The study aimed at revealing the application of good governance in Jordanian universities and its relationship to the ability to solve administrative problems from the point of view of faculty members. The sample of the study consisted of (330) members of the Faculties of Educational Sciences, and the study was conducted in the academic year 2020/2021. Using the descriptive research method, the researchers designed a questionnaire as a study tool and verified its validity and stability. The findings showed that good governance in Jordanian universities was at a high level, with the absence of statistically significant differences in good government by gender or years of experience. The findings also showed a high level of ability to solve administrative problems by the heads of academic departments in the faculties of educational sciences, with no statistically significant differences in the ability to solve administrative problems by gender or years of experience. There was a positive relationship between the degree of good governance and the ability to solve administrative problems.   Received: 3 October 2021 / Accepted: 11 November 2021 / Published: 3 January 2022

This study sought to assess the practice and challenges of good governance in Bonga Town Administration. A descriptive research method was utilized. Respondents are selected by purposive and convenience sampling techniques. Quantitative data was gathered through a questionnaire. Pertinent to qualitative information, structured interview, and FGD are employed. Then, data analyzed through quantitative and qualitative methods. Finally, the study disclosed a low level of accountability and transparency in the town administration. Pervasive corruption is also perceived as a key governance problem in the town; however, due to fear of reprisal citizens lack experience in exposing corruption. In sum poor service delivery, the gap between local government representatives and the town people, high level of rent-seeking, weak political leadership, lack of timely response for a public interest, and public disengagement in shared affairs were found to be challenges of good governance. Henceforth, based on the findings, it is concluded that the current good governance practice in Bonga Town Administration is weak and identified with a high level of rent-seeking among public servants as well as appointed and elected authorities. This research argues for the existence of governance which ensures public engagement in decision making and prioritization of shared problems, accompanied by transparent and accountable administration.

The study aimed to know The Level of Performance of Science Teachers in the Sultanate of Oman in Light of NSTA Standards from their Point of View. The study sample consisted of (126) science male and female teachers in the al-dakhliah governorate in the Sultanate of Oman for the academic year 2016/2017. The researchers developed a questionnaire to determine the level of performance of science teachers in light of NSTA standards, which consisted of 83 paragraphs divided into five standards. The results of the study indicate that the level of performance of science teachers was moderate. The results indicated that the highest level performance of science teachers was in teachers' knowledge and understanding of content, followed by the standard of understanding how students learn and use different methods to develop their knowledge. While the lowest level of performance of science teachers in the effective planning of educational units standard. The results also showed no significant differences in the performance of science teachers attributed to the gender variable or specialization variable, while there are differences of statistical significance attributed to the variable qualification scientific and for the benefit of Masters, and the existence of differences of statistical significance attributed to the variable number of years of service and for teachers who have years of experience more than ten years.

The study aimed to identify the effectiveness of the application of distance learning in light of the spread of the COVID-19 pandemic from the point of view of teachers in the Qasr District, and to reveal the difference in their views towards the effectiveness of the application of distance learning in light of the spread of the COVID-19 pandemic, according to the variables (gender, educational qualification)., Years of Experience). To achieve its objectives, the study used the sample social survey method, and the use of the questionnaire tool to collect data. The study sample consisted of 192 male and female teachers selected from the basic schools in the Qasr District. The questionnaire was applied via websites to the target group for the study. The results showed that the general level of effectiveness of the distance learning application in light of the spread of the COVID-19 pandemic from the point of view of teachers in the Qasr District came at a high level, as the general level of the answers of the study sample reached (3.818), and the results showed that there were no statistically significant differences between the average The responses of the study sample members towards the effectiveness of the distance learning application in light of the spread of the COVID-19 pandemic from the point of view of teachers in the Qasr District, according to the variable of gender and educational qualification, while the results showed that there were statistically significant differences according to the variable number of years of experience and in favor of the study sample members of the long experience category(10 years and over).

Over recent years, the existence of foreign pupils in Spain has generated new multicultural spaces in classrooms and an education system, which must provide equality and fairness to all pupils. In Andalusia, the number of foreign pupils registered for the academic year 2015–2016 was 89.893. In this sense, the aim is to know the perceptions of secondary school teachers in Andalusia regarding what additional competencies teachers of immigrant pupils should have. Thus, we use a descriptive research model, where the approach for the collection and analysis of data is mixed, that is, qualitative (in-depth interviews) and quantitative (questionnaires) techniques are used. To validate the content, the “Expert Judgement” technique was used, using a process of selection, named “K coefficient.” The results show that these teachers have a high level of awareness and strong attitudinal skills. However, they are clearly limited in terms of knowledge, which leads to a greater lack of abilities and skills.

