<table width="680" border="1" cellspacing="0" cellpadding="0" align="left"><tbody><tr><td valign="top" width="487"><p><strong>The Covid 19 pandemic case is sweeping the world, including one of them affected by the virus outbreak, the State of Indonesia. In dealing with this virus outbreak, each country takes different strategies. The Indonesian State pursues a large-scale social restriction policy. This study aims to explain the Covid 19 policy polemic and the efforts to handle it. The research method uses a normative juridical approach because it examines government policies in handling Covid cases, namely Law No.6 of 2018 and Government Regulation No.21 of 2020. Efforts to handle them, the government needs action that is fast and effective in dealing with the rate of spread of the Corona virus.</strong><strong></strong></p><p><strong> </strong></p></td></tr></tbody></table>

The world is now facing a novel pandemic caused by Covid-19, prompting countries, including Indonesia to take steps to contain gushing numbers of Covid-19 cases. The pillar of Indonesia’s response is enforcing a Large-Scale Social Restriction (LSSR) to minimize physical contacts in society, one of them through closing down schools and workplaces. Notary, as a member of society, is also obliged to maintain this social distancing policy and minimize meetings with clients physicaly. Such means is possible through Cyber Notary Concept, a concept where notaries do their jobs using various high technologies, including internet. Indonesian Regulation has mentioned this concept once in the Indoensian Notary Codes, but no further regulation follows to execute this concept. Author will be using the normative legal research method for this paper. This reasearch is aiming is to study the urgenciesof forming regulations regarding the practice of Cyber Notary to prop up the government in the attempt of surpressing the escalating numbers of those who are infected by the virus. Cyber Notary is one effective way to decrease physical contacts between notaries and their clients, because this kind of activities could be done with the technology of ellectronics, therefore following regulation is desperately needed.

PurposeCOVID-19 cases in Indonesia continue to increase and spread. This article aims to analyse the Indonesian government policies as a response in dealing with COVID-19.Design/methodology/approachThis article is a narrative analysis with the approach of a systematic literature review.FindingsThis article found that the Indonesian government responded slowly to the COVID-19 pandemic at the beginning of its spread in March 2020. The government then issued some policies such as physical distancing, large-scale social restriction (PSBB - Pembatasan Sosial Berskala Besar) and social safety net. These policies will only work if the society follows them. The society could be the key to success of those policies, either as the support or the obstacles.Practical implicationsThis policy analysis with literature review, conducted from March to July 2020 in Indonesia, provides experiences and knowledge in how to respond to the dynamic problems of public policy in dealing with the COVID-19 outbreak, especially in the context of a developing country.Originality/valueThe novelty of the article lies in the unique policy response in a diverse society. It suggests that the policymakers should pay more attention to the society’s characteristics as well as the mitigation system as a preventive measure and risk management to make clear policy in the society.

Islam as a religion wants its people to always maintain a balance between religiosity (al din) and worldly problems (al dunya). The relationship between the two describes something that is separate but inseparable (harmony). However, for modern society, this condition often creates contradictions, this condition was seen at the time of the Covid 19 pandemic. The implementation of Large-Scale Social Restrictions by the government in an effort to overcome the spread of the impact of Covid 19 to the community by limiting activities in mosques and allowing activities in the market to continue in fact responded by the community differently. The methodology used is qualitative by using social policy analysis. This paper tries to examine social policies towards the application of large-scale social restrictions on mosques and markets. In this paper, the sociology of law theory is used, namely Law is a social engineering tool which emphasizes that law becomes the commander who must bring change to society. The results obtained in the research are that the community responds to the large-scale social restriction policy differently, where the purpose of the policy is for the community to be expected to make changes by complying with the rules that have been set by the government, the conditions for rejection and various responses are caused by disharmony between implementation of policies with public awareness of the law.Keyword : Policy, large-Scale Restrictions and the sociology of law. AbstrakIslam sebagai agama mengkhendaki umatnya agar senantiasa menjaga keseimbangan antara religiusitas (al din) dan masalah keduniaan (al dunia). Hubungan keduanya menggambarkan sesuatu yang terpisah namun tidak bisa dipisahkan (harmoni). Namun bagi masyarakat modern kondisi tersebut seringkali justru menimbulkan pertentangan, kondisi tersebut nampak pada saat terjadinya pandemi Covid 19. Penerapan Pembatasan Sosial Berskala Besar oleh pemerintah dalam upaya penanggulangan penyebaran dampak Covid 19 kepada masyarakat dengan membatasi aktivitas di masjid dan membiarkan kegiatan di pasar tetap berjalan nyatanya direspon oleh masyarakat secara berbeda. Metodologi yang digunakan adalah kualitatif dengan menggunakan analisis kebijakan sosial, Tulisan ini mencoba menelaah kebijakan sosial terhadap penerapan pembatasan sosial berskala besar terhadap masjid dan pasar. Dalam penulisan ini dipergunakan teori sosiologi hukum yaitu Law is a tool social engineering yang menegaskan bahwa hukum menjadi panglima yang harus membawa perubahan terhadap masyarakat. Hasil yang diperoleh dalam penelitian adalah Masyarakat merespon kebijakan pembatasan sosial berskala besar tersebut secara berbeda, dimana tujuan kebijakan tersebut adalah untuk masyarakat diharapkan dapat melakukan perubahan dengan mematuhi aturan yang telah di tetapkan oleh pemerintah, kondisi penolakan dan respon beragam tersebut di sebabkan oleh ketidak harmonisannya antara penerapan kebijakan dengan kesadaran masyarakat terhadap hukum.Kata Kunci : Kebijakan,  Pembatasan Sosial Berskala Besar dan Sosiologi Hukum

