This essay investigates black life in the aftermath of the Memphis Massacre of 1866, chronicling how new migrants helped reconstitute cultural life and political strength. It examines an alliance of black benevolent associations with white elites during the 1876 election. This alliance reflected a practical accommodation to political reality, and it reinforced a political culture built on white domination and black subservience. But it also revealed distinct aims among the black communities in Memphis. Long-term black residents and Republican activists tended to utilize the political process to promote racial equality, while incoming migrants were often the individuals most willing to challenge white supremacy on a daily basis. The migrant population was not monolithic, however. In South Memphis a community-oriented migrant population approached politics as one way to express their independence and desire for freedom from the political culture of white supremacy.

В статье рассматривается политическая культура Кыргызстана как одна из важных основ политической жизни общества. Уделяется внимание на необходимость развития политической культуры общества, как фундаментальной основы цивилизации, основ существования общества и общественных отношений. В работе анализируется сущность политической культуры. Описывается проблема формирования политической культуры Кыргызстана как одной из актуальных тем, на протяжении многих лет. Рассматривается формирование и становление политической культуры Кыргызстана, как очень трудоёмкий и долговременный процесс, обусловленный определенными аспектами политико-культурологического характера. Политическая культура конкретной общности состоит из представлений индивидов, их взглядов, политических ценностей, политической идеологии и символики, политических норм, стандартов, стереотипов. Каждый субъект страны являясь гражданином так или иначе становиться свидетелем и даже участником политической реальности, тем самым на основе этих элементов и опыта человек формирует собственный взгляд и определяет для себя систему ценностей и линию поведения. Макалада Кыргызстандын саясий маданияты коомдун саясий турмушунун маанилүү негиздеринин бири катары каралат. Цивилизациянын фундаменталдык негизи, коомдун жана коомдук мамилелердин негиздеринин маңызы катары коомдун саясий маданиятын өнүктүрүү зарылдыгына көңүл бурулган. Изилдөө ишинде саясий маданияттын маани-маңызына анализ жүргүзүлгөн. Кыргызстанда саясий маданияттын калыптануу көйгөйү көп жылдардан бери актуалдуу темалардын бири катары эсептелинет. The paper analyzes the essence of political culture. The article describes the problem of forming the political culture of Kyrgyzstan as one of the topical issues for many years. The article considers the formation and formation of the political culture of Kyrgyzstan as a very labor-intensive and long-term process, due to certain aspects of political and cultural character. Тhe Political culture of a particular community consists of individual representations, their views, political values, political ideology and symbols, political norms, standards, and stereotypes. Each subject of the country, being a citizen, in one way or another becomes a witness and even a participant in the intrigue of political reality, thereby the basis of these elements and experience, a person forms his own view and defines for himself a system of values and a line of behavior.

In modern world various transformations have an impact on social and political processes of the society. Even cultural changes somehow depend on these transformations. Therefore, social and political phenomena need new approaches for their study, where the political culture has its proper relevance. The article explores the theoretical and methodological foundations of political culture based on the analysis of foreign and Armenian scholars works. The behavioral, psychological, comparative and other approaches as well as methods of political culture analysis are examined. In a result of generalization of theoretical approaches and summarizing the outcomes obtained from a comparative analysis of political culture methodologies, we can define political culture as the aggregate of political ideas, knowledge, traditions and values; as a whole of political participation and behavior models; as a relatively stable link between political consciousness and socialization, between stages and levels of political communication tools and political institutions, which defines the political process and which is expressed through the political discourse.

Abstract Students of American politics are indebted to Richard Fenno’s path-breaking work, Home Style, published four decades ago. But, given the book’s widespread acclaim, few have taken Fenno’s prescription to go back home with members of Congress to heart. In this essay, I echo Fenno’s call for scholars to become participant-observers of the political process while offering the modern “soaker and poker” a guide to the pitfalls and opportunities of pursuing such a research project. I respond to Fenno’s methodological treatise, written as the appendix to Home Style, focusing in particular on gaining access and how to remain publicly engaged while observing a competitive Senate campaign. I discuss how changes in American political culture create additional wrinkles for participant observation that must be considered, especially if scholars chose to remain engaged in public outreach. I conclude by addressing the need to consider carefully the ethics of engaging the political world we study, particularly in the light of the Stanford-Dartmouth experiment scandal rocking Montana in the weeks preceding the state’s 2014 judicial elections. We may not all do participant observation, but we should follow Fenno when considering the implications of interfering in the political world as we study it.

Tourism development in any region is influenced by political culture and processes. It is inherently linked to the policies, agenda, decisions, outcomes and the type of government responsible for shaping policies related to tourism. The paper tries to find out the impact of political culture on tourism development. It also aims to assess the role of political culture in influencing tourist motivation through the data collected from urban tourist centres of the Southern Indian state of Tamil Nadu. Mixed method, consisting qualitative interpretation as well as descriptive and inferential statistics has been used to draw conclusions. It has come out from the study that the political culture of Tamil Nadu state may be characterized as a mix of subject and participant culture, where latter dominates the former. It can be concluded that the people of the state have always participated in political process through voting and changing the regime from time to time. The study also indicates that most of the people of the state are aware of their political obligations and actively participate in social campaigns and civic life. It can be concluded that the existing political culture in the state has compelled the political elite to think and work for the development of the state, including tourism development.

