Fire alarm and emergency broadcasting sound are important in fire and disaster situations. For the clear presentation of the fire alarm and emergency broadcasting sound to occupants of buildings, some guidelines and requirements were established. In NFPA 72 and BS standard, a specific alarm sound level for alarm sound of residential facilities was proposed and Speech Transmission Index(STI) was regulated for the emergency broadcasting system. In the fire and disaster situation, one of the important facility is a mechanical and electrical system to maintain water and electricity supply. To maintain this function in the buildings, clear presentation of emergency broadcasting sound to the workers in the mechanical and electrical room is crucial for the emergency operation of the system. In this study, the noise level in the mechanical rooms and electricity facilities of more than 40 years old office building were measured. Also, audibility and room acoustic properties such as reverberation time and STIwas simulated using Odeon 12. In order to deliver emergency broadcasting sound more clearly, sound absorption material and a soundproof chamber for noisy devices are needed. Also, the emergency broadcasting system in noisy facilities should be improved to produce the broadcasting sound louder and clearer.

Summary. The purpose of the article is to analyze the peasant issues in the ideological-theoretical and epistolary heritage of Peter Fedun-"Poltava". Research methodology – the principles of science, objectivity, historicism, methods of external and internal criticism of sources. The scientific novelty – P. Fedun’s vision concerning the solution of the peasant question in the future Ukrainian state is studied for the first time. Conclusions. Having analyzed the works of Petro Fedun-"Poltava", we claim that all of them are marked by the depth and breadth of the issues raised, some have not even lost their relevance to this day. The style of writing, the clear presentation of opinions, the processing of various literature (including foreign language) indicate to the author’s high intellectual level. Developments required an immediate response to them, therefore much attention was paid to refining the program principles and their popularization as well as refuting the myths created by the Soviet propaganda machine. In his works P. Fedun-"Poltava" wrote about the development of the future Ukrainian state, refinement of the program principles of the OUN, the problem of various social strata, justified its position on the confrontation among the Ukrainian political emigration and more. When considering the problems of different social strata, the question of the peasantry was among the central ones in the works of Peter Fedun. The researcher substantiated the OUN’s position on the peasantry, in particular: forms of land ownership and tools, collectivization (methods and forms of involvement in collective farms, the consequences for the peasantry and resistance to this policy), elections etc. "Poltava" considered the peasantry to be the foundation of the whole nation, emphasizing its contribution to the assimilation and denationalization policy of the occupiers, sacrifice, loyalty to national traditions, the presence of healthy morals and spirit. According to P. Fedun, the economic basis of this society was to be public, national-state or social-cooperative ownership of tools and means of production in all major sectors of the economy, as well as planning and social control of all economic life. P. Fedun saw the solution of the land issue in the formation of national-state ownership of land in the future Ukrainian state, in parallel with individual or collective use of land. At the same time, in the future state, a parliamentary form of government should be established in the future state.

Summary. Purpose of the study is to characterize the ethnographic and folklore interests of the little-known Galician public and educational figure, publicist, teacher and writer – Stefan Kovaliv. The research methodology envisages the application of traditional principles of historicism and objectivity and general scientific and special-historical methods. The scientific novelty of the study is manifested in the fact that for the first time, based on a comprehensive analysis of the selected creative heritage of Stefan Kovalev, his ethnographic and folklore hobbies are characterized and the features of their influence on creative activity are traced. Conclusions. The analysis of selected works of art and scientific and journalistic essays by S. Kovaliv made in the article gives an opportunity to unequivocally state that their author had remarkable ethnographic and folklore hobbies and this passion served him as an indispensable assistant in the creative activity. From his works it follows that before writing anything the researcher was engaged in active search activities: he tried to be an eyewitness to the events he wrote about; used oral history, recruiting from rural and urban correspondents enough materials to study; for the sake of clear presentation of his creative work to the population, resorted to meticulous study of dialectical speech; studied the peculiarities of life and way of life of ethnographic groups of the population of the Galician region, paying special attention to the study of their spiritual and material culture.

