Proses administrasi dapat dilihat melalui proses umum, sedangkan tindakan administratif dapat dilihat pada tingkat program tertentu. Chain of custody (CoC), dalam konteks hukum, mengacu pada dokumentasi kronologis atau jejak kertas yang mencatat urutan penahanan, kontrol, transfer, analisis, dan disposisi bukti fisik atau elektronik. Dalam proses layanan, CoC berfungsi untuk melacak dokumen layanan atau jejak dokumen sesuai dengan prosedur yang ditentukan. Dalam pelayanan publik, kegiatan administrasi dilakukan untuk mengendalikan upaya instansi pemerintah agar tujuannya tercapai. Makalah ini bertujuan untuk mengkaji penerapan CoC dalam penyelenggaraan pelayanan publik di Indonesia. Berdasarkan pendekatan kuasi-kualitatif yang dilakukan, diperoleh kesimpulan bahwa penerapan CoC dalam penyelenggaraan pelayanan publik dapat memberikan kerangka kerja yang berguna untuk memahami dan meningkatkan upaya pengurangan masalah administrasi dalam pelayanan publik.Administrative processes can be seen through a general process, while administrative action can be examined at a certain program level. Chain of custody (CoC), in the context of law, refers to chronological documentation or paper traces that record the sequence of detention, control, transfer, analysis, and disposition of physical or electronic evidence. In the service process, the CoC serves to track service documents or document traces according to the procedures specified. In public services, administrative activities are carried out to control the efforts of government agencies so that their objectives are achieved. This paper aims to examine the application of CoC to the administration of public services in Indonesia. Based on the quasi-qualitative approach taken, it was produced that the application of CoC to the administration of public services can provide a useful framework for understanding and improving efforts to reduce administrative problems in public services.

Based on the data of listed companies in Shanghai and Shenzhen from 2013 to 2018, this paper analyzes the impact of institutional investors’ shareholding on corporate performance and discusses the intermediary role of control transfer and the moderating role of management power. The results show that institutional investors’ shareholding and control transfer have significant positive effects on corporate performance. Control transfer plays a partial mediating role between institutional investors’ shareholding and corporate performance. Management power has a negative moderating effect on the relationship between institutional investors’ shareholding and a control transfer. This paper provides a new theoretical explanation and empirical evidence for institutional investors to improve corporate performance from the perspective of control transfer, reveals the mechanism of management power in the process of a control transfer, and provides a theoretical basis for the development of institutional investors.

Abstract The first-person perspective (1PP) and third-person perspective (3PP) have both been adopted in video games. The 1PP can induce a strong sense of immersion, and the 3PP allows players to perceive distances easily. Virtual reality (VR) technologies have also adopted both perspectives to facilitate skill acquisition. However, how 1PP and 3PP views affect motor skills in the real world, as opposed to in games and virtual environments, remains unclear. This study examined the effects of the 1PP and 3PP on real-world dart-throwing accuracy after head-mounted display (HMD)-based practice tasks involving either the 1PP or 3PP. The 1PP group showed poorer dart-throwing performance, whereas the 3PP task had no effect on performance. Furthermore, while the effect of the 1PP task persisted for some time, that of task 3PP disappeared immediately. Therefore, the effects of 1PP VR practice tasks on motor control transfer more readily to the real world than do those of 3PP tasks.

As the data transmission speed and the efficiency over the wireless network depend on the network or transfer device bandwidth. After physical implementation of wireless network which is difficult to dynamically control transfer in order to get high or low data transfer rate. Dedicating the fixed network for such a dynamic requirement network is not feasible. Many researchers are trying to enhance the wireless network speed by joining the transfer speed of multiple lines which will result in to asynchronous data transfer and data leakage. Hence the proposed system is to design and implements a dynamically controllable wireless network using the multiple radio frequency wireless devices. Here the proposed system will use multiple wireless devices and transfer data over multiple line depending upon the user configuration and synchronize the data over the receiving end. It will let the user control the wireless data transmission speed as per the requirement.

