The Impact

The complexity of borders and border area in terms of European Union, cohesion policy, implementation of cross-border program 2007-2013 in urban and rural areas of Hungary and Croatia, monitoring the impact of invested funds and their comprehensiveness, the attitude of beneficiaries of infrastructural and human resources development projects are discussed in this paper. All in the light of given possibilities and untapped opportunities that can bring significant benefits to this area. The primary survey is conducted in the observed area after the implementation of all approved cross-border projects. Besides, available data sources and implemented research in the cross-border area of Hungary and Croatia are also discussed. The paper seeks to contribute to the discourse on the subject of monitoring the overall impact of the implemented activities in the cross-border area because there are no similar studies that comprehensively approach this complex problem for areas of cross-border cooperation in the European Union.

The article deals with the analysis of emergency incidents of fire protection units in the district of Cheb. The first part of the article deals with the organization of fire protection units and their firefighting areas within the district of Cheb. A considerable part of the article focuses also on the cross-border cooperation with the fire protection units on the other side of the state border. The practical part of the article deals with the statistics of emergency incidents of fire protection units. These emergency incidents have been furthermore analysed in detail according to their type. The following part analyses the emergency incidents of fire protection units in the border area on both sides of the state border. The final part of the article evaluates the results of the analysis of emergency incidents of fire protection units. On the basis of these results improvements in the field of human resources, financial security or technical means for more effective emergency management have been proposed.

Local administration is a major actor, both stakeholder and beneficiary, in the cross-border cooperation actions. However, there are very few references in the literature investigating the opinion of public managers and employees involved in implementing cross-border cooperation programs regarding the effectiveness of CBC projects. In this paper we address this issue, by reviewing the relevant literature and mostly by presenting the results of own survey-based researches conducted on field. This article captures the opinion of managers and staff regarding the transformations generated by involvement in cross-border actions in Bihor – Hajdú-Bihar Euroregion.

This paper seeks to investigate sustainable cross-border cooperation (CBC) as a distinctive model of interstate collaboration, embedded in the neighboring borderland regions of two or more countries. The focus of the research revolves around the establishment and further development of geostrategic, economic, cultural and scientific capacity of the Ukrainian-Romanian partnership as a fundamental construct in ensuring and strengthening the stability, security and cooperation in Europe. This research highlights Ukraine’s aspirations to establish, develop and diversify bilateral good-neighborly relations with Romania both regionally and internationally. The main objective is to elucidate Ukraine-Romania cross-border cooperation initiatives, inasmuch Ukraine-Romania CBC has been stirring up considerable interest in terms of its inexhaustible historical, cultural and spiritual ties. Furthermore, the similarity of the neighboring states’ strategic orientations grounds the basis for development and enhancement of Ukraine-Romania cooperation. The authors used desk research and quantitative research to conclude that Ukraine-Romania CBC has the impact not only on the EU and on Ukraine multi-vector foreign policy, but it also has the longer-term global consequences. In the light of the current reality, the idea of introducing and reinforcing the importance of Cross-Border Cooperation (CBC) sounds quite topical and relevant. This research considers a number of explanations for Ukraine-Romania Cross-Border Cooperation as a key element of the EU policy towards its neighbors. Besides, the subject of the research is considered from different perspectives in order to show the diversity and complexity of the Ukraine-Romania relations in view of the fact that sharing common borders we are presumed to find common solutions. As the research has demonstrated, the Ukraine-Romania cross border cooperation is a pivotal factor of boosting geostrategic, economic, political and cultural development for each participant country, largely depending on the neighboring countries’ cohesion and convergence. Significantly, there is an even stronger emphasis on the fact that while sharing the same borders, the countries share common interests and aspirations for economic thriving, cultural exchange, diplomatic ties and security, guaranteed by a legal framework. The findings of this study have a number of important implications for further development and enhancement of Ukraine-Romania cooperation. Accordingly, the research shows how imperative are the benefits of Romania as a strategic partner for outlining top priorities of Ukraine’s foreign policy.

Since the beginning, the European Union has believed and promoted the idea that an increase in cross-border cooperation contributes to enhanced European integration. This means that cross-border cooperation supports sustainable development along the EU’s internal and external borders, helps reduce differences in living standards and addresses common challenges across these borders. The aim of this paper is to examine the cross-border initiatives between Romania and Hungary with a special focus on the INTERREG projects, which have provided new sources of funding for cross-border activities and regional development in the RomanianHungarian border area. In this context, the cooperation has intensified in the last two decades, especially since Romania joined the EU in 2007. The research proves that cross-border projects and initiatives represent an important source of funding for this type of intervention, when no similar funding sources are available.