Objective - This research aims to examine the issue of gender equality in nations who adopt a patriarchal value system, such as Indonesia, where the opportunity for woman to participate in government is relatively limited. The governance implemented in Indonesia, both central and local level, tend to adhere to the principles of "Good Governance". Inherent in these principles is the principle of gender equality, which aims to provide all citizens with the opportunity to improve and maintain their prosperity. Methodology/Technique - This research focuses on 2 main questions, namely: what is the role and position of woman in local government in Kota Malang? and what is the strategy and obstacles faced in improving the role of women? The method used in this research is descriptive research with a qualitative approach. The data was collected through documentation, interviews and observation. The data was analyzed using Miles and Huberman's interactive model, namely: data reduction, data display and conclusion. Findings - The results show that the role of woman in making public policy is limited to participation as a consulting member only, with no ability to influence the material substance of they policy. Further, it seems that illiteracy of women in the area remains high, and only a marginal number of women currently occupy higher positions in the government. Further, the election of a woman to the position of Mayor had no significant effect on the rate of gender equality. Novelty - This research suggests that there is a need for increased representation of woman in politics, either in legislative, judicative or executive branches of government, a need to develop a local rule (PERDA) to include woman in governmental affairs, the need to amend the current governmental system to a more justice-focused system, in order to support the legal system by supporting small groups and balance values and morality by increasing representation of women across all sectors. The article examines officer cadets’ activities in two aspects from the point of view of the system-genetic approach. On the one hand, the officer cadets receive professional training at military university, and on the other, they simultaneously serve in the army. The used expert evaluation method helps the author to determine the cadets’ qualities united into four groups: volitional, motivational, cognitive and communicative abilities. It has been established that some personally important qualities are being changed during cadets’ training, namely, responsibility, diligence, activity, purposefulness and communicative abilities. The analysed dynamics of average values of the qualities important for cadets’ training indicates that volitional psychological qualities increase steadily from the first to the third academic year. During the fourth academic year, volitional qualities decrease, generally, or remain at the same level. The cadets’ motivation gradually decreases during education. The indicators of communicative and organizational abilities remain at a stable high level during university training, and intellectual abilities are even higher than average. Thus, from the academic year to the academic year, the number of psychological qualities influencing directly cadets’ successful training increases. The volitional component becomes more important at the senior courses, but communicative abilities decreases. Of all the qualities important for learning studied at the research, only intellectual abilities are statistically significantly correlate with learning success during all academic years.

This study aimed to investigate the degree to which educational supervisors possess professional ethics from the teachers ’point of view in the Hebron Governorate. This study was conducted on all school teachers in the Hebron governorates in the second semester of the academic year 2020/2021 on a sample consisting of (505) teachers. The researcher used the descriptive approach, where by the researcher built the study tool, which relates to the degree of educational supervisors ’ownership of professional ethics from the teachers’ point of view in the Hebron governorate. The researcher made sure of the validity and reliability of the tool. The study found that the degree to which educational supervisors possessed professional ethics from the teachers ’point of view in the Hebron governorate came to a large extent, and there were differences in the degree to which educational supervisors possessed professional ethics from the teachers’ viewpoint in the Hebron governorate depending on the gender variable and in favor of males, and according to the educational qualification variable and in favor of the academic qualification. Master's degree or higher, according to the variable of years of experience and in favor of years of experience (5-10) years, and according to the variable of the teacher’s teaching phase and for the kindergarten phase, and according to the directorate’s variable and in favor of the Yatta district Based on the results of the study, the researcher recommended: Paying attention to the educational supervision process at all levels and fields, giving value to the supervisor's report by granting incentives to teachers, increasing the number of supervisors in all directorates, and increasing the number of supervisors' visits to teachers.

    The present study aimed to identify the application level of governance principles from the point of view of cycle two teachers of basic education schools in the governorates of Al- Dakhiliya and South Al- Sharqiya in the Sultanate of Oman. The study used the descriptive method depending on the questionnaire tool which consist of 29 statements distributed to a sample of 410 teachers from cycle two school in Al Dakhliya and South Al Sharqiya governorate. The results of the study showed that the level of application of the governance principles obtained an overall average (3.71 out of 5), with an application level (high), and at the level of dimensions, the first dimension obtained transparency with the highest average (3.80), then the accountability dimension with an average (3.75), and the two were at a (high) level. While the third was the participation dimension with an average of (3.67), and finally the justice dimension with an average of (3.59), and the two were with the level of application (average). The results also showed that there are no statistically significant differences at the level of significance less than (0.05) between the averages of the estimates of the teachers of the second cycle of basic education schools in the governorates of Al Dakhiliya and South Al Sharqiya in the Sultanate of Oman for the application of governance principles due to variables (years of experience, educational qualification), while there are statistically significant differences at the level of significance less than (0.05) due to variables (gender). In favor of females, and based on the results, the researchers presented a set of recommendations and proposals to improve the level of application of governance principles in schools of the second cycle of basic education in the governorates of Al Dakhiliyah, South Al Sharqiyah and the whole of the Sultanate.

