Purpose – Urban mobility is one of the most relevant themes in discussions regarding quality of life in large urban centers worldwide. It is a challenge that local governments have been facing due to a significant growth in the urban population. The purpose of this study is to analyze the changes in public transport made by the local government in the city of Bogotá, ColombiaDesign/methodology/approach – It is an in-depth case study of a qualitative nature, based upon primary (interviews and observation) and secondary data. Data was collected in Brazil and Colômbia.Findings – The case signaled a significant change process by improving urban mobility through the implementation of successful public policies and strategies. The findings indicated that transforming a chaotic public transport system into a point of reference in this field is a notable effort.Practical implications – This study provides insights to public administrators that manage organizations that operate complex systems and pluralistic contextsOriginality/value – This paper contributes to the field by discussing a unique case study in which the administration of a large capital of a South American country promoted a substantial change in the urban mobility system, tackling obstacles and developing an efficient approach.

This study has a special interest in urban public transportation institutional framework in the Klang Valley, Malaysia. The notions for the topic were developed from issues regarding institutional framework in delivering urban public transportation. Although the current urban public transport in Klang Valley has improved, there are still issues concerning the institutional framework. To date, there is no single regulator or agency with the express and overriding responsibilities for strategic management of the public transport system in KlangValley. The purpose of this study is therefore to assess the current urban public transportation institutional and governance framework especially towards urban mobility. To achieve this, the study employs the content analysis and case study method, using the purposive sampling approach for expert interviews in gaining the data from participants of related agencies. It examines the importance of public transportation frameworks and present status of current transport development, as well as the roles of urban transportation agencies involved in delivering urban public transport. Results demonstrated that urban public transportation is delivered through multiple agencies with separate roles, not counting the inconsistency of various policies. Hence, the expectation of this study is to suggest practical approaches to improve the current institutional framework of urban public transportation.

The Quality of Life of Suburbanities: A Case Study of the Gdańsk Agglomeration The article explains the meaning of the concept of ‘quality of life’, placing emphasis on its subjective dimension. As the concept is more and more discussed in the literature, the author intends to examine the satisfaction within public spaces for which local government is responsible. According to research made in Canada it is worth measuring not only satisfaction as such but also the importance of its constituent dynamics. Therefore, a survey made in the suburbs of the Gdańsk agglomeration asked respondents about their satisfaction with public transport, roads, environment, etc., including questions about the relative importance of such issues. The combination of satisfaction and importance provide the overall quality of life. At the end of the paper the author considers if there is a chance to improve the quality of life through a brief analysis of local governments expenditure.

Some small- and medium-sized Global South cities have unsustainable transport systems and no information to plan interventions in addition to having limited resources for data collection. This study proposes a method to understand Public Transport (PT) ridership in cities of these characteristics, based on previous studies and by analysing available indicators related to Manheim’s macro-variables, to identify their influence on the PT ridership. The method was applied in the city of Mexicali, Mexico. The results help to understand the causes of the low PT ridership and have implications for achieving sustainable urban mobility in the city. Findings reveal that mobility planning in Mexicali has been occurring without properly considering activity system related variables, so it is necessary to integrate urban and transport administration. Moreover, to increase PT demand in Mexicali, mobility strategies to discourage the use of private cars are necessary. The proposed method can be applied in other cities of the Global South with characteristics similar to the case study to understand the causes of PT ridership, so these can be considered by the agencies responsible for the planning of the city’s transportation system to promote a sustainable urban mobility.

Both Paris and São Paulo are cities which feature notably distinct occupation histories. As of secondary data and by means of a bibliographical review that sought to collate standpoints of authors engaged in the fields of urban planning and mobility - in addition to urban mobility systems ideation and development historians and scholars – the historical report wherein mobile impairments evolved at each of the mentioned large urban centres, was summarized into a case study, encompassing from emergence to the 20th. Century - a period both cities experienced pivotal transformations - although these took place in substantially diverse manners. To this effect, reasoning was also gathered so as to, in overview, characterize the challenges that urban mobility, for thousands of years, continues to bring about to cohabitation within restricted space, at large cities. Much conversely to being a recent matter of issue, it is a challenge that remains and changes, although some of its core elements have been found to be breathtakingly perseverant throughout history. Conclusion resides in comments relative to a selection of contemporary alternatives that are currently in use at both cities so as to better direct the addressing of the urban mobility issue and also includes a set of alternatives deemed best successful than that known as solutions to this problem which strong holds its very presence at all major cities of the globe.

