The article presents an analysis of new risks for Russian youth associated with the development of digital finance. The goals of the article are: 1) to determine the existence of the problem of the formation of new risks for young people in the context of the development of digital finance; 2) to identify new risks; 3) to analyze the scale of existing risks associated with low digital and financial literacy of young people; 4) to create recommendations to minimize these risks. The study is based on statistical materials and reports of the Central Bank of Russian Federation and the National Agency for Financial Research. The foreign experience of state regulation of certain new economic relations resulting from the development of the digital economy was analyzed. The article proves the existence of threats to young people from fraudsters in the field of electronic payment systems, social commerce, new type of financial pyramids and unregulated gambling on the Internet. Young people belong to a social group with a fairly high level of risks in the field of financial technology and the digital economy. The main factors of such situation are:1) their high involvement in socio-economic relations in the digital environment; 2) lack of significant financial products and services experience; 3) perilous online behavior. The article reveals that the scale of the problem of the implementation of these risks among young Russians is quite large. In comparison with the risks, associated with fraud with bank cards, which are a problem for all age groups of the population, the risks of the development of illegal services for gambling and the use of methods of monetizing gaming applications based on loot boxes are problems inherent in young people

Young adults increasingly require good financial literacy to make the most of the opportunities provided to them. Unfortunately, existing financial literacy measures that may assist with targeting interventions show low reliability, ceiling effects, and a high level of abstraction. To address this, we designed and assessed the psychometric properties of a new measure specifically targeting young people, the Assessment of Economic and Financial Literacy (ASSET). We find it has better overall validity, reliability, and predictive power than existing measures. Using ASSET, we find that mathematical ability, calculator use (an example of deliberative thinking), gender, and socioeconomic status are key predictors of financial literacy. We recommend this more robust tool for use in financial literacy research to assess implications for guiding major financial decisions amongst young people.

The transformation of the socio-economic sphere based on the widespread use of information and communication technologies (ICTs) has allowed us to form fairly stable trends in the development of the digital economy in many countries of the world. The innovative system of economic relations in developed countries has shown its effectiveness. Digital technologies have an impact on the decision-making about what to produce and what to buy, digital markets have a short formation period, they have fewer entry barriers, they are more dynamic. The digital format of modern life leads to the development of new economic relations and to significant changes in the process of learning, professional activity, leisure activities, allows you to think differently, plan and make decisions. In Russia, in 2017, the program "Digital Economy of the Russian Federation" was approved, according to the strategic goals of which, the use of digital technologies should lead to an increase in the competitiveness and well-being of the country's population. The program provides for improving the level of management based on planning (strategic, tactical, operational), coordination, and monitoring the practical implementation of the goals set. Funding for the program is provided at the level of 100 billion rubles per year, the total budget for 2018-2024 is 1634.9 billion rubles. The article considers the target program "Digital Economy of the Russian Federation", determines the possibility of its practical implementation in the context of digital globalization and identifies the factors that hinder its development: the imperfection of the regulatory framework; low volume of digital technologies used in enterprises, insufficient level for their financing; insufficient level of digital competencies, technologies and readiness for technological breakthrough; "digital inequality" among the population of the country; insufficient targeted state funding of innovative digital companies and high cybercrime.

Traditionally, the annual report opens the World Professional Crimea Forum. Primarily, the speaker focuses on the concept of digital economy interpreted as the economic relations system based on the digital information and communication technologies. The Program “Digital economy of the Russian Federation” is reviewed. Several concepts, e. g. bitcoin and blockchain, Industry 4.0, New Internet, etc., are defined. The current problems of the Internet are examined, in particular, the lack of the single management and development center. The statistical data on the profile and involvement of the internet users is reported. Special attention is given to using Internet in Russia and the related problem of copyright in Russia and worldwide. The role of open access in building the knowledge environment and the role of the main contributors to the process, namely, publishers, libraries, educational institutions, are emphasized. Online education and accessible seamless education environment are specified as the main trends in education, The key vectors of developing knowledge content and its application in the digital environment are defined, these are: inclusiveness, artificial intelligence and green (sustainable) libraries, etc. The current situation in the global book market is evaluated on the basis of the results of the London Book Fair 2018. The project “The modern digital educational environment in the Russian Federation” is examined along with the projected results. The role of the National Electronic Library as the major innovative library project and the national information system is emphasized. The author concludes that the libraries of the future become an essential part of the national and global information infrastructure.

Financial literacy is a path to sustainability and has an important role in ensuring the financial sustainability of individuals, families, enterprises and national economies. The level of these economic indicators such as debt, payment discipline, savings and financial management all translate into prosperity or insolvency and bankruptcy and result partially from financial literacy. The higher the level of financial literacy, especially of young people, the more favourable the level of economic indicators, which translates into the economy and sustainable development. With this study we aim to determine the level of financial literacy of high school students in Poland and to determine whether financial literacy changes according to gender. The most important element that distinguishes our study from the others is that or study was carried out with a large sample of high school students with an average age of 15–16 years. In addition, the effect of gender on financial literacy at an early age was investigated, also comparing the wider themes to the so-called narrow themes. The results of the research demonstrated a good and partially very good, level of financial knowledge of the young people in Poland. 45.3% obtained an average level score and 43.8% achieved a high-level score in financial knowledge. This result shows that they can be rational in their financial decision making. However although, it is understood that gender makes a difference on financial behaviour and use of financial instruments, gender does not make any difference on the level of financial knowledge. Moreover, the financial literacy level of males is found to be higher than females.

