The article considers the main problems and challenges facing scientific libraries in the context of the rapid development of information technologies. The article presents the discussion of library specialists who support various positions, the analysis of trends, and possible scenarios for the future existence of scientific libraries.The relations of "letters" and "figures" changing against the background of general digitalization are shown, the possibilities and conditions of their effective interaction are analyzed. The conclusion is made about the expediency of combining the achievements of the past and the future in the knowledge transfer. It reflects the fundamental trends in the needs of users, changes in the services provided and the existing competencies of scientific libraries staff.Attention is drawn to objective and subjective reasons that hinder the innovative development of the library sphere. The information and communication potential and the possibilities of integrating librarians into the process of scientific research are shown on the example of SPSTL SB RAS. The authors have identified and summarized the basic recommendations for optimizing the situation, taking into account the best domestic and foreign experience, with an emphasis on key problems.

ABSTRACTThe paper develops some of the conclusions, reached in Floridi (2007), concerning the future developments of Information and Communication Technologies (ICTs) and their impact on our lives. The two main theses supported in that article were that, as the information society develops, the threshold between online and offline is becoming increasingly blurred, and that once there won't be any significant difference, we shall gradually re-conceptualise ourselves not as cyborgs but rather as inforgs, i.e. socially connected, informational organisms. In this paper, I look at the development of the so-called Semantic Web and Web 2.0 from this perspective and try to forecast their future. Regarding the Semantic Web, I argue that it is a clear and well-defined project, which, despite some authoritative views to the contrary, is not a promising reality and will probably fail in the same way AI has failed in the past. Regarding Web 2.0, I argue that, although it is a rather ill-defined project, which lacks a clear explanation of its nature and scope, it does have the potentiality of becoming a success (and indeed it is already, as part of the new phenomenon of Cloud Computing) because it leverages the only semantic engines available so far in nature, us. I conclude by suggesting what other changes might be expected in the future of our digital environment.

Abstract Political parties in Albania on several occasions during the past two decades have won the election in certain areas over 3 times in a row. While victory and governance of the same area, for sure creates a margin consumption which has affected the dynamics of the bastions at least in the recent national election. Parties are consumed in their strongholds if they decide the same candidates, either as a political force. In the focus of this article, will be the consuming steps of political parties in their stronghold areas, either reflecting the fall results during the election process. Will we have a final rupture in Albania consumption bastions of political parties and how would be the future of dynamic bastion, will be the question of this article scientific research. A fracture would have strongholds in shqipare perfuindimtare the consumption of political parties and how will be the future of dynamics will be bastions of this artikulil question scientific research. Bastion’s consumption occurs mainly from major political forces on the left if either of right on the study will be taken 4 constituencies which voted for the same party in three elections one by one. In our focus will be general elections, not local elections.

As a result of the rapid development of intercultural communication and global transformations taking place in the world in the 90s of the XX century, it became necessary to create a new personality with a new set of qualities and competencies that are urgently needed for the rational functioning in a multicultural world. For the successful performance of professional duties is not enough to be a specialist who knows job, today. Modern Ukrainian society needs educated professionals who can think critically and make decisions independently in a situation that requires a choice, that is, to be dynamic, mobile, creative. That is, the main feature of professional activity is its development, which requires constant updating and improvement of skills. Each specialist should acquire new knowledge and improve their skills, and, consequently, improve their professional qualities. According to research, professionals who are not engaged in improving professional competence, there comes a time in life when they have internal dissatisfaction with their activities and they need to improve professional skills, or even change their professional orientation. Given the large variety of information technologies at all educational levels, it is not difficult to improve your professional level, and mobile learning is a way to solve a number of educational problems today. In this regard, the relevance of communicative education of future police officers is increasing. After all, the need to train a competent police officer capable of effective professional activity in a multi-ethnic environment is a priority in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the professional training of future police officers is not only the formation of communicative competence, but also the space of interpersonal relations, in which a holistic culture of the individual is formed. The article presents an analysis of the diagnostic results of the formation of communicative competence of the future police officer. The results demonstrate the levels of formation of communicative competence of future police officers in cognitive, emotional and behavioural components.

Among the many new phenomena observed in Russia over the past decade is the rapid development of financial law, which has occupied a very modest place among other branches of law and legal sciences for many years. Until then, the legislation containing the rules of financial law had been few, with mainly government decrees and instructions from the central financial and credit authorities. Financial law did not generate much interest as a subject of study and scientific research. There has been a different picture in recent years. The legislative basis for regulating financial relations is actively being formed, and interest in financial law has increased sharply from management structures in all areas of economic activity, state authorities and local self-government bodies and citizens, especially entrepreneurs. Среди многих новых явлений, наблюдаемых в России последнего десятилетия, можно отметить бурное развитие финансового права, занимавшего долгие годы в числе других отраслей права и юридических наук весьма скромное место. До этого времени законодательные акты, содержащие нормы финансового права, были немногочисленны, здесь действовали в основном правительственые постановления и инструкции центральных финансово-кредитных органов. Финансовое право не вызывало большого интереса как предмет изучения и научных исследований. В последние годы наблюдается иная картина. Активно формируется законодательная основа регулирования финансовых отношений, резко возрос интерес к финансовому праву со стороны управленческих структур во всех областях хозяйственной деятельности, органов государственной власти и местного самоуправления и граждан, особенно предпринимателей.

