The government of Chile mandated a system-wide reform in public school education in 2017. The reform calls for de-municipalization of the public school sector (345 municipal education departments under mayoral control) and the creation of 70 Servicios Locales de Educación Pública (SLEPs) between 2018 and 2025. The reform represents a largescale attempt to improve and save public education in Chile. This analysis is based on case studies of implementation of the first four SLEPs in the first year of the reform. Using Stake’s method for multiple case study analysis, the analysis explores how context influences the professional capacity of the SLEPs to provide professional assistance to schools. The study relates to research on the effectiveness of intermediate level agencies in school systems and on contextual influences on organizational innovation and capacity building. The analysis reveals that contextual factors shaping initial professional capacity of the SLEPs reinforced traditional practices of local education agency support to schools in three of the four cases. The differentiating factor centered on the actions of local agency leaders who responded to capacity gaps and lack of direction from government authorities as either constraints on change or as an opportunity for innovation.

An important aspect of the Albanian public debate on the exposure of religious symbols concerned minors. In fact, the proposed government law of 2011 was addressed to a category of public school education, that is, regarding students from kindergarten to secondary school. The Islamic veil was always at the center of the debate, but in this case the prohibition was justified as it was aimed at an age group that did not have the ability to make decisions and make choices independently, as in Muslim religion it is expected that a post-pubertal girl must wear a headscarf. In fact, in this case the decision-making passes to the parents, who have the right to educate their children according to the dictates of his own conscience. It is stressed that the same circumstance also applies to other religions, where the decision is always made by parents, such as baptism in the Catholic religion. In particular, the Article 24 of the Albanian Constitution, explicitly sanctions the freedom of each person to choose their belief and the prohibition that no one should be forced to participate in the life of a religious community or its practices. The question that arises in this case is whether this constitutional article also protects this category of subjects or only those who have reached the age of majority? The answer is complex and delicate, even to date the Albanian legislator has not remedied it since no one has appealed.Keyword: Albanian constitution, freedom of religion, religious symbols, Islamic headscarf, the right to educate your own children.

This chapter examines public schools in low income communities in the U.S. by example of two low income high schools in Chicago. It addresses how alliances between U.S. corporations and local government, and public-school officials do not work in the best interest of students of color in low income communities in their pursuit of higher education. The chapter posits that schools for low income communities do not prepare students for white collar corporate positions, putting them at risk of not qualifying for higher education. Considering the claimed school to prison pipeline, the author calls for closing the educational gap between low income and rich public schools in the U.S. by eradicating racism and classism that appears to prevail in U.S. institutions of education.

Chile implemented a radical reform in favor of decentralization at the beginning of the 1980s, with municipalities taking over the administration of public school education. The government that came to power in 2014 is committed to revert this reform, removing public schools from municipal control. Using panel data gathered between 2005 and 2013, this study shows that municipalities with greater autonomy performed better when administrating schools. Two major conclusions may be drawn. First, selective decentralization in favor of more autonomous municipalities is a better public policy approach relative to an all across the board solution. Second, since this autonomy is very unevenly distributed across municipal governments, a renewed and more effective fiscal equalization system should be established in Chile.