Introduction. Active engagement of Ukraine and its regions in the system of international cooperation in the context of the development of world integration processes is possible due to the use of cross-border cooperation tools. in the form of jointly developed programs of trade and economic, scientific-technical, environmental-ecological, cultural, historical-religious cooperation.The hypothesis of scientific research. Using cross-border cooperation will solve the problems of accelerating the socio-economic development of transboundary regions, improve the personnel infrastructure training of regions and the country as a whole in order to deepen cooperation with the EU, to solve urgent issues with the neighbors of the post-Soviet space; accelerate European integration processes.The purpose of the article is to develop theoretical propositions to substantiate the effective algorithm of cross-border cooperation development on the basis of synergistic combination of integration processes and innovations in all types of cooperation.Methods of research: an interdisciplinary approach – for combining a set of general scientific and special research methods; systemic and structural-functional analysis – to determine the system of international cross-border links; institutional approach – to determine the impact on cross-border cooperation created by political institutions; situational approach – for correlating the development of cross-border cooperation with a specific socio-economic situation; a comparative analysis – for comparing processes of cross-border cooperation in different countries of Europe and post-Soviet space.Results: the experience of the international community in implementing the system of cross-border cooperation is analyzed; the legal-legal and methodological principles of cross-border cooperation as a direction of European integration processes in Ukraine are researched; The mechanisms of development of foreign economic relations in the border regions of Ukraine in the conditions of realization of its European integration aspirations are revealed.Conclusions: development of theoretical positions on the substantiation of the active development of the regions as one of the elements of the pan-European system of priorities, which corresponds to the principled integration of states through the integration of regions, which represent joint actions aimed at establishing and deepening economic, social, environmental, scientific, technical, cultural and other relations between territorial communities, various institutions of transboundary regions with the relevant authorities of other states within the competence defined s national legislation.

Borders in East Central Europe have become much more permeable over the past ten years as formalities have been simplified and many new crossing points have opened. At the same time, cooperation in border regions has increased, thanks mainly to the EU 'Interreg' programmes, to include a range of business cultural and conservation interests. In many cases these arrangements have been formalized through Euroregions which have become an indicator of good international relations. The paper reviews these trends with reference to examples and pays particular attention to environmental projects and the joint planning initiatives being undertaken in a number of Euroregions. At a time when regional policy has been generally weak, cross-border cooperation has contributed significantly to cohesion and it is also a good indicator of stability in the region. However, the impact has been greater in the north than in the Balkans and the first round of EU eastern enlargement will have implications for cooperation across the new external borders.

Основной целью статьи является выявление современных перспективных направлений приграничного торгово-экономического сотрудничества Самарской области. Для этого определен комплекс показателей и проведен анализ влияния приграничного сотрудничества на экономику региона. Выявлены основные направления, стимулирующие совокупность локализованных активов, составляющих территориальный капитал. The main purpose of the article is to identify modern promising areas of cross-border trade and economic cooperation of the Samara region. For this purpose, a set of indicators was determined and an analysis of the impact of cross-border cooperation on the region's economy was carried out. The main directions that stimulate the set of localized assets that make up the territorial capital are identified.

<p>With the impact of globalization, increasing flows of social, economic and political relations have begun to redefine the state borders which causes the rising of new border identities. By this redefinition process, European Union (EU)'s external wall forming the boundaries with the neighbourhood countries have also begun to be rebuilt at local and regional level. Throughout this process, new frontier identities are formed with a degree of permeability where the state’s security policies act as the prior issue in the international relations.</p><p> </p><p>Border permeability, that contains grey values varying from closeness to full openness, defines the degree of permeability according to the size, shape and direction of the flows. Dynamic feature of the flows converts border space into a subject of continuous social, economic and political movement. In such places, actors leading the flows appear as the basic elements of permeability and they can be described as economic, political and socio-cultural agents. At the edge of supranational and national border, actors use networks, which are connected to both local and regional levels, in order to build up cross-border cooperation in different aspects. In this context, border regions transform into a space, where local actors develop methods to overcome the restrictiveness of constraints for the flows among the supranational and the national borders.</p><p> </p><p>This paper aims to evaluate the permeability between EU supranational border and Turkish national border and to define the new cross-border cooperation formed by the social, economic and political flows of the actors. In this context, the permeability and the new border identity will be assessed through three type of administrative body (supranational, national EU and national non-EU) by using the national and local level data supported by EU cross-border programmes and by in-depth interviews conducted at various actors including national institutions, local organizations and NGOs in Turkey.</p>