Background: Educationally designed videos have the advantage of explaining difficult concepts via graphic diagrams and dynamic illustrations. The benefits of videos will be enhanced if videos are well-designed, concise, explore scientifically correct content, and have a clear presentation.Aims: Video as an open educational resource (OER) is the cornerstone for online learning. YouTube has been widely used as a distribution platform for OER. The aim of this study was to evaluate the engagement of hand surgery videos on a dedicated education channel on YouTube.Methods: The senior author has been utilizing a YouTube channel dedicated to the education of clinicians in Hand Surgery, surgical education, and management since 2008. The degree of engagement was evaluated using YouTube Analytics, providing up-to-date metrics and reports.Results: Since 2008, there have been 6521 subscribers with 1,360,680 views, a total view time of 35,033 h and an average view time of 1.72 min. The channel views averaged 1000 views per day. There were 4,324,724 impressions with a 7.32% click-through rate, with the United States of America accounting for 23.5% of the audience. YouTube search accounted for 33.3% of the traffic source and suggested videos by others were 19.4%, and external links were 19%. Playback location was through mobile devices in 76.7%, while 16% was through the computer. The two popular playlists were “flaps in hand surgery” (50.2%) and “basic hand surgery workshop” (21.9%). Sharing by WhatsApp was most popular (27.9%) in embedded websites and apps. Overall there were 488 comments on the channel.Conclusion: This paper confirms the phenomenon of micro-learning by online learners. It is recommended that educational videos as OER should be confined to 2 min, made compatible for the mobile device, and be optimized for sharing on social media. These can be used as resources for blended learning, allowing better utilization of time for deliberate practice in surgical training.

Decentralised learning is attracting more and more interest because it embodies the principles of data minimisation and focused data collection, while favouring the transparency of purpose specification (i.e., the objective for which a model is built). Cloud-centric-only processing and deep learning are no longer strict necessities to train high-fidelity models; edge devices can actively participate in the decentralised learning process by exchanging meta-level information in place of raw data, thus paving the way for better privacy guarantees. In addition, these new possibilities can relieve the network backbone from unnecessary data transfer and allow it to meet strict low-latency requirements by leveraging on-device model inference. This survey provides a detailed and up-to-date overview of the most recent contributions available in the state-of-the-art decentralised learning literature. In particular, it originally provides the reader audience with a clear presentation of the peculiarities of federated settings, with a novel taxonomy of decentralised learning approaches, and with a detailed description of the most relevant and specific system-level contributions of the surveyed solutions for privacy, communication efficiency, non-IIDness, device heterogeneity, and poisoning defense.

This article considers Function Point Analysis (FPA) as a tool for price substantiation and specification of liabilities for development of digital project, since each new project in the company is analyzed. Information acquired during the analysis forms basis for adoption of critical decisions regarding complexity, resources, frames, terms, expenses, etc. Even strictly defined projects may fall out at later stages without accurate analytical method. Reducing risks of software projects is the most important issue. In general, this starts from definition of exact measures regarding scale, productivity, duration, quality, and other key performances of project efficiency. Advanced methods of analysis, such as FPA, provide clear presentation of each of these metrics related mainly with the amount of project, personnel, expenses and time, which supports management, control, adjustment of software development at early stages of planning.

A university’s presentation of its programs to the public should provide potential students with information about what they can expect as students at that university. However, it is largely unclear what kind of self-presentation affects different applicants and their commitment. In a laboratory experiment with N = 116 participants, we examined the emotional, behavioral and cognitive impact of a university’s self-presentation (either emphasizing chances for students or emphasizing their obligations) on student engagement. We also measured the participants’ regulatory focus (promotion and prevention focus). We found interaction effects of the university’s self-presentation and participants’ promotion and prevention focus on student engagement. There was a regulatory fit for promotion focus in the chances condition for emotions and behavior. There was also a regulatory fit for prevention focus in the obligations condition for cognitive processes. We conclude that universities should dedicate time and effort to creating a clear presentation of their offerings in the implementation of digital learning environments.

Until now, in Russian literature, there was only one original guide to operational obstetrics, on which a whole generation of Russian doctors and obstetricians were brought up. This is a major work of Academician A. Ya. Krassovsky ("Operational obstetrics with the inclusion of a study on the irregularities of the female pelvis"), which has already been published in 4 editions. The undoubted and generally recognized qualities of this manual: completeness, detailed and clear presentation of each operational application, as well as indications and contraindications, detailed historical and literary references, etc., make it a classic study and such a book of each specialty obstetric. But for students and practical doctors it is rather difficult to use the manual of Academician Krassovsky, since its study requires a lot of time, which students and practical doctors usually do not have.This, in my opinion, explains a fairly significant number of translated short textbooks of operational obstetrics (Stahl) on lectures 'a, (Schaut'а, Fritsch'а, etc.), appearing in print.
