AbstractIndia’s current population policy is situated between two conflicting discourses of population management, one that is governed by a demographic rationale advocating strict State regulation of fertility, and the other that is delineated by a rights-based framework that promotes individual reproductive choice and bodily autonomy. In this chapter, I show how this conflicted policy discourse becomes supportive of processes that empower the State, rather than facilitate reproductive autonomy among claimants on the ground. The chapter draws on textual analysis of policy and programme documents and discussions with health providers, users and policy makers during long-term fieldwork in the state of Rajasthan. I show that, in their role in promoting regional state directives on reproductive health policies, health workers are at once agents and subjects of State policy processes and of their community’s ideologies, preferences and practices related to childbirth and reproductive care. It is in their work and embodied practice of family planning that we most clearly evidence the implications of ‘conflicted reproductive governance’. When health workers struggle for their own remuneration and recognition, the State’s rights-based health policy objectives will remain unreachable.

Addressing unmet need for family planning is one of the major immediate objectives of India’s Population Policy, 2000 (Ministry of Health and Family Welfare (MoHFW), National Population Policy, 2000. New Delhi: Department of Family Welfare, Ministry Health and Family Welfare, Government of India). The policy also advocates the involvement of elected leaders of Panchayati Raj Institutions (PRIs) in addressing unmet need for family planning. Besides, the National Rural Health Mission (NRHM) also highlights the importance of PRIs and other community leaders in addressing family planning services. The 73rd Constitutional Amendment Act, 1992, also guarantees panchayats to take responsibility of health and family welfare. To know the actual involvement of community leaders in addressing unmet need for family planning, the field survey was carried out in the coastal part of Odisha. With the help of mixed methods, the actual participation of community leaders in family planning is found negligible. The field study including surveys and in-depth interviews of health workers and community leaders reveals that lack of financial allocation for family planning activities in Gaon Kalyan Samiti (GKS), lack of funds for the village health plans, lack of inter-departmental coordination, lack of trust and confidence between the workers and leaders, lack of initiative by the workers to involve leaders and lack of incentives for community leaders are the major reasons for non-participation of community leaders in family planning activities.

The improvement of health facilities has been a major priority of the government policy. It is related to the effort of controlling population growth by reducing fertility and mortality rate. In line with this, one issue is worthwhile to question: whether or not those facilities productively utilized by the local people. This research was conducted in Lambuya subdistrict, Kendari, Southeast Sulawesi, the area which is considered to be successful in the implementation of the family planning program. The utilization of health and family planning services, from the aspect of age, education, and resident of clients is quite satisfactory. Based on these three aspects, it is not surprising if they can rely on health andfamily planningproviders. Besides the health workers at the primary health care, there are 91 traditional healers who take over health problems. The awareness of the local people to revisit the primary health care after an initial treatment is more of a causative effect of the initiative of health providers, than the desire of the clients themselves. Effort on enlightenment by improving quality of information to the people is influential in making people utilized the services available at the primary health care.

Abstract BackgroundDespite availing contraceptives, IUD uptake remains low in family planning service provision. Yet there is evidence that access to family planning reduces Maternal mortality especially in developing countries like Uganda. The study explored the reasons for low uptake of IUD among women of reproductive age.MethodologyFocus-groups and in-depth interviews with women in reproductive was employed to explore experiences, barriers and for low use of IUD. A thematic analysis was used to analyse the data.ResultsThis study explored women’s experiences, their motivations and barriers to IUD use. The positive experiences reported included; IUD is a long-term method of family planning; un affected libido, body image, reassurance from the health providers. The negative experiences included; pain on insertion; discomfort and bleeding and fear of strings. The motivators were; availability of IUD services at the facility, unaffected body image, information from the health workers and the barriers included; mistrust of health providers, financial constraints, myth and misconceptions and lack of social support.ConclusionThe experiences were both positive and negative, the motivators were their drivers to use the method and barriers were reported to influence the IUD use. There is need for mothers who have used IUD and are satisfied with the method to talk to other mothers so that we can increase IUD use as a method of family planning and health care providers have role to play to demystify the myth and misconceptions the mother have.

O estudo do Planejamento familiar, no contexto da bioética, abre-se para diversas perspectivas, entre elas a valorização dos seus diferentes atores. Situado neste contexto o artigo tem como objetivo identificar o perfil de gênero na produção científica sobre Planejamento Familiar no Brasil, entre 2000 e 2014, assim como a área de formação e especialização dos autores. Foram utilizadas metodologias que permitiram mapear o estado da arte do tema estudado, a partir de uma revisão da literatura. O resultado da pesquisa identifica que a produção científica sobre Planejamento Familiar no Brasil se compõe de perfil destacadamente feminino (71,76%). Dos 73 artigos analisados, 42 (57,53%) o foco do tema está direcionado à mulher assim como evidencia-se a área de ciências da saúde com maior concentração das publicações do tema.  Este aspecto da pesquisa abre para uma realidade complexa onde se buscam criticamente as razões para a pesquisa em Planejamento Familiar ter ênfase na mulher e ser um tema de relevância nas ciências da saúde.Palavras-chave: Produção científica, Planejamento Familiar, Gênero.  ABSTRACT: The study of Family Planning, in the context of bioethics, opens to diverse perspectives, among them the appreciation of their different agents. Situated in this context the article aims to identify the profile of gender in scientific literature on Family Planning in Brazil, between 2000 and 2014, as well as the area of training and specialization of the authors. Methodologies were used which allowed to map the State of the art of the subject studied, from a review of the literature. The results found identify that the scientific production on Family Planning in Brazil is formed with a outstandingly female profile (71,76%). Of the 73 articles examined, 42 (57.53%) the focus of the topic is directed to women as well as showing the health sciences area with highest concentration of publications. To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
