AbstractThe spread of Covid-19 in Qatar and the pandemic-led economic slump in the country have substantial financial implications for Sri Lankan migrant workers in Qatar and the Sri Lankan economy as a whole, as Qatar has been one of the primary destinations among Sri Lankan migrants in recent years. Based on 12 in-depth interviews and an online survey of 101 Sri Lankan workers in Qatar, this paper assesses the pandemic’s financial implications on three groups of Sri Lankan migrants; the highly-skilled, skilled and semi-skilled. Using a mixed-method analysis, the paper identifies that pay-cuts have been the most common financial issue across all skill levels, with nearly half of respondents reporting deductions from their salaries. The research also identifies that while all three groups of migrants have used various coping mechanisms to mitigate the pandemic’s financial impact, highly-skilled migrants have been more successful in weathering the storm than others due to their accumulated savings. Though compared to the early months of the pandemic, the financial stability of most Sri Lankans in Qatar had improved by September 2020 with the easing of restrictions imposed to contain the spread of Covid-19, it might not necessarily transfer into stability in remittances to Sri Lanka, as an increasing number of Sri Lankan migrant workers in Qatar are considering a permanent return home.

Indonesia is a developing country with a high demand for capital from both domestic and international sources. However, international capital flows are needed the most. For non-Western countries, especially Indonesia, capital flight is an unfavourable financial problem. This research aims to summarise capital flight from Indonesia and analyse the impact of macroeconomic and non-macroeconomic determinants through capital flight. Macroeconomic determinants include budget deficits, economic growth, inflation rates, and exchange rates. Nonmacroeconomic determinants are the degree of trade openness, interest rate differences, and dummy ratings. The data comes from the Bank of Indonesia, OECD, Moody's, and BPS-Statistics Indonesia. The coverage of this research is the Indonesian quarter from 2010 to 2018. This period complies with the latest procedures of the sixth edition of the Balance of Payments Manual (BPM 6). In this research, the measurement of the capital flight is the World Bank's residual method, trade misinvoicing method, and combined method. This research finds that, compared with other economics, non-macroeconomics is the most influential determinant of capital flight from Indonesia.

Telemedicine is the remote provision of medical services to patients and continuing education for health workers as part of digital healthcare. In 2019 the telemedicine market was estimated at 37.4 billion US dollars, the expected growth by 2022 could reach more than 18% annually. Many countries spend significant funds on the development and production of digital medical technology with the ability to transfer data. In most countries of the EU, telemedicine is an auxiliary technology in the implementation of medical care. In the EU there are no common standards in the field of telemedicine services and common approaches to determining the content of telemedicine. In a number of countries, including the Russian Federation, the main limiting factor hindering the development of telemedicine is the financial issue due to the high cost of telemedicine technologies and the underdevelopment of technical equipment. An urgent issue is the protection of patient privacy and confidentiality. The regulatory framework for digital healthcare in Russia is poorly developed and requires significant additions. Today, the main problem for medical organizations that are going to provide services through telemedicine is the need to use a unified system of identification and authentication of participants. Significant legislative work is required to remove barriers to the further development of digital health.

Relations in intellectual societies play an important role. The scientific, personal, and cultural connections had a special significance during the totalitarian era. Due to developed epistolary culture which was common among scientific environment, we now can reconstruct those connections using scientists’ letters. As an example of those scientific and personal connections the letters exchange between the member of the Ukrainian Academy of Sciences (UAS), fine arts expert and Head of the Ukrainian Archaeological Committee (UAC) Oleksa Petrovych Novytskyi and well-known archaeologist and museologist Serhiy Svyrydovych (Spyrydonovych) Hamchenko can be presented. The letters exchange between two scientists had not preserved completely. The fullest collection of letters is addressed to O. Novytskyi from S. Hamchenko are now stored in the archive of the academician in the Institute of Testaments of V. I. Vernadskyi National Library of Ukraine. Only several short letters from Maria Novytska (daughter of the academician) and notes of Oleksa Novytskyi are stored at S. Hamchenko’s collection in Scientific Archive of the Institute of Archeology of National Academy of Sciences of Ukraine. Some letters (including drafts written by O. Novytskyi) illustrate cooperation of two scholars in UAC, archaeological excavations carried out by S. Hamchenko on DniproHES. Scientifically interesting are the S. Hamchenko’s letters written while he lived in Zhytomyr at the beginning of 1930th. They allow understanding archaeologist’s everyday life, relations in his family, scholar’s daily routine. A central topic of the correspondence between two scientists in 1931–1932 was financial issue: pension allowance, UAS funding, Serhiy Hamchenko’s medical treatment. From Serhiy Svyrydovych’s letters we can see how Oleksa Petrovych tried to help his colleague even though being in a hard financial and political situation himself. The long-lasting absence of income and inability to solve this problem influenced S. Hamchenko’s family. All this together with renouncement to pay a pension to a former monarch’s general caused scientist’s death from starvation in Zhytomyr on 06 of October 1932. Key words: Oleksa Novytskyi, Serhiy Hamchenko, epistolary, history of archaeology, routine, Ukrainian Archaeological Committee, Institute of Manuscript.
