Purpose This study aims to examine the extant literature to analyze the relationship between quality assurance (QA) and innovation in the higher education context. Design/methodology/approach This study selected 63 articles through a systematic literature review in Scopus and Web of Science databases and performed a descriptive and thematic synthesis-analysis on the sample. Findings The research identifies several perspectives discussed on QA systems covering experiences, criticisms and practice implications. The literature review shows there is no clear consensus on whether innovation in higher education institutions (HEIs) is fostered or hindered by QA processes. However, it seems that the likelihood of innovativeness and positive QA outcomes are directly linked to how these processes are managed in universities. Research limitations/implications This review highlights the university management concerns that emerge with QA issues as it is not yet clear to what extent innovation is actually promoted in scenarios where QA is applied. Hence, this literature review could be considered comprehensive but not exhaustive. Further studies are recommended to improve the understanding of how HEIs can both innovate and ensure quality at the same time. Originality/value The paper contributes to the existing body of knowledge by advancing the opportunities and challenges that HEIs face due to QA system features.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

Strategic management in higher education (HE) has become data-reliant. Most higher education institutions (HEIs) all over the world have implemented quality assurance (QA) and institutional research (IR) with the purpose of generating data that that would assist in evidence-based decision making for better strategic management. However, data generated through QA and IR processes have to be integrated and streamlined in order to successfully inform strategic management. One of the challenges facing higher education institutions is to integrate the data generated by QA and IR processes effectively. This chapter examines examples of good practice for integrating the data generated by these processes for use as tools to inform strategic management, using the University of Namibia as a reference point. The chapter offers suggestions on how higher education institutions may be assisted to overcome challenges when integrating the outcomes of QA and IR processes in order to close the quality loop through effective strategic management.

University—industry relationships in science and technology in Canada are changing. A review of the data on R&D activities in Canadian universities points to a rise in industrial sponsorship from about 4% of total university-based research in 1980 to 11% in 1993. There are various reasons for this increase, but it is clear that government university—industry programmes have played a major role. There is also evidence of increasing cooperation between Canadian higher education and business in the planning, design and delivery of teaching and service activities. The Canadian infrastructure for university—industry interaction is composed of many organizations and levels, and new programmes or modifications to traditional approaches are continually being developed. Organizations have responded to the need to make university—industry programming more relevant to small and medium-sized enterprises, and are making some headway in cooperation. Nevertheless, an effective integration of the university—industry aspect into a national or regional system, with inclusion of all the relevant actors, still poses a challenge.

Abstract. Taking into account the fact that Standards and Guidelines for Quality Assurance in the European Higher Education Area identify employers at the level of one of the main stakeholders in higher education quality assurance, the authors of the publication conducted their survey within the non-grant project «Higher Education Quality Assessment». Among the focuses of the project attention were also those questions, the content of which was focused on clarifying the employers’ opinion on the existence of dependence of the higher education quality on the sources of its funding and specialization of the Institute of Higher Education.Using the tools of expert interviews and questionnaires, 184 employers from Kharkiv, Poltava, Sumy, as well as Ukraine-controlled parts of Donetsk and Luhansk regions were interviewed. The obtained results were considered through the prism of the analysis of university ratings in the direction of finding out the specialization and forms of ownership of those universities that occupied the so‑called top positions within its framework. The analysis revealed fundamental differences between the trends of the national academic rating «TOP—200 Ukraine» and the international university rating «QS World University Rankings» on the specialization and forms of ownership of leaders of the Institutes of Higher Education. It was found that among the top world level universities, classical Institutes of Higher Education dominate and  within the sample selected for analysis there exists parity between the amount of private and public Institutes of Higher Education. The analysis of the national academic rating allowed to state the fact that among the top Ukrainian universities, specialized Institutes of Higher Education dominate, and the share of private Institutes of Higher Education is absent at all. The perception of the results of the survey of employers and the results of the analysis of the university rankings’ content through the prism of the dependence of the higher education quality on its sources of funding and specialization of the university, allowed to formulate proposals for improving public policy in higher education sphere. Among the practical measures, the implementation of which, on the one hand, will improve the quality of higher education, and on the other — will contribute to optimization of the state budget usage for the higher education maintenance and development, it was proposed to develop and implement two state target programs, namely: Programs of priority development of specialized Institutes of Higher Education and the Program of priority development of classical Institutes of Higher Education. For each of these programs, the criteria for selecting of Institutes of Higher Education  for inclusion in the program were determined, as well as the limit amount number of its participants was determined. In addition, the article substantiates the need to involve employers into the higher education quality monitoring at the regional and state levels, as well as formulates proposals for improving the mechanisms of public administration over assurance of the higher education quality. It has been long known that quality assurance (QA) is a system to develop quality standards in Thailand.  However, it is not easy to implement the concept throughout a whole organization, for example, to include in a university, faculty members, program specifications, management team, and so on.   This paper is to explain a case of strategic management of quality assurance using education for sustainable development (ESD) in the university with social enterprise concept.  An example of the university with the mission statement of “to serve society” can drawn more attention using ESD concept to faculty in stead of QA regulation concept.  The conceptual framework of the implementation was shown how QA can be developed in curriculum embedding with an ESD concept.

