In today’s modern world, more than ever before, students are faced with entrepreneurship based on the use of information and communication technology (ICT) as a reasonable and justified career choice. Whether their career choice would be successful or not depends a lot on the level of system support through entrepreneurial ecosystem during their education.The main objective of this paper is to present the current assessment, indicate the problems and possible solutions regarding the entrepreneurial infrastructure, culture and potential of higher education institutions in Banja Luka, Bosnia and Herzegovina. To achieve this, we have researched the level of the system support to students for development and launch of their ICT based start-ups during and after their university education respecting different educational profiles and demographic characteristics.The research covers the sample of 436 students from seven higher education institutions in Banja Luka at their bachelor studies and includes focus groups, survey, descriptive and inferential statistical methods.We have found significant discrepancy between university ICT programs and infrastructure and student needs. For instance, a quite large number of students interested in ICT industry attended some kind of informal education from this domain and at the same time they were unaware that those and similar programs were freely available at their universities. In this paper we have identified those and similar gaps and compared our research results with similar results in other countries.

The author reveals the necessity of introducing into the educational and professional programs of preparation of masters of non-pedagogical specialties of the discipline "Didactics of higher education". Formation of pedagogical competences of the teacher of the higher school will allow the future specialists professional activity in the institutions of higher education. The article reveals the essence of didactic competence and peculiarities of its formation in higher education students in the current conditions of organizing the initial process. The competency approach should permeate all aspects of student training. Therefore, a special (didactic) competence should be included in the list of the graduates' learning outcomes. The didactic competence is the ability to apply knowledge of psychology and pedagogy (didactics) in the educational process of higher education institutions. In the orientation of the educational and professional program of the master of non-pedagogical specialties it is necessary to enter competencies that allow him to engage in teaching activities. General competences add to the ability to carry out pedagogical activities using innovative educational technologies, and special competences add to the ability to organize the educational process and carry out scientific research in order to solve topical problems of the theory, methodology, organization and practice of higher education students. One of the most important compulsory (normative) disciplines that enable the future specialist to teach special and professional disciplines in higher education institutions should be "Didactic of Higher Education". This is the main feature of forming didactic competence in higher education institutions. But the competent approach in higher education does not come down to a separate discipline, but because the phenomenon of integral and dynamic develops in the process of formal, non-formal and informal education and is in constant development and self-development. All stages of preparation of the master of non-pedagogical specialties for teaching activity should be directed on achievement of the main purpose of the educational process — formation of pedagogical competences of applicants of higher education.

There is a demand for transformation in higher education. Undergraduates need to be taught critical thinking, an essential skill that should be central to the mission of all educational institutions. Critical thinking is a key focus of academic interest among researchers in the field of pedagogy and methodology. Despite this, there is still a lack of sufficient information on approaches, methods, techniques, and means of incorporating critical thinking skills in the classroom environment at the tertiary education level. The purpose of this paper is to provide a comprehensive review of the hands-on experiences of some European and Asian universities in promoting critical thinking education using a range of academic models. The review shows that critical thinking has already been integrated into many major tertiary education programmes in both European and Asian universities. Further, majority of the academic models implemented are transferable and flexible. The results confirm that in terms of content, methods, and technologies, university education is focusing on cultivating the higher order skills necessary for innovative professional activities in modern world.

Modern world trends in education are aimed at the digital transformation of educational institutions. Traditional approaches to higher education institutions informatization through their automation no longer meet the requirements of the time. Therefore, new approaches are needed, based on the digitalization of educational processes aimed at creating digital universities. For this purpose, the current state of information systems in higher education institutions use and the issue of higher education institutions digital transformation were studied. The problem of automation tools separation was revealed, which does not allow to effectively implement digitalization projects, does not allow to create a single system of building digital universities. It is proposed to solve the digital transformation of higher education institutions problem based on the use of concentric information technology developed in this study, which integrates all information bases, methods and means of solving functional problems into a single digital space to maximize information needs of higher education institutions. This technology is based on the following developed in the study: 1) concentric model of information technology of digital transformation of higher education institutions, which allows to integrate methods and tools of information management to create a single higher education institutions digital space; 2 functionally independent method of information management of higher education institutions, which allows to create universal tools of informatization, which are independent of the composition and specifics of the construction of the created tools of solving functional problems; 3) interlayer information interaction methods, providing reflection in the processes of each of the layers of changes in the information environment of neighboring layers. The results of the study were used in the construction of information and analytical system of the university educational activities support, which was developed and implemented at Cherkasy State Technological University.