This study aimed to identify the relation between transformational leadership dimensions and administrative innovation from the point of view of faculty members at Imam Abdul Rahman bin Faisal University. The study is important to reveal this relation to promote the practice of transformational leadership and its role in creating an appropriate environment for administrative innovation at universities. To achieve this objective a questionnaire was prepared for data collection and given to a random sample, (225) people, for the academic year 2017/2018. The results showed that: - There is a statistically significant positive relation between the dimensions of leadership, and administrative innovation among heads of department. - The absence of statistical differences (?= 0.05) attributed to the impact of gender and scientific qualification in all aspects of transformational leadership except for the field of motivation in the gender variable in favor of females and M.A holders. - The presence of statistical differences (?= 0.05) for the variable experience and the differences came in favor of the years of experience between (5 to 10 years) in the motivation of inspiration and in the administrative innovation The study recommended increasing awareness among HODS of the importance of adopting the method of transformational leadership as a modern and effective leadership method at universities and its reflection on the administrative innovation of faculty members by holding specialized training courses for HODS, encouraging them to present new ideas for work methods, and completing the work in through developing method.


ملخص: هدفت الدراسة إلى الكشف عن دور الجامعات الفلسطينية في تحقيق التعليم الريادي من وجهة نظر العمداء وأعضاء هيئة التدريس، واستخدمت الدراسة المنهج الوصفي التحليلي، وتكونت عينة الدراسة من (180) فرداً من عمداء الكليات وأعضاء هيئة التدريس، تم اختيارهم بطريقة عشوائية من الجامعات الفلسطينية(الأزهر، الإسلامية، الأقصى)، طبقت عليهم استبانة في الفصل الدراسي الثاني 2017/2018م، مكونة من (24) فقرة، موزعة على أربعة مجالات، هي: أهمية دور الجامعات الفلسطينية في تحقيق التعليم الريادي، الخطط الاستراتيجية للجامعات الفلسطينية في تحقيق التعليم الريادي، ومتطلبات دور الجامعات الفلسطينية في تحقيق التعليم الريادي، ومعوقات دور الجامعات الفلسطينية في تحقيق التعليم الريادي. وقد كشفت النتائج أن أهمية دور الجامعات الفلسطينية في تحقيق التعليم الريادي من وجهة نظر العمداء وأعضاء هيئة التدريس جاءت بوزن نسبي (74.0%) درجة كبيرة، كما بلغ الوزن النسبي لدرجة تضمين الخطة الاستراتيجية لدور الجامعات الفلسطينية في تحقيق التعليم الريادي (70.6%) درجة كبيرة، والوزن النسبي لدرجة توافر متطلبات دور الجامعات الفلسطينية في تحقيق التعليم الريادي (74.7%) درجة كبيرة ، وبلغ الوزن النسبي للمعوقات التي تحد من دور الجامعات الفلسطينية في تحقيق التعليم الريادي (79.1%) درجة كبيرة. وكشفت النتائج عن عدم وجود فروق ذات دلالة إحصائية في تقديرات أفراد عينة الدراسة نحو تقييم دور الجامعات الفلسطينية في تحقيق التعليم الريادي من وجهة نظر العمداء وأعضاء هيئة التدريس تعزى لمتغيرات (العمل، الجنس، سنوات الخدمة)، كما أظهرت النتائج عدم وجود فروق ذات دلالة إحصائية في تقديرات أفراد عينة الدراسة تعزى لمتغير مكان آخر مؤهل علمي، وقد قدمت الدراسة عدد من التوصيات والمقترحات. الكلمات المفتاحية: تقييم- دور- الجامعات الفلسطينية- التعليم الريادي. Abstract achieving leadership education from the point of view of deans and faculty members. The study used the analytical descriptive method. The study sample consisted of 180 respondents from the deans of the faculties and faculty members, Al-Azhar, Al-Azhar, Al-Aqsa, Palestine), applied a questionnaire in the second semester 2017/2018, consisting of (24) paragraphs, divided into four areas: the importance of the role of Palestinian universities in achievingpioneering education; Pioneer, and MT Pat the role of the Palestinian universities in achieving leadership education, and the role of obstacles to Palestinian universities in achieving the leading education.The results revealed that the importance of the role of Palestinian universities in achieving leadership education from the point of view of the deans and the faculty members came at a relative weight of 74.0%. The relative weight of the strategic plan for the role of Palestinian universities in achieving leadership education was 70.6% Availability of the requirements of the role of Palestinian universities in achieving the leading education (74.7%). The relative weight of the obstacles that limit the role of Palestinian universities in achieving the leading education was 79.14%.The results revealed that there were no statistically significant differences in the estimation of the role of the Palestinian universities in achieving the pioneering education from the point of view of the deans and faculty members due to the variables (work, gender, years of experience). The results showed no significant differences In the estimates of the sample members of the study attributed to the variable of the place of another scientific qualification, and the study made a number of recommendations and proposals.