Basing on the results of survey of answers of students from the Europeanhigher education space, there was determined an opinion of respondents as fora place and role of state in provision quality control of educational services ofhigher educational institutes. The features of the relationship between theInstitute of state and the institutes of the University in the context of provisionof higher education quality. In addition, the article substantiates the directionsof improving the content and practice of usage of mechanisms of statemanagement of the higher education quality, as well as determined thepriorities for the subjects of public administration to use certain methods ofinfluence on the system of quality assurance of higher education in Ukraine.

Student satisfaction is an outcome of the insight of service quality provided by the university. Government of Bangladesh introduces private universities in 1992 because of huge demand in higher education. Currently, there are 103 private universities, forty-three public universities and three international universities in Bangladesh. But it is a matter of sorrow that, universities are increasing day by day but the qualities of universities are not satisfactory. This study is a comparative study conducted on two universities (one is Rangamati Science and Technology University (public) and another one is Premier University (private). The study was pointed out academic services in the private and the public universities. Based on the review of literature a questionnaire was developed and it was distributed among 120 students. The total 120 respondents have been drawn probabilistically from 2 universities. Descriptive analysis, factor analysis have been used to analyze the data and to draw the findings. It has been found that satisfaction level of the private university students is not up to the mark. Finally, few suggestions have made to increase satisfaction of the university students in Bangladesh. Results revealed that students from Rangamati Science and Technology university (public) and Premier University (private) hold different opinion whether their expectation met or not.

In this article the potential for use of electronic portfolios by healthcare practitioners and students is considered in the context of work currently being undertaken in the School of Health at the University of Wolverhampton. We write at a time when knowledge of, and interest in, eportfolios is expanding beyond a relatively small number of projects and into the consciousness of a wider audience of academics and institutions. Many higher education institutions in Sub-Saharan Africa are underfunded.Consequently, they are operating with encumbering resources constraints that threaten quality assurance. Accordingly, they are working to expand the availability of these resources. Notwithstanding, it is taken for granted that once available, these resources are optimally utilized and that, in instances expanding their availability is not possible, compromising on some elements of the quality of higher education is inevitable. The problem is that this presumption could disguise inadequacies in the utilization of the resources, with the consequence that the institutions’ need for the resources is exaggerated. Preoccupation with expanding the availability of resources could also stifle the innovation of creative ways of making the best use of the resources available. This means that the institutions need to evaluate their utilization of these resources—to pinpoint their need for the resources and potential for quality assurance. This paper reports the findings of a study that responded to this need, taking the case of teaching space at Makerere University. The objective ofthe study was to verify the hypothesis that the University is teaching space constrained. The findings were that the resource is overly underutilized albeit this was disguised by occasional overutilization of the same space, a concomitance that only multidimensional evaluation could unearth. Accordingly, the study gives credence to the hypothesis that shortages of resources at the University, and similar institutions, are ostensible. Therefore, it is recommended that these institutions subject their utilization of resources to rigorous evaluation.Keywords · Resources management · Higher education funding · Educational administration