With the increasing number of cybercrimes, the digital forensics team has no choice but to implement more robust and resilient evidence-handling mechanisms. The capturing of digital evidence, which is a tangible and probative piece of information that can be presented in court and used in trial, is very challenging due to its volatility and improper handling procedures. When computer systems get compromised, digital forensics comes into play to analyze, discover, extract, and preserve all relevant evidence. Therefore, it is imperative to maintain efficient evidence management to guarantee the credibility and admissibility of digital evidence in a court of law. A critical component of this process is to utilize an adequate chain of custody (CoC) approach to preserve the evidence in its original state from compromise and/or contamination. In this paper, a practical and secure CustodyBlock (CB) model using private blockchain protocol and smart contracts to support the control, transfer, analysis, and preservation monitoring is proposed. The smart contracts in CB are utilized to enhance the model automation process for better and more secure evidence preservation and handling. A further research direction in terms of implementing blockchain-based evidence management ecosystems, and the implications on other different areas, are discussed.

Differential reinforcement of a target response is a necessary component of stimulus control transfer procedures. Recent research has further considered the timing (i.e., onset) of differential reinforcement of unprompted correct responding. To date, the onset of differential reinforcement has been inconsistently controlled in studies comparing skill acquisition programs for individuals with developmental disabilities. The current study serves as a systematic replication of prior comparative research to examine the effects of immediate and delayed differential reinforcement onset on the efficiency of acquisition for three individuals with developmental disabilities. The delayed onset of differential reinforcement required the fewest number of exposures to mastery per target across all comparisons. These findings failed to replicate those of prior research on differential reinforcement onset, possibly due to differences in participant characteristics, target tasks, or other required procedural modifications. Considerations for future research on differential reinforcement procedures in skill acquisition programs are described.

During the emergency braking process on the split-[Formula: see text] road, the lateral stability of the vehicle is poor, and the intervention of ABS will cause corresponding lateral disturbance. It is difficult for the driver to control the vehicle accurately. Especially at the end of the braking process, due to the withdrawal of ABS, the increase in braking pressure causes the longitudinal force of the tires on both sides to be inconsistent, which reduces the stability of the vehicle at this time. This paper proposed a shared control strategy to solve the related problems. First, a segmented active steering strategy is used in the driver’s intention optimization algorithm to optimize the driver’s actions in time at the initial stage of the braking process and to optimize the lateral stability of the vehicle by tracking the estimated tire slip angle at the end of the braking process. Then, according to the path envelope based on the driver’s path error neglecting feature and the dynamic state of the vehicle, a flexible control transfer mechanism is established. The trajectory following algorithm based on linear quadratic regulator is used to correct the driver’s intention optimization algorithm according to the flexible control transfer mechanism.

This article aims to evaluate the policy of protecting sustainable food agriculture in Kaliwungu District, Kendal Regency. Kaliwungu Subdistrict was chosen as the research location, because the rate of conversion of agricultural land to non-agricultural functions was the highest. The research method used is descriptive qualitative. The data analysis technique used is the results of the GIS (Geographic Information System) analysis to view the land use map from 2011-2017, which will then be analyzed and evaluated the policy of protecting sustainable agricultural land for food, with observational data and documentation. The results showed that there was a change in land use in Kaliwungu District from 2011-2017 amounting to 166.06 Ha. Evaluation of policies for the protection of sustainable food agriculture land in Kaliwungu District, shows that there is a difference in the distribution of the designation of sustainable food agriculture between the Kendal Regency Regional Regulation Number 13 of 2013 and the Kendal Regency Regional Regulation Number 20 of 2011, while the development, research, utilization, guidance, control, transfer of functions, information systems, protection and empowerment of farmers, financing, community participation and supervision in the framework of protecting sustainable agricultural food land have not been implemented. Researchers recommend that the socialization, cooperation between agencies and the implementation of activities to protect sustainable agricultural land should be carried out quickly, carefully and precisely in order to achieve food security in Kaliwungu District in particular and Indonesia in general.

To cope with the smooth implementation of apron control transfer at Chinese airports, two new departments were established, namely apron tower and airport operation command center. Therefore, based on interview texts of controllers and commanders of these two departments, this paper uses text mining and Decision-making Trial and Evaluation Laboratory-Interpretative Structural Modeling Method methods to determine key influence factors and factor hierarchy that affect communication and collaboration in their daily work. The results show that for controllers, key influence factors are mainly personnel development and professional abilities. These factors are located at the bottom of the factor hierarchy and are the basis for ensuring smooth communication and collaboration. For commanders, key influence factors are mainly personnel professional abilities and flight status. These factors are at the top of the factor hierarchy and are focus points that affect communication and collaboration. Hence, the case analysis results show the application potential of these three methods in the field of civil aviation. The combined use of these three methods can enable airport managers to clearly understand the degree of influence between factors.
