Village Savings and Loans Associations (VSLAs), have the aim of reducing poverty and creating assets to rural dwellers who have limited access to formal finance due to high collateral requirements. However, since the implementation of VSLAs in the Garu and Tempane districts for over a decade, there is inadequate evidence as to the impact of VSLAs on the lives of the participants. Not only that, there is the need to find out the current and anticipated challenges faced by the participants in the program. This study analyzed the effect of VSLAs on the income of households in Garu and Tempane districts. Data was collected from 100 respondents, 50 direct beneficiaries and 50 non beneficiaries from 3 and 2 communities in Garu and Tempane districts respectively. A Heckman treatment effect model was used to analyze the determinants of participation and the effect of participation on income. The results showed that participants of the VSLA program had an annual income of about GH₵ 2016.60 more than the non-participants. Decision to join VSLAs is mainly influenced by age, the years a respondent spends in the community, the number of active labor force in a household and whether a respondent is a native or migrant. However, based on the challenges identified, it is recommended that the government and other institutions interested in rural development should institute appropriate policies that will help enhance participation in the program. Also, the associations should enforce tougher sanctions on members who absent themselves from meetings without prior notice.

Kajian ini bertujuan untuk menganalisis dampak pembentukan Atase Perdagangan (Atdag) dan Indonesian Trade Promotion Center (ITPC) terhadap kinerja ekspor non migas Indonesia. Metode yang digunakan adalah random effect model fungsi permintaan dengan menggunakan nilai ekspor non migas Indonesia dan pangsa ekspor non migas Indonesia di negara mitra dagang sebagai indikator-indikator yang menggambarkan kinerja ekspor Indonesia. Kajian ini menunjukkan bahwa keberadaan Atdag dan ITPC memberikan pengaruh positif dan signifikan terhadap peningkatan ekspor Indonesia. Nilai ekspor dan pangsa ekspor non migas Indonesia di negara mitra dagang dimana terdapat Atdag dan ITPC lebih tinggi jika dibandingkan dengan negara mitra yang belum terdapat Atdag dan ITPC. Di samping itu, besaran anggaran yang diterima oleh para perwakilan perdagangan juga memiliki pengaruh positif dan signifikan terhadap kinerja ekspor Indonesia. Dengan demikian, penguatan dan pengembangan Atdag dan ITPC penting untuk dilakukan dalam rangka peningkatan ekspor Indonesia baik melalui peningkatan besaran anggaran dan atau penambahan jumlah perwakilan perdagangan Indonesia di luar negeri. This study analyzes the impact of establishing The Indonesia’s Trade Attaché (Atdag) and The Indonesia's Trade Promotion Center (ITPC) on Indonesia’s non-oil exports performance. The method used in this study is random effect model of demand functions using  non-oil and gas export value, and  non-oil and gas export share of Indonesia in trading partner countries as the indicators of Indonesia’s export performance. The results indicate that the presence of Atdag and ITPC  gave a positive and significant effect to improve exports. The value of Indonesia’s non-oil and gas exports, and the share of Indonesia’s non-oil exports with some partner countries of Atdag and ITPC are higher compared to countries without Atdag and ITPC. Moreover, the amount of budget received by the trade representative also has a positive and significant effect on the export performance.Therefore, the government should strengthen and develop Atdag and ITPC in order to boost export by increasing the budget and the number of trade representatives abroad.

The study titled ‘Comparison of pupils’ completion rate before and during 2006/2007 school feeding programme in selected public primary schools in Rivers State, Nigeria was carried out to determine the impact of the feeding programme on the pupils’ completion rate. The study compared the completion rate of pupils before and during the feeding programme and also investigated the completion rate on the bases of boys and girls as well as urban and rural pupils. Out of 868 schools in Rivers State, 44 schools were randomly selected for the study.  The Head teachers of the selected schools were requested to supply relevant records of the pupils’ enrolment, dropout, return and completion rates using the admission and attendance registers as well as the result schedules.  The figures generated from the records were analyzed using simple percentages. Based on the analysis, the study established that completion rate during the feeding programme was higher than when there was no feeding among pupils in Rivers State. The study further established that there was no significant difference between the completion rates of the urban and rural pupils during or before the feeding programme and also established that more males completed primary education than females during the feeding programme in Rivers State. It therefore recommended that the government should re-introduce the feeding progamme and also carry out enlightenment campaign among the rural dwellers to enable them fully utilize the opportunity as well as seek for participation of philanthropists in funding the programme in all the nooks and crannies of the state so that all and sundry shall benefit.

