The need to harmonize national and international statistical practices in data collection and presentation is based on the desire for comparability of information. In the Russian Federation and the countries of the European Union, a different approach is used to organize and present the results of statistical observation of the tourism industry, including with respect to the classification of accommodation facilities for tourists, tourist trips according to their purposes. In Russia, they do not collect information on identifying the reasons why the citizens of these countries do not take part in tourism, nor do they register quality characteristics. Analysis of international experience shows that tourism statistics receive a lot of attention, with the focus on polling tourists and collective accommodation facilities. In the Russian system of statistical observation in the field of tourism, despite its constant improvement, there is still an acute shortage of data obtained on the basis of regular sample surveys.

Introduction. The problem of the effectiveness of the pedagogical education system remains one of the most discussed topics in modern professional discourse. A large proportion of leaders of the educational industry and representatives of the expert community are convinced that graduates of pedagogical universities and colleges are not sufficiently prepared for independent professional activity and deflect from work in their field. The refusal of graduates to be employed by occupation is associated mainly with the poor quality of students’ practical training in universities. Criticising the low attendance rates of young professionals in schools, analysts often ignore the conditions of employment in educational institutions. Meanwhile, the appearance of a new form of statistical observation of OO-1 and OO-2 on open access makes it possible not only to track the results of employment of graduates of the vocational education system in schools across the country, but also to compare them with the conditions for hiring: the current workload on staff and the level of teachers’ salaries.The aim of the present research was to find the dependence of the results of pedagogical graduates’ employment by occupation on the conditions of employment in schools: the level of teachers’ salaries and workload in the regions of Russia.Methodology and research methods. The research methodological framework is a structural approach based on applied research procedures (observation, description, comparison, counting, measurement, modelling, etc.), according to which general scientific (comparative, retrospective analysis, systematisation, generalisation) and statistical research methods (statistical and correlation analysis, etc.) were employed. The analysis of official documents of educational authorities of different levels and educational institutions, scientific publications and forms of federal statistical observation of OO-1 and OO-2 was conducted. The processing of regional educational statistics was carried out using the Online Analytical Processing technology, which makes it possible to obtain OLAP cubes and form analytical slices in accordance with emerging research tasks. The slices were studied in detail using the Analysis ToolPak addin procedures and the statistical functions of the Excel library. In the course of the analysis, the authors performed the calculation of measures of the statistical relationship between the studied variables and their graphic visualisation.Results. This study established a high level of pedagogical labour market segmentation by territorial and qualification-age criteria of employees. The effects of influence on the part of state and public institutions and practices, leading to systematic discrimination of certain groups of educators, were revealed. Regional data provide the examples of discrimination against young teachers in remuneration, both in the process of employment due to the lack of qualification grades, and in the process of work, as a consequence of the inaccessibility to payments from the incentive part of the salary fund of schools. It is shown that the improvement of the results of pedagogical graduates’ employment by occupation is related to the improvement of the wage system, increasing the base rates and reducing the intra-industry differentiation of earnings among workers of different ages.Practical significance. The authors are convinced that this article will clarify the approaches for adjusting the mechanism for distributing the wages fund of schools, develop measures to attract young people to teaching and ensure the elimination of the shortage of personnel in the education system.

The article is devoted to the features of preparation the new form of federal statistical observation 2021 TZV-budget. The Order of Rosstat of 15.07.2021 № 420 «About the statement of a form of federal statistical observation the № TZV-budget «Data on expenses of the budgetary, autonomous and state institution for 2021» which shows this form and reveals features of its preparation is analyzed. It is noted that if the standard expenditure columns do not cover 90% of the expenses of the organization for each of the presented types of expenses, the institution is itself obliged to show the most significant expenses of this direction when completing the form. Features of control over correctness of this reporting form filling out by means of check of presented control ratios are disclosed. Dates of submission of this form and liability for its non-submission are considered.

This paper aims to develop a theory of statistical observation in terms of scientific and methodological approaches to processing big data and to determine the possibilities of integrating information resources of various types to measure complex latent categories (using the example of social comfort) and to apply this experience in practice through the use of the financial situation indicators in forecasting. The authors have built a social comfort model in which the choice of weights for its components is based on a modified principal component analysis. The assessment is based on Google Trends data and official statistics. Google Trends data analysis methods are based on the development of an integrated approach to the semantic search for information about the components of social comfort, which reduces the share of author’s subjectivity; methodology of primary processing, considering the principles of comparability, homogeneity, consistency, relevance, description of functions and models necessary for the selection and adjustment of search queries. The proposed algorithm for working with big data allowed to determine the components of social comfort (“Education and Training”, “Safety”, “Leisure and free time”), for which it is necessary to directly integrate big data in the system of primary statistical accounting with further data processing and obtaining composite indicators. The authors conclude that a stable significant correlation has been found for the “Financial Situation” component, which makes it possible to use it for further calculations and extrapolation of financial indicators. The scientific novelty lies in the development of principles and directions for the integration of two alternative data sources when assessing complex latent categories. The findings and the results of the integral assessment of social comfort can be used by state statistics authorities to form a new type of continuous statistical observation based on the use of big data, as well as by executive authorities at the federal, regional and municipal levels in terms of determining the priorities of socio-economic policy development.

