The article presents the results of the study of the filament modes of electronic lamps and ensuring the rational temperature of the cathode. A brief description and comparative analysis of existing methods with the proposed author are given. The dependence diagrams obtained as a result of a real experiment are presented. A new method of rational control of the electric vacuum devices (EVP) filament mode is proposed, thereby increasing the reliability and increasing the durability of the EVP during operation in high-quality and expensive complex technical systems. According to the results of the study, a new specialized electronic device was developed, which allowed to smoothly regulate the supply of the filament voltage, thereby ensuring the rational control of the operation of the EVP. The technique and specialized electronic device are developed on the basis of modern scientific and technical achievements. This made it possible to increase the reliability and efficiency of the electronic control system for solving critical tasks. When implementing the developed device, the problem of import substitution was solved.

We developed a multidimensional measure of lottery playing health, simultaneously considering the positive and negative perspectives of playing the lottery. Participants were 4,521 sports lottery players. The final version of the Lottery Playing Health Scale (LPHS) comprised 17 items divided across 5 factors: enjoyable experience, favorable socialization, rational control, negative mood, and social harm. The LPHS showed good psychometric properties, including level of fit to the data, discriminant validity, and reliability. Several lottery player characteristics (i.e., age, perceived risk, and urge to play) were found to be significant predictors of players' LPHS scores. This study represents an initial effort to understand the multidimensional effects of lottery playing on health.

The justification of plans and programs is a necessary condition of the relationship between systems of education, both obligatory and voluntary, and the publics they serve. Those who are responsible for the conduct of the educational enterprise in general and the schooling of the young in particular must provide those who support the system, financially and otherwise, with acceptable and defensible reasons for the efforts and activities of the schools. The idea of justification in education rests on the assumption that the process of schooling, whatever its form and content, is subject to rational control and that the authority for the conduct of schools is derived from the principles inherent in the justification offered. A proferred justification is most effective and likely of acceptance when the positions it generates on educational issues fit the general fabric of ideals and aspirations of the society to which it is addressed. If, as we believe, justification is a necessary part of the rhetoric which surrounds legislatively determined and state maintained school systems—i.e., systems whose right to existence is not subject to question or doubt in any modern society and where attendance is required by law—then it follows that it is of even greater significance for voluntary school systems which lack the coercive power of their governmental counterparts—i.e., Jewish education.

The essay discusses popular rationalistic interpretation of stoic spiritual practices as rational control over nonrational aspects of human life. On the course of analyzing ancient stoics texts and recommendations concerning a good life the essay proves that the word “controlling” is not really proper translation of stoic intentions. Much better picture is of reason that takes care of condition of body and soul, or of reason that follows body and soul. Stoic reason is a tool for understanding and nursing nod controlling. Thus the ideal for stoic life is not reason but harmony, which is the best way of translating ancient Greek word tonos.

In this article, an important part of Simondon’s philosophy of technology (mainly as it is elaborated in On the Mode of Existence of Technical Objects) is presented and situated within a broader context of philosophy of technology and contemporary trends of technological development. The hypothesis suggests that one of the main motives behind such Simondon’s ideas as a reconciliation between culture and technics, the need for mechanology, etc. is to dispel the metaphysical view of autonomous position of technology as uncontrollable destiny in contemporary societies. However, Simondon’s position remains inherently ambivalent here: even though it is culture that should incorporate and govern technology, culture still must accomodate itself to the actual state of technology developed by technicians. A mystifying element in Simondon’s philosophy of technology remains, as the philosopher privileges a technician as being grounded in and having access to the pre-individual state of nature. It is argued that the development of technology should be more democratized and put under rational control of society.

Adopted in Montreal in 2014, the Protocol to Amend the Convention on Offences and Certain Other Acts Committed on Board Aircraft is the nineteenth international legal instrument in the acquis of the United Nations (‘UN’) and its related organisations devoted to prevention and suppression of terrorism. Considering the first of such instruments – the Tokyo Convention on Offences and Certain Other Acts Committed on Board Aircraft (‘the Tokyo Convention’) – was adopted in 1963, it may be assumed that throughout the period of 55 years the UN has succeeded in solving the specific model of combating international terrorism. Although the existing and binding international conventions on suppression of terrorism do not form a uniform group and differ in terms of material scope of offences described therein, it is still possible to indicate one significant feature common to all conventions, and that is a set of legal measures and remedies available at the international level which guarantee an effective fight against terrorism. The above-mentioned set of regulatory measures – including, inter alia, jurisdictional clauses – constitutes a consistent collection of rules to be applied in cases of the majority of terrorist activities. The aforesaid model is based on the principle of aut dedere aut judicare supplemented with a rational control of extradition and jurisdictional issues. This model is also enriched with rules concerning other forms of co-operation such as mutual legal assistance, exchange of information and preventive measures. The rationale for the above-referred measures is to ensure that perpetrators of specific international terrorist offences shall be prosecuted regardless of their place of residence or motives that triggered such action. International anti-terrorist conventions adopted under auspices of the UN help to achieve this goal, confronting the internationalisation of terrorism with internationalisation of means and methods of combating this dangerous phenomenon.

The analysis of the literature data on the steels used for the manufacture of castings operating at negative temperatures and the technology of their manufacture is carried out. The effect of chemical and phase compositions on the strength and impact strength characteristics is revealed. The rational technology for manufacturing of these castings is considered. Methods for obtaining of high impact strength of castings made of 20GL type steels at –40...–60 °C temperatures are given. Modification, microalloying and rational modes of heat treatment are used as methods of rational control of the steels structure. The heat treatment technology of castings, which provides the necessary package of properties and reliable operation, is proposed.