Abstract:Many scholars have concluded, perhaps prematurely, that information and communication technologies (ICTs) are inherently empowering for Africans. In order to look more closely at the impact of ICTs on relationships and society, this article focuses on everyday life. Specifically, it uses ethnographic methods and the theory of “affordances” to illuminate the use of cell phones among Bulsa of Ghana’s Upper East Region. While cell phones help users connect with distant loved ones, they also plant seeds of alienation between users and those who remain physically present. These changes are evident in new body habits and in social behaviors that would be culturally unacceptable in face-to-face interactions but are largely excused in the interventions of the virtual world.

This study empirically examines the impact of the tourism endowments, institution quality, and its sub-components on inbound tourists in the Association of Southeast Asia Nation (ASEAN) member states using the fixed-effect model and panel data set from 2007–2017. The results show that the tourism endowment index and institution quality are essential factors that encourage inbound tourists to visit individual ASEAN member states. I further examine inbound tourists’ responses to each sub-component of institution quality. I corroborate that most of the sub-components of institution quality play an essential role in promoting inbound tourism in individual ASEAN member states. Other variables, such as China’s GDP per capita, foreign direct investment (FDIs), and single-entry visa schemes, show positive and significant impacts on inbound tourists in individual ASEAN member states. Therefore, these results aid the government and the policymakers in ASEAN member states to provide additional, appropriate tourism strategic development plans and policies.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

Subject. The paper considers national projects in the field of transport infrastructure, i.e. Safe and High-quality Roads and Comprehensive Plan for Modernization and Expansion of Trunk Infrastructure, and the specifics of their implementation in the Rostov Oblast. Objectives. The aim is to conduct a statistical assessment of the impact of transport infrastructure on the region’s economic performance and define prospects for and risks of the implementation of national infrastructure projects in conditions of a shrinking economy. Methods. I use available statistics and apply methods and approaches with time-series data, namely stationarity and cointegration tests, vector autoregression models. Results. The level of economic development has an impact on transport infrastructure in the short run. However, the mutual influence has not been statistically confirmed. The paper revealed that investments in the sphere of transport reduce risk of accidents on the roads of the Rostov Oblast. Improving the quality of roads with high traffic flow by reducing investments in the maintenance of subsidiary roads enables to decrease accident rate on the whole. Conclusions. In conditions of economy shrinking caused by the complex epidemiological situation and measures aimed at minimizing the spread of coronavirus, it is crucial to create a solid foundation for further economic recovery. At the government level, it is decided to continue implementing national projects as significant tools for recovery growth.

Subject. We assess the impact of tight financial and monetary policy of the government of the Russian Federation and the Bank of Russia on the level of household income and poverty reduction in Russia. Objectives. The purpose of the study is to analyze the results of financial and monetary policy in Russia and determine why the situation with household income and poverty has not changed for the recent six years, and the GDP growth rate in Russia is significantly lagging behind the global average. Methods. The study employs methods of analysis of scientific and information base, and synthesis of obtained data. The methodology and theoretical framework draw upon works of domestic and foreign scientists on economic and financial support to economy and population’s income. Results. We offer measures for liberalization of the financial and monetary policy of the government and the Central Bank to ensure changes in the structure of the Russian economy. The proposed alternative economic and financial policy of the State will enable the growth of real incomes of the population, poverty reduction by half by 2024, and annual GDP growth up to 6 per cent. Conclusions. It is crucial to change budget priorities, increase the salaries of public employees, introduce a progressive tax rate for individuals; to reduce the key rate to the value of annual inflation and limit the bank margin. The country needs a phased program to increase the population's income, which will ensure consumer demand.