The article analyzes the migration relations of Ukraine and Russia in comparison with the migration relations of Ukraine and the countries of the community. The data of statistical observation of Ukraine and various host countries on migration processes from Ukraine, as well as the results of the author’s sociological study of the direction, motivation and prospects for the movement of citizens of Ukraine are presented. Conclusions are drawn about the use of demographic threats in connection with the increased outflow of citizens from Ukraine and the consequences of the transformation of Ukrainian migration flows for Russia.

Since 2008, Russia has been conducting special surveys on the occupational structure of employed in the form of a federal statistical observation «On the number and needs of organisations for employees by professional groups». The present study aims to assess the data obtained from this observation for 2008–2018, as well as to compare the methodologies of Federal State Statistics Service (Rosstat) and the International Standard Classification of Occupations (ISCO-08). The impact of such relevant skills as emotional intelligence and data literacy on vocational training and the emergence of new professions associated with information economy is discussed. The comparative analysis demonstrated that the economy demands highly-qualified specialists in all Russian regions. Simultaneously, the research revealed the impossibility of considering the specificity of regional structures due to the insufficiency of information for predictive assessments of structural changes and the lack of data on occupations in small business and financial and social insurance sectors. According to the analysis of the dynamics of vacancies for various groups of occupations, the linear trend in the total amount of vacancies tends to decrease. The absence of relevant regional data prevents an in-depth analysis of regional differences and the construction of econometric models to identify the reasons for these differences. Additionally, it is impossible to assess the determinants of the lack of qualified staff by professional groups in Russian regions without these data. The study concludes that researchers and experts, using the Rosstat methodology, should not synonymise the concepts of occupation, speciality and type of activity. The research results can be used to expand Rosstat’s survey of occupations, in particular, its database for Russian regions, as well as to improve the methodology for statistical observation of occupational structure of the employed.

The article offers methodological approaches and recommendations for creating an information database from various information sources for the organization of statistical provision in the implementation of marketing research of the car service market, in conditions of changing consumer behavior. The object of study is the relationship process between the subjects of marketing activities of the car service market. The purpose of study is a theoretical justification of methodological approaches and the development of practical recommendations for the creation and operation of statistical provision for marketing research of the car service market. Research methods - generalization, systematization, comparison, observation, analysis, synthesis, scientific abstraction. The collection of primary data involves organization and conduction of statistical observation, the selection of information sources and methods for marketing research is determined by the characteristics of the studied segment of the car service market. Creating an information base is the accumulation of information from various sources in several stages. The article provides the classification of information in marketing research from various sources. Formation of information about companies and customers, enough general economic information, computer databases that contain a list of service stations, their details, information about the types of services they provide to their customers, etc. From internal sources of information, namely the number of concluded agreements for the maintenance of corporate cars, information on the number of customers, the volume of services provided, the number of invoices, the structure of orders. Analyzing the classification of service stations in the car service market, we conclude that they differ significantly from each other, so it is necessary to organize a selective stratified statistical survey covering all groups of enterprises and customers depending on the share of each group, which will form a complete and reliable information base of marketing research data. Methodical approaches and practical recommendations will allow marketers to better organize statistical observation, to form an information base of marketing research of the car service market. The purpose of the research is to study the peculiarities of the formation of the contingent of students of the specialty 36.05.01 Veterinary medicine in Russian universities. The analysis was carried out on the basis of data on the student population of the form of statistical observation VPO-1, published by the Ministry of Science and Higher Education of the Russian Federation, for 2013-2020. According to the results of the analysis, was noted an increase in the contingent of students enrolled in Russian universities for training in the specialty 36.05.01 Veterinary medicine, the number of regions on the territory of which the training of veterinarians is carried out, as well as the expansion of training by universities in part-time and part-time forms of education.

The article discusses the relevance of accounting and analysis of economic and non-economic types of investment efficiency, among social, environmental, innovative and infrastructural. The key forms of statistical observation of investment in agriculture in our country, as well as in the US national community are presented. The article proposes the key changes required to improve statistical monitoring of the efficiency of investment in agriculture, including taking into account global trends in economic development.