This article examines the societal affairs arising from the digital economy and how these influence the system of state regulation. The authors propose and justify a structural model of a legal mechanism to regulate the digital economy based on results of a critical analysis of Russian Federation and European Union experiences. The research indicates the need to include both centralized and decentralized elements in a mechanism for such regulation and to reconcile these elements by balancing the legislative potential of private entities and the conservative justice approaches of legislators.

Purpose of the study: Since the new generation is the main entity of material and social benefits’ renewal process of any state, the article aims to identify the students’ attitude to the demographic situation in Russia. It is the younger generation of different age groups that is the main labor unit of the state population. Relevant is the fact that the issues of demography are a global challenge of self-organizing society.  The purpose of the article is to identify the students’ attitude to the demographic situation in Russia, as well as to consider various models of reproductive behavior. Methodology: The leading methods for the study of this problem is the survey method, which allows to make a qualitative analysis of the characteristics of the students’ attitude to the demographic situation in Russia and to establish the subjective position of students regarding demographic development. Results: The article reveals that the following administrative and legal measures contribute to the improvement of the demographic situation in the country (legislative acts regulating the marriage age, divorce, attitude to abortion and contraception, the status of mother and children in the divorce, working women’s labor regime); economic measures (paid leave, various benefits at child’s birth, preferential credit conditions if necessary, tax and housing benefits); educational measures (formation of public opinion, the core and standards of demographic behavior, determination of attitude to religious norms, traditions and customs, family planning policy, sexual education of youth). The authors established a high level of awareness of students about the demographic situation in the country; the presence of anxiety about this situation. Applications of this study: The data obtained in the work can be used in sociology, social psychology, political science, as well as for further theoretical development of this issue. Novelty/Originality of this study: The study revealed a high level of awareness of young people about the demographic situation in the country, certain anxiety about this situation. However, young people are not in a hurry to participate in the solution of demographic problems, referring mainly to the difficulties of material nature. This indicates the need for more careful consideration of measures of state support for young families, taking into account the research of their opinion on this matter.

The article analyzes the current system of currency regulation and control and reveals the structure of subjects of currency regulation and control. There have been proposed the changes necessary for adaptation to the conditions of the digital economy. There has been presented the scheme of the unified system of currency regulation and control, and defined its main elements. The retrospective illustrates the process of reforming currency control agencies and agents on the eve of Russia's transition to the digital economy. There have been revealed both current legal norms that determine the structure and functionality of subjects of currency regulation and control and bills related to the subject under study. The current state development program “Digital Economy of the Russian Federation” for 2017–2025 acting in the Russian Federation is found not to contain the procedure for state regulation of foreign exchange transactions in the digital economy and not to disclose the functionality of the regulatory authorities in the context of digitalization. The analysis of the work of Russian researchers, supplementing the theory and methodology of currency relations has been carried out. Currency regulation and control are studied from the perspective of the activities of the state bodies of the government, by means of administrative, legislative and organizational measures aimed at maintaining a stable external balance and sustainable economic growth. The concept and the nature of a smart contract is considered in detail, the principal differences (according to the criteria of the form, subject, settlements and fulfillment of other obligations of the transaction) of the smart contract from the foreign trade agreement in electronic form are given. There has been proposed the author’s vision of the future development of the subject structure of currency control and made an attempt to determine the direction of further reform

The digital economy in the Russian Federation as an independent structure began to form and develop not so long ago, but it is aimed at all spheres of society. The state places great emphasis on the development of this form of economic relations. The Industry 4.0 project shows us the scale of the digital economy in Russia. We can say that this is a full-fledged transition of the functioning of society’s life to the technological sphere. The purpose of digitalization is to automate all spheres of society, improve the social life of the population, simplify state control over the circulation of funds in the country, and more. Therefore, with the development of digitalization, it is important to identify the characteristics of enterprises in the aspects of electronic commerce.

State regulation of the agricultural sector is one of the main elements of increasing the efficiency of the country’s agricultural sector. The article discusses the problems of using the organizational and economic mechanism to regulate the agricultural sector in the Russian Federation, analyzes the issues of regulation of the agricultural sector in the context of the development of digitalization. State regulation of the development of the digital economy in agro-industrial sectors involves the development of the legal framework for access to information stored on the Internet of “things platforms”, the protection of the Russian segment of the Internet of things, for this it is necessary to create a closed network in the country and to solve the problems of import substitution in the context of a lack of domestic equipment. Implementation of state programs on digitalization of agriculture will be a link in the construction of the “Digital Economy of the Russian Federation”. In conclusion, priority directions for improving the mechanisms of state regulation of the agricultural sector are given.