The article examines the stages of implementation of the main aspects of university autonomy, in particular the organization of student governance in domestic higher education institutions. It is necessary to realize that the creation of effective student government is a key condition for building a domestic system of higher education in accordance with the best practices of the European educational space. It is determined that in the process of restructuring higher education through the formation of university autonomy, students should be considered as a full partner in the process of modernization of the domestic higher education system. It is established that the work of student government should significantly expand its scope and be more active in developing key issues of organization and content of university education. The main points of formation of student self-governance in Ukrainian HEIs are determined and a comparative analysis of the key principles under which European universities operate is carried out. The authors analyzed the Law of Ukraine «On Higher Education», in particular in terms of organizing the work of student government. The main issues of student self-governance, which are reflected in the statutes of higher education institutions, are summarized. The article shows the results of the study conducted during the research «Implementation of university autonomy in the context of decentralization of HEIs, the democratization of the educational process, increasing responsibility for the quality of education». The stance of the students to the process of the autonomy of educational institutions in general is studied. The information on the respondents’ awareness of the regulatory framework is summarized. The degree of activity of student self-government bodies in solving issues of improving the educational process is analyzed. The proposals of the participants of the online survey on the next stages of activity for the successful implementation of university autonomy have been studied.

The article deals with the theoretical analysis of the problem of internationalization of higher education in the context of introducing reforms of the Bologna process in the European region and, in particular, in Ukraine; the historical periods of formation of the internationalization of higher education from the moment of the first European universities emerged; it was determined that universities at their institutional level are important participants in internationalization and, in accordance with local specifics, their understanding of the objectives of ensuring the quality of education and development priorities must develop their own strategies for internationalization; on the example of the Grinchenko University it is substantiated that the development of the institutional strategy of internationalization is one of the key priorities of the development of university education in Ukraine. Modern information and communication technologies, the rapid development of distance learning, the growing popularity of Internet universities form a single world educational market in which higher education institutions from different countries of the world, without restricting themselves national borders, offer their services in conditions of strict international competition. The processes of Ukraine’s integration into the world educational space, in particular its accession to the Bologna Process, determine the creation of a competitive sphere of Ukrainian higher education. The urgency of the problem of internationalization, which reflects the idea of openness of education and science in the world and has significant modernizing potential, lays the foundation for its scientific reflection on the integration into the national context of the best international standards of higher education quality. These imperatives should serve as a guideline for the institutional strategy of internationalization as a key priority for the development of university education in Ukraine in order to increase the competitiveness of Ukrainian higher education institutions and their integration into the European educational space.

The article deals with the complex and multistage system of higher education of the French Republic. The structural features of higher education in France, its complex and multi-stage system has been considered. Attention is drawn to the role of the state in the field of higher education in France. The importance of the development of education for the national development of the country and civilization as a whole has been stressed. A strong centralized presence and role of the state in the field of education in France has been noted, in particular in the organization of the educational process and in financing the education sector, as well as in determining the fundamental principles of the educational process, the details of the curriculum at all levels of education, the organization of the procedure for receiving teachers, determining the content, recruitment teachers who become public officers, ensuring their continuing education; recruiting and training inspectors responsible for quality control of the education system; funding public education and subsidizing “private schools under contract”. The article focuses on the constant attention of the state to the problems of education. It highlights the openness of the French system of higher education and its accessibility for most of the population. The features of France’s higher education management system and the specifics of its legislative framework have been disclosed. Four Legislative Acts of the Ministry of Education are characterized, played an important role in its functioning. A more democratic and collegial management of universities for today has been noted. The relevance of the study of the structure and legislative framework of university education in France has been grounded. The types of higher education institutions in France and their features in the context of development trends have been investigated. The current stage of development of the system of French university education and the features of structural transformations have been considered. The features of the functioning of universities, “grand schools” and private higher education institutions have been disclosed. The article draws attention to the achievement of the French system of higher education and its uniqueness. The role and place of large schools in the system of higher education in France have been highlighted. Leading elite schools and universities have been mentioned, as well as the conditions for entering them. Attention was paid to the almost equal quality of education in the capital and in the province.

