Thatcher’s refugees and Thatcher’s beneficiaries: discretionary migration in the 1980s

Author(s):
A. James Hammerton

This chapter scrutinises the paradox in the 1980s of the coexistence of flourishing discretionary migrations of affluence with deep recession and unemployment accompanying Thatcher government reforms. Some migrants labeled themselves ‘Thatcher’s refugees’, describing flight from austerity while pursuing new opportunities for self-improvement and mobility overseas. There was also a surge in migration of ‘professional and managerial’ classes, often attracted to inner-city living or to rural or coastal locations with emphasis on lifestyle changes and ecological values. Thatcher’s refugees coexisted with Thatcher’s beneficiaries, supporters who attributed success in Britain to government policies, and seized initiatives in new fields like Information Technology, easily adapted to global mobility. ‘Migration on a whim’ draws on stories illustrating the powerful emergence of casually adopted mobility in pursuit of ideological or political interests, global adventure and personal quests for transformations in lifestyle, love and spirituality. These could be effected successfully by tertiary educated migrants easily able to adapt their qualifications to demands of new countries and to satisfy restrictive visa qualifications. Their ease of mobility also translated readily into more cosmopolitan outlooks, skeptical of national loyalties and adopting ‘citizen of the world’ identities, attitudes that would deepen in the 1990s.

Progress in information technology that is so fast is expected to improve the quality of education in Indonesia. In the world of information technology education can help and support the learning process. Especially now all the learning process activities can be done online. Progress in information technology must also be supported by quality human resources. In this case the teacher is very instrumental in the utilization of information technology in the world of education. Because the teacher is one of the education supervisors who will encourage the advancement of the quality of education in Indonesia. But in reality the quality of teachers in Indonesia is inadequate. There are still many teachers who cannot use information technology in learning especially for teachers who are senior or old. As teacher supervisors, they must improve the quality of their performance in using technology. To improve the ability of teachers to use technology, ongoing training is needed to use technology. The role of the head of the school as a supervisor is also needed, namely the principal is obliged to supervise, control, and approach the teacher in terms of the use of technology in the learning process.

In many parts of the world, management of water resources and infrastructures is fragmented between agencies at multiple levels – state, provincial, and local – and sometimes between functions within individual agencies. Consequently it is often impossible to take a holistic view of the issues at hand to enable effective management of the resource or infrastructure – either because of the overhead of managing the coordination required, and/or because of politics between the different stakeholders. In their work for IBM, the authors created a concept of an information technology (IT)-enabled “collaboration platform” that integrates different water data sources with IT tools to enable multiple entities to maintain and share a “common operating picture.” This greatly assists with coordination and reduces politics to manageable levels. In this paper, the authors describe the collaboration platform and its benefits by reference to examples of such platforms in use, and propose a reference technical architecture for creating collaboration platforms.
