Patterns of Japanese Development Assistance for Social Transformation in Reform-Era Myanmar

Abstract In his book on legal reform in China after Mao, Stanley B. Lubman adopted the metaphor “bird in a cage” to describe the status of Chinese law at the turn of the twenty-first century. This article offers some general reflections on the social transformation of Chinese law since 1999, with the objective of explaining (1) how the legal bird has become a cage, and (2) how this new legal cage has been used to trap birds in Chinese society. It first traces the transformation of the legal bird into a cage in China’s reform era and then tells the stories of four species of birds currently confined in the legal cage, namely, hawks (state officials), crows (rights activists), sparrows (netizens), and ostriches (ordinary citizens). Laws related to the four species are concerned with combating corruption, political stability, internet control, and everyday life, respectively. By focusing on the four species of birds in the legal cage, this article offers a fresh understanding of how law interacts with various individuals and social groups in Chinese society and a sociolegal explanation of the social transformation of China’s legal system from 1999 to 2019.

Planned international development—Official Development Assistance—pretends to address complex, intergenerational problems. The pretense is endemic to, and necessary for, the continuation of the development enterprise, frequently leading to docile projects. Official Development Assistance’s methodologies and methods are ill-matched for confronting such problems, while those of action research are well-suited to the task. Yet Official Development Assistance and action research are only infrequent and ephemeral bedmates. Research from five sites on three continents reveals five lessons for untaming aid through action research: (1) plan and develop programming iteratively and over long time frames to offer meaningful support to people’s lives, (2) develop new connective tissue and relational capital, (3) commit to inquiry and learning in specific contexts, (4) incrementally confront culturally embedded practice in a safe and feasible manner, and (5) use methodology to develop safe and participatory spaces that engage tacit and explicit perspectives and ways of knowing. This article, the introductory essay to the Action Research Journal’s special issue, “Development, Aid, and Social Transformation,” argues that adoption of these five practices could help untame Official Development Assistance and make it more powerful, ethical, and transformative.

Indonesian reformation era begins with the fall of President Suharto. Political transition and democratic transition impact in the religious life. Therefore, understandably, when the politic transition is not yet fully reflects the idealized conditions. In addition to the old paradigm that is still attached to the brain of policy makers, various policies to mirror the complexity of stuttering ruler to answer the challenges of religious life. This challenge cannot be separated from the hegemonic legacy of the past, including the politicization of SARA. Hegemony that took place during the New Order period, adversely affected the subsequent transition period. It seems among other things, with airings various conflicts nuances SARA previously muted, forced repressive. SARA issues arise as a result of the narrowing of the accommodation space of the nation state during the New Order regime. The New Order regime has reduced the definition of nation-states is only part of a group of people loyal to the government to deny the diversity of socio-cultural reality in it. To handle the inheritance, every regime in the reform era responds with a pattern and a different approach. It must be realized, that the post-reform era, Indonesia has had four changes of government. The leaders of every regime in the reform era have a different background and thus also have a vision that is different in treating the problem of racial intolerance, particularly against religious aspect. This treatment causes the accomplishment difference each different regimes of dealing with the diversity of race, religion and class that has become the hallmark of Indonesian society.

The goal of this article is to examine the introduction of plantations into East Sumatra (Indonesia) in the late nineteenth and early twentieth century. Attention is given to the five most important plantation crops, namely tobacco, rubber, oil palm, tea, and fiber. The article analyzes the economic and social transformation of the region as a consequence of the rapid expansion of plantations. Within a short period of time, East Sumatra emerged to become one of the most dynamic economic regions of Southeast Asia. The development of the region and the needs of a source of protection for Dutch planters in face of fierce competition from other Western companies and local resistance encouraged the Dutch colonial government to establish effective authority in East Sumatra. The perception of a basic education of the importance of agroecological agricultural systems for human and environmental health is fundamental for changes in consumption habits, the conservation of local biodiversity and long-term social transformation. We analyzed, by utilizing a questionnaire consisting of open and closed questions, the perceptions about agroecological and conventional agricultural production systems in 360 final students of basic education residing in nine Functional Planning Regions of southern Brazil. We used classification categories for answers within thematic axes, expressed in percentages and analyzed by means of Chi-square and Kruskal-Wallis tests. In general, students recognize agroecological systems as healthier for their families and for soil and water conservation, largely because they do not use agrochemicals. However, they demonstrated difficulties when arguing their importance for the conservation of biodiversity, ecosystems and for ensuring the food security of populations. Television was the main source of information related to agroecology, mainly for students residing in rural areas, thus pointing out shortcomings in basic education regarding the approach of the theme in schools. Our results show the need to build a complex network of knowledge and discussions on agroecological agricultural systems in basic education, involving changes in student perceptions, behaviors and sustainable choices.