The fields of scientific research expanded with the development of human civilization, where science was a practice of verbal description. It underwent a lot of change and development, and the Arabs had a long history in the field of science and scientists. The scientific messages contained the facts, theories and perceptions of the finest that can be obtained in any Another place of the world (1).       The objective of the research is to study the concept of scientific research in Iraq and to show its role in the service of society, and it is natural to face difficulties and obstacles, because upgrading it according to available possibilities. The research also dealt with the impact of Iraqi universities as the main incubator for scientific research.      As for the survey tools used in the research or the method used, the information was derived from different sources. The analytical descriptive descriptive approach was used in studying many of the developments and variables that accompanied the historical development of scientific research. As it is said, history is the "forefather of human sciences and (2), we are part of history, and one day we will turn to history, and history was the future of a date before and prior to the previous history. The work is devoted to the development of the concept of a contemporary field-specific museum on the example of the Museum of Aviation and Cosmonautics of Samara University. The rapid development of the Kuibyshev Aviation Insti-tute, and later the Samara National Research University named after academician S.P.Korolev identified the need to improve not only the expositions of the museum, but also to propose a new concept of the museum, to greatly expand its role and significance in external relations, in education and in scientific activity. The design of the museum concept was based on the ontological approach. The analysis of the legal framework of museum activities in the Russian Federa-tion is carried out, the views of philosophers and historians on the concept of the museum are presented, the practice of designing modern museums, and the features of specialized, and in particular, university museums are considered. The authors propose to include a virtual tour of the locations that previously independently existed at the university, and are used in the educational process. These are: a training aerodrome where the samples of aviation equipment are presented; Europe's largest Center for the History of Aircraft Engines, aircraft class and equipment class; Museum of the history of KuAI-SSAU. On the one hand, it is important to maintain continuity in the museum's expositions, and on the other hand, it is significant to offer innovative solutions that will be in demand by a potential consumer and the target audi-ence. It is proposed to focus on the museum of the future, on the widespread use of information technologies, the presentation of new and future projects, on the expansion of the volume of thematic material through QR codes, which allow visitors to supplement audio and video materials. Equipping the museum with bilingual audio guides and basic inscriptions is an indisputable requirement for a modern museum. Cool and original lighting, moving models and exhib-its, flying drones and flies, the use of virtual and augmented reality technologies, as well as a relaxation zone in the form of an aircraft cabin will make it possible to achieve the desired impression among visitors about the university of the future.

The use of modern information technologies, including distance learning, significantly strengthened the traditional approaches to the educational process in higher education institutions. On the one hand, the reason for this is the rapid development of information and communication technologies, and as a consequence, appearance of new modern pedagogical approaches to conducting lectures, practical and laboratory trainings. On the other hand, students also have changed. Under present conditions, they have a number of personal qualities that were not inherent to pupils and students of previous years. The article argues the use of distance learning technologies and the possibilities of modern specialists trained in educational measurements in the field of distance learning.

Abstract: Starting from the past decade, Indonesia is growing rapidly in the construction of infrastructures that are being fully supported by the government in order to reach the goal of becoming one of the leading countries in the future. Such development created the construction ripple phenomenon that was instigated by the private sector to fill the construction voids left by the rapid development of infrastructure, and it pressurizes cities to grow or change in order to coup with the infrastructure advancements. This phenomenon has affected the cities in Indonesia, even those that are not considered as the planned centers of developments, such as Yogyakarta. Yogyakarta is experiencing the effects of the ripple in the form of the rising number of generic buildings that are spreading fast around the city. This will, in turn, dictate the future of Yogyakarta’s ever-evolving Genius Loci. This research will see how much the construction ripple phenomenon has affected the city of Yogyakarta by conducting surveys on the generic buildings that have been built or in the planning stage of construction. A thorough analysis will be then made, also by conducting literature studies, to conclude the ways and steps to try maintaining Yogyakarta’s unique characteristic as a city in the ever-growing pressure of economic modernization that is currently spreading throughout Indonesia. If these steps are being done correctly, then Yogyakarta can become one of the examples of how cities in Indonesia coup with the construction ripple phenomenon without can losing its unique urban characteristics. Perkembangan tersebut memunculkan fenomena ‘construction ripple’, yang didorong oleh sektor swasta untuk mengisi kekosongan pembangunan karena pemerintah hanya berkonsentrasi pada pembangunan infrastuktur, dan hal tersebut menekan kota-kota untuk berkembang atau berubah. Fenomena ini telah terjadi di berbagai kota di Indonesia, bahkan di kota yang tidak menjadi pusat perkembangan infrastuktur, seperti kota Yogyakarta. Yogyakarta sedang mengalami efek dari fenomena ini dalam bentuk munculnya bangunan generik yang tersebar luas di seluruh kota. Perkembangan ini akan mempengaruhi masa depan Genius Loci kota Yogyakarta, yang terus berevolusi. Penelitian ini melihat sejauh mana bangunan generik mempengaruhi kota Yogyakarta, melalui survey bangunan generik yang terbangun atau sedang dalam proses pembangunan. Analisis mendalam dilakukan, dengan disertai studi literatur, untuk melihat cara menjaga keunikan kota Yogyakarta terhadap tekanan pembangunan yang terus terjadi.