The article refers to the issue of journalism education at university, in terms of the philosophical categories of meaning and truth. The author analyses the curricula of selected Polish higher education institutions in the majors of journalism and social communication, and refers to studies on education in journalism ethics in Poland conducted in 2015–2016. In his academic reflection, he indicates the inadequacy of university education for the proper preparation of journalists for fulfilling their profession when faced with the challenges of the modern era.

У статті відстоюється положення, що духовну безпеку населення України здатне забезпечити лише демократичне правове суспільство, побудоване на основі правової компетентності та соціальної дові-ри його громадян, вияву високої громадянської позиції; одним із перспективних шляхів підтримання у суспільстві сталості і духовної безпеки, втілення ідей рівності і недискримінації є підвищення рівня правової культури та освіченості.Вищу освіту розглянуто як чинник розбудови правової держави, де правова культура громадян тісно пов’язана з усіма елементами правової системи формування правової культури молоді. Формування правової культури студентства визначене як тривалий процес, що реалізується в основному у середо-вищі ЗВО, визначає ступінь і характер правового розвитку особистості в суспільній правовій культурі, тісно взаємопов’язане з правовою освіченістю людини, зокрема, її розвиненою правосвідомістю, вмін-нями і навичками реалізовувати свої права, підпорядкувати поведінку вимогам правових норм.На основі аналізу наукової літератури встановлено, що складниками правової культури студентства є: повага до правових норм суспільства; наявність дієвих правових знань, норм права; висока культура, широка ерудованість; правові навички щодо реалізації суб’єктивних прав і свобод; особисто вмотиво-вана стала правомірна поведінка; громадсько-правова активність.Доведено, що у середовищі ЗВО є потреба у створенні цілісної системи формування правової куль-тури студентства із застосуванням різноманітних механізмів заохочення громадянської активності молоді, поширення студентського самоврядування, розвитку форм волонтерської діяльності та взаємо-допомоги. Визначено й охарактеризовано основні структурні компоненти системи формування право-вої культури студентської молоді у ЗВО: цільовий (формування всіх складників правової культури сту-дентства на основі принципів поінформованості та знань, доступності правової допомоги і підтримки, індивідуального підходу та толерантного ставлення; дотримання безпеки); суб’єкт-суб’єктний (надава-чі освітніх послуг, споживачі освітніх послуг, а також освітні стейкхолдери); організаційно-змістовий (зміст навчання студентів, специфіка виховної роботи та рівень студентського самоврядування тощо). The article defends the position that the spiritual security of the Ukrainian population can be ensured only by a democratic legal society, built on the basis of legal competence and social trust of citizens, the demonstration of a high civil position. One of the perspective ways to maintain sustainability, spiritual security in society and the implementation of the ideas of equality and non-discrimination is to increase the level of legal culture and education.High education is seen as a factor in building the rule of law, where the legal culture of citizens is closely linked to all elements of the legal system of youngsters’ legal culture. Students’ formation of the legal culture is defined as a long process, implemented mainly in environment of high education institutions. It determines the degree and character of individual’s legal development in public legal culture. Its closely interrelated with the legal personal education, including developed legal awareness, skills and abilities to realize own rights, and subject behavior to the requirements of legal norms.Based on the analysis of the scientific literature, the components of students’ legal culture are established. These are: respect the legal norms of society; availability the effective legal knowledge, legal norms; high culture, wide erudition; legal skills in the exercise of subjective rights and freedoms; personally motivated constant lawful behavior; social and legal activities.It is proved that there is a need to create an entire system of forming the students’ legal culture with the use of various mechanisms to encourage civic activity of young people, the spread of students’ government, the development of forms of volunteerism and mutual assistance. The main structural components of the system of formation students’ legal culture in higher education institutions are defined and characterized. Objective component (formation of all components the students’ legal culture on the basis of awareness and knowledge principles, availability of legal assistance and support, individual approach and tolerant attitude; safety). Subject-subjective component (providing the educational services, consumers of educational services, as well as educational stakeholders). Organizational and maintenance component (content of students’ education, specifics of educational work and the level of students’ self-government, etc.).