The Covid-19 pandemic was taking place in almost all countries around the world. Along with the increasingly vigorous government strategy in tackling the spread of the corona virus that was still endemic until now, the government had started to enforce the Large-Scale Social Restrictions (PSBB) with the signing of Government Regulation (PP) No. 21 of 2020 about PSBB which was considered able to accelerate countermeasures while preventing the spread of corona that was increasingly widespread in Indonesia. The research method used was normative prescriptive. The government put forward the principle of the state as a problem solver. The government minimized the use of region errors as legitimacy to decentralization. The government should facilitated regional best practices in handling the pandemic. Thus, the pandemic can be handled more effectively. The consideration, the region had special needs which were not always accommodated in national policies. The government policy should be able to encourage the birth of regional innovations in handling the pandemic as a form of fulfilling human rights in the field of health. Innovation was useful in getting around the limitations and differences in the context of each region. In principle, decentralization required positive incentives, not penalties. Therefore, incentive-based central policies were more awaited in handling and minimizing the impact of the pandemic.

This study discusses the Covid-19 virus that is spreading in the world and its handling from the government and MUI after the implementation of new normal according to Islamic law. The government implements a large-scale social restrictions system (PSBB) or social distancing to break the chain of the spread of the covid-19 virus. The government has implemented new normal rules. MUI has issued a notice numbered Kep-1188 / DP-MUI / V / 2020 concerning new normalcy that will be applied by the government such as reopening places of worshipaccording to the health protocol. Nevertheless, this circular is a pros and cons for some people. The purpose of this study is to help the public understand whether the government and MUI circulars in tackling the plague after applying the new normal according to the Shari'a or actually contrary to Islamic Sharia. The research method is the study of literature literature with a normative approach and historical approach. The results of the study showed that the rules imposed by the government and MUI in dealing with the outbreak of Covid-19 pacsa new normal did not disregard Islamic law.

The government and business have become so reliant on IT that it is hard to imagine how they would function without it. It has become an ever-increasing resource with which organizations have created and sustained their competitive advantages. The IT sector basically consists of software and services, Information Technology Enabled Services (ITES) and the hardware segments which is called as projects. All these three have jointly contributed expansively towards the development and growth of all the countries in the world. Out of these, the software projects and services industry itself is a trillion dollar industry contributing tremendously towards the growth of the world economy. It has not only helped in generating large scale employment in number of countries but has also helped a number of developing nations to take a step forward towards developed nations.

The corona virus or what is known as Covid-19 is an infectious disease caused by a new type of coronavirus that was discovered at the end of 2019 in the city of Wuhan, China, which has spread throughout the world, has killed hundreds of people and infected tens of thousands of others. Previously, Indonesia was one of the countries that had not been infected, and finally in February the corona virus entered Indonesia. The spread of the corona virus causes panic among Indonesian people. The purpose of this study is to uncover legal sanctions against state officials who violate health protocols during the COVID-19 pandemic. The research method used is a normative legal research method where the reference is based on a conceptual approach to legislation. Sources of materials and laws used are primary and secondary. The data collection technique used is to collect references related to research. Furthermore, the data will be processed and analyzed using legal data processing methods systematically. The results of this study indicate that cases of spread and death rates caused by the corona virus are now increasing quite rapidly, a number of countries have even taken action by prohibiting every citizen from traveling abroad or receiving visits from foreign nationals (lockdown). In order to deal with the unrest experienced by the Indonesian people and efforts to prevent the transmission of the corona virus which is increasingly increasing the number of positive patients, the government issued several regulations or policies, namely Government Regulation of the Republic of Indonesia Number 21 of 2020, concerning Large-Scale Social Restrictions. (PSBB) in the context of accelerating the handling of the 2019 coronavirus disease (covid-19).