This study aims to identify tourism potential and a set of strategies for a competitive rural tourism development using a case study in Sukajadi Tourism Village, Bogor Regency, West Java. This study is a descriptive qualitative type with an exploratory case study approach. Primary data were obtained from deep field observation and interview with key informants, while secondary data was obtained from the results of literature studies and documentation. This research used identification analysis techniques of 11 tourism components modified from several experts, CHSE analysis, work program government (PROKER), market preferences, and SWOT analysis as well as SWOT Matrix. The result of this study was obtained great potential and 15 main strategies for the development of the Sukajadi Tourism Village which is currently starting to grow, namely making serious and aggressive efforts on the internal aspects of village tourism destination, as well as collaboration with tourism industry and local governments to create a competitive rural tourism destination. An active and aggressive strategy is needed for the development of Sukajadi village as a competitive rural tourism destination, based on micro and macro perspectives.

Goal: The main purpose of this research is to present the benefits reached with the use of airpower resources during humanitarian operations, in order to verify how the main airpower’s characteristics influenced the response stage of a natural disaster in Brazil. Design / Methodology / Approach: A qualitative case study was conducted to evaluate benefits reached with the use of airpower during humanitarian operations. Primary and secondary data were gathered from operational reports provided by the Brazilian Air Force, from media coverage about the flood and waterlogging events happened in November 2008, in Itajai Valley, Santa Catarina State, Brazil. Interviews with three informants involved in crisis response were also conducted. Data analysis processes were conducted to search codes about airpower engagement during humanitarian operations. Data coding followed an inductive approach and the codes emerged from data. Results: The research concludes that the use of airpower can leverage crisis response capabilities during humanitarian operations, as airpower’s characteristics of speed, mobility, flexibility, penetration, range, and readiness meet the needs of humanitarian operations to respond to a natural disaster. The case study demonstrates an increase of operational capabilities after airpower engagement. Limitations of the investigation: Only one crisis situation was studied, because the access to operational data provided by the Brazilian Air Force is restricted. Besides, it was not possible to analyze values and budgetary costs derived from airpower engagement. Practical implications: The results of this research demonstrate that it is highly important to involve airpower during humanitarian operations, as it can leverage crisis response capabilities. In this way, humanitarian organizations can stablish new forms of relationship to national and local governments in order to quickly engage airpower resources on the response phase of natural disasters. Originality/Value: This research presents an original contribution to the field of humanitarian operations as it presents real data in terms of the engagement of airpower resources during humanitarian operations.

Indonesian Act No. 32 and 33 by 2014 about the formation of the regional autonomy is a challenge for local governments to utilize the potentials of the region. One of the local revenues for enhancing fiscal area is Regional Own Source Revenue (PAD), which are sourced from taxes and retributions. This research aims to analyze the financial management from the Government of Ternate. The secondary data collected from DPD, BPS, and offices related to the financial areas in 2010 – 2014 as well as data on the results of interviews with officials of the Regional Work Unit that has been appointed. By descriptive analysis, the result showed that economic growth has increased and indicated the increment of regional GDP. Based on the percentage of each sector against the Gross Domestic Regional Product in 2010 – 2014, trade, hotels and restaurants as well as other sectors were significantly contributing. The analysis found that the city of Ternate has not been financially able to carry out regional autonomy. However, the Government of Ternate is expected to improve regional financial capability by implementing intensification, the efforts to internally optimize local taxes and levies, and intensification, the efforts to expand and utilize new potentialities over regional tax and levies, to improve fiscal capability of the city of Ternate. To conclude, the effort in increase the District Own Source Revenue can be done by implementing intensification and intensification of regional tax and retribution.
