examined 19,939 nodes and 12,304 edges were taken from data provided by the web academic.droneemprit.id on the project "Analisis Opini Persebaran Virus Corona di Media Sosial", using the period of December 2019 to December 2020 on social media Twitter. The results showed that the @do_ra_dong account is an influential actor with the highest degree centrality of 860 and the @detikcom account is the actor with the highest popularity value of follower rank of 0.994741605. Thus actors who have a high degree of centrality value do not necessarily have a high follower rank value anyway. The study ignores if there are buzzer accounts on Twitter.

Abstract This research is linked with Twitter, as one of social media services on the Internet that are extremely popular in the world, including in Indonesia. This research is important because Twitter is effective in quickly and accurately delivering messages. In fact, everyone can act as a 'reporter' and form quick opinions through this social media. This research is aimed to investigate the emergence of the roots of hegemony based on text analysis that is linked with representation, relation, identity, and transformation of national issues that become trending topics on Twitter. Moreover, the research is to discuss the social media's discourse practice that influences media workers in producing news, and to see how it implicates the research on the study of discourse analysis. By using the Fairclough theory, especially on text analysis that is linked with representation, relation, and identity, the researcher attempts to explore how the roots of hegemony emerge in the national issues that become trending topics on Twitter. The researcher also offers a new function to complete the approach of Fairclough in text analysis on social media: transformation – which is an attempt to see the change in roles of news participants and amateur readers as 'reporters' and participate in forming opinions. This chapter examines the impacts of social media on children. Advantages and disadvantages of social media are always available. Positive aspects of social media include allowing children to be brought up as multicultural individuals, enabling education and training environments to design for purposes, using as the main or supplementary source of education, a great power in creating and sharing information. Its negative aspects include leading to a reduction of their academic, social, and cognitive skills in the early periods when children were exposed to the social media, causing the children to develop obesity, mostly bringing up as consumption-centered individuals, perceive the world as a screenshot, and have low critical, creative, and reflective thinking skills. Therefore, one of the most important tasks undertaken to reduce or eliminate the negative effects is to raise and educate media-literate individuals.