After the implementation of Large-Scale Social Restrictions, Pekanbaru City enters the New Normal condition based on the Pekanbaru Mayor Circular regarding the new normal life order. The new life order policy or New Normal actually led to an increase in COVID 19 cases, therefore the Pekanbaru City Government issued a micro-scale social restriction policy, especially in sub-districts that were considered to have the highest rate of spread of COVID 19. This study aims to determine the urgency of micro-scale social restriction policy. The method in this research uses qualitative methods by collecting data sources from legal products, articles and news from the mass media as well as interviews with research sources. The results of this study indicate that the urgency of the presence of this Micro-Scale Social Restriction policy is seen in two ways. First, as an initial step for community habituation in facing the new life order or the new normal. The community is not ready to live in a new normal framework so that less-reaching habituation is needed, namely micro-scale social restrictions. Second, the micro-scale social restriction policy was able to reduce the number of health protocol violations. However, it turns out that the decrease in the number of health protocol violations has no correlation with the decrease in the number of positive COVID cases. For 2 reasons, the implementation of this policy was in fact ineffective in suppressing the spread of COVID 19 in Pekanbaru City so that its enforcement was stopped.

ENGLISHThe implementation of Large Scale Social Restriction (PSBB) is one of the efforts taken by several local governments, including Sidoarjo Regency, to break the chain of COVID-19 spread. Millennials, whose age ranged from 20 to 40 years in 2020, are interesting to be studied due to their large population. In addition, they have high proficiency in information technology. This study aimed to figure out the perception of the millennials in Sidoarjo District regarding the implementation of PSBB in that area. It utilized the google form platform to create an online questionnaire then the link was sent through WhatsApp groups. 276 Millenials were involved in this study as respondents. Quantitative and descriptive meth-od was applied to analyze the data and then presented in tables and figures. The study showed 84,78% of respondents stated that they agreed with PSBB implementation; 76,45% of respondents perceived that PSBB practice was not optimal yet; 75,00% recognized that community obedience in PSBB practice was relatively low. Millenials concluded that the factors that determined community obedience in PSBB implementation were sanctions enforcement as well as direction from law officers and the government. INDONESIAPemberlakuan PSBB (Pembatasan Sosial Berskala Besar) merupakan salah satu upaya yang ditempuh beberapa pemerintah daerah, termasuk Kabupaten Sidoarjo untuk memutus rantai persebaran virus SARS-CoV-2. Generasi milenial adalah kelompok penduduk yang berada pada rentang usia 20-40 tahun di tahun 2020. Kelompok ini menarik untuk diteliti karena dominan secara demografi dan memiliki penguasaan terhadap teknologi informasi. Penelitian ini bertujuan mengetahui persepsi generasi milenial Kabupaten Sidoarjo terhadap pemberlakuan PSBB di wilayah tersebut. Penelitian memanfaatkan platform google form untuk menyebarkan kuesioner secara daring dan link kuesioner disebar melalui grup Whatsapp. Jumlah responden yang terlibat dalam penelitian adalah 276 orang. Metode deskriptif kuantitatif digunakan untuk menganalisis data dan ditampilkan melalui tabel dan grafik. Hasil penelitian menunjukkan bahwa sebanyak 84,78% generasi milenial menyatakan setuju terhadap pemberlakuan PSBB; 76,45% memersepsikan pemberlakuan PSBB kurang optimal; dan 75,00% menyatakan kepatuhan masyara-kat dalam melaksanakan PSBB masih rendah. Generasi milenial memiliki persepsi bahwa hal-hal yang meme-ngaruhi kepatuhan masyarakat selama pemberlakuan PSBB, antara lain adanya sanksi dan arahan dari aparat kea-manan maupun pemerintah.

In 2020 coronavirus (covid-19) has shocked the world. This virus attacks the immunity of a person's body and the spread of this virus is very fast. The weakening of the Chinese economy due to the co-19 epidemic certainly had a significant impact on the world, because China is a country that is very influential in the world economy. Many various countries were affected by co-19, including Indonesia. This co-19 outbreak is one of the causes of the decline in people's economic capacity. Many companies suffered losses due to the impact of the covid-19 outbreak, the impact experienced one of them in the field of creative industries, many industries had to close because they were affected by the covid-19. One example of industries that are affected by covid-19 is the batik industry typical of Sumenep. In addition to industry, the tourism sector was affected, many tourist sites were closed due to the co-19 impact which did not allow the public to gather in many crowds. The government has made several efforts to reduce the spread of this epidemic by implementing Large-Scale Social Restrictions or commonly called PSBB in almost all areas according to government regulations. The research method used in this study is to use a qualitative perspective method where this research was conducted with the aim of developing and improving Sumenep batik craftsmen during the covid-19 pandemic. The government has made several efforts to reduce the spread of this epidemic by implementing Large-Scale Social Restrictions or commonly called PSBB in almost all areas according to government regulations. The research method used in this study is to use a qualitative perspective method where this research was conducted with the aim of developing and improving Sumenep batik craftsmen during the covid-19 pandemic.