The main goal of this article is to show diverse approaches in political culture and some of the problems arising from this, as well as to point out the differences between the two perspectives – theories of political science and political philosophy. The author starts by analysing the classic definition of political culture developed by Gabriel Almond and presents the critique of this definition. He also describes a new approach proposed by researchers, such as Władysław Markiewicz, Andrzej W. Jabłoński and Zbigniew Blok. The main problem with Almond’s concept – as the political scientists indicate – is that it is of little relevance for empirical studies. The researchers try to make this concept more useful as a research tool for examining political reality. On the other hand, Cezary Kościelniak and Janusz Wiśniewski attempt to define political culture in political philosophy’s terms. Their intention is to make this concept work as a counterfactual conceptualization of political reality.

The instrument constituency is a component of the political subsystem dedicated to the articulation and promotion of particular types of solutions. Simons and Voss (2018) say that instrument constituencies are neglected political forces in national and transnational policymaking, advocating for more research to understand how these networks of actors emerge and their role in the political process. The aim of this work is to analyze how this type of network forms and interacts in the policy subsystem, exploring the case of the program Mulheres Mil. This is a qualitative research and it was based on the transdisciplinary proposal, which discuss with the principles of the critical discourse studies of Fairclough, combined with the model of multiple streams of Kingdon and its relation with the actors of the policy subsystem. The data used in this study were collected through: selection of the corpus of analysis; critical reading; and identification of the sections most relevant for the analysis. The corpus of analysis consisted of an interview with one of the creators of the program Mulheres Mil, and of the project Mulheres Mil in the Northeast region. It was concluded that the instrument constituencies and the groups of defense collisions refer to two distinct levels of political reality, which interact in search of different interests and objectives. In this interaction, political entrepreneurs are key elements for certain solutions to have prominence in the policy process, bridging the different networks of actors and the government.

The political process, as one of political science primary categories, is an important basis for political analysis. The political reality is created as a result of human activity, and it is connected with interrelated political interests' realization aiming to achieve predefined goals. The article explores the theoretical and methodological foundations of political process based on the analysis of relevant works in this field of study. The institutional, behavioral, structural-functional approaches as well as conflict, discourse, and other methods of political process analysis are examined.   Summing up the results of explored issues, we concluded that political process is a dynamic and nonlinear political phenomenon that can vary in time, taking into account the impact of various direct or indirect factors. A comparative analysis of political process research approaches has shown that any particular approach can be efficient only in an appropriate situation and political time. In case of other circumstances' presence, the same approach cannot be applied efficiently to a precise political process. It is also necessary to consider the peculiarities of political process due to the political culture model, dominant in the given society.

The macro-objective level of studying the political environment of state policy actualizes the comprehension of the political system in the structure of the external environment through the description of the category «political culture». In general, scientific understanding of the phenomenon of political culture has become a derivative of various research traditions. At the present stage, it is possible to identify several more or less formalized conceptual positions on this matter: subjective objective approaches, cultural and political doctrines.The essence of political culture unites the behavioral, activity aspects of subjects in the sphere of politics and the way the political system operates. Also, the notion of political culture captures the established system of values, norms, institutions, political consciousness that has developed historically, and the forms of political activity that correspond to it. At the same time, all these concepts, approaches have a point of intersection, which represents the main environmental feature of the phenomenon of political culture - universality, presence in one form or another in all spheres of social life.Domestic researchers recognize and underscore the importance of the influence of political culture on the whole complex of relations between the participants in the political process, the form of organization of state power, the form and effectiveness of the political system, the structure of institutions of power, the ability of political culture through its regulatory mechanisms to achieve social consensus, to promote or impede democratic development national state. At the same time, the problem of the environmental significance of political culture for public policy in foreign and domestic scientific discourses arises more theoretically than practical.In our case, the empirical basis for such a reflection was the information and analytical materials of the Razumkov Center «Political Culture and Parliamentarism in Ukraine: Current Status and Main Problems». Proceeding from this generalization, political culture in the structure of the political environment is a systematically organized integrity whose influence extends to its sphere components (mental, social, institutional, economic, etc.), Their interaction, the result of interaction. And finds its manifestation at all levels of society. The combination of these areas and their content is the conditions and factors of the public policy environment.

Against the backdrop of a world characterized by highly uneven democracies, in which subnational dominant-party enclaves persist within nationally democratic regimes, this book explores the ways in which these enclaves shape the political attitudes and behaviors of citizens who reside in them. Through analysis of a decade’s worth of survey data across the 55 provinces and states of Argentina and Mexico, this study finds a distinct subnational political culture among individuals nested in dominant-party enclaves. This culture is characterized by heightened exposure to corruption and vote buying, low levels of support for democratic principles, and patterns of political behavior that reflect the governing characteristics of the political machines that citizens must confront on a daily basis. In contrast, among those individuals living in subnational political systems that have successfully shut down the machine, the work finds a political culture more akin to that found in established democracies. As such, this book provides extensive support for the need to more fully incorporate subnational political dynamics into accounts of the drivers behind citizens’ political attitudes and behaviors, in an era in which democracies across the world appear increasingly at risk.

abstractTo illuminate the debate about the traditional role of the state in Quebec, the article suggests Quebec's traditional political culture prior to the Quiet Revolution was shaped by the “dialectic of patronage.” Economic need encouraged Québécois to exploit the political process for advancement. The resulting preoccupation of the political process with patronage prompted two contradictory impulses—devotion to, yet suspicion of, the political process—and efforts to insulate “government” from “politics.” This perspective helps to reveal the thematic and chronological continuities in Quebec history, to illuminate the Quiet Revolution, and to evaluate competing theories of Quebec's social evolution.
